Now, I learned that the skins (not heads) from the SHiFT Codes, specifically the ones referencing BL:TPS can be world-dropped from "appropriate sources". What are these sources, if I may ask. BTW, I checked the fandom.com website and that's all of the information I got.
So, this may be difficult to explain, but I'm going to try and make this as cohesive as possible without confusing you or anyone else. If I didn't answer your question to your satisfaction, I apologize.
Most Skins (and Heads, for that matter) have a dedicated drop source. This could be from completing Badass Rank Challenges, killing certain Bosses, turning in Story or Side Missions, and more. There are even certain Skins that are only available as loyalty rewards for players who have downloaded and played other games in the franchise; this includes Borderlands, Borderlands 2, and Tales from the Borderlands (Borderlands: Game of the Year Edition and New Tales from the Borderlands do not count).
Now, finally, there are Skins that are only available as random drops. Throughout my many hours playing the franchise, I most frequently found these Skins dropped from enemies or by opening lootable containers. Since it is all luck and chance at this point, I recommend fighting Bosses who drop a bounty of loot when killed, such as the Empyrean Sentinel (Location: Eleseer).
If you're looking for lists of specific drop locations for Skins, here are some links:
Athena the Gladiator - Heads & Skins
Claptrap the Fragtrap - Heads & Skins
Nisha the Lawbringer - Heads & Skins
Wilhelm the Enforcer - Heads & Skins
Aurelia the Baroness - Heads & Skins
"Jack" the Doppelganger - Heads & Skins
As a side note, even I haven't acquired all the Heads and Skins for every Vault Hunter in each game.

my apologies for that utter gush-fest in that reblog but as you can tell by that + my url i am also extremely hyper about it. i wish i knew more of the plot beyond "space pirates invade the luxitania (i forgot how to spell the name so forgive me if i was wrong) whilst the vault hunters go on vacation and use a gas that turns people into plant zombies" because the stuff i saw on artstation? fucking awesome
