in s1 we have pen's voice being so nervous, like she's going to burst into tears at any given moment and in some moments she sounds almost childlike, after all, she is very young. going into s2, having revealed (to the audience) that she is lady whistledown we get to see how pen speaks completely different from what we've seen before. she does an accent when she's bargaining with mr harris, there's a hint of arrogance in her tone. her voice gets a little more mature when speaking with colin and eloise and more so when she's talking with madame delacroix, she sounds intimidating, threatening even. and now in s3, the two clips at least, there's no oscillation anymore. they are very different moments, in one she's scolding colin and in the other she's romancing him, and it's the same voice, nothing behind it.
