So, I finally watched the first Captain America movie and that last bit, when Steve wakes up after being found and is running out of Shield; the agent says “All agents code 13.”

I wonder how they trained for that?  Like, is it just protocol for anybody?  Or was it specific to Steve?  And if it was specific, was it a secret?  Did Shield tell agents that code 13 was specific to Captain America or was it just kinda like 

“Hey, when I say code 13 look for the dude NOT in a suit and chase him down”
