Long-distance internet cables in France have been cut in an act of sabotage, causing disruption to internet services across the country. This is the second disruption during the Olympic Games in Paris, after high-speed train lines were targeted in a series of arson attacks hours before the Games kicked off.

Marina Ferrari, France’s junior minister for digital affairs, said on X that in the early hours of Monday morning, multiple locations around France were affected by several “damages” that impacted telecommunications providers and have resulted in “localized consequences” to fiber optic services as well mobile internet connectivity. Internet companies confirmed the damage.

The French Ministry of the Interior, which oversees policing agencies in the country, did not immediately respond to a request for comment. French cybersecurity agency ANSSI told WIRED the problems are not linked to a cybersecurity incident.

At the time of writing, nobody has claimed responsibility for either attack. Officials have yet to identify any suspects involved in the cable-cutting sabotage, but they believe the disruption to train services could have been committed by people with “ultra-left” political leanings.

The incidents around the Olympics come at a time when Russia has been blamed for a string of disinformation targeting France and has also been linked to a series of potential sabotage attacks in Europe.

The second largest French telecoms company, SFR, appeared to be one of the most impacted by the vandalism. ��Our long-distance fiber network was sabotaged between 1 am and 3 am last night in five different locations,” a spokesperson from SFR told WIRED. SFR says its maintenance teams are working on repairing the damage and said the impact on its customers was “limited.”

“Also, between three and eight other operators are impacted since they use our long-distance network,” the spokesperson said.

Nicolas Guillaume, the CEO of telecom firm Nasca Group, which owns the ISP company Netalis, told WIRED he believed the damage was “deliberate” and that ISPs serving both customers and businesses have been impacted. Several of the damaged cables, according to images shared on X by the CEO, appear to have clean cuts across them. Guillaume says it is likely that people opened the ducts where cables are stored and cut them. Internet company Free 1337 also confirmed it was working on fixing the damage.

While billions of people around the world use wireless connections, the underlying internet backbone is made up of cables traversing across countries and under seas. This infrastructure, which is able to automatically reroute traffic to limit outages, can be fragile and vulnerable to attack or disruption. EU politicians have called for internet infrastructure security to be improved.

But the sabotage is not the first time that internet cables in France have been damaged in potentially deliberate acts. At the end of April 2022, crucial long-distance internet cables around Paris were deliberately cut and damaged—causing outages that impacted around 10 internet and infrastructure companies.

In that instance, according to photographs published by telecoms companies, the cables appeared to have been surgically cut, all at around the same time, in three locations, to the north, south, and east of Paris. Thousands of people around Paris—and also some farther away from the French capital—were plunged into a temporary internet blackout as network operators rerouted traffic. “It is the work of professionals,” Guillaume said at the time.

Arthur PB Laudrain, a postdoctoral research associate in cyber diplomacy at King’s College London, says the most recent incident seems “less serious” than the 2022 outages. “Such actions are within the capabilities of ultra-left or ecologist and anarchist groups, especially if they benefited from insider assistance or knowledge (current or former rail or network workers),” Laudrain says. “However, we cannot rule out the fact that a state actor is encouraging, supporting, or directing such domestic groups to create plausible deniability of their involvement.”

My internet is still essentially useless. The problem appears to be that download speeds are excellent, and upload speeds are almost zero. I can make a post and write in it, but I can't upload any pictures, can't save it, can't post it, and sometimes if the post/save fails, it dumps the whole post. I spent my whole day trying to get work done too and wasn't able to really get much of any of it completed. I'm writing this post using my phone's data plan, but I'm already getting overage charges and that's not good, so I can't keep using data to post on here.

Around 4:30 PM, everything in the house went dark. The TVs, the wireless on both phones and computers, all the streaming services, totally dead. That lasted about a half hour and then it seemed to come back. We got a call from our ISP saying there was a problem and they fixed it, so we thought oh okay great! Nope. It's... the same as it was before. So unless something changes, I'm not going to be able to get much done on this site at all, for any of my blogs.

I'm angry as hell, because I don't have a lot of free time, so to have it wasted like this is beyond infuriating, but there's really nothing I can do about it except call the ISP, which is what I'm going to do at 8AM tomorrow morning. I'll probably have to sit around all day and wait for some tech guy to come here and tell me it's my fault somehow, but hey, that's all I can think of to do. I've already reset my router and done all other usual quick fixes, to no avail. So.... I'm sorry guys, I thought I was going to get so much done this week and I'm just... not able to.

Oh good lord. I just fixed my computer's internet problem. I can't believe this. I spent DAYS troubleshooting and worrying about expensive repairs…. and then while I was on hold with tech support I looked at the router again. I saw two yellow Ethernet plugs plugged in and I thought "Where the heck are these going? The printer? It's wireless." So I followed them… it was two ends of the same cable. Someone plugged both ends of an ethernet cable into the router and it was shutting down the whole ethernet. I unplugged the yellow cable and my computer instantly had internet again.

Banging my head on the wall. Spent like four days with no internet because someone thought plugging in both ends of a cable to the same device was a good method of storage.

It required automakers selling cars in the state to build an “open data platform” that would allow owners and independent repair shops to access the information they need to diagnose and repair cars. In a letter sent yesterday, a lawyer for the National Highway Traffic Safety Administration (NHTSA), the American car safety regulator, told the Massachusetts attorney general’s office that the feds would allow the state to go ahead and enforce its law. “NHTSA strongly supports the right to repair,” wrote Kerry Kolodziej, the government lawyer.

This is a change of course. The administration had staked out the right to repair—the idea that the owner of a product, not the company that sold it to them, gets to decide how to fix it—as a signature issue, involving the Federal Trade Commission in the effort to push back against manufacturers who put limits on independent repairs. But in June, NHTSA’s Kolodziej wrote to warn automakers not to comply with Massachusetts’ law, frustrating right-to-repair advocates. She said that the “open data platform” demanded by the law could make Massachusetts-sold cars susceptible to hackers, who might use the platform to access vital steering, acceleration, or electronics systems.

Yesterday’s letter indicates that lawyers for the federal government and Massachusetts have agreed that there are ways to give more people access to crucial vehicle repair information safely. Car manufacturers could comply with the law “by using short-range wireless protocols, such as via Bluetooth,” to give owners or independent shops authorized by owners access to the information they need to diagnose issues with and repair vehicles, the letter says.

Nathan Proctor, the head of the right-to-repair campaign at the advocacy organization US Public Interest Research Group, wrote in a statement that the government’s reversal on the Massachusetts law creates an opportunity for new discussion of national right-to-repair issues. “It’s time to have a frank conversation about the future of internet-connected cars to ensure it’s one which respects privacy, safety and the Right to Repair,” he wrote. “NHTSA’s latest letter could be the start of that conversation.”

It remains unclear how the feds’ newest move will affect car buyers in Massachusetts. The automakers’ lawsuit stemming from the right-to-repair law is still ongoing. The state attorney general, Andrea Joy Campbell, said she would finally begin enforcing the law earlier this summer. In the letter sent by NHTSA, the agency acknowledged that the open data platform required by the law still does not exist, and indicated that federal and state lawmakers had agreed to allow vehicle manufacturers “a reasonable period of time to securely develop, test, and implement this technology.” The Office of the Massachusetts Attorney General did not respond to WIRED’s questions.

Meanwhile, at least two automakers, Kia and Subaru, have cut off telematics access for new car buyers in Massachusetts. They argue it’s a necessary step to stay in compliance with the law because the open data platform demanded in it doesn't yet exist. In practical terms, that means new car buyers there can’t access the newest in-vehicle tech, such as Subaru’s Starlink service, which includes emergency roadside assistance and automatic collision notification, and Kia Connect, which includes stolen vehicle recovery and remote unlocking and climate control. The new NHTSA letter warned automakers against this compliance strategy. “Disabling vehicle telematic functions as an attempt to comply with the [law] would harm vehicle owners, first responders, and other telematics users,” Kolodziej, the agency’s lawyer, wrote.

Still, Kia and Subaru telematics systems are unavailable in cars with the model year 2022 and newer in the state. “We look forward to a resolution that allows us to get back to providing the products and services our Massachusetts customers love,” says Dominick Infante, Subaru’s director of corporate communications.

Kia referred WIRED to the Alliance for Automotive Innovation, the lobbying group that filed the Massachusetts lawsuit. The Alliance declined to comment on the letter, citing its ongoing litigation with the state.

The right-to-repair issue is unlikely to go away, regardless of the lawsuit’s outcome. Most new cars are connected to the internet; some constantly send information back to carmakers. When auto software goes awry, it sometimes can be fixed by remote over-the-air updates. Independent repair shops, which still dominate the car industry, worry that automakers will use these increasingly sophisticated online features to lock them out of important diagnostic and repair information, or to raise prices on that information to levels that are unsustainable for small, local businesses.
