Frazier — “George Santos moment for Texas,”
State Rep. Frederick Frazier, the McKinney Republican who was once a Dallas cop, has officially had his charges for impersonating a public servant dropped.
He was indicted for impersonating a code employee and approaching businesses to remove signs belonging to his opponent, but a plea agreement led to the dismissal.
Internal Affairs investigators say the Dallas police officer’s campaign sign crimes were caught on surveillance video and violate the department’s code of conduct.
On December 10, 2021, Senior Corporal Frederick Frazier was observed on video surveillance camera arriving at the 7Eleven convenience store in a silver Ford F-150. Senior Corporal Frazier exited the vehicle, cut the zip ties of a political sign, and threw the sign to the ground. Senior Corporal Frazier re-enters the vehicle and leaves the location.
After determining Senior Corporal Frazier was a Texas State Representative District 61 candidate and a former McKinney City Councilman, the investigation was turned over to the Texas Rangers for potential criminal violations.

COMES NOW, Plaintiff FREDERICK FRAZIER (“Plaintiff” or “Mr. Frazier”), and files this, his Original Petition against Defendant PAUL CHABOT (“Defendant” or “Mr. Chabot”) and would respectfully show unto the Court as follows:
I. DISCOVERY CONTROL PLAN 1.
Pursuant to Texas Rule of Civil Procedure 190.4, Plaintiff gives notice that discovery is to be conducted under Level 2. II.
PARTIES 2.
Plaintiff Frederick Frazier is an individual resident of the State of Texas. Mr. Frazier may be served through undersigned counsel.
3. Defendant Paul Chabot is an individual resident of the state of Texas.
Defendant may be served with process at 7200 West University Drive, McKinney, Texas 75071-6652, or wherever he may be found.
III.
RULE 47 STATEMENT 4.
Under Texas Rule of Civil Procedure 47, Plaintiff states that it seeks monetary relief over $250,000.00 but not more than $1,000,000.00.

IV. JURISDICTION AND VENUE 5.
The amount in controversy is within the jurisdictional limits of this Court.
The Court has personal jurisdiction over all parties because all parties are Texas citizens, and/or have conducted acts and/or omissions in Texas that serve as the basis of this lawsuit.
6. Pursuant to Texas Civil Practice and Remedies Code Sec. 15.017, venue is proper in Collin County, Texas because Defendant is a resident of Collin County.
V. FACTUAL BACKGROUND

Defendant Paul Chabot has perpetuated a systematic and public campaign of defamation against Plaintiff Frederick Frazier, a distinguished retired Dallas Police Officer and a current member of the Texas Legislature representing Collin County, Texas.
Defendant’s sweeping and relentless defamatory crusade against Mr. Frazier encompasses a series of false and injurious statements distributed across various platforms, including social media, public forums, the website www.firefrazier.com, and video content.
8. Defendant Chabot’s obsessive vendetta against Mr. Frazier began during the 2022 campaign season, during which Defendant ran to represent the 61st District in the Texas House of Representatives but lost to Mr. Frazier in a runoff election.
During the campaign, Defendant promulgated false information about Mr. Frazier to undermine Mr. Fraziezr’s credibility and tarnish his image in the eyes of the electorate.
These maliciously false allegations laid the foundation for what has developed into a continuing defamation crusade against Mr. Frazier.
9. Undeterred by his defeat during the 2022 campaign, and despite the fact that no election was pending, Defendant Chabot continued to publish false and injurious statements about Mr. Frazier.
Despite no longer campaigning against Mr. Frazier, Defendant persisted with a campaign of his own to defame Mr. Frazier and injure Mr. Frazier’s efforts for re-election.
On December 13, 2023, Defendant Chabot uploaded a video interview under the guise of presenting a factual recount of events for viewers.
In actuality, Defendant’s interview is just one of several occurrences where Defendant falsely implicates Mr. Frazier in criminal conduct.
Throughout this recorded conversation, Defendant repeatedly accuses Mr. Frazier of accepting plea deals to felony charges of impersonating a public official, and stresses that Mr. Frazier used his legislative position to delay justice.
Defendant further states that Mr. Frazier engaged in criminal acts of petty thievery by stealing campaign signs—a serious accusation of unlawful behavior that would be unbefitting of a police officer or legislator, which is entirely unsubstantiated.

On February 5, 2024, Defendant shared a post on Facebook, making a series of unfounded statements and describing Mr. Frazier in deeply pejorative terms.
This post is attached hereto as Exhibit “A” and is incorporated herein by reference.
In this post, Defendant referred to Mr. Frazier as a “dirty,” “dishonorable cop,” falsely accused Mr. Frazier of criminal behavior, and states that Mr. Frazier is dishonorably discharged from his service in law enforcement.

Continuing what turned out to be a series of fallacious attacks, Defendant also posted twice in a Facebook group on February 5, 2024.
These posts are attached hereto as Exhibits “B” and “C” respectively and are incorporated herein by reference.
In the first of these posts, Defendant asserts that Mr. Frazier was recently convicted and that “he is being dishonorably discharged in lieu of possible termination.”

In the second of these posts, Defendant doubles down on prior assertions, claiming that Mr. Frazier is a “Dirty Cop” who received a “[d]dishonorable discharge from Dallas PD.”

13. Hoping to reach a greater audience, Defendant moved social media platforms and shared a tweet on X (formerly Twitter), further disparaging Mr. Frazier without any regard to the truth.
This tweet is attached hereto as Exhibit “D” and is incorporated herein by reference.
Here, Defendant shared a graphic that falsely claimed Mr. Frazier “lied to voters” and “slandered a disabled veteran.”

14. Each of these statements, and many more, are published for the world to see on a website run and operated and maintained by Defendant Chabot titled www.firefrazier.com.
This website compiles and republishes false statements about Mr. Frazier.
Chabot’s www.firefrazier.com website also features a blog where Defendant publishes false claims about Mr. Frazier to rally and mobilize voters against Mr. Frazier.
For example, in the most recent blog post on May 6, 2024, Defendant invites viewers to “[e]nter the site www.FireFrazier.com and learn the truth, then tell others…” (emphasis added). Another blog post on May 3, 2024, cautions voters that “[u]ltimately, the decision lies with Collin County voters, who will have their say on May 28th.”
Defendant’s dispersion of lies represented as facts to the electorate falsely places Mr. Frazier into the realm of controversy, impugns his credibility with Collin County voters, and advances Defendant’s apparent goal of tarnishing Mr. Frazier’s distinguished law enforcement career and personal reputation through any means necessary.

These deliberate and continual statements are designed to falsely foster an image of Mr. Frazier as a criminal and a lawbreaker, thus decimating the public’s trust and confidence in his capacity to serve.
Defendant has concocted a maliciously false narrative to attack Mr. Frazier’s integrity and credibility, disparaging his steadfast commitment to serving the community and upholding the law.
Such a portrayal not only discredits Mr. Frazier’s notable career as a public servant and law enforcement officer but also constitutes deliberate harmful falsehoods meant to
PAGE 5 defame and inflict professional and personal damage.
Defendant’s statements, spread far and wide to reach as many voters as possible, have the potential to cause irrevocable harm to Mr. Frazier’s reputation.
16. Defendant’s statements are patently and maliciously false.
Contrary to Defendant’s representations, public records affirm Mr. Frazier’s honorable service. Mr. Frazier ended 2023 by retiring from the Dallas Police Department (“DPD”) and has performed his role as a legislator unsullied.
Contrary to Defendant Chabot’s verifiably false statements, Mr. Frazier has not been convicted of a felony, nor is he dishonorably discharged.
In fact, Mr. Frazier received documentation from the Texas Commission on Law Enforcement on May 8, 2024, expressly notating Mr. Frazier’s general discharge from DPD.
Contrary to Defendant Chabot’s false statements, Mr. Frazier has not been accused or convicted of petty thievery.
Adding to Defendant’s complete disregard for the truth are Defendant Chabot’s claims that Mr. Frazier “lied to voters” and “slandered a disabled veteran,” which are also wholly unsubstantiated and without merit.
17. Mr. Frazier is a Texas House Representative for District 61. Mr. Frazier served as a police officer for over 28 years and became the first active-duty police officer to serve in the Texas House of Representatives.
In 2023, Mr. Frazier retired and ultimately received a general discharge (and not, as Chabot claims, a dishonorable discharge) from the Dallas Police Department.
Also in 2023, Mr. Frazier began campaigning for re-election to the Texas House of Representatives to continue representing District 61.
On March 5, 2024, during the Republican Primary, Mr. Frazier advanced to the Republican Primary runoff election.
The Republican primary runoff election took place on May 28, 2024.
Throughout the campaign, Chabot continued to spread false information about Mr. Frazier to tarnish Mr. Frazier’s image in the eyes of the electorate.

In sum, the pattern of conduct exhibited by Defendant is not an isolated incident but rather a calculated and persistent effort to malign and discredit Mr. Frazier.
Through various public statements, social media posts, video interviews, and personally-managed websites, Defendant has unjustly attacked Mr. Frazier’s character, integrity, and professional reputation.
Even after receiving documentation describing Mr. Frazier’s general discharge from the DPD, Defendant Chabot continues to falsely assert, through un-deleted social media posts and website blog entries, that Mr. Frazier was dishonorably discharged.
Accordingly, Mr. Frazier seeks remedy for such egregious and systematic defamation through this Court’s consideration and action.
VI. CAUSE OF ACTION - DEFAMATION
19.
Plaintiff hereby incorporates by reference and realleges all of the allegations above, as if fully set forth herein.
20.
Defendant published multiple statements on social media platforms, asserting as fact that Mr. Frazier:
a. Pled no contest to felony charges of impersonating a public official;
b. Used his legislative position to delay justice;
c. Engaged in criminal acts of petty thievery;
d. is a “dirty cop;”
e. is a “dishonorable cop;”
f. is dishonorably discharged from the Dallas Police Department;
g. lied to voters; and
f. slandered a disabled veteran.
21. Such statements, including attributing qualities to Mr. Frazier that are unbecoming of a police officer and member of the Texas Legislature, have an extreme degree of risk of harm flowing from their publication.
22. Defendant’s statements referred to Mr. Frazier either by name, or with enough specificity to ascertain his identity.
Viewers of these statements would understand that the defamatory content related to Mr. Frazier.
23. Defendant made and published these statements to third parties through various mediums, including social media platforms and video recordings, which were intended to be viewed by and were in fact viewed by a substantial number of individuals.
24. These false statements constitute libel because the statements tend to injure Mr. Frazier’s reputation and expose him to public hatred, contempt, ridicule, or financial injury.
The statements also seek to impeach Mr. Frazier’s honesty, integrity, virtue, or reputation.
25. Defendant’s statements constitute defamation per se because Defendant falsely accused Mr. Frazier of committing a crime and being dishonorably discharged from the Dallas Police Department.

Other statements made by the Defendant constitute defamation per quod because the statements called into question Defendant’s ability to serve as a member of the Texas Legislature.
27. Defendant published the injurious statements either with knowledge of its falsity or with reckless disregard as to its truth.
Defendant’s statements that Mr. Frazier was a dirty cop, a dishonorable cop, and had been dishonorably discharged from the Dallas Police Department are all patently false, which Defendant could have learned through public records.
Defendant’s failure to investigate his claims suggests that Defendant either knew the statements were false or that Defendant made the statements with a reckless disregard as to their truth.

Defendant’s actual malice is further established by his personal animosity towardCopy from Mr. Frazier. Defendant began his defamation campaign against Mr. Frazier during the 2022 election, and Defendant has doubled down on his purposeful efforts to impeach Mr. Frazier’s reputation and expose him to public hatred, contempt, and ridicule.
Defendant’s efforts are calculated and motivated by personal feelings of animosity toward Mr. Frazier.
29. Defendant’s false and injurious statements proximately caused Mr. Frazier to suffer actual and compensatory damages, including, but not limited to, impairment of reputation and standing in the community; personal humiliation; and mental anguish and suffering.
Defendant’s statements continue to injure Mr.
Frazier. Defendant’s statements also impaired Mr. Frazier’s campaign efforts, potentially causing loss of employment, loss of business, and loss of clients.
VII. DAMAGES 30.
As a proximate cause of the acts committed by Defendant, Mr. Frazier is entitled to recover at least the following legal damages:
a. Past mental anguish damages;
b. Future mental anguish damages;
c. Damages to Mr. Frazier’s reputation and character;
d. Future loss of employment; and
e. Exemplary damages.
VIII. CONDITIONS PRECEDENT 31.
All conditions precedent to Plaintiff’s right to recover against Defendant have been met, satisfied, or waived.
IX. PRAYER WHEREFORE, PREMISES CONSIDERED, Plaintiff Frederick Frazier respectfully requests that Defendant Paul Chabot be cited to appear and answer herein; and that upon final
hearing, the Court enter judgment in favor of Mr. Frazier and against Defendant as requested above, including, but not limited to the following:
(a) Actual damages;
(b) Compensatory damages;
(c) Special damages;
(d) Exemplary damages;
(e) Costs of court incurred by Mr. Frazier in prosecuting this action;
(f) Pre-judgment and post-judgment interest;
and (g) Such other and further relief, both at law and in equity, to which Mr. Frazier may be justly entitled.
