Meet Astro, he’s a robot that I got recently. Basically, he’s Alexa on wheels. Sadly, he doesn’t work properly (he works when he wants to go to his charging station). I plan on keeping this one for parts and buy a new one hopefully in the near future.

So three points-
1) In theory Alexa has never been "always listening". The way these things are supposed to work is that they wait for trigger phrases, record brief queries, and send them to the server to figure out what to do and get a response. That's why they don't work without internet. This is why they're talking about non-monetizable interactions here. The things people use Alexas for aren't purchases and don't provide the kind of useful ad profiles that they want. (Note that even without nefarious spyware, they trigger all the time because they think they heard a trigger and then send audio to the server, so privacy concerns are still valid)
2) The main point of the Ars article is that they're laying off and repurposing a huge number of people that were working on Alexa. Software developers and engineers are the guys making absurd amounts of money, so getting rid of a few thousand of these guys saves a lot of zeros just in salary. Note also that the division being blamed for losses includes other idiot boondoggles like their truly questionable robots:
3) Because every query Alexa sends has to hit up the server, it does actually cost Amazon money to use them. It's not a lot per use, but it adds up across every unit. If they sell a hockey puck at hardware cost and you use it every day for five years, that's five years worth of server costs that they're not making back without ads or follow-on purchases from the device.
Long way to say that spending an absurd amount of money to develop and corner the market on smart assistants by selling cheap hardware is expensive. No doubt any financial analysis by Amazon is padding the numbers a bit by including lost expected profits, but there's a good chance that's also offset to some degree by the urge to look good for shareholders. Or maybe they're shifting blame for losses by other departments, who knows. Either way, "Amazon wildly misunderstood how people would use their stupid product and wasted incomprehensible amounts of money on it" is funny enough without misunderstanding where the greed actually is.
