14 avril : l’anniversaire du Dr Ambedkar, l’un des fondateurs de l’Inde actuelle
C’est le 134e anniversaire de Babasaheb Ambedkar et son aura n’a cessé de grandir ces dernières années. Cet homme, né dans un milieu défavorisé et qui sera l’un des premiers intouchables à faire des études supérieures, à bénéficier d’une bouse pour étudier aux États-Unis et à Londres, et à se hisser au plus haut niveau de l’État indien dont il a participé à la fondation. Il fut député, ministre de la Justice, du Travail… On lui doit pour l’essentiel la constitution indienne, notamment les articles sur la laïcité, la lutte contre les discriminations. Très jeune, il a lutté contre le système des castes et, une fois au gouvernement, il a mis en place une discrimination positive.
Bhimrao Ramjo Ambedkar est né le 14 avril 1891 à Mhow (appelé aujourd'hui Ambedkar Nagar) dans le Madhya Pradesh. Son anniversaire a été fêté publiquement pour la première fois à Pune en 1928 par ses partisans. Mais il a fallu attendre 1990, à la veille de son centenaire, pour que le Dr Ambdekar reçoit à titre posthume le Bharat Ratna, la plus haute distinction civile indienne. En outre, la période 1990-91 avait été déclarée « Année de la justice sociale ». Certains État de l’Inde célèbrent le 14 avril une journée de l’équité. Babasaheb Ambedkar (son surnom) est particulièrement vénéré par les intouchables qu’il appelait les datits, et basses castes dont il était (car sa famille était de la la caste des Mahars) ; mais aussi des bouddhistes, car un an avant sa mort, en 1956, il s’était converti au Bouddhisme pour protester contre le maintien de l’esprit des castes (pourtant abolies par la constitution) et la sur-représentation des hautes castes au sommet de l’État. Il avait entraîné avec lui la conversion en masse de plusieurs centaines de milliers d’intouchables.
Ambedkar Jayanti n'est pas une fête nationale en Inde. Mais, c'est un jour férié dans 25 États et territoires de l'Union indienne (sur 36) , dont Andhra Pradesh , Bihar , Chandigarh , Chhattisgarh , Goa , Gujarat , Haryana , Himachal Pradesh , Jammu-et-Cachemire , Jharkhand , Karnataka , Kerala , Ladakh , Madhya Pradesh. , Maharashtra , Odisha , Pondichéry , Pendjab , Rajasthan , Sikkim , Tamil Nadu , Telangana , Uttarakhand , Uttar Pradesh , Bengale occidental…
Ce sont ces deux dernières décennies que le culte d’Ambdekar a pris de l’ampleur. Le jour de son anniversaire, les gens se rassemblent devant les statues et les mémoriaux du Dr Ambedkar pour lui rendre hommage. Les autorités indiennes ont fini par s’y plier et à déclarer, localement, la journée du 14 avril comme fériée. Les écoles et les universités organisent des séminaires, des conférences et des discussions pour informer les jeunes générations sur la vie, les philosophies et les contributions d'Ambedkar. Les processions et rassemblements publics sont très courants dans le cadre des célébrations. On organise chaque année un marathon, « Run for Ambdekar » , des spectacles de danse et de musique traditionnelles illustrant les thèmes de l'égalité et de la justice sociale ajoutent une dimension culturelle aux célébrations. On prononce des discours et organise des débats sur des questions liées à la justice sociale et à la discrimination de caste.
Il n’est pas vraiment dans la droite ligne de l’Inde de Narendra Modi mais son culte n’a cessé de grandir ces dernières années. On célèbre aussi l’anniversaire de sa mort, chaque 6 décembre, Mahaparinirvan Diwas.

Farmers’ Protests: Understanding the Swaminathan Committee's recommendations for farmers
The country faces an upside-down situation with the recent farmer's protests. This has been going on for days regarding different issues. One of the needs that has been constant since 2010 is the execution of the Swaminathan Committee's report.

 From Punjab to Tamil Nadu, Maharashtra to Madhya Pradesh, farmers have been asking for these recommendations to be put into action.

In the capital city, there is a heavy presence of protesting farmers calling for guarantees on Minimum Support Price (MSP), the enactment of the Swaminathan Committee report, changes to the Electricity Amendment Bill, and debt relief.

The BJP-led central government explains they need to take their time to consult everyone before making a law to ensure MSP for crops. Meanwhile, Rahul Gandhi, from the Congress party, reassures farmers that if his party wins, they'll ensure every farmer gets legal protection for MSP, following the Swaminathan Commission's recommendations. In 2019, after withdrawing the controversial farm laws, the Narendra Modi government acknowledged 200 out of 201 proposals from the Swaminathan Commission, including the MSP demand. 
What is the Swaminathan Commission all about?
The late Mr MS Swaminathan, a well-known agricultural expert and recipient of the Bharat Ratna award, chaired the National Commission on Farmers. This commission issued a total of five reports between December 2004 and 2006. 
 The then government in 2007 sanctioned the National Policy of Farmers, based on the draft. 
The plan involved improving things like land and other resources and providing farmers with good seeds timely. It also included giving them enough money from banks and confirming farmers come under the national safety plan. The commission ensured fair pricing of crops, among other things. 
More insights of the commission's report:
Farmers protesting wanted a promise that crop prices would be fair, following the Swaminathan Commission's idea of the 'C2+50% formula.' This means the government should set prices at least 50% higher than what it costs farmers to grow crops. It includes things like the cost of land and capital ensuring that farmers get enough money. They also wanted the three farm laws cancelled: about trading crops, agreements on prices, and about controlling essential goods.
The panel found that problems like lack of land reforms, water issues, and farmers feeling exhausted by outdated technology were causing them to take their lives. Miserable weather conditions also made things worse. The panel wanted farming to be under both state and central government control to help. They also said corporates shouldn't take over farmland for things other than farming. They suggested rules for selling farmland too.
The commission said farmers should have fair and steady access to water for their fields. They also suggested investing more money seeing that there's enough water for farming, but this plan isn't used anymore.
To increase the productivity of Indian agriculture a group suggested putting more money into things like farm buildings and roads. They also said farmers should take better care of the land by not disturbing it too much. The practice helps the soil stay healthy.
They also talked about giving farmers easier ways to borrow money. They said the government should help make loans cheaper. They thought about Kisan Credit Cards for lady farmers so they could get loans too.
The group suggested making a special fund to help make insurance better for people living in the countryside. This fund would help pay for things to make insurance easier for them.

FARMERS marching to Delhi are asking for implementation of Swaminathan commission report.
Back in 2010 BJP was demanding exactly this from UPA govt. Modi recently awarded Swaminathan with country's highest civilian award - Bharat Ratna. Also praised Mr Swaminathan. Which means what? Unless Modi isn't an abnormal human being, to me, it means Modi and BJP are in favor of Swaminathan's recommendations. Why else would they award him Bharat Ratna otherwise... Right?
Just imagine if Modi was into press conferences - someone would ask him exactly this - imagine his response. Someone could also ask him why he is digging good roads and making them unusable? Are farmers enemies? Terrorists? This is same Mr Modi that invited/allowed Pakistan's ISI to visit Pathankot. What is he saying? Farmers are worse enemies than ISI? How do you think Modi will respond to such a question?
On other side, in 2010 Congress was against Swaminathan's recommendations on MSP. They have now announced they're in favor and will implement if they come to power. Rahul Gandhi attends regular press conferences. Someone will definitely ask him this. But people change their positions from bad to good, narrow to open, all the time. I don't see any surprise there. I don't see any interesting dichotomy unlike in Modi's position wherein on one hand he's praising Swaminathan and on other refuses to act on Swaminathan's recommendations. Plus treats FARMERS with such disdain.

RLD Chief Chaudhary clarifies his switch to NDA, says the decision was unanimous
On Monday, the Rashtriya Lok Dal chief came with another announcement where he said that his party would join the BJP-led NDA. He also asserted that this was a unanimous decision.
"I took this decision after speaking to all MLAs and workers of my party. There was no big planning behind this decision, or had we decided this a long time ago. We had to take this decision within a short time because of the situation. We want to do something good for the country, for our people.” Chaudhary said clarifying his decision to the reporters.
Chaudhary further said that the party MLAs and workers took the decision unanimously after his grandfather Chaudhary Charan Singh was awarded Bharat Ratna recently. He also clarified the rumors of misgivings in the party for which he was recently attacked in The Rajya Sabha on Saturday by the Congress Party chief Mallikarjun Kharge and former Union minister Jairam Ramesh. "If someone is reporting that, I don't think they have talked to the MLAs. I talked to MLAs and workers and made a decision, " Chaudhary said.
There is no formal announcement made by Chaudhary and NDA yet but there have been ample hints suggesting the merger.
"We have good intentions for our people and country. When the Bharat Ratna has been given, we are very happy. It is not limited to our family or party. It is an honor for every farmer, youth, poor," Chaudhary was recorded saying during an event to mark the birth anniversary of his father Ajit Singh.
After Prime Minister Narendra Modi announced Bharat Ratna for Chaudhary Charanjit Singh, Chaudhary took to X and posted, "Dil jeet liya" (you have won our hearts)."
Answering the rumors, Chaudhary also rubbished the false news that it was all part of a scheme to make the switch and asked people to respect the former Prime Minister’s legacy.

"Dil Jeet Liya": RLD Leader As PM Announces Bharat Ratna For Charan Singh
Former Prime Minister Chaudhary Charan Singh has been awarded a posthumous Bharat Ratna — India’s highest civilian award — the government said Friday afternoon. Prime Minister Narendra Modi announced the award on X (formerly Twitter) hailing Mr Singh for his “incomparable contributions”.

“He dedicated his life to the welfare of farmers… whether as Chief Minister of Uttar Pradesh or Home Minister of the country, and even as MLA, he always gave impetus to nation-building. He stood against the Emergency (and) his dedication to our farmer brothers and sisters is inspiring…” Mr Modi said.
The Bharat Ratna for Chaudhary Charan Singh comes amid reports of a seat-sharing deal between the BJP and the Rashtriya Lok Dal — founded by his son and now led by his grandson, Jayant Chaudhary.
Sources told NDTV the BJP will give the RLD — which has substantial support among Jats and farmers in western Uttar Pradesh, which sends 80 MPs to Parliament’s Lower House, the most of any state — two Lok Sabha seats and one Rajya Sabha seat in return for its support. NDTV was also told the RLD had made awarding a Bharat Ratna for Chaudhary Charan Singh a key condition for any agreement.
Jayant Chaudhary’s party is likely to get the Baghpat and Bijnor seats, and his wife may be made a Rajya Sabha candidate, sources have said. There was also talk of ministerial berths for the RLD.
Sources said the BJP had offered two berths in UP Chief Minister Yogi Adityanath’s cabinet, but the RLD also wanted a seat in Prime Minister Modi’s cabinet at the centre.
The RLD only last month confirmed an alliance with Akhilesh Yadav’s Samajwadi Party, under which it was to contest seven Lok Sabha seats. Faced with possibly losing the RLD’s backing, Akhilesh Yadav yesterday told reporters Mr Chaudhary is a “very well-educated person… (who) understands politics”.
The former UP Chief Minister also said he hoped he would not weaken the struggle against the BJP “for the welfare of farmers and prosperity of the state”. His party was more explicit; General Secretary Shivpal Yadav said “Jayant will not go anywhere”, and accused the BJP of “spreading confusion”.
This morning too Akhilesh Yadav downplayed buzz of the RLD leaving, saying, “There have been no talks. Whatever it is, (it) is being published in newspapers,..am getting information through you.”
Mr Yadav, meanwhile, welcomed the award for Charan Singh but also took a swipe at the BJP, remarking it is only right someone “who spent his life” helping poor farmers get the Bharat Ratna”.
“I want to congratulate all farmers. Chaudhary Charan Singhji fought for farmers all his life… We are happy a farmer leader got Bharat Ratna,” he said in the UP Assembly.
The jab comes as the BJP faces yet another wave of protesting farmers; on Thursday farmers from UP’s Noida and Greater Noida amassed on Delhi’s border to agitate for better land prices.
The sight of farmers penned behind police barricades, with riot control vehicles at the ready, were a replay of images from three years ago — when tens of thousands of farmers and their supporters marched on Delhi to protest the “black farm laws”, triggering a massive image crisis for the BJP.
Chaudhary Charan Singh’s Bharat Ratna is the fifth announced this year; the government has also recognised Congress leader and former Prime Minister PV Narasimha Rao, former Bihar Chief Minister Karpoori Thakur, and the BJP’s LK Advani, as well as world-renowned agronomist MS Swaminathan.
The awards come weeks before a general election and a number of Assembly polls, including one in Andhra Pradesh, which is Mr Rao’s home state and one in which Mr Modi’s BJP is scrambling for grip.
Equally significant, Karpoori Thakur’s award came shortly before Bihar Chief Minister Nitish Kumar — his protege — executed (yet another) flip-flop, dumping the INDIA bloc and realigning with the BJP.
Nitish Kumar’s Janata Dal (United) has declared its “appreciation” to the Prime Minister for “honouring the real India”; “We are proud of it…” JDU leader KC Tyagi told news agency ANI.
The Bharat Ratna for Mr Advani — who has labelled himself the “charioteer” who steered the controversial ‘rath yatra’ to Ayodhya in UP — came days after the consecration of the Ram Temple.
The sole non-political Bharat Ratna this year was to MS Swaminathan — the ‘father of India’s Green Revolution’ and who was hailed by the Prime Minister as “a true farmers’ scientist”.
