the fact that crowley was literally offered the same thing as aziraphale... because beelzebub isn't talking about a top position, but potentially even the top position:

and i reckon beelzebub would have given that to crowley, this demon that by their account has gone through what they just have... and whilst it might be too far to say that they knew, as a demon with these brand new eyes, that crowley would do well ruling hell, they might even have thought that crowley as leader might make things more effective, more efficient, and possibly even fairer.

but the manipulation is a) not as good as metatron's, and b) crowley isn't trusting, if it was even manipulation at all. they even start to bargain that crowley could have anything. either way, he doesn't fall for it. and doesn't want it. so he dismisses it as being a trap, or being false. but perhaps it wouldn't have been; he might have been able to be in a position where he could change things for the better.

which is objectively a worse concept, right? and that's hell - imagine how awful it would be for the supreme archangel, the heaven, post to go to someone like michael, or uriel. aziraphale is significantly easier to control, thats metatron's plan, but the way aziraphale sees it - he could do better.
