Book Recommendations? Book Recommendations!
This is the list of books I've read during the pandemic, and let me tell you, I am doing all sorts of decision paralysis on what I should read next. If any of y'all vibe with these, do you have anything you'd recommend? Other than the obvious sequels. Ideally nothing too YA-ish, right now.
In reverse chronological order: Skyward, Ancillary Justice, A Desolation Called Peace, A Memory Called Empire, Spinning Silver, Empress of Forever, Red Mars, The Priory Of The Orange Tree, This Is How You Lose The Time War, Harrow the Ninth, Gideon the Ninth, Rhythm of War, Dawnshard, The Ruin of Angels, and Four Roads Cross. I've put a little review of each of them under the cut!
Skyward, by Brandon Sanderson, 2018. Your usual story about an outcast, misunderstood teenage girl finding an injured dragon and nursing it back to health, except instead of a dragon it's a starfighter spaceship. Really solid YA scifi with Sanderson's trademark meticulous worldbuilding. An enjoyable read, though much lighter than his usual epic fantasy.
Ancillary Justice, by Ann Leckie, 2013. Honestly, I didn't enjoy this one. It was pitched as a queer science fiction space opera, but the "queer" bit was gimmicky and falls apart if you think about it, I didn't find the characters interesting, and the plot didn't even try to hide that it was just a list of checkboxes. Felt like a YA novel that refused to admit it. This is the only book on this list that I personally wouldn't recommend. But all my friends seemed to enjoy it, so I might be the odd one out here.
A Memory Called Empire and A Desolation Called Peace, by Arkadiy Martine, 2019 and 2021. The first two books in what will presumably be a trilogy, and the best stories I've read in a long time. Twisty political thrillers wrapped up in gorgeous science fiction, and by FAR my favorite books on this list. Vibrant characters with nuanced relationships, scifi worldbuilding that is frankly breathtaking, a captivating story, and an all-around delight to read. Language, identity, colonialism/imperialism, and cultural assimilation are tackled through the lens of scifi. In my opinion, this is what science fiction should be. Also there are lesbians. Above every other book here I HIGHLY RECOMMEND THESE ONES. Martine seriously earned her Hugo Award.
Spinning Silver, by Naomi Novik, 2018. Folklore-fantasy about three young women — the daughter of a jewish moneylender, a poor peasant girl from an abusive home, and the daughter of a nobleman who wants to marry her to the Tsar — caught up in a conflict between the Faerie realms, the human world, and something much more sinister than either. Highly recommend, especially if you're jewish.
Empress of Forever, by Max Gladstone, 2019. A fantastical science fiction breakneck-pace adventure romp that puts its foot on the gas in Chapter 2 and doesn't let up. It's also quite explicitly a genderbent retelling of the classic Chinese epic Journey to the West, with more lesbians this time. This book has all kinds of energy, extremely fun characters with more depth than you'd expect, and some bonkers high-concept SF. Highly recommend if you like swashbuckling found-family adventure stories, and wlw romance.
Red Mars, by Kim Stanley Robinson, 1992. Every book, movie, and TV show about colonizing Mars since Red Mars was written owes pretty much everything to this book. It can be a bit dense if you're not up for lengthy (but gorgeous!) descriptions of Martian landscapes, and there are one or two bits where you just have to keep in mind that it was the 90's and this was quite progressive for its day. That being said, I am a sucker for a two-page description of a martian sunset. If crunchy hard-science fiction thrillers (emphasis on the "science") are your thing, I recommend this one. I'll read the sequels (Blue Mars and Green Mars) at some point.
The Priory of the Orange Tree, by Samantha Shannon, 2019. The prose and plot read like classic high fantasy, but with a modern eye towards character-driven storytelling. It's not often that you get something that feels so classic and so modern at the same time. Scratches that Lord of the Rings itch, with Queens and dragons and glorious heroes, but queer romance and a heavy focus on character development makes this a modern fantasy classic. Highly recommend if you like doorstopper-length high fantasy, and lesbians.
This Is How You Lose The Time War, by Max Gladstone and Amal El-Mohtar, 2019. A novella, you can read it in a couple of days — or a single marathon sitting, if you get into it. Gladstone (same author as Empress of Forever) and El-Mohtar take turns writing letters back and forth from time-traveling spies of rival timelines: Red works for the post-singularity mechanical Agency, and Blue fights for the Garden, a post-solarpunk biofuture. Their letters start out as taunts, and gradually change in tone as each develops a grudging respect for her rival. That rivalry blossoms — or compiles — into something deeper. It's emotional and raw, and it cartwheels merrily down the tightrope of fantasy, science fiction, and poetry. Highly recommend, though the flowery prose and gleeful disregard for explaining itself to the audience might be off-putting for some.
Gideon the Ninth and Harrow the Ninth by Tamsyn Muir, 2019 and 2020. I'll let the pull quote from on the cover of Gideon from Charles Stross' review describe these: "Lesbian necromancers explore a haunted gothic palace in space! Decadent nobles vie to serve the deathless emperor! Skeletons!" This one is horrifying, and it's funny, but I wouldn't call it comedy-horror. It kind of defies genre, outside the very broadest scope of "science fantasy." Read it if you like lots of gore, graphic violence, madcap humor, and extremely unhealthy, codependent, dysfunctional relationships that are always on the verge of self-destructing into multiple-homicide. Highly recommend.
Rhythm of War and Dawnshard, by Brandon Sanderson, 2020. Rhythm of War is book 4 of the Stormlight Archives, one of several epic fantasy series by Brandon Sanderson. Dawnshard is a novella set between books 3 and 4. This is the same author as Skyward, but intended for a more mature audience. Stormlight is definitely my favorite epic fantasy series, and I've read a lot of epic fantasy. These books have some extremely interesting takes on racism, mental illness, trauma, disability, identity, family, and regret, far more so than pretty much any other high fantasy I've read. The first book is The Way of Kings, and if you like bigass doorstopper multi-book fantasy series, The Stormlight Archives should be at the top of your list.
Four Roads Cross and The Ruin of Angels, by Max Gladstone, 2016 and 2017. While Empress of Forever and Time War were standalone novels, these are books 5 and 6 in Gladstone's Craft Sequence, and they are absolutely brilliant. This is a world where about sixty years ago, humankind went to war with the Gods, and the Gods lost. "Magic" in this world is more or less synonymous with "legal contracts," where you can literally sell your soul to your student loan company and resurrecting a dead god is basically bankruptcy restructuring. "Necromancer" is roughly synonymous with "lawyer." The first five books can be read more-or-less out of order, but I recommend you start with Three Parts Dead. Gladstone is probably my favorite author these days. Everything he writes feel like it could be a poem. Also, once again, lesbians.
I am really not sure why about 2/3 of these books are about lesbians. Like seriously, I went into almost all of these books completely cold. The only ones where I knew ahead of time to expect lesbians were the Locked Tomb books, and The Priory of the Orange Tree. I don't know if this is just because a lot of modern scifi and fantasy has lesbians, or if all my friends who recommend me books are queer, or if it's just a coincidence, but hey, I'm not complaining.

Wyss Institute Selects: Works from the Permanent Collection is curated by members of the Wyss Institute for Biologically Inspired Engineering at Harvard University, led by its founding director, Don Ingber, working in collaboration with his co-faculty, Joanna Aizenberg, Jennifer Lewis, Radhika Nagpal, and Pam Silver.
Founded in 2009, the Wyss Institute is a world leader in biodesign engineering. The Institute has eighteen core faculty members and more than 375 full-time scientific and engineering staff from a broad range of disciplines. The collaborators leverage nature’s design principles to develop disruptive technology solutions for healthcare, energy, architecture, robotics, and manufacturing.
For the exhibition, the Wyss Institute conceived of the theme of Biofuturism, and selected works from the museum’s collection to describe the progression of ideas, objects, visions, and collaborations throughout history that culminated in this new approach to Design Science.
The Biofuturism vision is a new formulation of the Futurism art and design movement that spread across Europe and the world in the early twentieth century, celebrating the energy and form-shaping dynamism of modern technology. The pioneering Futurist visionaries believed that their art would hurtle the world into the future, and they practiced in virtually every medium, ranging from painting, sculpture, theater, film, and architecture to graphic, industrial, interior, urban, and textile design.

One century after the birth of the Futurist movement, the Wyss Institute is helping to birth a Biofuturism movement that looks to nature for inspiration, and that uses biological design principles to create technologies for a broad range of medical, industrial, and environmental applications.
In this Selects exhibition, the Wyss Institute team uses objects in Cooper Hewitt’s permanent collection and borrows from Smithsonian’s Hirshhorn Museum and Wyss Institute to explore how Biofuturism can go beyond art anticipating the future and, instead, use design to engineer a better world.

Navigating the challenges in waste and recycling regulation
With activity ramping up in Australia’s waste management and recycling sector, supported by government policy and funding, businesses are striving to incorporate better waste recovery and re-use into their daily operations as we see a growth in circular economy initiatives across the economy.
However, the handling, transportation and disposal of waste requires strict compliance with the various regulatory frameworks that exist in different jurisdictions around the country. To achieve a successful transition to a greener economy, it is also essential that waste processing technologies and advanced manufacturing of waste products comply with strict environmental operating standards.
State-based action — prosecutions
Community expectations for high environmental performance of the waste and recycling industry continue to increase, resulting in increased environmental standards and compliance action by the regulators. The enforcement of environmental regulation is key in addressing and preventing unlawful waste disposal, as well as environmental pollution, land contamination and associated public health issues. There have been several waste-related prosecutions around the country, which aim to discourage activities such as stockpiling harmful waste or illegal waste dumping.
Recent examples of regulatory action taken by the New South Wales Environmental Protection Authority (EPA) in 2021 include:
Prosecution of an individual director who illegally disposed of asbestos-contaminated soil and falsified waste disposal documents, resulting in a 12-month prison term. The company was also fined $450,000 for related offences.
An enforceable undertaking was accepted by the EPA from a developer who agreed to pay more than $1 million to clean up land that was allegedly used to illegally store hazardous construction waste.
A fine of $15,000 to a waste operator for incorrect storage of dangerous chemicals and flammable liquids being directly exposed to sunlight.
State-based action — levies
The movement of waste across state and national borders has been recognised as a significant environmental and policy challenge. On 1 July 2019, the Queensland Department of Environment and Science (DES) introduced a waste levy aimed at reducing the amount of waste going to landfill, encouraging waste avoidance and increasing the capacity for resource recovery. The Commonwealth Department of Environment and Energy’s Compliance Plan 2019–23 includes as one of its five priorities a focus on detecting and disrupting illegal domestic and international trade in hazardous waste.
However, following the introduction of the waste levy, there has been an increased awareness of illegal dumping and unlicensed waste management operations. DES has nominated waste regulation, management and levy compliance as one of its key focus areas for 2020–21.
Regulating ‘energy from waste’
In recent years, there has been a spike in ‘energy from waste’ proposals, involving the thermal treatment of waste-derived materials for the recovery of energy. These emerging technologies seek to capitalise on the availability of relatively inexpensive fuel sources (ie, waste) while also generating electricity that can be used by businesses and communities. Although energy from waste is a vital piece of the waste management puzzle, it is also coming under greater scrutiny from regulators.
On 1 April 2021, the New South Wales EPA introduced a draft revised ‘Energy from Waste Policy’ for public comment. This policy proposes to tighten restrictions “for emissions including hydrogen fluoride, mercury, cadmium, thallium and heavy metals to meet and exceed the world’s best air quality standards. It also includes the implementation of ongoing reporting requirements from energy from waste operators and real-time emissions data to be made publicly available online.”
Queensland implemented a similar approach with its own Energy from Waste Policy in June 2020. The policy does not specifically aim to “incentivise or promote energy from waste”, but instead to ensure that the facilities in Queensland meet the technical, environmental and regulatory standards that best suit Queensland. The policy outlines a preference for industries that produce higher value commodities such as solid or liquid fuels from waste materials, over the production of electricity and heat, to align with the Queensland Government’s biofutures agenda.
These policies suggest that while the desire and support exist around innovative solutions for the processing of waste, strict compliance frameworks are required to regulate waste handling and processing facilities.
Resource recovery opportunities and developments
Governments at all levels have a responsibility to encourage the development of the resource recovery and recycling industry through appropriate regulation, incentives and utilisation of recycled products. Resource recovery exemptions are important instruments to ensure a safe ‘second life’ for waste and an opportunity for product design to capture waste material re-use. This is evidenced by the growing development and use by local governments of ‘greencrete’ — a product made available by a resource recovery exemption, allowing recovered glass sand (made from bottles and other recycled glass products) to be applied to land for pipe bedding, drainage or road making.
Similarly, the ‘end of waste’ framework in Queensland promotes resource recovery opportunities and aims to transform the perception of waste from being seen as waste to being valued as a resource. However, reliance on these end of waste codes is also conditional upon stringent statutory controls and standards relating to the chemical composition, testing and reporting of waste.
Regulators must therefore ensure that these stringent statutory controls and standards which are applied to waste that is earmarked for re-use do not limit the potential opportunities and prevent innovative initiatives for waste resource re-use, outside of the exemption terms. Given the broad environmental benefits that can be achieved from resource recovery, greater collaboration between government and industry is needed to expand the opportunities for resource recovery in Australia.
Regulation going forward
As the environmental movement grows and momentum for waste re-use initiatives increases, future projects involving the storage, handling and disposal of waste are highly likely to trigger some form of environmental regulation.
For this reason, it is critical that the legal requirements to operate any waste facility are well understood and complied with. Companies and individuals must also be mindful of their legal obligations when adopting environmentally friendly policies or seizing upon business opportunities for recycling and re-use.

The Union Cabinet 6 feb 2019 accorded ex post facto approval to the Memorandum of Understanding (MoU) between the Ministry of Agriculture and Farmers' Welfare, India and the Ministry of Fisheries, Marine Resource and Agriculture, Maldives signed on 17th December, 2018 during the State visit of President of Maldives to India. The MoU for establishing mutual cooperation to improve the ecosystem for agribusiness provides for cooperation in the fields of agriculture census, agribusiness, Integrated Farming System, Irrigation, improved seeds, Soil Health Management, research, capacity building of local agribusiness, enhancing knowledge of entrepreneurs in the areas of food security and nutrition, developing climate resilient agriculture system, establishing facilities to test pesticide residues etc. Under the MoU, a Joint Working Group will be constituted to prepare plans of cooperation, implement the tasks determined by the Parties and to indicate the implementation of activities outlined. केन्‍द्रीय मंत्रिमंडल 6 फ़रवरी 2019 कृषि एवं किसान कल्‍याण मंत्रालय और मालदीव गणराज्‍य के मछलीपालन, समुद्री संसाधन एवं कृषि मंत्रालय के बीच समझौते को पूर्व-प्रभाव से अपनी मंजूरी दे दी है। मालदीव के राष्‍ट्रपति के भारत के दौरे के अवसर पर 17 दिसम्‍बर, 2018 को इस समझौते पर हस्‍ताक्षर किये गये थे। इस समझौते के परिणामस्‍वरूप कृषि गणना, कृषिगत कारोबार, समन्वित कृषि प्रणाली, सिंचाई, उन्‍नत बीज, मृदा स्‍वास्‍थ्‍य प्रबंधन, अनुसंधान, स्‍थानीय कृषिगत कारोबारों के क्षमता निर्माण, खाद्य सुरक्षा एवं पोषण के क्षेत्र में उद्यमियों की जानकारी बढ़ाने, जलवायु प्रतिरोधी कृषि प्रणाली विकसित करने, कीटनाशक अवक्षेपों आदि के परीक्षण के लिए सुविधाएं स्‍थापित करने आदि क्षेत्रों में सहयोग के लिए दोनों देशों के बीच परस्‍पर सहयोग बढ़ाने में मदद मिलेगी। समझौते के तहत सहयोग की योजना तैयार करने, पक्षों द्वारा निर्धारित कार्यों को लागू करने और निर्धारित क्रियाकलापों के कार्यान्‍वयन के बारे में संकेत देने के लिए एक संयुक्‍त कार्य समूह गठित किया जायेगा। The Union Cabinet has approved Memorandum of Understanding (MoU) between India and Brazil on cooperation in the field of Traditional Systems of Medicine and Homeopathy. The MoU will enhance bilateral cooperation between India and Brazil in the areas of Traditional Systems of Medicine. This will be of immense importance to both countries considering their shared cultural heritage. India is blessed with well-developed systems of traditional medicine including medicinal plants, which hold tremendous potential in the global health scenario. India and Brazil share a very close and multi-fraceted relationship at bilateral level as well as in plurilateral for a such as BRICS, BASIC, G-20, G-4, BSA, and in the larger multilateral bodies such as the UN, WTO, UNESCO and Who. Brazil is one of the most important trading partners of India in the entire Latin America and Carribean region. Both India and Brazil are rich in biodiversity with a large range of health practices based on medicinal plants and history of use of traditional medicine. Ayurveda, Yoga and other traditional systems are popular in Brazil. केन्‍द्रीय मंत्रिमंडल ने चिकित्‍सा की पारंपरिक प्रणालियों और होम्‍योपैथी के क्षेत्र में सहयोग के लिए भारत और ब्राजील के बीच सहमति पत्र (एमओयू) को स्‍वीकृति दे दी है। इस एमओयू से चिकित्‍सा की पारंपरिक प्रणालियों के क्षेत्र में भारत और ब्राजील के बीच द्विपक्षीय सहयोग बढ़ जाएगा। भारत और ब्राजील की साझा सांस्‍कृतिक विरासत को ध्‍यान में रखते हुए यह एमओयू दोनों ही देशों के लिए काफी महत्‍वपूर्ण साबित होगा। भारत में औषधीय पौधों सहित चिकित्‍सा की पारंपरिक प्रणालियां काफी विकसित हैं, जिनमें वैश्विक स्‍वास्‍थ्‍य परिदृश्‍य को ध्‍यान में रखते हुए असीम क्षमता है। भारत और ब्राजील के बीच अत्‍यंत घनिष्‍ठ एवं बहुआयामी संबंध द्विपक्षीय स्‍तर के साथ-साथ ब्रिक्‍स, बेसिक, जी-20, जी-4 एवं बीएसए जैसे बहुपक्षीय स्‍तर और इसके अलावा बहुपक्षीय संगठनों जैसे कि संयुक्‍त राष्‍ट्र, विश्‍व व्‍यापार संगठन, यूनेस्‍को और विश्‍व स्‍वास्‍थ्‍य संगठन में भी परिलक्षित होते हैं। यही नहीं, ब्राजील समूचे लैटिन अमेरिका और कैरिबियाई क्षेत्र में भारत के सर्वाधिक महत्‍वपूर्ण व्‍यापार साझेदारों में से एक है। औषधीय पौधों पर आधारित अनगिनत स्‍वास्‍थ्‍य प्रणालियों और पारंपरिक चिकित्‍सा के उपयोग के लंबे इतिहास के साथ भारत और ब्राजील दोनों ही जैव विविधता के मामले में काफी समृद्ध हैं। आयुर्वेद, योग और अन्‍य पारंपरिक प्रणालियां ब्राजील में भी लोकप्रिय हैं। The Union Cabinet has approved Signing of Agreement between the India and Ukrain for cooperation in Agriculture and Food Industry. The proposed Agreement provides for cooperation in various fields of agriculture and food Industry. A Joint Working Group comprising of representatives from both countries would be constituted, the task of which would be to discuss and prepare plans of cooperation in identified sectors and to monitor the implementation of tasks determined by the Parties. The meetings of the Working Group shall take place at least every two years, alternately in the Republic of India and in Ukraine. This Agreement shall enter into force on the date of its signing and shall remain in force for a period of five (5) years, being automatically extended for subsequent periods of five (5) years. This Agreement can be terminated after six (6) months from the date of receipt of notification of either Party of its intention to terminate this Agreement. केन्‍द्रीय मंत्रिमंडल ने कृषि एवं खाद्य उद्योग के क्षेत्र मे सहयोग के लिए यूक्रेन सरकार और भारत के बीच समझौते पर हस्‍ताक्षर को अपनी मंजूरी दे दी है। प्रस्‍तावित समझौते में कृषि एवं खाद्य उद्योग के विभिन्‍न क्षेत्रों में सहयोग बढ़ाने पर जोर दिया गया है। दोनों देशों को प्रतिनिधियों को शामिल करते हुए एक संयुक्‍त कार्य समूह गठित किया जायेगा। यह समूह चयनित क्षेत्रों में सहयोग बढ़ाने की योजना पर विचार-विमर्श करके उसकी रूपरेखा तैयार करेगा और पक्षों द्वारा निर्धारित कार्यों के कार्यान्‍वयन की निगरानी करेगा। इस कार्य समूह की बैठक बारी-बारी से भारत और यूक्रेन में कम-से-कम दो वर्ष में आयोजित होगी। यह समझौता इसपर हस्‍ताक्षर की तिथि प्रभावी होगा और पांच वर्ष की अवधि के लिए लागू रहेगा। इसे अगले पांच वर्ष की अवधि के लिए स्‍वत: बढ़ाया भी जा सकता है। किसी भी पक्ष से इस समझौते को निरस्‍त करने के आशय की अधिसूचना की प्राप्ति की तिथि से 6 माह के बाद समझौते को निरस्‍त किया जा सकता है। The Union Cabinet has approved the Memorandum of Understanding (MoU) between India and the United Arab Emirates on Development Cooperation in Africa. The MoU entails setting up of a framework of cooperation between the two countries for implementing development partnership projects and programmes in Africa. The proposal will help strengthen political and economic linkages between India and the countries of Africa and serve our broader strategic interests. केन्‍द्रीय मंत्रिमंडल ने अफ्रीका में विकास संबंधी सहयोग पर भारत और संयुक्‍त अरब अमीरात (यूएई) के बीच सहमति पत्र (एमओयू) को मंजूरी दे दी है। इस एमओयू में दोनों देशों के बीच सहयोग की रूपरेखा तय करने का उल्‍लेख किया गया है, ताकि अफ्रीका में विकास साझेदारी परियोजनाओं और कार्यक्रमों को कार्यान्वित किया जा सके। इस प्रस्‍ताव से भारत और अफ्रीकी देशों के बीच राजनीतिक एवं आर्थिक संबंधों को मजबूत करने में मदद मिलेगी और इसके साथ ही व्‍यापक सामरिक हितों की पूर्ति होगी। The Union Cabinet has approved the MoU between India and Finland for collaborating based on mutual interest in the field of Biotechnology, for funding and implementing ambitious industry-led innovative and transnational projects with in the broad scope of research development and innovation. The Mou will support creation of long-term Research, Development & Innovation collaboration mechanism and to establish and strengthen cooperative network between Indian and Finnish organizations. By funding need-oriented, ambitious joint projects of high international standards, the two countries aim to help reach world-class innovations beneficial to both countries. It will also facilitate knowledge sharing and knowledge generation among scientists, researchers and industry in the two countries. Identifying innovation as the cornerstone of the collaboration, both DBT and Business Finland have agreed to cooperate with Biotechnology Industry Research Assistance Council (BIRAC), the Public Sector Enterprise of the Department of Biotechnology (DBT), Government of India for funding and implementing ambitious industry-led innovative and transnational projects. Based on their mutual interest following research areas have been identified, i. Mission Innovation;  Biofuture platform: biofuels, bioenergy and biomass based products; Environmental and energy applications of biotechnology; Business development of start-up and growth companies; and Education technologies and games in life sciences vi. Other fields of life science industry The MoU was signed in accordance with the Agreement between the Government of the Republic of Finland and the Government of the Republic of India on Co-operation in the fields of Science and Technology, signed in Helsinki on March 25th 2008, wherein, based on mutual interest it was agreed to promote long-term research and development and innovation (R&D&I) cooperation between Finnish and Indian organisations. केन्द्रीय मंत्रिमंडल ने भारत और फिनलैंड के बीच हुए समझौता ज्ञापन को अपनी मंजूरी दी है। यह समझौता ज्ञापन महत्वाकांक्षी उद्योग-जन्य नवाचार और अंतर्राष्ट्रीय परियोजनाओं को अनुसंधान विकास और नवाचार के व्यापक कार्य क्षेत्र में लागू करने और वित्त पोषण के लिए जैव प्रौद्योगिकी के क्षेत्र में आपसी हितों के आधार पर सहयोग करने के लिए किया गया है। यह समझौता ज्ञापन दीर्घकालीन अनुसंधान, विकास और नवाचार सहयोग करने तथा भारतीय और फिनलैंड के संगठनो के मध्य सहयोग नेटवर्क को स्थापित और मजबूत बनाने में सहायता प्रदान करेगा। उच्च अंतर्राष्ट्रीय मानकों की जरूरत आधारित महत्वाकांक्षी संयुक्त परियोजनाओं के वित्त पोषण द्वारा दोनों देशों का उद्दे���्य विश्व श्रेणी के नवाचारी लाभों को दोनों देशों तक पहुंचाने में सहायता करना है। इससे दोनों देशों के वैज्ञानिकों, अनुसंधानकर्ताओं और उद्योग के मध्य ज्ञान को साझा करना और ज्ञान का सृजन करने में मदद मिलेगी। नवाचार की सहयोग के केन्द्र बिन्दु के रूप में पहचान करने के लिए डीबीटी और बिजनेस फिनलैंड भारत सरकार के जैव प्रौद्योगिकी विभाग के सार्वजनिक क्षेत्र उद्यम जैव प्रौद्योगिकी उद्योग अनुसंधान सहायता परिषद (बीआईआरएसी) के साथ महत्वाकांक्षी उद्योग-जन्य नवाचारी और अंतर्राष्ट्रीय परियोजनाओं के वित्त पोषण और कार्यान्वयन के लिए सहयोग करने पर सहमत हुए हैं। आपसी हितों के आधार पर निम्नलिखित अनुसंधान क्षेत्रों की पहचान की गई है- मिशन नवाचार; बायोफ्यूचर मंच; जैव ईंधन; जैव ऊर्जा; बायोमास आधारित उत्पाद; जैव प्रौद्योगिकी के पर्यावरणीय और ऊर्जा अनुप्रयोग; स्टार्ट-अप और प्रगतिशील कम्पनियों का व्यापार विकास; जीव विज्ञान में शिक्षा प्रौद्योगिकियां और खेल; जीव विज्ञान उद्योग के अन्य क्षेत्र। इस समझौता ज्ञापन पर फिनलैंड गणराज्य की सरकार और भारत सरकार के बीच विज्ञान और प्रौद्योगिकी के क्षेत्र में सहयोग के बारे में हुए अनुबंध के अनुसार हस्ताक्षर किए गए थे। समझौता ज्ञापन पर 25 मार्च, 2008 को हेलसिंकी में हस्ताक्षर किए गए थे। इसमें आपसी हितों के आधार पर फिनलैंड और भारतीय संगठनों के बीच दीर्घकालीन अनुसंधान और विकास तथा नवाचार (आईएंडडीएंडआई) सहयोग को बढ़ावा देने पर सहमति दी गई थी। The Union Cabinet has given ex-post facto approval approved the Memorandum of Understanding (MoU) for promoting bilateral cooperation in the field of e-Governance. The Agreement intends to promote close cooperation in the areas of e-Governance, IT education, Implementation and roll out of generic configurable e-Governance products / devices in various sectors, development of Data Centers etc. The Ministry of Electronics and Information Technology has been mandated to promote International Cooperation in the emerging and frontier areas of Information Communications Technology (ICT)under bilateral and regional framework, has entered into Agreements/Agreements with agencies of various countries to promote exchange of information in the identified areas. केन्‍द्रीय मंत्रिमंडल ने भारत और उज्‍बेकिस्‍तान के बीच ई-प्रशासन के क्षेत्र में द्विपक्षीय सहयोग को बढ़ाने के समझौते को कार्योत्‍तर मंजूरी दी है। समझौते के उद्देश्‍यों में ई-प्रशासन के क्षेत्र में सहयोग  तथा आईटी शिक्षा को बढ़ावा देना, विभिन्‍न क्षेत्रों के ई-प्रशासन उत्‍पादों/उपकरणों की शुरूआत करना तथा इनका कार्यान्‍वयन करना, डेटा केन्‍द्रों का विकास करना आदि शामिल हैं। इलेक्‍ट्रॉनिक्‍स और सूचना प्रौद्योगिकी मंत्रालय का एक प्रमुख कार्य द्विपक्षीय और क्षेत्रीय नेटवर्क के तहत सूचना संचार प्रौद्योगिकी (आईसीटी) के उभरते क्षेत्रों में अंतर्राष्‍ट्रीय सहयोग को प्रोत्‍साहन प्रदान करना है। मंत्रालय ने चिन्हित क्षेत्रों में सूचना के आदान-प्रदान को प्रोत्‍साहित करने के लिए विभिन्‍न देशों की एजेंसियों के साथ समझौते किए हैं। The Union has given ex-post facto approval to the Framework Agreement between India and Indonesia on cooperation in the exploration and uses of outer space for peaceful purposes. The Framework Agreement was signed and exchanged t Jakarta on May 30, 2018.  This Framework Agreement shall enable the following potential interest areas of cooperation such as, space science, exploration of outer space, use of space technology, remote sensing of the earth; operation and maintenance of the integrated BIAK TTC station, hosting of Indian ground station, hosting of IRIMS station, in kind support for launching LAPAN made satellites,, cross utilisation of ground stations etc.  This Framework Agreement would lead to concluding Implementing Arrangements for specific activities. This would also lead to setting up a Joint Working Group, drawing members from DOS/ISRO, and Indonesian National Institute of Aeronautics and Space (LAPAN), for the purpose of achieving the goals of this agreement. The signing of the Framework Agreement will strengthen the cooperation between India and Indonesia. This agreement will help in establishing ISRO's TTC station and IRIMS station at Indonesia India and Indonesia pursue space cooperation for more than two decades and Indian Space Research Organisation (ISRO) has established ground stations at Biak, Indonesia to provide Telemetry Tracking and Command (TTC) support for ISRO's launch vehicle and satellite missions. This cooperation currently pursued under agency level (ISRO- Indonesian National Institute of Aeronautics and Space -LAPAN) MoUs signed in 1997 and 2002. As per the 1997 MoU, the title of the equipment was to be handed over to LAPAN after 05 years, retaining the right of operation, maintenance, and utilisation. Considering the above, enhancing the cooperation to government level, ISRO and LAPAN have negotiated a draft Framework Agreement between India and Indonesia on cooperation in the exploration and uses of outer space for peaceful purposes and arrived at mutually agreed version during the meeting between India and Indonesia held at Jakarta during April 23-26, 2018. On obtaining necessary approvals of Ministry of External Affairs (MEA) and Prime Minister as Minister-in-Charge, this Framework Agreement was signed and exchanged during the visit of Hon'ble Prime Minister of India to Indonesia on May 30, 2018. केंद्रीय मंत्रिमंडल ने शांतिपूर्ण उद्देश्यों के लिए बाह्य अंतरिक्ष के अन्वेषण और उपयोग में सहयोग पर भारत और इंडोनेशिया के बीच रूपरेखा समझौते को पूर्वव्यापी मंजूरी दे दी है। इस रूपरेखा समझौते पर 30 मई, 2018 को जकार्ता में हस्ताक्षर किए गए थे और फिर इसका आदान-प्रदान किया गया था। यह रूपरेखा समझौता अंतरिक्ष विज्ञान, बाह्य अंतरिक्ष के अन्वेषण, अंतरिक्ष प्रौद्योगिकी के उपयोग, पृथ्वी के सुदूर संवेदीकरण, समेकित बीआईएके टीटीसी केंद्र के परिचालन और रखरखाव, भारतीय ग्राउंड स्टेशन की होस्टिंग, आईआरआईएमएस स्टेशन की होस्टिंग, एलएपीएएन निर्मित्त उपग्रहों के प्रक्षेपण के लिए सहायता, ग्राउंड स्टेशनों के परस्पर उपयोग इत्यादि जैसे संभावित दिलचस्पी वाले क्षेत्रों में सहयोग करने में समर्थ बनाएगा।  इस रूपरेखा समझौते से विशिष्ट कार्यकलापों के लिए प्रक्रियाओं के कार्यान्वयन को अंतिम रूप दिया जा सकेगा। इसके फलस्‍वरूप इस समझौते के लक्ष्यों को अर्जित करने के उद्देश्‍य से एक संयुक्त कार्यदल का गठन किया जाएगा, जिसमें अंतरिक्ष विभाग/इसरो, इंडोनेशियन नेशनल इंस्टीच्यूट ऑफ एयरोनॉटिक्स एंड स्पेस (एलएपीएएन) के सदस्य शामिल होंगे। इस समझौता भारत और इंडोनेशिया के बीच सहयोग को और सुदृढ़ बनायेगा। यह समझौता इंडोनेशिया में इसरो का टीटीसी केंद्र और आईआरएमएस केंद्र की स्थापना करने में सहायक होगा। भारत और इंडोनेशिया पिछले दो दशकों से भी अधिक समय से अंतरिक्ष क्षेत्र में सहयोग कर रहे हैं। भारतीय अंतरिक्ष अनुसंधान संगठन (इसरो) ने इसरो के प्रक्षेपण यान और उपग्रह मिशन के लिए टेलीमेट्री ट्रैकिंग एंड कमांड (टीटीसी) समर्थन देने के लिए इंडोनेशिया के बियाक में ग्राउंड स्टेशन की स्थापना की है। वर्तमान में यह सहयोग 1997 एवं 2002 में हस्ताक्षरित एजेंसी स्तर (इसरो- इंडोनेशियन नेशनल इंस्टीच्यूट ऑफ एयरोनॉटिक्स एंड स्पेस (एलएपीएन) समझौतों के तहत आगे बढ़ाया जा रहा है। 1997 के समझौता ज्ञापन के अनुसार,  परिचालन, रखरखाव एवं उपयोग के अधिकार को बरकरार रखते हुए उपकरण के टाइटिल को 5 वर्षों के बाद एलएपीएएन को सुपुर्द किया जाना था। उपरोक्त को ध्यान में रखते हुए सरकार के स्तर पर सहयोग को बढ़ाते हुए इसरो एवं एलएपीएएन ने शांतिपूर्ण उद्देश्यों के लिए बाह्य अंतरिक्ष के अन्वेषण और उपयोग में सहयोग पर भारत और इंडोनेशिया के बीच रूपरेखा समझौते  के मसौदे पर बातचीत की एवं जकार्ता में 23-26 अप्रैल, 2018 में भारत और इंडोनेशिया के बीच एक बैठक के दौरान आपसी रूप से सहमति जताई। विदेश मंत्रालय एवं प्रभावी मंत्री के रूप में प्रधानमंत्री से आवश्यक अनुमोदन प्राप्त करने के बाद 30 मई, 2018 को भारत के प्रधानमंत्री के इंडोनेशिया दौरे के दौरान इस रूपरेखा समझौते पर हस्ताक्षर किए गए और फिर इसका आदान-प्रदान किया गया। The Union Cabinet has approved the Memorandum of Understanding (MoU) between India and Norway on India-Norway Ocean Dialogue. The MoU will promote cooperation in the areas of mutual interest pertaining to the development of blue economy. Norway is a global leader in the area of Blue Economy and has cutting-edge technologies and expertise in areas such as fisheries, hydrocarbons, renewable energy, sustainable harnessing of ocean resources and maritime transport. The proposed MoU will contribute to create opportunities for collaboration in areas such as exploitation of hydrocarbons and other marine resources, as well as management of ports and tourism development for the mutual benefit of all stakeholders within the framework of the Joint Task Force (JTF). It will contribute to the objective of Food Security through infusion of new technologies in fisheries and aquaculture. It will further offer a platform for businesses in both countries to execute profitable ventures. Scientists and researchers may collaborate on studying ocean ecosystem also in the context of the Arctic region. केन्‍द्रीय मंत्रिमंडल ने भारत और नॉर्वे के बीच भारत-नॉर्वे महासागर वार्ता पर समझौते को अपनी मंजूरी दे दी है। इस समझौते से महासागरीय अर्थव्‍यवस्‍था के विकास से संबंधित परस्‍पर हित के क्षेत्रों में सहयोग को बढ़ावा मिलेगा। महासागरीय अर्थव्‍यवस्‍था के क्षेत्र में नॉर्वे विश्‍वभर में अग्रणी है। इसके पास मछली-पालन, हाइड्रोकार्बन, अक्षय ऊर्जा, समुद्री संसाधनों के समुचित दोहन और समुद्री परिवहन जैसे क्षेत्रों में अत्‍याधुनिक प्रौद्योगिकी और विशेषज्ञता है। प्रस्‍तावित समझौते से संयुक्‍त कार्यबल (जेटीएफ) के कार्यक्रम के भीतर सभी हितधारकों के परस्‍पर लाभ के लिए, हाइड्रोकार्बनों और अन्‍य समुद्री संसाधनों के दोहन के साथ ही बंदरगाहों के प्रबंधन और पर्यटन के विकास जैसे क्षेत्रों में सहयोग के लिए अवसर तैयार करने में मदद मिलेगी। मछली-पालन और एक्‍वाकल्‍चर के क्षेत्र में नई प्रौद्योगिकियों को शामिल करके खाद्य सुरक्षा के लक्ष्‍य को प्राप्‍त करने में इसका योगदान होगा। इससे दोनों देशों के बीच लाभदायक उद्यमों से जुड़े कारोबारों के लिए एक मंच उपलब्‍ध होगा। इसके परिणामस्‍वरूप वैज्ञानिक और अनुसंधानकर्ता आ‍र्कटिक क्षेत्र के संदर्भ में महासागरीय पारितंत्र के अध्‍ययन के मामले में भी सहयोग कर सकते हैं। The Union Cabinet has approved the signing of a Memorandum of Understanding between India and Malaysia for Mutual Cooperation to raise the status and prestige of the Practicing Company Secretary in both countries, and to facilitate the movement of the Company Secretaries across borders in the Asia-Pacific Region. Approval of the Cabinet is in respect of Memorandum of Understanding (MoU) between the "Institute of Company Secretaries of India (ICSI)" and "Malaysian Association of Company Secretaries (MACS)" to strengthen cooperation and to raise the status and prestige of the Practicing Company Secretary in both jurisdictions and to facilitate the movement of the company secretaries across borders in the Asia Pacific region. Institute of Company Secretaries of India (ICSI)" is a statutory body established an Act of Parliament of India, i.e The Company Secretaries Act, 1980 (Act No. 56 of 1980), to develop and regulate the profession of Company Secretaries in India. Malaysian Association of Company Secretaries (MACS)" is a Malaysian professional body of Company Secretaries whose core objective is to improve and advance the professional competence and status of Practicing Company Secretaries in Malaysia. केन्‍द्रीय मंत्रिमंडल ने भारत और मलेशिया के बीच कंपनी सचिव के क्षेत्र में परस्‍पर सहयोग के समझौते पत्र पर हस्‍ताक्षर करने की मंजूरी दी है। इसका उद्देश्‍य दोनों देशों के कंपनी सचिवों के अभ्‍यास और सम्‍मान के स्‍तर को बढ़ाना तथा एशिया-प्रशांत क्षेत्र में कंपनी सचिवों के आवागमन की बेहतर सुविधा प्रदान करना है। भारत कंपनी सचिव संस्‍थान (आईसीएसआई) और मलेशियन एसोसिएशन ऑफ कंपनी सेक्रेटरीज़ (एमएसीएस) के बीच समझौते का उद्देश्‍य दोनों देशों के कंपनी सचिवों के अभ्‍यास और सम्‍मान के स्‍तर को बढ़ाना तथा एशिया-प्रशांत क्षेत्र में कंपनी सचिवों के आवागमन की सुविधा प्रदान करना है। भारत कंपनी सचिव संस्‍थान (आईसीएसआई) संसद द्वारा पारित अधिनियम, कंपनी सचिव अधिनियम, 1980 (अधिनियम संख्‍या 56, 1980) के अंतर्गत गठित एक वैधानिक निकाय है। इसका उद्देश्‍य भारत में कंपनी सचिव के पेशे को विकसित करना और इसका नियमन करना है। मलेशियन एसोसिएशन ऑफ कंपनी सेक्रेटरीज़ (एमएसीएस) कंपनी सचिवों का एक निकाय है, जिसका उद्देश्‍य मलेशिया में कंपनी सचिवों की प्रतिष्‍ठा और कार्य कुशलता को बेहतर बनाना है। The Union Cabinet has approved the proposal for an MoU between India and the the Electoral Commission of Namibia (ECN) and with Electoral Tribunal of Panama (ETP) on cooperation in the field of electoral management and administration. This MoU contains standard articles/clauses which broadly express promotion of cooperation in the field of electoral management and administration including promotion of exchange of knowledge and experience in the field of organizational and technical development of electoral process; support in exchanging information, institutional strengthening and capacity building, training of personnel, holding regular consultations etc. The MOU would promote bilateral cooperation, aimed at building technical assistance/ capacity support for the Electoral Commission of Namibia (ECN) and with Electoral Tribunal of Panama (ETP). It envisages cooperation in the field of electoral management and administration and providing a leg-up to it in conducting elections in their respective countries. This would also result in bolstering India's international relations. The Election Commission (EC) has been participating in promoting cooperation in the field of election matters and electoral processes across the world with certain foreign countries and agencies by adopting the mode of Memorandum of Understanding (MoU) signed by the concerned parties. The Election Commission is a constitutional body which conducts the largest electoral exercise in the world. It is the responsibility of the EC to organize free and fair election in the country of about85 crore voters with diverse socio-political and economic backgrounds. The success of democracy in India has attracted the attention of almost every political system around the world.  In its pursuit of excellence, the Election Commission has been receiving various proposals from foreign electoral bodies for developing bilateral relations in the field of election and matters connected therewith. The Election Commission has forwarded proposals to the Ministry of Law and Justice, Legislative Department relating to signing of Memorandum of Understanding (MoU) by it with the Electoral Commission of Namibia (ECN) and with Electoral Tribunal of Panama(ETP) on cooperation in the field of electoral management and administration. केंद्रीय मंत्रिमंडल ने भारत और इलेक्शन कमीशन ऑफ नामीबिया (ईसीएन) तथा इलेक्शन ट्राईब्यूनल ऑफ पनामा (ईटीपी) के बीच चुनाव प्रबंधन और प्रशासन के क्षेत्र में सहयोग के संबंध में समझौता ज्ञापन के प्रस्ताव को मंजूरी दी गई। इस समझौता ज्ञापन में ऐसे मानक अनुच्छेद/धाराएं शामिल हैं, जो मोटे तौर पर चुनाव प्रबंधन और प्रशासन के क्षेत्र में सहयोग को बढ़ावा देने की प्रतिबद्धता व्यक्त करते हैं, जिनमें चुनाव प्रक्रिया के संगठनात्मक और तकनीकी विकास के बारे में जानकारी तथा अनुभव का आदान-प्रदान करना, सूचना का आदान-प्रदान करना, संस्थागत सुदृढ़ीक���ण करना और क्षमता निर्माण करना, कार्मिकों को प्रशिक्षण देना, नियमित विचार-विमर्श आदि को बढ़ावा देना शामिल है। यह समझौता ज्ञापन द्विपक्षीय सहयोग को बढ़ावा देगा। इसका लक्ष्य इलेक्शन कमीशन ऑफ नामीबिया (ईसीएन) और इलेक्शन ट्राईब्यूनल ऑफ पनामा (ईटीपी) के लिए तकनीकी सहायता/ क्षमता का निर्माण करना है। यह चुनाव प्रबंधन और प्रशासन के क्षेत्र में सहयोग तथा उन देशों में चुनाव आयोजित कराने तक सहायता उपलब्ध कराने की परिकल्पना करता है। इसके परिणामस्वरूप भारत के अंतर्राष्ट्रीय संबंधों को बढ़ावा मिलेगा। निर्वाचन आयोग कुछ देशों और एजेंसियों के साथ समझौता ज्ञापनों पर हस्ताक्षर के माध्यम से दुनिया भर में चुनाव से संबंधित मामलों और निर्वाचन प्रक्रियाओं के क्षेत्र में सहयोग को बढ़ावा देता आया है। निर्वाचन आयोग एक संवैधानिक निकाय है जो दुनिया में सबसे बड़े चुनावों का आयोजन करता है। निर्वाचन आयोग का यह उत्तरदायित्व है कि वह विभिन्न सामाजिक-राजनीतिक और आर्थिक पृष्ठभूमि वाले लगभग 85 करोड़ मतदाताओं देश में स्वतंत्र और निष्पक्ष चुनाव का आयोजन करे। भारत में लोकतंत्र की सफलता ने दुनिया भर की लगभग हर एक राजनीतिक व्यवस्था का ध्यान अपनी ओर खींचा है। उत्कृष्टता हासिल करने की जद्दोजहद में निर्वाचन आयोग चुनाव और उससे जुड़े मामलों के संबंध में द्विपक्षीय संबंध कायम करने हेतु विदेशी चुनाव निकायों की ओर से विभिन्न प्रस्ताव प्राप्त करता रहा है। निर्वाचन आयोग ने चुनाव प्रबंधन और प्रशासन के क्षेत्र में सहयोग के संबंध में इलेक्शन कमीशन ऑफ नामीबिया (ईसीएन) तथा इलेक्शन ट्राईब्यूनल ऑफ पनामा (ईटीपी) के साथ अपने समझौता ज्ञापन के बारे में ये प्रस्ताव विधि एवं न्याय मंत्रालय, विधायी विभाग को अग्रेषित किये हैं। Read the full article

Donald E. Ingber, M.D., Ph.D., is the Founding Director of the Wyss Institute for Biologically Inspired Engineering at Harvard University, Judah Folkman Professor of Vascular Biology at Harvard Medical School and Boston Children’s Hospital, and Professor of Bioengineering at the Harvard John A. Paulson School of Engineering and Applied Sciences. He has authored more than 475 publications and over 120 patents, founded 5 companies, and been a guest speaker at more than 500 events internationally. Based on his pioneering work, he has been elected as a member of the National Academy of Medicine, National Academy of Inventors, American Institute for Medical and Biological Engineering, and the American Academy of Arts and Sciences. Ingber currently has some of his design innovations exhibited at the Pompidou Centre in Paris, Barbican Centre in London, and at Cooper Hewitt, Smithsonian Design Museum in New York, where he curated the museum’s ongoing Wyss Institute Selects exhibition on Biofuturism with some of his Wyss Institute faculty. Ingber’s Organ-on-a-Chip invention was named Design of the Year by the London Design Museum in 2015 and one of the Top 10 Emerging Technologies of 2016 by the World Economic Forum; it is also included in the permanent collection of the Museum of Modern Art in New York City.

  Pamela Silver
Pamela Silver is the Adams Professor of Biochemistry and Systems Biology at Harvard Medical School and the Wyss Institute for Biologically Inspired Engineering. She received her BS and PhD from the University of California and was an American Cancer Society Postdoctoral Fellow at Harvard University. Her work has been recognized by an Established Investigator of the American Heart Association, a Research Scholar of the March of Dimes, an NSF Presidential Young Investigator Award, Claudia Adams Barr Investigator, an NIH MERIT award, the Philosophical Society Lecture, a Fellow of the Radcliffe Institute, and election to the American Academy of Arts and Sciences.  She was named one of the top global influencers in Synthetic Biology and her work was one of the top 10 breakthroughs at the World Economic Forum. She serves on the National Science Advisory Board for Biosecurity and the board of the International Genetics Engineering Machines (iGEM) Competition.
