The "What's going on?!" sound clip at the beginning of Axel F was sampled from Season 3, Episode 5 of the 1985 TV series, The Max Headroom Show.
In one scene, Max (played by Matt Frewer) plays some bird noises for the viewer. But when the noises abruptly stop, Max goes from excited to angry, giving the following quote:
"Hey! Wha? What the hell, who did that? What's going on?!"

I feel like the cyberpunk series Max Headroom was ahead of its time and also too radical for network TV.. it heavily satirized it and the country that produces it.. A shame lots of people probably don't remember that!
Remembering Max Headroom as either just a talking head shill for Coca Cola or as a hacking prank someone pulled on a television station is a damned shame...

You know what is funny about cyberpunk to me? American cyberpunk tried to present foreign takeover by Japan as a bad thing but they made the aesthetic very appealing to people like me.. also they inspired a lot of anime and manga artists in Japan..
At this point I'd prefer foreign takeover from Japan to what we got... Ugh..
