Su creador fue el Dr. Moisés Garzón, un judío venezolano de origen marroquí, quien previamente fundó en 1970 la revista Maguén/Escudo. A lo largo de los años, el CESC ha contado con una serie de destacados presidentes, entre ellos Jacob Carciente, Abraham Levy Benshimol, y el recientemente fallecido Amram Cohen Pariente. Desde el 2010, la actual presidenta, Miriam Harrar de Bierman, ha continuado el trabajo de sus predecesores, enfocándose en actividades culturales, conferencias, y seminarios abiertos al público. El CESC ha sido un pilar para la comunidad judía venezolana y sigue publicando obras sobre la cultura sefardí, con un “Rincón Judío” en varias librerías de Caracas.
