I can totally see the Mayor trying to woo Macaque but seeing how he's not at all impressed by the usual show of power and strength he decides to go to the route of wooing him through the means of art. The Mayor goes to Macaque's theater plays, often recites poetry to him, and gives weapons that compliment Macaque's fighting ability.
