     Interesting question, nonnie! Firstly, we have to think about what ‘love' really is. I'm a very analytical person myself, so let's consider how love is most frequently defined as “an intense feeling of deep affection” or “a great interest and pleasure in something” so let’s take both of those into consideration. Deep affection. By this regard, no, Tom could not. Unable to form bonds with other people, Tom doesn’t experience affection towards anyone. To him, whether or not he keeps a person in his ‘inner ring’ is entirely dependant on how much use they can provide him with. Great interest. Certainly, in this sense, Tom already does love Fay. He finds her to be an enigma, in a way—- A mystery to be unravelled, if you will. He knows that she’s from the future and he knows that she’s seen his rise to power, so he’s curious about how much he can pry from her. Pleasure in something. Though it totally depends on the circumstances, Tom does enjoy her company. Fay’s quick witted, stubborn, determined, snarky—- She’s like him in some way, sans the whole “sadistic sociopath bound to kill thousands because of a fear of inferiority” but that’s a different topic.

     Are you seeing where I’m going with this? Love is extremely hard to apply and even harder to gauge. Does Tom feel intense affection for Fay? No. Does Tom want to protect Fay? Yes. Does Tom want to spend his life with Fay? No. Does he enjoy being around her? Ehh, sometimes. Assuming that love is strictly that affection formed through relationships with others, nope, Tom would never be able to love Fay and, frankly, probably not in any other regards. He hates her with a passion. She thrusts him into situations he’s got no experience with and he leaves conversations with her confused because she’s seen what is to come. Does that make sense?
