Rural La Paz County, Arizona, positioned on the Colorado River across from California, is at the center of a growing fight over water in the American Southwest. At the heart of the battle is a question: Should water be treated as a human right, to be allocated by governments with the priority of sustaining life? Or is it a commodity to be bought, sold and invested in for the greatest profits?
As the West suffers its worst megadrought in 1,200 years, investors have increasingly eyed water as a valuable asset and a resource to be exploited. For years, investment firms have bought up farmland throughout the Southwest, drilling to new depths for their water-hungry crops and causing nearby wells to run dry. Now, new players have entered the scene: “Water management companies” are purchasing up thousands of acres of farmland, with the intention of selling the water rights at a profit to cities and suburbs elsewhere in the state. Some argue that treating water as a commodity can efficiently get it where it is needed most. But others fear that water markets open the door to profiteering and hoarding, leaving poorer communities in the dust.
In 2013 and 2014, GSC Farm, a subsidiary of a water management company called Greenstone Resource Partners, which is backed by MassMutual, bought nearly 500 acres of farmland in Cibola, a tiny town in Arizona’s La Paz County, for just under $10 million. The farmland comes with the rights to more than 2,000 acre-feet of Colorado River water a year. (An acre-foot is the amount of water it takes to cover one acre with one foot of water.) Then in 2018, Greenstone sold the water rights, in perpetuity, to Queen Creek, a rapidly growing suburb of Phoenix nearly 200 miles away, for $24 million.
The transfer marked the first time a water management company sold Colorado River water rights. La Paz and two other counties sued to block the transfer, arguing that the Bureau of Reclamation, the federal agency that oversees water resource management, had conducted an insufficient environmental review before signing off. The counties’ request for a preliminary injunction was denied in April 2023 by a federal judge, and three months later the water began flowing down the Central Arizona Project, a 336-mile canal. Then, the judge seemingly backtracked in February 2024, ordering a more thorough environmental review.
“In the meantime, they’re still allowing for the water to flow, which we argued should have been stopped completely until the complete environmental studies have been done,” Holly Irwin, a La Paz County supervisor, told Truthout. “It’s really frustrating, not only for myself, but for the other leaders and elected officials in what we refer to as the river communities.”
The ultimate results of the lawsuit could affect how easily water management companies are able to transfer river water rights for profit in the future.
“I’ve had people already contacting me, asking, ‘Hey, look, I’m looking to buy this piece of property. It’s got water rights. Can it be transferred off the Colorado River?’” said Irwin. “Which is what we knew was going to happen. They just opened up Pandora’s box.”
Companies like Greenstone are betting that the price of water will increase. Western states generally allocate water through a “prior appropriation” policy of “first in time, first in right.” In times of shortage, those with the most senior water claims — often farmers and ranchers whose ancestors claimed Native land — are allotted their full share of water first. Now, companies like Greenstone are lining up to buy those increasingly valuable water rights.
The Colorado River provides drinking water to 40 million people across seven U.S. states, two Mexican states, and multiple tribal lands. Since 1922, its water has been allocated among the states through a framework created by the Colorado River Compact. But river volume has decreased 20 percent since the beginning of the century, leading to tense renegotiations, with the three “lower basin” states — California, Arizona and Nevada — agreeing to reduce their water shares.
Compared to Colorado River water, groundwater tends to be less regulated. Major investment banks have spent hundreds of millions buying up farms with claims to the groundwater beneath them — part of a larger movement by investors into physical assets like lumber, buildings and infrastructure.
Once pumped, groundwater aquifers in warm, dry places can take thousands of years to replenish. In an effort to conserve water basins, Arizona passed the 1980 Groundwater Management Act, heavily restricting groundwater pumping in several urban “active-management areas” (AMAs), including the Phoenix and Tucson areas. It also mandated that developers obtain a state Certificate of Assured Water Supply, demonstrating their new projects have enough water for 100 years. The law is credited as a success for protecting water levels in urban areas. But its lack of restrictions on groundwater removal from rural basins has become a concern as the state population swells and rural wells run dry.

In his State of the State Address in January 2022, Governor Ron DeSantis declared that Florida was "the freest state in these United States." He also claimed "the state is well-prepared to withstand future economic turmoil." Turns out this description does not apply at all to his state's insurance industry. That particular segment of Florida's economy is currently verging on catastrophe.
Because of ocean warming, Florida is especially subject to heavy rainfalls, storm surge, and major category hurricanes that can devastate entire cities. For example, 55% of all the properties in Miami are at risk for severe flooding. And Florida's sea level, as much as eight inches higher now than in 1950, is rising by one inch every three years.
Bloomberg Intelligence reports that a 360% rise in Florida's insured losses in the past three decades due to the increased frequency and intensity of natural disasters is causing insurers to “hike premiums and exit high-risk areas.” And with reinsurance — essentially insurance for insurers — becoming unaffordable, major insurance companies are fleeing Florida in droves. AIG ceased insuring new properties along Florida's shoreline, while Farmers Group has stopped writing new policies statewide entirely.
So, since Republicans believe a "free" state means having little to no business regulation, homeowners are left having to depend on companies that are smaller, less diversified, less capitalized and more prone to becoming insolvent. A recent study by researchers at Harvard University, Columbia University and the Federal Reserve found that a majority of homes in Florida are insured by companies whose ratings would not receive an A from Demotech Inc., the industry’s primary ratings agency, and thus not be good enough to secure full backing by Fannie Mae or Freddie Mac.
Naturally, costs for home insurance have skyrocketed, too. Floridians paid an average annual premium of $10,996 in 2023 — more than anywhere else in the country. And online insurance agent Insurify predicts that number to go up to $11,759 in 2024.
DeSantis likes to hype "free" Florida as a model for the nation. Here's how Latisha Nixon-Jones, law professor at Jackson State University responds to that notion:
Will the state serve as a blueprint for disaster-prone regions, or act as a cautionary tale? After all, states such as California and Louisiana have also seen insurance companies withdrawing from their markets.
Plus, Newsweek reports that Brookfield Asset Management Reinsurance Partnership is pulling out of nine states: Arkansas, California, Colorado, Louisiana, Minnesota, Oklahoma, South Carolina, South Dakota, and Washington. If Florida is an example for America, that's not very reassuring.

What is a CCRC?
Continuing Care Retirement Communities, or CCRCs (also called Life Plan Communities) offer seniors the option to live independently, then access care services as their needs change. Typically, residents begin their CCRC residency in independent living and can later transition to other levels of care—including assisted living and skilled nursing—while still living on the same campus.
Generally, a CCRC offers a wide variety of amenities and programs designed to keep its residents active. These can include fitness classes, art workshops and happy hours, and many CCRCs feature on-site healthcare facilities.
Most CCRCs charge a one-time entrance fee and monthly service fees. Depending on the contract type, some build the cost of future care into those fees while others offer a refundable entrance fee or refundable portion of the one-time entry fee to help protect your assets. What is an ILC?
ILCs are state-chartered institutions (currently operating in California, Colorado, Hawaii, Indiana, Minnesota, Nevada, and Utah) that under certain circumstances do not qualify as “banks” under the Bank Holding Company Act. This means that a nonfinancial company may control an ILC, and it would not be subject to the same regulatory oversight and supervision as a BHCA-registered bank.
ILCs provide property line estimates to help mortgage and title companies verify that new fences or other improvements don’t encroach on neighboring properties. They are also commonly used by municipalities for construction permitting.
In a sense, an ILC is a less comprehensive version of a land survey. For example, it doesn’t examine all boundary lines or locate all utilities. For this reason, we recommend seeking a full survey to get accurate property deed dimensions before beginning any construction project. That said, our team has decades of experience supplying ILCs that satisfy mortgage and title companies. We can also recommend the best way to solve any issues that an ILC uncovers.
What is a SIL?
SIL provides NDIS participants with support services to live in their own home or share accommodation, such as a supported living arrangement, community residence, or a host family. SIL providers work with individuals and their families to develop a personalised support plan that meets their needs, goals and preferences.
The NDIS’s SIL funding covers the cost of support workers who can help with daily activities, including cooking and washing. The funds can also help with accommodation costs.
SIL stands for Safety Integrity Level and is used in functional safety standards like IEC 61508. The term SIL has become commonplace in Request for Proposals (RFPs) and purchase requirements in many industries. Nevertheless, many engineering managers don’t have a full understanding of SIL’s meaning and how to apply it in their work. This course, AN INTRODUCTION TO FUNCTIONAL SAFETY, breaks down the basics and gives attendees a clear framework to follow. SIL can be calculated from the risk assessment methodologies PHA and LOPA, using probability of failure on demand or per hour (PFD/PFH) to meet a target SIL level defined during the allocation process.
What is a CIL?
Generally speaking CIL is a way to fund paid support to help you learn new skills and live independently in the community. Usually participants will receive this funding through the National Disability Insurance Scheme (the NDIS).
Development that may be liable for CIL includes new homes and buildings such as extensions, self-build houses and annexes. The levy is payable on any new building with a gross internal floor area of over 100 square metres, but there are some types of development that can be exempt or qualify for relief from the levy – see the CIL Guidance section for more details.
A key feature of CILs is consumer control – meaning that a person with a disability is assumed to be the expert in their own needs and circumstances, and should be at the centre of decision making about how they are supported. This is why all CILs are governed by a board of directors composed of people with disabilities, as well as other community members.

Snow Removal – Odds and Ends
Today we are going to cover some various snow removal related items. Starting with what you should be looking for when on site for a snow event. Any time you can add efficiency to your tasking it improves your management of the asset. Inspecting for drainage issues is one such efficiency. On the fall inspection report we looked at drainage but now, when there is a storm is when it is critical to check again. Fall leaves, ice, or other debris can block the flow of water out and away from the property. Checking for ice dams, or blockages up on the roof and spouting is another good item to check. This should be a visual check only. Checking to see how much snow is still on the roof can help you identify if the home has enough insulation. A snow free roof when all the neighboring houses are snow covered is a problem! In Colorado the melting of snow can happen very quickly, and the ounce of prevention can save you from serious damage to the home.
Checking for animals and other pests around the home.  A snow covered home, and yard will show any activity that may be occurring around the home. If you have had issues with racoons or squirls and they have returned it will be plain to see. A fresh blanket of snow will also show if any uninvited two-legged pest are visiting the home!
Related to contracting the snow removal, site visits after a storm are advised to ensure that all the work was done correctly. Snowplows and landscaping do not mix. Check to ensure that no turf or plants were damaged. Was the snow moved to the designated area as agreed? The area where snow is moved to should be in the sun and have good drainage. When contracting for snow removal services it is important that the company has liability insurance. It only takes one uninsured claim for damages to make the decision to outsource snow removal services a bad idea.
More for our commercial owners is looking for unauthorized or abandoned vehicles. These vehicles cause headaches in the process of snow removal as plowing around them is a challenge. If you notice a vehicle that is not moving, then document it via photographs. Once the storm has passed then start the process of having the vehicle removed from your property.
