Note: This is not a joke post. My conclusion is perfectly serious. It might make some people mad.

So, Noelle can see that Susie is bully. Even straight-up calls Susie a bully. And points out that Susie is the biggest bully to Noelle's old friend and next-door neighbor.

Rudy points out that Noelle loves scary things. After seeing holidaygirl1225's posts, I feel that it's safe to say Noelle is practically obsessed with being scared.

Noelle never did anything to interfere or stand up to Susie, even while watching Susie bully Kris. She said she "froze". Her attention to every little detail of the scene where Susie threatened Kris suggests that Noelle was riveted, fascinated by what was taking place.

Noelle said she always thought Susie "couldn't be that bad," and offered to switch seats with Kris so that Noelle would be the one "getting smashed into lockers and stuff."

In conclusion:

Noelle isn't into Susie because she wants Susie to protect her. Rather, Noelle is a masochist.

Now, I think I also want to point out that it may not be just a kink. Her behavior throughout Snowgrave, with her pushing herself to "get stronger" and wearing the Thorn Ring even though it is extremely painful, to the point of severely reducing her HP, indicates that something inside her not only welcomes pain and fear, but may also be pushing her into it due to a misguided belief that pain and fear will make her better, somehow.
