She herself doesn't seem to have many qualms about remaining in child form after all. She has Agasa as guardian, but Conan is her confidante and protector. And love interest, iirc, but romantically attracted or not, Haibara has more to lose if Shinichi returns permanently.

And besides, isn't it just safer to hide from the organisation forever? Being Conan is safe. Being Shinichi would draw unwanted attention and danger to everyone.
