HOLY SHIT I did ALOT of writing/edits these last few days!

Also tragically remembered that I wanted all flashbacks/past sequences to be monochrome (except for blood, fire, significant objects), so ha I wasted sooo much time last week coloring the Chapter 0's first few pages! But it looks sck as FUCK, almost like Noir!

Thankfully I finalized the main plot/arc differences BEFORE drawing too ahead. Im SO excited with the filler content/edits Ive made, SG has a very VERY compelling charcahter development plan/backstory thats REALLY gonna take what the original Rough Day already gives us about her to a different FUCKING level.

So now that my major writing-fever/panick in getting the overarching charcater developments finalized has FINALLY ended, I can share the almost finalized sub-chapter titles! Brazil launches public consultation for long-term rail, highway plans

Brazil's transport ministry has launched a public consultation process as part of the preparation of long-term highway and railway plans. 

"The rail and road sector plans will define the main actions for the development of the national transport system over the next decade and are part of the 2035 national logistics plan (PNL), expected to be ready by October," the ministry said in a statement. The consultation period will run through June 22.

The initiative was welcomed by some key players in the sector. 

"The government has listened to the sector's suggestions and improved contractual models in the logistics areas, which is positive. Now, looking at the long term, we have to raise important questions," Marco Aurélio Barcelos, president of highway concessionaire association ABCR, told BNamericas.

Babylon 5 Rewatch - Deathwalker

This is a post I originally wrote several years ago for Mark Oshiro’s Mark Watches blog. I don’t really plan to edit them before posting, so there may be some references that don’t make sense. If you see words that look like gibberish, they are actually rot13, which was our way of discussing spoilers. There are plugins you can install to decode the text (Cryptext is the one I use), or you can copy/paste to rot13.com, or just ignore it.

For me, this is one of the more memorable episodes of the series, and it’s mostly down to Sarah Douglas’s performance as Jha’dur. I think she does an amazing job of being cruel and creepy and totally confident that no one can touch her. She has a presence which just commands attention every time she is on screen.

We get another example of Sinclair’s command style in this episode, as he tries to suggest a compromise solution to the problem of how to deal with Jha’dur, and is shot down at first. But then later, when he manages to get the League representatives to listen, they find that his suggestion does, in fact, work for them. This is something that Sinclair does constantly—he thinks about problems and talks to people and manages to find ways for all parties to get what they want. He doesn’t just rush in and try to use force to impose his will on a situation. A couple of little moments I wanted to highlight: First in the council chamber before the big meeting, Londo is telling off Sinclair for lying to him. “We thought it best to handle this quietly,” Sinclair explains. Londo pauses briefly to look at the chaos around him. “Great job,” he says. Ooh, burn! I just love the sarcastic way he says it.

Second is later in that same scene, after the vote has been taken and everyone has left, furious. Sinclair and Lennier are alone, and Lennier tries to apologize and explain his part in what just happened. He admits that the Minbari government did know where Jha’dur was hiding and they kept it a secret—at the time because they were at war and she was useful to them. “We couldn’t reveal it then,” he says. “And like all secrets long kept, we cannot bear the shame of admitting it now.” Bill Mumy delivers this line with such quiet sadness and dignity, and there is so much truth in it. I love it. (Side note: Does this mean that Delenn knew about Jha’dur as well? We know, based on Sinclair’s memory, that she was in the Grey Council during the war.)

Lastly, let’s talk about Kosh. The Babylon File (an unauthorized guide to the show which is very informative) calls the resolution to this storyline “a true deus ex machina,” and it’s kind of right. There was no way to see that ending coming. Kosh has spent the entire episode off on a side quest, and before he shows up in the observation dome, we don’t really have any indication that he’s even aware of what has been going on. But somehow, at least to me, it still comes across as a great ending, and the very unexpectedness of it makes it even better. After the bombshell that Jha’dur has just dropped, having the decision taken out of our hands comes as a relief. And maybe that’s why Kosh is right when he says, “You are not ready for immortality.” Plus, this ending just adds even more to the Vorlon mythos.

One little issue I had that I wanted to mention: Why doesn’t Franklin recognize Jha’dur’s species? We know that Earth was at war with the Dilgar—a war which they won!—and that the Dilgar are notorious even now for the atrocities they committed. You’d think Franklin would at least know what they looked like, especially considering that xenobiology is one of his specialties. This was a pretty clunky way to prompt the exposition.

Favorite scene: The scene where Jha’dur explains her true purpose in giving the serum away. I’ll quote it: “Your kind takes blind comfort in the belief that we are monsters. That you could never do what we did. The key ingredient in the anti-agapic cannot be synthesized. It must be taken from living beings. For one to live forever, another one must die. You will fall upon one another like wolves. It will make what we did pale by comparison. The billions who live will be a testimony to my work, and the billions murdered to buy that immortality will be the continuance of my work. Not like us? You will become us. That's my monument, commander.” As in the rest of the episode, Sarah Douglas does a fantastic job of delivering this monologue. There’s so much poison in her voice, and she’s taking a perverse pleasure in revealing this to Sinclair, when she knows he can’t or won’t be able to do a thing about it. And the most chilling aspect to it is the fact that we know she’s right.

Pagamentos de pedágios em rodovias federais poderão ser feitos via PIX

O Ministério dos Transportes anunciou no Diário Oficial da União (DOU) desta sexta-feira (8) a publicação de uma portaria que estabelece a política de incentivo à diversificação dos meios de pagamento de pedágios em rodovias federais administradas por concessionárias privadas.

Assinada pelo ministro Renan Filho, a Portaria n° 241 determina que as empresas responsáveis pelas praças de pedágio disponibilizem aos usuários a opção de pagamento utilizando o PIX ou outros meios de pagamento semiautomático.

Objetivo da medida

O objetivo da medida é reduzir as filas nas praças de pedágio e tornar a cobrança mais eficiente e prática para os motoristas. Segundo o ministério, a inclusão do PIX como forma de pagamento visa agilizar o processo de cobrança e facilitar a vida dos motoristas durante suas viagens.

O ministro Renan Filho destacou a importância da medida em suas redes sociais, ressaltando os benefícios que trará aos usuários das rodovias federais.

Regulamentação

A portaria estabelece que a Agência Nacional de Transportes Terrestres (ANTT) terá a responsabilidade de regulamentar as cabines de pedágio que deverão aceitar pelo menos uma forma de pagamento por débito, seja por cartão bancário ou aplicativos móveis. Esta regulamentação visa garantir a diversidade de meios de pagamento e facilitar a vida dos usuários das rodovias federais.

A Agência Brasil entrou em contato com a Associação Brasileira de Concessionárias de Rodovias (Abcr) para obter mais informações sobre a medida e aguarda retorno.

thought id do a cooking-segment in chapter 10, but upon re-reading furthur i think it fits best here in chapter 19 pt 1.

In the abcr edits, im trying to make an emphasis on Din regaining or re-appreciating the five senses through having Sweet Girl in his life.

Im running with @no-droids' 'backstory drabble' headcannon of Din secretly hating taking off the helmet because he loved the outside experiecne too much and feared straying from the Way etc.

But of course, he cant help it after she enters his life because 'SHE MAKES HIM WANT TO KNOW MORE'  😭 😭 😭 😭 😭 😭 😭 😭

taste and smell will be hinted at in eraly chapters, but wont make any significant progress until chapter 10 around the campfire, and will have its most singificant progression in chapter 19 pt 1, where she teaches or shows him how to cook something, letting him take time to smell and taste the distrinctness of each inggredient, then how they comlpiment eachother in the meal.

hearing will be concentrated around him falling in love with her voice (yes she can sing sweetly to, I may or may not wink wink drop self-made dubs for those segments when they come out, as ) after not being particularly aquianted or intersted with music in general as a consequence of ...you know...being a mandalorian and a ard-ass. It'll reach its peak/reveal at chapter 11-pt 3, and be much more exhibited in the rest of the story as they become even closer (yesssssss i may have her sing/hum over the comm during the chase arc, maybeeeee to put the restless kid to sleep or because Din just misses and loves her sweet voice that much OH FUCK THATS GONNA MAKE ME CRY)

im very excited to incorporate this aspect of the backstory drabble into the abridged for christian roomates rd comic! i feel like itll show how he changes trhough meeting her more intenseley, and how he regains that while still being able to wear the armor. like...re-learning to appreciate and love and know the physichal world and nature and being human instead of shutting it out all together/running it over/ignoring it under the armor. Thisll all make more sense when the 6th prolougue comes out, as itll show how a variety of Din's habits changed as he grew older.

Brazil regulator starts consultation on WACC methodology for highway concessions

Brazil's ground transportation regulator ANTT launched a public consultation to update the WACC calculation methodology, which is considered a key element to attract new participants in highway concession auctions.

The consultation will run until June 24.

"The weighted average cost of capital (WACC) methodology is an indicator that helps in perceiving the risks of each specific project, impacting both the remuneration expected by the market and the fee amounts to be paid to the awarding authority," ANTT said in a statement.

"Updating the WACC calculation is the main priority currently in the highway segment because we are living in a scenario of high interest rates across the globe and the WACC is part of the final calculation of the financial return that a contract has for investors. If we don’t update the WACC calculation, it will be difficult to attract more competition for future concession contracts," Marco Aurélio de Barcelos, president of the Brazilian association of highway concessionaires, ABCR, told BNamericas.
