Implementing Agile in Bid and Proposals - Welcome to Centredge

Proposals mostly have a short timeline of around 4 to 6 weeks for submissions and hence the bid and proposal teams across the world are always ‘agile’ in the true sense of the term. But my idea here is to implement Agile – Scrum in bid and proposal management so that this community enjoys the benefits of this framework. APMP (Association of Proposal Management Professionals) BOK gives us a set of processes, guidelines and best practices for proposal management. While SCRUM in agile framework lays the methodology of executing a project in an incremental way so that a product is delivered in small chunks or sprints. and the learning of one sprint can be implemented in the next one. The concept given below is to map these two and see how proposals can be managed in an agile way. Well, I do agree that there are some inherent challenges in such an approach but let us try and see if this works.

Problem Statement

Response to proposals requires multiple contributors in terms of writing as well as providing inputs and reviewing. Many a time it happens that the review is done at the end, just prior to submission date. During this time re-work on a section is very cumbersome as it is tightly knit with another section of it. As a result, either the content is left in an abrupt mix or it takes huge time and effort to correct it. Needless to add that the quality of the overall document is compromised as a result. So, the best approach probably is to make incremental progress building better accuracy and satisfying proposal requirements.

Benefits

I believe that below are some of the benefits that agile in Bid and proposal will bring in:

Progress can be tracked easily through sprint planning and tracking

With proper definition and assignment of tasks, every Sprint completion will show some incremental Progress for the Proposal submission which:

Will give confidence to delivery management and Sales organization

Will add value from feedback in Sprint review meetings

Any course correction required can be done saving time and effort later

Will increase the predictability of the response giving higher stakeholder satisfaction

Having daily stand-up calls and sprint ceremonies, there are higher transparency on the proposal progress

Quality of proposal responses is enhanced

Adaptation of client requirements and changes in the win-theme of the response can be accommodated during sprint execution. This will help in uniform flow of the theme across the write-up

Handover-takeover of bids by bid managers for in flight proposals will be easier as the response is built in chunks or sprints

How do we implement Scrum in Bid and Proposal Management?

This can be a 3-step process – define the agile roles for bid and proposal management, Perform Scrum ceremonies and Track sprints to completion.

Define the Roles

There are few specific roles in Scrum that are of great significance and needs to be defined before we even start thinking agile. Below table defines the roles in a proposal that will play same function as defined in agile scrum.

Define the Proposal Backlogs (= Product Backlogs)

Proposal Backlogs are defined considering all the tasks that needs to be completed to submit the proposal. The activities are based on the APMP guidelines. This will primarily cover all the activities that are required to submit the proposal keeping following points in mind:

1. Compliance

2. Responsiveness

3. Approvals for legal, estimation, resourcing, pricing, etc.

With the Proposal Backlogs available, convert it into Sprints of 1 Week duration (5 Working days).

Below assumptions are considered while writing the article which can be changed as required:

1. The RFP duration considered from receiving to submission is 45 Calendar days

2. Sprints are defined for working days only

3. User Stories and Tasks in the Sprints might vary, depending on the type of RFPs

4. Review & Approvals will also be considered as tasks

5. Creating/Documenting the response can go across Sprints

6. For Very Large RFPs there can be multiple Scrums. Each scrum can be for a one technology unit. Integration and Coordination of Scrums can be done by Scrum of Scrums

7. Bid Manager is playing the role of Scrum Master here and hence will diligently execute all the Scrum Ceremonies

8. Some of the User Stories may split across multiple Sprints for e.g. writing the technical or functional response can go over 2 or 3 sprints. But in each sprint such work item will have incremental progress to track and review

Define the User Stories

Defining User Stories is very critical here. It should cover all the requirements that has been asked for in the RFP. The notion for creating a user story should be such that when one Sprint is marked as ‘Complete’, then

1. One or more of the Client requirements is addressed or

2. One or more RFP submission steps has been completed

Thus, our User Stories in Sprint should consider activities for Proposal Submission as well as Client requirements as given in RFPs. Let us see an example.

Example: A customer has floated an RFP where they want to modernize few of their business functions like Purchase. So, based on the RFP and discussion with business we come out with a User Story representing this requirement. This defines the Customer Requirement for Modernizing Purchasing Function as this needs to be addressed in the solution that we will be submitting.

User Story – Modernization of Purchasing Function.

The tasks required to complete this User Story can be defined as below:

1. Provide a solution for modernization from both business and technical standpoint

2. List down the benefits and features of the solution

3. Ghost the competitors

4. Provide some proof points of your claim with case studies

5. Clearly articulate your Unique Selling Point

While the User Story can be detailed out at a more granular level but it should be minimum to have a defined completion stage.

Define the Sprints

A typical Sprint definition for a 6 weeks proposal timeline can have 1 Sprint for Planning 4 for Execution and 1 for Approvals. Last one for Closure can be taken up after the Proposal is submitted. However, depending on the type and timeline of the submission the Sprints can be modified. Also, it is a good idea to put one ‘Review’ user story for all the Sprints so that the sprint closures are done for reviewed sprints only.

Sample and suggestive Backlog and Sprint are there in the attached pdf.

Define the Scrum Ceremonies for the Proposal

Sprint Planning

1. Plan for the sprints within the first few days

2. Individual Sprint Planning to be done for the start of each Sprint.

3. Short duration planning to be done to create Sprint Backlog

4. Consider all the planned activities and the dependencies

5. Involve Virtual teams also for planning

6. Clearly articulate the Definition Of Done (Done) for the sprints

7. Daily Stand Up

8. Stand-Up meeting for 5 to 15 mins

9. Answer 3 questions

10. What has been done yesterday?

11. What will be done today?

12. Is there any impediments?

13. Sprint Review

14. Done at the end of each Sprint (Restrict to not more than 2 hours)

15. Scrum Team to demo what has been done in the sprint

Who – Bid/Proposal Manager (SCRUM Master) to give a complete update on each activity planned for the Sprint

Whom – Sales (Product Owner) and the Leadership Team for any support for any impediments

All Virtual Team should be included in the Review Meeting

Sprint Retrospective

Bid/Proposal Manager (SCRUM Master) discusses on:

What went well in the Sprint

What can be done better in the next sprint

Any additional action to be taken up

[Suggestion: For the interest of time, Sprint Review & Sprint Retrospective can be done together]

Definition of Done (DoD)

Definition of Done primarily defines the parameters that confirms if a Story is completed or pending. For a proposal the DoD can be defined as:

Fully or Partial completion of a proposal requirement

Review of the component

Formatting,Graphics,Action Caption, if applicable, is complete

Reporting

Daily Progress in an Agile project is tracked by burn down charts which primarily shows the work completed in a sprint compared to what was planned. So after every Sprint completion the Burn Down Chart can be shared with all the stakeholders to track the progress.

Tools

Microsoft Azure can be used to create the Proposal Backlog. Once backlog is created the work items can be taken into Sprint tasks. Day to day monitoring of Sprint tasks and closure of activities can be done till Sprint is completed. Daily Work Tracking can be done using Azure Boards.

Challenges

There are few challenges that are foreseeable while defining this approach. However, these are not show toppers and can easily be worked around. Also, better and refined approach can be embraced as the model evolves over time.

1. Converting the activities into Sprint form can be a challenge. A thorough understanding of the proposal requirements, proposal execution, agile concepts and the client is a must to define the proposal sprint

2. Completing the tasks within defined sprint backlog. Since writing a response can flow into multiple sprints, tracking it to closure needs detailed attention.

3. Complying with the definition of done. Team should always have a graphic designer, formatting and reviewer attached with the proposal writers. So, when one section is completed by the writer it is immediately reviewed and formatted. This will comply with the definition of done for the sprint.

now that we have an extra choice for dailies, my only criticism of the wizard vault is that (as someone who only has PvE choices selected) i'm seeing the same offerings wayyyy too many times for this only being impletemented for a month.

with the amount of jumping puzzles, races, adventures, and bounties in the game.... i've seen "daily activity" and "daily [EoD minidungeon]" 4 or five times so far. really hoping anet takes another pass through because there just doesn't feel like a lot of variety here yet compared to the old daily offerings.

We are in the last two months of winter here in Australia, I was missing the bright colors and florals of spring here, but also when I stared my Rose Generation, I looked and thought It would have been nice to have a rose up above her bed or around her home that wasn't the plant rose just a picture or canvas of a Rose, I always loved impleting florals around the home that isn't just a vase of flowers etc but pictures or canvases :) so I came up with this awhile ago and finally done them last night :) If your like more or in general want to add a floral piece that isn't just a vase or you like canvas like textures please enjoy these I hope they brighten up your sim's houses :)

I wanna talk about my beloved characters from the novel I started writing, called "The Pictures of the Stars".

So-- have a post full of "Sanders Sides characters as my own characters".

In this world, you have Gradena, a city controlled by the company Oriam, which impleted chips in its population to make people emotionless...

Logan is Valentin Soleihr. The main character, who is supposed to have no emotion but strangely, a dysfunction led him to have anger issues. He is very fond of computer and space and loves inventing and creating nerdy stuff.

Patton is Saint Thomas. A foreigner who came with the Creator from the religious city of Tletma where some shit happened. He is extremely kind and innocent to the point of being oblivious of what's happening in Gradena.

Roman is Roman Cano-Créssis. One of No-kha's best friend along with Valentin, a genderqueer transfem person who loves being dramatic, but in dangerous situation, she is the most fierce and brave person you'll ever meet. She actually runs the economical part of the rebellion with Work Street, an underground organisation working to help finance Humard's science projects to fuck up Oriam's plans, but also the Yellow House's facility, which helps people out in the street, mainly queer people, women of colour and children. She's a badass with a big heart.

Virgil is No-kha déNith. The anxious mother of Lauda. Her chip works and she really has trouble having emotion, but the fear for her child who has a dysfunctional chip manages to get its way to her heart. She is the one who makes Valentin open his eyes on the situation, of which he was unaware after finally going out of the hospital following the rules.

Remus is Loyal. Valentin's love interest and former bestfriend through another identity. A he/they dumbass who loves fighting robots - he losts his arm because of it, and burned his face, and his leg, so he walks with a cane. He has BPD and Valentin is his favourite person. When they reunite, it's for the best ❤ they actually get along even after Loyal going ape shit. Ah, and he's asexual and a hopeless gay.

Janus is the Creator. A smart masked person who seems to lie a lot but manages to keep the situation in control. They've been easily employed and promoted by Oriam to the special rank pf Creator, overseeing all of the robots' production to make them the perfect slaves. Will they actually follow Oriam's instructions?

Bonus:

The twins as Aurélien Césarini and Vanessa Selmers, the twins who went two very different ways: Aurélien joined the revolution and struggled with his pride, having a hard time making friends, while Vanessa got married, had an affair, divorced, became the lover of the guy with whom she had an affair who was none other than Éric Ceor-Pré, the CEO of Oriam, and together they have a fucking toxic relationship.
