What is your fav genshin world quest? And do you think world quests suffer from not including playable characters in them? Or is it better for them to only have NPCs? Like I know some people have critiqued enkanomiya world quest with "where is Kokomi" since this is basically her place.
i think making blank statements like "world quests suffer from not having playable characters" is reductive and short-sighted. i dont care if characters are playable or not if they are well written and if they work within the quest. in fact, some archon quests suffer from having too much playable characters in them. we absolutely did not need ayaka date in inazuma archon quest. i wrote that post about collei bc i think her conflict fits aranara quests perfectly and current npc in that quest has no character and does nothing, except wake up and get dendro vision for free. its not about whether collei is playable or not.
actually enka is one of my fav world quests. and no, it absolutely did not need kokomi in it. and i rewrote entire inazuma archon quest, giving her actual character development and strategist arc, so i'm speaking from kokomi pr brigade perspective.
when we're talking if character should be in a quest or not, its not about whose place it is bc they like live here. its about what they would bring to this specific quest. what are the themes and POINT of the quest. and what is the development arc is for this character, does it fit this quest, what this character's presence would meaningfully contribute.
so like. what is enka about? its about enjou intrigues, its about lies and gaslighting, about how clever assholes like him can frame the narrative to make you see white as black and black as white and manipulate you into doing what he wants. and to echo this, the deeper, hidden narrative, is about meta players perception of the lore. its about how celestia are actually the invaders who conquered teyvat by force and then pretended to be creators of this world and killed anyone who even learned the truth, like orobashi, despite them having heavenly aethetic. how orobashi went to fight raiden knowing he will die as a part of celestia's punishment, even tho before we were told he wanted to destroy inazuma. and the deepest buried lead was that despite us being told that vishaps are evil dragons attacking humans, mindless brutal animals, they are in fact sentient beings, and in fact, real natives of this world who were invaded and then framed as evil for fighting back. like, before enka i didn't give a fuck about vishaps, but after it i became dragon lore enthusiast for this exact reason
at the core of that quest is how kokomi ancestors sucked horribly, mistreated their own people while presenting themselves as glorious empire, and also did horrible eugenics and warcrimes on vishaps, who they KNEW were sentient beings, because they could learn human language and talk. and they captured children of these sentient beings, grafted corrals into their flesh, kept them in captivity in a deepest cave for decades, just to then slaughter them and take the bloodsoaked corrals off their dead bodies to use it to revitilize watatsumi bare earth. and it was repeated again and again, generations of torture, literally soaking blood of dragon children.
and this all is kinda buried under the narrative of "defeating evil monster dragons to save the island", because this is traditional fantasy narrative and its structured like that to obscure the reality from players without ever lying to them. you have all the facts, but you need to realize that YOU are playing the villain here by yourself. just like enjou manipulating the truth without ever actually lying.
so like. what is kokomi supposed to do here. she can't realize the truth and try to make amends, bc at this point of the overall story players are not supposed to understand that dragons are people who were invaded by celestia. they are not supposed to see vishaps as sympathetic yet, enka is the first major lore drop to give this reveal foundation, but the reveal itself only happens in fountaine with neuvi.
and if kokomi doesn't realize the truth, then she's just being duped by enjou like the traveler, which makes her look stupid, and she does what? stands here and listens to the lore? kills dragons herself? so that after fountaine players could look at neuvi, realize that other vishaps are people like him too and go "wait, was kokomi doing warcrimes against dragons????" like, as of now, she has deniability bc like. she's never been in enka herself, she didn't know she's sending the traveler to kill what is basically dragon kids tortured and raised in captivity, for her its an ancient ritual to save her island. but like if you add her to the quest, it fucking crumbles.
tldr; characters should be in quests if they add something to them and have their own development based on quest events. kokomi should have had better written archon quest, she should not have been in enka. i do hope tho they revisit enka in future and then kokomi is here, bc now after dragon lore recontextualization, she can learn the truth and confront enka's legacy

And here we are, the infamous, creativity that is Green Diamond from my Nebulan AU.
Time for some lore dump!
You may notice each gem in the AU are hybrids. (Unless specified.)
This is due to Nebulan itself, a nutrient rich planet inhabiting organic matter that started the creation of Gemkind before Homeworld existed.
The gems on this planet are either hybrids of different species, normal gems like the ones on Homeworld, or gems that are made solely from plants that GD excells in creating. (The plant is their life source.)
Depending on what species a gem can share a form with, depends on their longetivity.
Ex: Elves live long lives, Cats do not live as long as humans, though the residents of Nebulan have ways to deal with this.
Most gems on Nebulan reproduce asexually (No need for injectors like on Homeworld.)

Cultivation. (Allows him to speed up the growth on plants, or just fertilize them if needed.)
Chlorovi. (A specific power to turn a plant into a "gem". Plants gems aren't real gems as they aren't made of light. It's an advanced version of Steven's spit basically. They live as long as the lifespan of the plant their made out of.)
Aura: Emits an emerald colored aura that instantly grows any plants around him, or revitilizes regular gems.

Have had the time of my life deep cleaning the house this evening to old songs I'd forgotten about, not even being dramatic it'd been awhile since I'd gotten the cleaning toothbrush and metal scrub out to get into the corners of the tile and that was absolutely revitilizing like thrilling pleasing wonderful delicious to see everything get brighter and more beautiful. I don't know why my parents had me thinking for the longest that cleaning was dreadful. Also cleaned the steps on the front porch the sun is shining and my neighbors are playing old Italian songs it's a great-mood day I just have to decide if it's finally time to do groceries (it is time 100% but) or if I deserve to order a pizza. My fridge is a joke rn omg I cleaned it out and I have a green apple, half a lemon, a cucumber, and condiments. I could see myself eating an apple and cucumber "salad" w lemon and apple cider vinegar but also. Pizza in a freshly cleaned house? When ur finished work for the day? Heaven. I'm going to write and shop for a vacuum online

Today I'm Gonna Play: Mafia II (Original version)
Almost a decade ago I had a period where I was addicted to Grand Theft Auto's formula for some reason. I played IV but didn't have the proper specs to play V, so I looked for similar games. The Mafia series came up and 2 was the latest at the time, so I got it. It definitely fit the bill although at some point I ended up rage quitting early on. This time I've decided to revisit and finish it.
Because this series gets compared to GTA a lot, I had the impression that this would be GTA-levels of open world. In a way, it is. You can drive around, buy clothes, eat at places etc. But the game is divided into chapters because it places story first. There's not much to explore in the city as it is to just get from one place to another. It's not really a bad thing, as other games have done something similar such as No More Heroes (Although I think that game implemented it in a strange way and wouldn't be worse off if it removed the open world). I wouldn't say that the world is boring either for the most part, the first half of the game really sets a nice ambience despite being set in the 40s during World War II. Driving in the freezing cold with the radio on made me feel a type of nostalgia for a time I never lived in. I love it when games do that. The second half shows a revitilization of the States post-war, with the country going through advancements and a time of peace, which is pretty great too.
The gameplay has a bit of variety going on, unlike GTA's usual methods of ''go to location > shoot people > go to location". Although this is present here, there are a number of stealth segments that condemn violence, mundane tasks that regular people would realistically do, and escorts (which is also present in GTA). It's nice to see this kind of formula be done in a different way. Do I prefer it over GTA? I can't say. Maybe with the right budget and polish this could be more interesting. I don't consume a lot of gangster or mafia media, nor do I know too much about their culture and history, so I don't have any suggestions or improvements, other than wondering if there is a game or series that really tries to be accurate and takes upon the opinions of people that actually live the lifestyle, like the Yakuza series for example.
The story is alright. It's a bit more serious and cast is somewhat interesting, mostly the protagonist Vito and his friend Joe. They really remind me of Niko and Roman from GTA IV. War veterans that end up in the US and are helped by someone close who's a bit of a goof, except Joe is way more likely to stand up for himself and make a good living. It even follows the structure of starting from the bottom and climbing the ladder to the top, which I think is the standard formula for this type of story. If I recall correctly, Scarface and The Godfather also have a similar structure.
As for cons, the controls feel quite clunky in the two most important aspects of the core gameplay: Shooting, and driving. Shooting is a lot better if you use keyboard and mouse, but it's not great on controller. I prefer to play most games on controller these days for better sitting posture and playing too close to the screen. But driving is quite bad in both modes. It seems like open-world games have a hard time figuring out the handling part of driving a vehicle. It's like I'm slipping on soap every time I turn. It doesn't help that I end up accidentally bumping into a car which puts me on a chase if the police is nearby. Other culprits that had this issue were games like Watch_Dogs and Cyberpunk. GTA on the other hand is a hit or miss but has managed to grapple with it fairly with IV and V. Games should really prioritize handling if driving is a major aspect of transportation, otherwise it's a huge frustration.
Additionally, sprinting is a nightmare. Not due to poor controls but rather the camera itself which shakes a lot when you run. I'm not sure if this mechanic has been playtested much but even as someone that doesn't really get motion sickness (I can play the Mirror's Edge games without the reticle) but this made me feel woozy every time I used it. There's no way to turn it off, and unfortunately nobody has made a mod of it either. So my only choices was to just look at the minimap or away from the screen to get to where I want to go.
Another frustrating aspect is that the game has no autosave or even manual save. Rather, it has sparse checkpoint saves that are at least guaranteed to occur after a finished chapter. This is frustrating if I have other commitments I need to get to in real life but cannot drop the game, but luckily I've strategized my time well, plus the game's chapters are typically short too. But I still don't like the idea of not having frequent saves, or at least checkpoint saves.
Some of the dialogue is also a bit iffy, although this is wholly subjective. A number of what's depicted and said towards minorities would not be tolerated today. There are a few instances where a game may use hateful language to depict a historical time, such as Red Dead Redemption 2, and this may be the case here too since it's set in an older time period. But I think it was done a bit excessively, as it gave me the impression that the game really liked to make use of slurs a lot, especially towards one ethnic group due to their presence in the story. RDR 2 on the other hand, did use slurs too but it was done sparingly, and also had a number of characters highly discourage hateful behaviour just to be safe. As much as telling an authentic story is important, video games are more interactive as a medium and can therefore be more influential (especially with how people can be online), so it is something to be a little careful of. I also noticed that the collectibles, which involved nude magazine pictures were more for satisfying typically masculine desires. But regardless, I understand that this game was made in a different time, and it's interesting to see fictional media do different takes on social issues which may conflict with my values from time to time. The developers also seem to acknowledge this as a warning message is apparently displayed in the Definitive Edition.
Overall, this game is nice to go through for those interested in gangs in fiction, or want a shorter and more story focused version of GTA. The frustrating gameplay make me hesitant to try any other entry of the series, but maybe I might change my mind in the future.

Hey! Environmental lawyer who is literally staying on top of this for my job speaking:
NEPA is NOT going away! I want to be very, VERY clear here - NEPA, the law, the statute that Congress passed in 1970 is NOT going anywhere. It will still be a law on the books that will have to be complied with, and believe me when I tell you that if it is not complied with, there are lawyers at environmental non-profits across the country who will be filing lawsuit after lawsuit until it is complied with.
With that said - what is going on?
Well, first, let's start with what NEPA is. NEPA, which stands for the National Environmental Policy Act was passed in 1970. It is considered one of the first major environmental law statutes passed during this time. NEPA is actually a very simple, straightforward statute. It requires all federal agencies (every single one, think of a federal agency, and know that it has to comply with NEPA) to draft documents called Environmental Impact Statements that provide a detailed account of how an agency's proposed action will impact the environment. So, for example, if the Department of Transportation is proposing a project to revitalize a 10-mile stretch of I-40, then it would need to draft one of these EIS documents prior to doing so because revitilizing a highway is an agency action and NEPA requires agencies to draft an EIS document prior to taking an agency action. These EIS documents have to include information about the state of the environment prior to the agency taking the proposed action; information the expected direct, indirect, and cumulative impacts of the action; and include at least two alternative actions the agency could take instead and the environmental impacts of those actions. So in our DOT example, DOT would need to draft an EIS document that described the current environmental baseline of the 10 miles of I-40 it is looking to fix up, the expected environmental impacts of the project to repair those 10 miles of highway (I would expect that discussion to include impacts to the natural resources in the area, any pollution expected to occur, impacts to any endangered species in the area, impacts to any nearby communities, and a discussion of how a repaired highway will effect the area), and the inclusion of at least two other options that DOT could take such as doing nothing to the highway at all and maybe an option where the agency still repairs the highway but on a different schedule than proposed. Once DOT has drafted and published its EIS document for public review, it will have completed its NEPA responsibilities and may move forward with its proposed action.
Importantly, NEPA is a purely procedural act. What does that mean? Well, you may have noticed that in the above paragraph, I said that when drafting an EIS document, agencies need to include at least two possible alternatives to its proposed action. NEPA requires that at least one of those alternatives be a "no-action" alternative - basically, the agency needs to consider the environmental impacts of not doing anything at all. Along with that, the agency needs to consider at least one alternative way of carrying out its proposed action. Crucially, NEPA does NOT requires that agencies pick the most environmentally-friendly option for carrying out its action. NEPA only requires that agencies consider the environmental impacts of their actions and make a record of them. That's all. NEPA is a record-keeping statute, nothing more. That's not to say that NEPA hasn't been incredibly helpful over the years - it's good for agencies to know the environmental impacts of their actions and it does encourage them to act mindfully when it comes to the environment. But it does mean that the commenter above who said that NEPA losing its regulations will "make America sick again, cause neurological and intellectual impairment in children (due to less regulation of lead), and raise the level of preventable cancers in adults (due to less regulation of known carcinogens),thus reducing American productivity and greatness" isn't correct. Agencies will still have to perform the duties required of them by other environmental laws and, crucially, all federal agencies will still have to comply with NEPA.
So what is going on?
The Council of Environmental Quality, the federal agency responsible for making sure that all other federal agencies comply with NEPA, is rescinding its regulations on how to comply with NEPA. Regulations are law, but they are different that statutes passed by Congress. Congress passes statutes, like NEPA or the Clean Water Act or the Endangered Species Act, and then assign those statutes to federal agencies like CEQ or EPA or FWS to administer. Often the statutes passed by Congress lay out a framework for what to do (agencies should draft EIS documents to detail the environmental impacts of their actions) but don't always fill in the details (how many pages should those documents have, what environmental impacts exactly should agencies consider) so when the statute goes to the agency, Congress will often direct the agency to pass whatever regulations are necessary to fully implement the law. Regulations are laws, but they are laws passed by agencies, not Congress. So while CEQ is rescinding all the regulations implementing NEPA, CEQ does not have the authority to overturn NEPA - only Congress could do that. The regulations are being rescinded, but NEPA is still a law that, once again, all federal agencies will still have to comply with.
Why is CEQ rescinding all its regulations? Is this coming directly from the Trump Administration? Well, a little bit yes and a little bit no.
Last December, while Biden was still in office, a federal court in D.C. issued a decision finding that CEQ does not have the authority to issue regulations. You see, an agency can only issue federal regulations if Congress explicitly gives them permission to do so. While the text of NEPA outlines various duties for CEQ to perform, none of those duties include drafting regulations. In fact, for the first 8 years that NEPA was in law, CEQ did not issue any regulations at all because that was not an authority it had been granted. CEQ only issued regulations after President Carter issued an Executive Order directing CEQ to issue regulations. This was actually fairly controversial at the time and has remained slightly controversial since. Can a President give an agency the power to issue regulations or is that something that only Congress should be able to do?
So, this first decision from the D.C. court comes out in December. Then last month, a second federal court in North Dakota issued another decision reaching the same conclusion, that CEQ does not have the authority to issue regulations, and directed CEQ to rescind all its NEPA regulations. And that is exactly what CEQ is doing. They are complying with the court's order.
Now, obviously, CEQ had a choice. They could have appealed the ruling and attempted to get that decision overturned. Perhaps a Harris Administration would have made that call. So, in that way, yes this is a decision coming from the Trump Administration. They are choosing to comply with this order and rescind the regulations. But, without the court order, I don't think this is something the Trump Administration would have done on its own. Rather, they are taking advantage of the situation.
So what's the ultimate outcome here? At the end of the day, because all federal agencies will still have to comply with NEPA, the agencies have been given one year to come up with their own regulations to implement NEPA. Because the agencies have been following the CEQ regulations for close to 50 years, I expect that most agencies will adopt a process that looks almost identical to the process established in the CEQ regs. There may be some variation across agencies, but I don't see the agencies by-and-large wanting to reinvent the wheel here. Additionally, there are numerous Supreme Court decisions and a general body of case law about NEPA and how it must be implemented. The agencies will still need to comply with that as well. I actually don't foresee NEPA compliance changing that much purely because there's no good reason for it to be changed that much. And again, there are environmental lawyers who make their bones on suing agencies over NEPA. They will continue to do that, and I imagine will only get more aggressive in this era, not less.
I don't usually write detailed legal posts here on tumblr dot com, but when I saw this, I had to respond (sorry OP for the novella here) because the way this post is written and the comments responding to it don't accurately reflect what is going on. And to be clear, that's not a criticism on my part. NEPA isn't a particularly difficult statute in and of itself, but the legal issues surrounding CEQ's decision to rescind the regulations is complex and not something I would expect a non-lawyer (or even a lawyer not terribly familiar with this area of the law) to be able to fully get their arms around just by looking at the information put out by CEQ and in the Federal Register. On its face, rescinding the NEPA regulations sounds bad. But I hope that I've provided enough background information to show that this will not spell the end of environmental regulations in the United States. Believe me, the Trump administration is going to do everything in their power to roll back as much environmental regulation as possible. They put an oil and gas billionaire in charge at the Department of Interior, they're not fucking around here. But this thing with NEPA isn't going to automatically on its own stop environmental regulation or even stop agencies from complying with NEPA. It just changes the texture.
And that doesn't mean don't comment! Public comment on agency regulations is important and I encourage everyone to do it! I just wanted to make it clear what this move by CEQ is actually going to do because having accurate information is a good thing.
BONUS MONDAY MORNING QUARTERBACKING TIME: Okay, so you've read to the end of this and are probably starting to grasp why environmental law attorneys aren't invited to parties. But if you'll indulge me, do you want to hear my theory on why the D.C. federal court ruled that CEQ lacks the authority to issue regulations? Because, you see, the scope of CEQ's regulatory authority was NOT the question before the court at all. The case in question concerned a plan created by the Parks Service to allow tourism flights over four small parks in Northern California. The argument was about whether the NPS had appropriately done its NEPA compliance, and should have been a fairly boring, open-and-shut, bog standard NEPA case. And it would have been if the court hadn't gone completely hog wild and said "oh, by the way bitch, CEQ doesn't have rulemaking authority."
Now, the D.C. federal courts are sort of an interesting place. For reasons I won't get into, they tend to hear more NEPA cases than any other jurisdiction in the country. The judges in the D.C. courts are incredibly well-versed in NEPA case law and how NEPA works. So it was incredibly surprising to see them issue this case. And the timing? A month before Trump took office? Also interesting.
I could be completely off base, but my personal theory is that the D.C. court was trying to limit Presidential authority with this decision. The court specifically said here that if Congress has not specifically granted a federal agency the authority to issue regulations, then the President cannot use an Executive Order to grant agencies that authority. While many federal agencies do have the authority to issue regulations, not all of them do. Additionally, the agencies that do have the authority to issue regulations usually only have the authority to issue regulations for a specific law. EPA can issue regulations to implement the Clean Water Act, but it does not have authority to issue regulations for the Endangered Species Act, for example.
Again, I could be off base here, but I think the D.C. court issued this decision to limit the President's authority ahead of Trump, and because the D.C. court knew that agencies would still be required to comply with NEPA so while this whole thing is definitely going to be annoying for the agencies, it is fundamentally unlikely to change NEPA compliance going forward.
As a lawyer, I'm going to be very interested to see how this decision shapes case law going forward.

it's like, ok so the one who looks like a normal functional girl is a liar, and gets angry, and is judgemental, and only feels sadness if they get stripped down of any control over the situation to the point where she has no control over the hopelessness and weakness they experience and push away every single second in their life
he goth girl tells the truth, expresses who she is and what she likes, and thinks anger is an unnecessary emotion, doesn't follow the "society rules" over judgement, just herself, her main emotion is sadness
They both fucked up. In. Similar ways even.
Sometimes.
The liar doesn't hate themselves, and has high self esteem.
The truth speaking one (probably) has very low self esteem if anything.
They understand their own complex thoughts.
