RUTHER GLEN, Va. (AP) — Road crews struggled to reach hundreds of motorists on Tuesday after they were stranded all night in freezing temperatures along a 50-mile stretch of Interstate 95 in Virginia where tractor-trailers jackknifed in the ice and snow, state police said.

Both directions of traffic on I-95 came to a standstill Monday between Ruther Glen, Virginia, in Caroline County and exit 152 in Dumfries, Prince William County, the Virginia Department of Transportation said. At around daybreak on Tuesday, the agency tweeted that “crews will start taking people off at any available interchange to get them.”

Gov. Ralph Northam said his team responded through the night, sending out emergency messages to connect stranded drivers with help, and working with local officials to set up warming shelters as needed. He said the National Guard was “available” but he hadn’t yet called upon members to help. He also couldn’t say when the situation would be resolved.

“Right now, things aren’t moving as you know and as you can see on the cameras,” Northam told radio station WTOP Tuesday morning. “We need to get the cars and the trucks off the roads. We need to keep people safe, and then we need to clear them.”

Crews were working to remove stopped trucks, plow snow, de-ice the roadway and guide stranded motorists to the nearest exits along the U.S. East Coast’s main north-south highway, the transportation agency said. By 9 a.m., a single lane of traffic was creeping forward between many stalled trucks and cars in one direction, while people could be seen walking down traffic lanes still covered with ice and snow.

Born September 23, 1957, in Ruther Glen, VA, he was the son of Shirley Gayle Carter of Spartanburg, SC and the late Albert David Carter and husband of 42 years to the late LouAnn Fowler Carter. A graduate of Dorman High School, Mr. Carter was retired from Norfolk Southern Railway. He loved all his grandbabies, racing, fixing cars, gardening, and picking the guitar. In addition to his mother, survivors include his daughter, Sabrina Carter of Boiling Springs, SC; grandchildren, Kassy, Taylor, Layn, Kendall-Mary, TJ, and Elli; great-grandchildren, Kaylianna, Korryne, and Kayne; sister, Debra Rhinehart (Floyd) of Gaffney, SC; daughter-in-law, Shonna Carter of Moore, SC; sister-in-law, Janice Stevens (Jim) of Union, SC; brothers-in-law, Chester Pack of Owensboro, KY and Terry Kimble of Wellford, SC. The Virginia Lottery has opened investigations into three of the state’s most frequent winners and is reviewing three retailers’ licenses, an official confirmed this week.

The move comes after The Virginian-Pilot’s investigation into people who claimed winning tickets at a statistically impossible rate, which led a security expert to criticize the agency’s lack of oversight.

The probes also follow several policy changes from the $2-billion-a-year state agency sparked by The Pilot’s investigation. The story, published in September, revealed that 92 people claimed at least 50 tickets worth $600 or more apiece between 2008 and 2016. The Pilot analysis also found that the state had no records of investigations into those winners and wouldn't monitor any of them unless prompted by reports of wrongdoing.

The state’s most frequent winner, from Ruther Glen, Va., claimed 207 tickets for more than $800,000, The Pilot investigation found. Another scored more than $400,000 and was luckiest at a Newport News store he owns.

Virginia Lottery spokesman John Hagerty said the lottery took an interest in 21 of the roughly 40 frequent winners that The Pilot identified to officials during its investigation. Those names have not been made public.

Dangerous ‘Gray Death’ drug seized during Virginia raid, 4 arrested

CAROLINE COUNTY, Va. — Four people in Virginia have been arrested and charged with possessing and distributing a cocktail of heroin and other synthetic opioids labeled “Gray Death,” according to WTVR.

After a four-month undercover investigation, deputies say they seized the drug from a home in northern Virginia.

Gray Death is a new strand of heroin. Reports say the drug is much stronger than heroin alone and 10,000 times more powerful than morphine.

The mixture has been connected to thousands of overdose deaths in the United States. The drug is described as a gray powdery substance.

Investigators say during the early morning hours of October 10, they executed a drug-related search warrant at an apartment.

“This search warrant was the result of a four-month undercover investigation conducted by CCSO narcotics investigators,” said Sheriff Tony Lippa.

Deputies recovered more than $10,000 worth of suspected heroin, believed to “Gray Death.”

Officials say they also recovered seized more than $2,000 in cash, several digital weight scales, and plastic bags.

Richard Elmore, 36, and 33-year-old Lisa Elmore, of Ruther Glen, were both arrested and charged with possessing heroin with the intent to distribute and felony child neglect.

Under the search warrant, Nathan Howard, 38, of Fredericksburg was arrested and charged with conspiracy to distribute heroin.

Valerie Colby, 34, of Fredericksburg, was also arrested and charged with possessing heroin.

The Caroline Sheriff’s Office said when they received information that the suspects had obtained Gray Death, they acted quickly.

“Thankfully, due to the dedicated work of the men and women of the CCSO, these dangerous drugs were kept from being distributed in Caroline County,” said Lippa.

Following a trailer from an estate sale outside #Richmond #Virginia I saw a #1964 #PontiacThunderbird in almost what would be considered mint condition original interior, original radio, original duel exhaust. Very, very, very light rust & original tires & rims.
