Yes, Bashar is participating in Söngvakeppnin! His song is co-written by Einar and has Icelandic lyrics by Matthías.
This is the song:

Söngvakeppnin has been officially divorced from Eurovision, pending a final decision on whether to boycott ESC to protest Israel’s participation, which RÚV has said will be made with input from the winner of the contest.

I cannot believe Bashar did not win to a generic pop song (no disrespect to her).

Eurovision Fact #535:
Tumblr media
The lineup for Iceland's Söngvakeppnin 2024 was officially released, and among those hopeful to head to Eurovision is Bashar Murad, a Palestinian artist who has collaborated with former Icelandic representative Hatari.
Bashar's music deals with topics such as "Israeli occupation, the violence of daily life as a Palestinian, and how he remains hopeful despite it all."

Iceland Has Decided!
Well, well, well. We've made it to the second to last selection weekend! We have Portugal and Sweden wrapping up next week, and a little later, I will be writing about the song Serbia chooses. But now, we have Iceland as they had Söngvakeppnin occur, and now, we have a winner!
Iceland is sending..."Scared of Heights" by Hera Björk!
WHAT? That was one of my favorites! I'm super excited for this entry (I've heard the Icelandic version and have yet to hear the English version that Hera will be sending to Eurovision). Especially since I think Hera is one of the returning artists that fans have wanted to see make a return! So now we have that.
Congratulations and Welcome Back, Hera! I can't wait to see this performance in May!

RUV deciding if they will withdraw from ESC depending on the winner’s decision is bullshit. They should boycott nonetheless
That's what people broadly felt in Iceland, too. A majority of Icelanders polled just plain wanted to boycott Eurovision this year if Israel was allowed to participate, which is pretty major what with Iceland being one of the most obsessive Eurovision-watchers out there (the calls for a boycott included both the official Icelandic Eurovision fan club and the Icelandic association of songwriters and lyricists). People weren't impressed with RÚV seemingly pulling this thing about the winner deciding, either.
After everyone disliked that, Bashar's participation leaked to the media, which I'm guessing was sort of their way of attempting to give context for it. Charitably, they could be thinking that if Bashar were to win, and if he believed that him as a Palestinian performing on Iceland's behalf would be a stronger statement than Iceland withdrawing, they'd support that. Less charitably, they may just be trying to shield themselves from the inevitable backlash against either decision (but they did later attempt to clarify that it was absolutely still going to be RÚV's decision and the main thing was they would be speaking to the winner about it and wouldn't force anyone to go to Eurovision if they didn't want to).

Eurovision Fact #571:
Tumblr media
The co-writer of singer Bashar Murad's Söngvakeppnin song, Einar Stefánsson, has called for an independent review of the votes for the Super Final of the contest. Fans reported having difficulty voting for Murad during the competition, as the phone number for voting via SMS would redirect to Hera Björk's number. Also, if fans attempted to vote with the call-in number, Murad's number was blocked or marked as spam for some people.
RÚV has not responded to the call for an investigation, but they have admitted there was an error in the voting for SMS votes for both singers, and "neither [singer] received the SMS votes they were due from the app."
The broadcaster also noted that the number of SMS votes was so small in comparison to call-in votes, that removing them would not have changed the results.
Murad had a lead in the votes in round one of the contest, but ultimately lost in the second round. However, this is not uncommon, by the Super Final: "Over the past ten editions of the show, only five contestants have retained their first round lead at the end of the second voting period."
