Lula trashes EU side letter, says WTO "ended"

President Luiz Inácio Lula da Silva on Friday called an EU-proposed side letter to the free trade agreement with Mercosur a “threat,” said the World Trade Organization (WTO) has “ended,” and renewed calls for new international institutions and reform of those mostly designed by Western powers in the 1940s, such as the United Nations and the International Monetary Fund.

At the Summit for a New Global Financing Pact in Paris, Lula said trade agreements must be “fairer.”

“I’m dying to make a deal with the European Union. But it is not possible”, he said, referring to the proposed EU-Mercosur free trade agreement. Earlier this year, EU negotiators presented a side letter that allows for sanctions if countries fail to meet environmental commitments under the Paris Agreement. Mercosur members are expected to present a counter-proposal in the coming weeks, with the aim of signing the agreement by the end of the year.

Lula added that the World Trade Organization (WTO) has “ended.” The last round of WTO-led negotiations, the Doha Round, began in 2001 and was never completed.

El acuerdo UE-Mercosur

En virtud del acuerdo UE-Mercosur, las mercancías circulan libremente sin controles ni impuestos. Existe un riesgo sanitario para los consumidores europeos. Estaremos creando unas condiciones de producción deplorables en términos sociales, de salud humana, bienestar animal y medio ambiente. Por ejemplo, el 27% de los pesticidas utilizados por los agricultores brasileños están prohibidos en Europa. Muchas empresas se deslocalizan en Europa para obtener más beneficios mientras contaminan tranquilamente. Todos los empleados de la industria agroalimentaria perderán su empleo. Hacer allí lo que aquí está prohibido y seguir vendiendo al mismo precio, ese es el objetivo de este acuerdo.

Como la Unión Europea no se gestiona democráticamente, los ciudadanos no tienen voz ni voto. Es una negación de la democracia y una negación de la justicia, porque todos los litigios tienen que ser tratados por un tribunal de arbitraje compuesto no por abogados, sino por industriales.

Debemos dar nuestro voto a los candidatos que están en contra del acuerdo UE-Mercosur y a favor de que el Parlamento Europeo asuma el poder, a favor de la soberanía del Parlamento Europeo.

Durante el juramento del Jeu de Paume, el 20 de junio de 1789, los diputados franceses se proclaman autoridad suprema para la expresión de la democracia y afirman que el ejecutivo está a su servicio. “Corresponde únicamente a los elegidos contribuir a la formación de la voluntad nacional, y puesto que todos los representantes deben estar en esta asamblea, sigue siendo indispensable concluir que es a ella y sólo a ella a quien corresponde interpretar y presentar la voluntad general de la nación”.

Los eurodiputados también deben declarar la soberanía del Parlamento Europeo. Europa es el mayor mercado del mundo. El comercio con el resto del mundo debe cumplir las normas medioambientales y sociales.

Macron calls for new EU-South America trade agreement as current one is outdated

French President Emmanuel Macron told Brazilian leaders on Wednesday that the proposed deal between the European Union and South American trade bloc Mercosur is bad for both sides, according to Le Monde.

Speaking at a forum in Sao Paulo, Macron said the Mercosur-EU agreement is outdated and needs to be reworked to take climate change into account.

“The trade deal with Mercosur as it is being negotiated now is a terrible deal. For you and for us,” Macron said. The president’s words reinforced his opposition, which has been the most outspoken among European leaders.

Macron opposes any agreement until South American producers meet the same environmental and sanitary standards as Europeans. Farmers raised concerns about pesticides during protests across Europe earlier this year. The French president did not mention the topic at the start of his three-day visit to Brazil, during a busy schedule in the Amazon city of Belem with his counterpart Luiz Inácio Lula da Silva, but his office said before the trip that a potential deal would not be on the agenda.

“This deal, as it is, I don’t defend it,” the French president said, with Brazil’s Vice President Geraldo Alckmin sitting in the audience.

sind die EU Staaten weiterhin entschlossen das "Frei"-handelsabkommen Mercosur mit den Staaten Südamerikas abzuschließen. Doch das Abkommen wird die Klimakrise weiter anheizen und das Abkommen gefährdet außerdem die Menschenrechte in Südamerika.

Diese Ansicht wird nicht nur von Umweltorganisationen geteilt, sondern jetzt auch durch eine offizielle Stellungnahme der Vereinten Nationen gestützt. Im Ergebnis fordert der UN-Menschenrechtsausschuss, das Abkommen grundlegend auf den Prüfstand zu stellen.

Das Umweltinstitut München e.V. stellt dazu fest:

Das ist ein wichtiger Erfolg im Kampf gegen das zerstörerische Abkommen und hilft, den nötigen Druck auf die verhandelnden Staaten aufzubauen. Dieser Druck ist wichtiger denn je, denn im Dezember wird der brasilianische Präsident Lula da Silva in Berlin zu Besuch sein, und beide Seiten erhoffen sich nennenswerte Fortschritte oder sogar den Abschluss der Verhandlungen.

Das EU-Mercosur-Abkommen würde über 780 Millionen Menschen betreffen und wäre die größte Freihandelszone, die die EU je geschaffen hat. Problematisch daran ist, dass das Abkommen angesichts der heutigen Krisen völlig aus der Zeit gefallen ist: Es würde die Produktion von Billigfleisch fördern, zu mehr Handel mit Pestiziden führen und Landkonflikte und Vertreibung in Südamerika verursachen.

In unserem Report zeigen wir auf, wie das Abkommengegen die Rechte auf Selbstbestimmung (Art. 1), Arbeit (Art. 6), gerechte und günstige Arbeitsbedingungen (Art. 7) sowie Nahrung (Art. 11) und Gesundheit (Art. 12) des internationalen Pakts über wirtschaftliche, soziale und kulturelle Rechte verstößt.

Aufgrund auch des Reports des Umweltinstituts bei der Anhörung im zuständigen Ausschuss der UN in Genf veröffentlichte der Ausschuss am 16. September seinen Abschlussbericht und forderte

Eine systematische Folgenabschätzung zu den möglichen Auswirkungen von Freihandelsabkommen, insbesondere des Assoziierungsabkommens zwischen der Europäischen Union und dem Mercosur, auf die Menschenrechte.

Die Haftbarmachung staatlicher und privater Unternehmen, die gegen die Menschenrechte verstoßen.

Alle notwendigen Maßnahmen zu ergreifen, um die Entwaldung zu stoppen, die Umwelt zu schützen und die Umweltzerstörung entsprechend zu bekämpfen.

Maßnahmen zum Schutz des Trinkwassers vor Pestizidrückständen und für die Erschwinglichkeit von sauberem Trinkwasser.

Die Durchsetzung des Verbots bestimmter Pestizide, insbesondere derjenigen, die in anderen Regionen der Welt verboten sind, und einschließlich der Pestizide auf Glyphosatbasis, die von der Internationalen Agentur für Krebsforschung der Weltgesundheitsorganisation als wahrscheinlich krebserregend eingestuft werden.

Diese Position der Vereinten Nationen wertet das Umweltinstitut als einen riesigen Erfolg im Kampf gegen das Freihandelsabkommen.

Far-right president Jair Bolsonaro is gone but agribusiness and congress are still a threat to Brazil’s indigenous communities

The world watched in despair at the environmental damage President Jair Bolsonaro’s government wrought during his four years as presdident of Brazil.

Its crimes attracted global attention: from dismantling policies to protect the natural world, to the spiralling number of attacks on Indigenous People and incursions on their land, to deforestation reaching its highest levels for years.

For the European Union (EU), Brazil’s second largest trading partner and a large importer of the soy and beef driving deforestation in the country, alarm over these issues led to the suspension of a mammoth trade agreement, which had been 20 years in the making.

The free trade deal between the EU and Brazil and other Mercosur nations was approved in 2019 but was never ratified because of fears that it might intensify environmental and human rights abuses in Brazil.

Now, with Bolsonaro ejected from office by the electorate, and his successor, Luiz Inácio Lula da Silva, making efforts to end deforestation and protect land rights, finalising the EU Mercosur agreement is a priority once again. It will be high on the agenda in the summit taking place this week in Brussels between EU and Latin American heads of state.

Yet despite the change of government in Brazil, the assault on Indigenous People’s land rights continues.

Le EU-Mercosur

Avec l’accord EU-Mercosur, les marchandises circulent librement sans contrôle ni taxe. Il y a un risque sanitaire pour les consommateurs en Europe. On va créer des conditions de production déplorables au niveau social, de la santé humaine, du bien-être animal et de l’environnement. Par exemple, 27% des pesticides utilisés par les éleveurs brésiliens sont interdits en Europe. Plein d’entreprises en Europe vont délocaliser pour faire plus de marge en polluant tranquille. Tous les employés de l’agroalimentaire vont perdre leur emploi. Faire là-bas ce qui est interdit ici et toujours vendre au même prix, c’est ça l’objectif de cet accord.

Comme l’Union Européenne n’est pas dirigée de manière démocratique, les citoyens n’ont pas leur mot à dire. C’est un déni de démocratie et un déni de justice car tous les conflits doivent être gérés par un tribunal arbitral qui n’est pas composé de juristes mais d’industriels.

Il faut donner sa voix aux candidats qui sont contre l’accord EU-Mercosur et pour la prise de pouvoir au parlement européen, pour la souveraineté du parlement européen.

Lors du serment du jeu de paume le 20 juin 1789, les députés se sont proclamés eux-mêmes comme autorité suprême de l’expression de la démocratie et ont affirmé que l’exécutif est à leur service. “Il n’appartient qu’aux représentants élus de concourir à former le voeu national et que tous les représentants doivent être dans cette assemblée, il est encore indispensable de conclure qu’il lui appartient et qu’il n’appartient qu’à elle d’interpréter et de présenter la volonté générale de la nation”. 

Les députés européens doivent eux-aussi déclarer la souveraineté du parlement européen. L’Europe est le premier marché mondial. Le commerce avec le reste du monde doit se faire en accord avec les normes environnementales et sociales.

Macron to visit Brazil as Mercosur trade talks stalemate

French President Emmanuel Macron will visit Brazil from 26-28 March, his office said on Tuesday, POLITICO reports.

Macron accepted the invitation from President Luiz Inácio Lula da Silva last October, after a tense relationship in which Lula disagreed with his hard line on trade and even complained about the food he was served at a banquet in Paris organised by the French president.

The visit comes at a time when the European Union is trying to finalise a trade agreement with the South American Mercosur bloc of countries. France is the EU country most strongly opposed to the agreement, making significant progress on Macron’s trip unlikely, although he is expected to visit Brazil with a large business delegation.

As farmer protests have swept across Europe, Macron has tried to block negotiations on a trade deal with Mercosur, which includes Brazil, Argentina, Uruguay and Paraguay, to the point of directly intervening with European Commission Ursula von der Leyen in January and demanding that she freeze the talks.
