If certain researchers are to be believed, it is possible that over a long period of time, Raging Bolt evolved as a species to become the smaller and more nimble Raikou that is known as Legend in modern times. As the species develops a shorter neck and tighter gait, they become faster and more physical powerful with the trade-off of less-intense lightning and other special attacks. Their mere roar splits the air like crashing thunder.
