Former President Trump ran up the national debt by about twice as much as President Biden, according to a new analysis of their fiscal track records.
WHY IT MATTERS: The winner of November's election faces a gloomy fiscal outlook, with rapidly rising debt levels at a time when interest rates are already high and demographic pressure on retirement programs is rising.
• Both candidates bear a share of the responsibility, as each added trillions to that tally while in office.
• But Trump's contribution was significantly higher, according to the fiscal watchdogs at the Committee for a Responsible Federal Budget, thanks to both tax cuts and spending deals struck in his four years in the White House.
BY THE NUMBERS: Trump added $8.4 trillion in borrowing over a ten-year window, CRFB finds in a report out this morning.
• Biden's figure clocks in at $4.3 trillion with seven months remaining in his term.
• If you exclude COVID relief spending from the tally, the numbers are $4.8 trillion for Trump and $2.2 trillion for Biden.
STATE OF PLAY: For Trump, the biggest non-COVID drivers of higher public debt were his signature tax cuts enacted in 2017 (causing $1.9 trillion in additional borrowing) and bipartisan spending packages (which added $2.1 trillion).
• For Biden, major non-COVID factors include 2022 and 2023 spending bills ($1.4 trillion), student debt relief ($620 billion), and legislation to support health care for veterans ($520 billion).
• Biden deficits have also swelled, according to CRFB's analysis, due to executive actions that changed the way food stamp benefits are calculated, expanding Medicaid benefits, and other changes that total $548 billion.
BETWEEN THE LINES: Deficit politics may return to the forefront of U.S. policy debates next year.
• Much of Trump's tax law is set to expire at the end of 2025, and the CBO has estimated that fully extending it would increase deficits by $4.6 trillion over the next decade.
• High interest rates make the taxpayer burden of both existing and new debt higher than it was during the era of near-zero interest rates.
• And the Social Security trust fund is rapidly hurtling toward depletion in 2033, which would trigger huge cuts in the retirement benefits absent Congressional action.
WHAT THEY'RE SAYING: "The next president will face huge fiscal challenges," CRFB president Maya MacGuineas tells Axios.
• "Yet both candidates have track records of approving trillions in new borrowing even setting aside the justified borrowing for COVID, and neither has proposed a comprehensive and credible plan to get the debt under control," she said.
• "No president is fully responsible for the fiscal challenges that come along, but they need to use the bully pulpit to set the stage for making some hard choices," MacGuineas said.

States across the country are moving to provide universal free school meals to all our children. Meanwhile, Republicans are trying to stop them from doing just that.
The Republican Study Committee (of which some three-quarters of House Republicans are members) on Wednesday released its desired 2024 budget, in which the party boldly declares its priority to eliminate the Community Eligibility Provision, or CEP, from the School Lunch Program. Why? Because “CEP allows certain schools to provide free school lunches regardless of the individual eligibility of each student.”
The horror.
Of note is that the CEP is not even something every school participates in; it is a meal service program reserved for qualifying schools and districts in low-income areas. The program enables schools that predominantly serve children from low-income backgrounds to offer all students free breakfast and lunch, instead of means-testing them and having to manage collecting applications on an individual basis. As with many universal-oriented programs, it is more practically efficient and, as a bonus, lifts all boats. This is what Republicans are looking to eliminate.
It’s the kind of provision that many would want every school to participate in. Why not guarantee all our children are well fed as they learn and think about our world and their place in it, after all?
But indeed, as California, Colorado, Maine, Minnesota, New Mexico, and as of this week, Vermont, all move to provide universal free school meals in one form or another—and at least another 21 states consider similar moves—Republicans are trying to whittle down avenues to accomplish that goal.
Along with trying to stop schools from giving all their students free meals, the proposed 2024 Republican budget includes efforts to:
• cut Social Security and Medicare • make Trump’s tax cuts for the top 1% permanent • impose work requirements on “all federal benefit programs,” like food stamps and Medicare • extend work requirements on those aged 55–64 • bring back all of twice-impeached and twice-arrested former President Donald Trump’s deregulations, including the weakening of environmental protection.
And that’s just a taste of their hopes and dreams. But don’t mistake it all as just wish-casting: “The RSC Budget is more than just a financial statement. It is a statement of priorities,” the party assures in the document.

Italy to postpone budget plan until after EU deadline
Italian Minister for Relations with Parliament, Luca Ciriani, stated that the country would not present its new budget plan until next month, missing the European Union’s September deadline.
Parliament wanted the Treasury to take into account upcoming revisions to economic growth data for 1995-2023, the minister said. National statistics bureau ISTAT this week pre-announced an upward revision to GDP of 0.9-1.2% in 2021 and announced it would submit a full report on 23 September.
We don’t know what the impact of the revisions will be, but they could affect the budget plan figures. The government will present the plan in the first week of October so that lawmakers can have a look at the impact of the data coming from ISTAT.
The Cabinet would also hold a preliminary discussion on the plan’s targets and GDP forecasts on 17 September, ahead of the ISTAT review, Economy Minister Giancarlo Giorgetti revealed.
The EU imposed the so-called excessive deficit procedure on Italy this year after the budget deficit for 2023 was 7.4 per cent of GDP, the highest in the eurozone and well above the bloc’s 3 per cent ceiling.
In its budget plan, which aims to reduce the budget deficit in line with EU regulations, the Treasury is due to reiterate a commitment to reduce the deficit below 3 per cent in 2026, according to statements last month. The new fiscal rules require slow but steady deficit and debt reduction from 2025 over four to seven years, depending on commitments to reforms and strategic investments.
However, former Italian Prime Minister Giuseppe Conte denounced the incumbent PM Giorgia Meloni’s handling of the state budget.
For 2 years now, to justify the cuts and the lack of impact measures for families and businesses, Meloni has been hiding behind the lie of budget holes that do not exist. (…) This is certainly not a dispute between a former and the current Prime Minister, who lacks intellectual honesty and seeks to discredit the flattering results obtained by a previous Executive.
