i think, anecdotally, canadians love to use land acknowledgments and Diversity(tm) a bit more than americans do, and have a degree of always pointing at the us and being like "well at least WE didn't do anything that fucked up! we're so much more enlightened and respectful 😌". and so any acknowledgment that racism exists, or that necessary societal change is often only brought by unpleasant disruption, or specifically that indigenous people live in terrible conditions because of colonization, is bracketed with this type of "but it's very complicated, and who's to say if there's a solution? we're thinking about it really hard, and holding space, and listening and learning, and maybe we will get to fixing it in like 50 years if people ask nicely" rhetoric. and there's a degree of apprehension that "land back" is a call for ethnic cleansing of settlers (somehow, despite this being both physically not possible and not actually anyone's demand) and that any movement towards that will be bad and overly radical.
which maps directly onto how bioware writes elves specifically haha. they'll sympathetically show how they're oppressed and living under the boot of a catholic church-esque entity, but then... ahhh noo, actually they had a very problematic pre-colonization culture, and they're too impractically fixated on the past and that prevents them from moving forward, and the church employees are sometimes trying their best and making amends, and the demands of the elven leadership are just too out there and violent... so really, it's very complicated. maybe it could be better to keep the status quo and only have Incremental Change, forever.
(they sort of didn't do this in the masked empire, but as always they had to throw in a bit about how Rude And Mean the dalish are. plus the ridiculously evil chevalier lore of each one randomly executing a few elves as a rite of passage, and then never mentioning that aspect again bc i guess it wasn't relevant to michel's story. as well as the insanely underwritten premise of what briala and celene's relationship actually was. there's ~toxic lesbians~, and then there's "extremely rich and powerful white noblewoman calls her younger servant class gf ugly for being dark skinned, lies to her for years, has her family and then entire community killed, then tries to seduce her back when she gets angry and leaves" lmao. i think weekes was going for a tragic morally grey starcrossed lovers to enemies vibe, but to me it was more of a horrific one-sided exploitation that the author did not seem to realize they were writing.)
and in veilguard i suppose they tried to avoid the entire issue by mostly removing those aspects of the setting, so you no longer even have the somewhat well-observed depictions of oppression combined with Justin Trudeau Moments, it's just kind of empty.
anyway thank you for appreciating my very long ted talk! i left tumblr after the whole "popular bloggers mass reporting pro-palestine people for terrorism" thing (i can get that treatment for free irl, don't need that extra stress from the Fandom Webbed Site haha). i've just been drifting back to look at dragon age posts bc i was curious about veilguard. i didn't expect much from bioware but it was surprising that they just went even further into tone-deaf bizarre race allegories rather than reading 1 (one) nonfiction book in the years since dai, or hiring anybody from a different background who could weigh in. :')

hold on a second i’ve given this some thought
first order financial is technically based out of london and is helmed by a weird reclusive founder that apparently never leaves england and only communicates with his acting CEO (hux, who is a british transplant miserably living in new york city and is clearly some form of nepo hire because no one gets promoted so high that young but he runs the place like the fucking navy so you can’t ever bring it up or he’ll make your life hell) through suspiciously grainy skype calls with spoofed IP signatures. a lot of people think he actually lives on some tropical island with no extradition policy just in case first order blows up but no one has proof of it
kylo cycles through a lot of jobs and places and circumstances between the ages of sixteen and twenty-six, including but not limited to; one single semester of college (web design), a year in an apartment in los angeles in which he did not pay rent once, two weeks of illegally living out of his car in a national park, a job at a gas station, a job at a subway, a job at a subway inside a gas station, a short stint in the marines (dishonorably discharged), a moment as a very peripheral member of a heist crew followed by three months in a canadian jail, a job as a taxi driver in brooklyn (fired for recklessness after one final unhappy customer), and a small period as a moderately employed construction worker
during a stretch of time which he still modestly refers to as a “gap year” but was actually like eight months of doing drugs in italian nightclubs when he was twenty-three kylo meets a girl who introduces him to a guy who introduces him to some other guys who encourage him to drop the twitch channel idea and go all in on the contract killer thing. not only is he willing to do it he also ends up being unexpectedly good at it. he learns a couple other languages and hones his skills and after a year or so he changes his name and heads to the UK to try to figure out how to advertise his service without getting like put in prison forever or some such thing
in the process of this first order is going through some complicated internal power struggles predicated on the fact that basically the entire business is one big insurance scam and the crux of this is that snoke’s business partners are trying to oust him. his solution to this is to hire the first person he can find that’s willing to take them out and offer them however much money they want for it. kylo makes like a million dollars in one go but snoke is so rich he doesn’t care. kylo does whatever for this guy because he pays more than anyone else; snoke becomes a repeat customer and gets used to having an attack dog that will take out anyone that threatens his schemes
the guy willing to commit misdemeanors to expose first order’s massive fraud operation is of course poe, who has gained kind of a reputation for very loud and disruptive investigative journalism and activism in multiple cities. he’s extremely persistent and determined but not very subtle about his efforts so basically everyone at first order that is high up enough to know about the fraud knows someone is on their trail. snoke assumes poe is being fed information from someone on the inside (he isn’t, he’s just good at looking for stuff in places no one else does) so he sends kylo to the US to stake the place out and see if he can’t 1. find out who the mole is and 2. eliminate poe, but poe gets arrested before kylo can finish the job, bringing us to the top of the movie. this last bit is mostly because i was laughing really hard at the idea of kylo showing up in new york after very few people were told he even existed only for hux to realize that his boss’ pet hit man is the terrible driver that he once pulled strings to get fired from a taxi job in brooklyn.

Canada invests in support of CF-18 Hornet fighters
Aerospace solutions provider Arcfield Canada will continue to strengthen the operations of the Royal Canadian Air Force with support solutions.

In an attempt to strengthen Canada's air defense capabilities, the Department of National Defense of Canada granted Arcfield Canada, a supplier of mission support solutions in the aerospace and defense sector, a $157 million contract for the avionics service support program of the CF-18 Hornet jets.
The Canadian Air Force has been looking for a replacement for its current fleet of just over 100 CF-18A/B Hornet multifunction fighters since May 2008. The Canadian government finally decided to upgrade its air force by buying 88 F-35 aircraft, with the first arriving in 2026.
In the meantime, the Royal Canadian Air Force will have the CF-18 (Canadian designation of the Hornet) and will use F-18 aircraft acquired from the RAAF, designed to be in service until 2032.
The fleet has already received a useful life extension through the Hornet Extension Program. The newly awarded contract was for an initial period of five years and five subsequent options of one year.

In the last five years, Arcfield Canada, L3Harris Technologies and Peraton have secured contract extensions to strengthen support for the CF-18 avionics fleet of the Royal Canadian Air Force (RCAF). L3Harris Technologies won a four-year performance-based contract extension, valued at $482 million, expanding support until the planned retirement of the CF-18 fleet in 2032.
Under the aegis of Team Northern Sentry, composed of industry representatives Raytheon Canada, L3Harris Technologies, Palitronica and Terra Nova, Arcfield Canada will provide the in-service support and support solution for the CF-18 jets.
The in-service support contract for CF-18 avionics will enter into force on April 1º of this year. If all options are exercised, it will last until the end of March 2034, allowing possible delays in the F-35 program.
The contract requires continuous operation and maintenance of Canada's CF-18 fighter fleet, ensuring the optimal availability of the fleet and the readiness of the mission until the early withdrawal of the aircraft.

When the Egyptian government shut down the internet in 2011 to give itself cover to crush a popular protest movement, it was Nora Younis who got the word out. Younis, then a journalist with daily newspaper Al-Masry Al-Youm, found a working internet connection at the InterContinental Cairo Semiramis Hotel that overlooked Tahrir Square, the heart of the protests. From the balcony, she filmed as protesters were shot and run down with armored vehicles, posting the footage to the newspaper’s website, where it was picked up by global media.
In 2016, with Egypt having slid back into the authoritarianism that prompted the uprising, Younis launched her own media platform, Al-Manassa, which combined citizen journalism with investigative reporting. The following year, Almanassa.com suddenly disappeared from the Egyptian internet, along with a handful of other independent publications. It was still available overseas, but domestic users couldn’t see it. Younis’ team moved their site to a new domain. That, too, was rapidly blocked, so they moved again and were blocked again. After three years and more than a dozen migrations to new domains and subdomains, they asked for help from the Swedish digital forensics nonprofit Qurium, which figured out how the blocks were being implemented—using a network management tool provided by a Canadian tech company called Sandvine.
Sandvine is well known in digital rights circles, but unlike leading villains of the spyware world such as NSO Group or Candiru, it’s often floated below the eyeline of lawmakers and regulators. The company, owned by the private equity group Francisco Partners, mainly sells above-board technology to internet service providers and telecom companies to help them run their networks. But it has often sold that technology to regimes that have abused it, using it to censor, shut down, and surveil activists, journalists, and political opponents.
On Monday, after years of lobbying from digital rights activists, the US Department of Commerce added Sandvine to its Entity List, effectively blacklisting it from doing business with American partners. The department said that the company’s technology was “used in mass-web monitoring and censorship” in Egypt, “contrary to the national security and foreign policy interests of the United States.” Digital rights activists say it’s a major victory because it shows that companies can’t avoid responsibility when they sell potentially dangerous products to clients who are likely to abuse them.
“Better late than never,” Tord Lundström, Qurium’s technical director, says. “Sandvine is a shameless example of how technology is not neutral when seeking profit at all costs.”
”We are aware of the action announced by the US Commerce Department, and we’re working closely with government officials to understand, address, and resolve their concerns,” says Sandvine spokesperson Susana Schwartz. “Sandvine solutions help provide a reliable and safe internet, and we take allegations of misuse very seriously.”
Sandvine’s flagship product is deep packet inspection, or DPI, a common tool used by ISPs and telecom companies to monitor traffic and prioritize certain types of content. DPI lets network administrators see what’s in a packet of data flowing on the network in real time, so it can intercept or divert it. It can be used, for example, to give priority to traffic from streaming services over static web pages or downloads, so that users don’t see glitches in their streams. It has been used in some countries to filter out child sexual abuse images.
But the technology can also be used to divert traffic away from sites or social media platforms and into dead ends, effectively censoring them. It’s the main technology used by Roskomnadzor, the Russian state censor, to shut off or throttle sites the government has banned.
“On paper, it’s technology that has legitimate aims, but it can be abused on a mass scale if it’s given to the wrong hands,” says Marwa Fatafta, Middle East and North Africa policy and advocacy director at digital rights group Access Now, which has been lobbying the US government to take action against Sandvine. “If you’re selling your technology to repressive governments that you know have a dismal record of human rights, you know that your technology will end up being abused.”
This dual use has made authoritarian governments enthusiastic adopters of DPI. In 2017, according to Bloomberg and Qurium, Sandvine was among the tools used by the government in Azerbaijan to black out livestreaming services and social media sites during anti-corruption protests, and to later block access to a major opposition newspaper.
In 2018, the Canadian cybersecurity research center Citizen Lab found that Sandvine’s tools had been used to deploy “nation-state spyware” onto users’ devices in Syria and Turkey.
In 2020, Sandvine’s DPI tool was used to shut down the internet during anti-government protests in Belarus. The outcry that followed led to the company canceling its contract with the government in Minsk. However, Sandvine apparently continued to seek contracts in places that routinely censor the internet. In 2022, a Bloomberg investigation found that the company had been pursuing business in Russia, where the government has been rolling out a massive system of decentralized censorship, often using DPI. Sandvine has reportedly now largely pulled out of the Russian market after sanctions were imposed on the country following the full-scale invasion of Ukraine.
In Egypt, Sandvine has provided a key tool in the government’s attempt to strangle independent voices, allegedly helping to block hundreds of sites, including Al-Manassa. The impact has been devastating for independent sites, Younis says. The constant disruption has cut them off from audiences and revenue streams, making it hard to sustain themselves financially. Many independent media outlets have shut down.
“This, of course, has definitely had a lot of impact on people’s awareness in access to information and their ability to hold officials accountable,” Younis says. “There are parliamentary elections, presidential elections—many times where maybe things would have been different if there was free access to information.”
The technical censorship is only part of the Egyptian government’s far broader crackdown on independent media and political opponents, which includes physical and legal intimidation. But Younis, like others, thought that the involvement of a Western tech company meant that she might have an avenue to seek redress. Two years ago, she started speaking with rights groups in Canada and the US to try to figure out whether she could sue Sandvine, which has never responded to any of her requests to speak. She was advised against it, on the grounds that she could open herself up to expensive counter-litigation. She lobbied Canadian diplomats, who were sympathetic but said they couldn’t help. “Their heart’s in the right place, but they say that the laws in Canada don’t work like that,” she says.
This speaks to the difficulty in regulating so-called dual-use technologies—tools whose danger depends on the context in which they’re deployed. In the US and European Union, lawmakers have begun to expand older restrictions covering dual-use technologies that could be used as, or to build, weapons to cover surveillance and censorship. But the process has been slow. NSO Group, whose Pegasus spyware has been implicated in the surveillance of hundreds of human rights activists, journalists, and politicians all over the world, was added to the Entity List only in late 2021, years after the scandal broke.
Victims of the censorship tools, including Younis, had little hope that Sandvine would be sanctioned, and Monday’s announcement took them by surprise. (Qurium’s Lundström’s first response via Signal on Tuesday morning was simply: “Oh fucking yeah.”)
Being added to the Entity List means that any American company that wants to work with Sandvine will need to seek a special license. “It is essentially a ban,” says Natalia Krapiva, tech legal counsel at Access Now. “There is a presumption that [licenses] will not be approved.”
That means Sandvine could struggle to access US technology services and infrastructure.
“It’s a big deal for companies to be going and asking for a license to do business with a company that the US government says represents a risk to our national security interests and foreign policy,” Krapiva says.
The Department of Commerce’s decision is, she adds, “hugely significant. It is a huge victory for all of us: civil society, victims of this technology, and the regimes that they were supplying into. … [Sandvine] could have stuck with sort of normal, civilian purposes. Instead, they chose to sell to dictators and facilitate censorship and repression. And so finally, they paid some price.”
