AYM-Yetki Kavgası Bahanesiyle Temsiliyetist-Memuriyetist Zorbalık Halktan Neyi Gizliyor?

2017-2019 arasındaki dönemde “seçmen açısından yasama dokunulmazlığına” Enis Berberoğlu (ve diğerleri) ile birlikte dokunulmuş, bunun sonucunda da 2019/20445 nolu “seçmenin seçimlerde teminatı yoktur” AYM kararıyla seçimler ve sandığın seçmen tarafı mahkemeleşmiştir.

Denetimist davacı aday Solmaz Kulak bağımsız cumhurbaşkanı adayı olunca, bu seferde memur kastlar�� 14 Mayıs seçimini hem 298’e hem de anayasaya aykırı bir şekilde tezgahlayarak, akabinde Can Atalay üzerinden “seçilmen dokunulmazlığını” da masaya yatırmışlardır.

Temsiliyetist-memuriyetist zorbalığın değişmez aparatı olan iktidar ve muhalefet, Can Atalay üzerinden havanda su döverek kayıkçı kavgasını hukuk senaryosuna çevirmeyi başarmıştır.

Bu başkanlık denen ne idüğü belirsiz sistemle seçmen hakları kısıtlandığı gibi, bu seferde seçilmenin haklarını kısıtlayan yasal bir düzenleme yoluna gitmeye çalışmaktadırlar.

Can Atalay üzerinden kurulan politik tuzağın amacı ise; Davacı aday Solmaz Kulak’ın seçim dosyasına hükümetin AYM’ye “seçilmenin seçimlerde teminatı yoktur” diyerek ret kararı aldırmak istemesidir.

AYM’nin alması istenen red kararının ise ne AİHS-AİHM’e ne de yerel hukuka uygun olmamasından dolayı bu durum bir sistem krizinin patlak vermesine neden olmuştur.

Avrupa Konseyi’nin ve AİHM’in Türkiye ile yapmış olduğu böyle bir sözleşme/protokolde olmadığı içindir ki, bu durum sistem krizinin yapısal bir krize dönüştüğünü göstermektedir.

Hükümet yürütme CBK (Danıştay 10 Daire 2021/1884 esas sayı) ile ve 14 Mayıs seçiminden dolayı da yürütme gücünü kaybetmiş idi. Yasamanın seçimlerle birlikte idari mahkemede mahkeme edilmesiyle de yasama kısımdan gücünü kaybetmiş idi. Yasamanın kalan kısmı da Can Atalay politikası ve tezgahıyla davacı adayın kanun iptali davası ile çıkabilecek olan muhtemel yasaya ya da anayasaya müracaat etmesi ile kaybedecektir.

AYM ile Yargıtay’ın usulen anlaşamamasının nedeni ise; AYM’nin uluslararası hukuk karşısında, Avrupa Konseyi karşısında, seçimler ile ilgili protokol metninin olmamasıdır. Bu durum Solmaz Kulak müracaatına ilişkin olarak hükümetin “seçilmenin güvencesi yok, AİHM’e gönder” talimatını AYM’nin yerine getiremiyor olmasında yatmaktadır.

Başta AYM olmak üzere yürütmenin yargısı olan ve yargı diye bilinen kurumlar gerçekte yürütme personelinden oluşmaktadır.

Hal böyle olunca; AYM’nin hükümetin emrini yerine getirebilmesi için bireysel başvuruyu uluslararası hukukta olmasa da yerel hukukta Can Atalay parodisi üzerinden çözmeye kalkması gerekmektedir. Bu durumda bile AYM hükümetin istediği kararı alamamaktadır.

AYM’nin, AİHM VE AİHS nezlinde, hükümetin talimatını değil “seçilmenin seçimlerde teminatı yoktur” kararı ile Cumhurbaşkanı’nın kanun olmayan CK’sını iptal ederek hükümeti düşürmesi gerekmektedir. Aksi takdirde; AYM temsiliyetist-memuriyetist zorbalığın ve terörün merkezi damgasını yiyecektir.

Sistemsel ve yapısal kriz derinleşmektedir. Birde buna “denetimist kimliğin mahkeme edilmiş olması da eklenince” çakma milliyetçilerin, çakma cumhuriyetçilerin, çakma demokratların, masalperest din devletinin ideolojik etiketi parçalanmayla sonuçlanacaktır.

Devlet Bahçeli sistemsel kriz yok diye diye yalana sarıla dursun, memur kastları talanları ve yetki zorbalıkları ile birlikte zorla iktidardan indirileceklerdir. Hem de bunu kendi atadıkları AYM yapacak! Çünkü AYM’nin başka şansı kalmadı! Ya da AYM, AİHM ve Avrupa Konseyi işbirliği iktidarı gasp etmiş memur kastlarını zorla iktidardan indirecektir. Çünkü başka bir şansları kalmadı!

To vaccinate against gonorrhea, take away zinc?

Keeping the bacterial pathogen that causes gonorrhea from uptaking the mineral zinc can stop infection, research finds.

The findings, published in the journal PLOS Pathogens, could move gonorrhea vaccine development forward because they provide insight into how to block growth of this pathogen. No vaccine has been developed to prevent this serious infection.

“Our results are significant because N. gonorrhoeae will die if it can’t get enough zinc.”

There are more than 820,000 new cases of gonorrhea each year in the United States, and more than half of these cases are estimated to be among young people 15 to 24 years old, according to the Centers for Disease Control and Prevention. Neisseria gonorrhoeae, the pathogen that causes gonorrhea, is considered an urgent threat because it has developed resistance to nearly every drug used to treat it. This makes it difficult to cure.

Untreated gonorrhea can cause severe and permanent health problems in women and men, and most women don’t have symptoms. In women, untreated gonorrhea can cause pelvic inflammatory disease, which leads to infertility and ectopic pregnancies, which are life-threatening pregnancies that occur when a fertilized egg implants outside the womb.

“Our results are significant because N. gonorrhoeae will die if it can’t get enough zinc,” says Cynthia Nau Cornelissen, senior author of the study and professor and director at the Center for Translational Immunology in the Institute for Biomedical Sciences at Georgia State University. “The study suggests a way to halt the growth of this sexually transmitted infection in the host’s body.”

N. gonorrhoeae is challenging to prevent and treat because it has an arsenal of conserved outer membrane proteins that allow the pathogen to overcome nutritional immunity, the host’s strategy for sequestering essential nutrients away from invading bacteria and handicapping their infectious ability.

The bacterial pathogen produces eight known outer membrane transporters. Four are used for the acquisition of iron or iron chelates. Two of the remaining transporters, TdfH and TdfJ, facilitate zinc uptake. In previous work, Cornelissen’s group has shown that TdfH binds to Calprotectin (a member of the S100 protein family) and extracts its zinc, which is then internalized by N. gonorrhoeae.

This study sought to evaluate whether other proteins in the S100 family have the ability to support gonococcal growth by zinc acquisition. Cornelissen’s group found that TdfJ binds directly to S100A7, from which it internalizes zinc. This interaction is only detected with the human version of S100A7, which is significant because gonorrhea infection only occurs in humans, and thus the ability to use only human S100A7 contributes to the species specificity of the pathogen.

This study shows that N. gonorrhoeae overpowers human nutritional immunity through the interaction between TdfJ and human S100A7, allowing the pathogen to overcome the host’s zinc restriction and continue to grow.

With funding from the National Institutes of Health’s National Institute of Allergy and Infectious Diseases, Cornelissen will use the findings from this study and previous studies on zinc uptake in N. gonorrhoeae to work toward a vaccine to protect against the pathogen. Using an approach called “starve and kill,” she will attempt to starve N. gonorrhoeae of the necessary nutrients (zinc and iron) to prevent it from growing and potentially even infecting the host.

Cornelissen aims to eventually develop a vaccine that blocks uptake of both iron and zinc by N. gonorrhoeae and fully protects the host against this bacterial pathogen.

Coauthors of the study are from the Virginia Commonwealth University School of Medicine, Vanderbilt University, and the University of Virginia.

GROTTAMMARE – I cittadini interessati a far parte della Consulta degli Stranieri possono presentare la propria candidatura in Comune entro lunedì 19 novembre. E’ in corso la seconda fase dell’iter che condurrà al rinnovo della Consulta degli stranieri, avviato con la delibera di giunta che ha fissato al giorno 2 dicembre il giorno delle  elezioni.

Possono far parte della Consulta gli stranieri residenti o domiciliati a Grottammare che abbiano raggiunto la maggiore età. L’ultimo rinnovo risale al 2013. La Consulta degli stranieri è un organismo previsto dall’articolo 24 dello Statuto comunale e, in ordine di tempo,  è il primo dedicato alla partecipazione civica del comune di Grottammare.

È stato istituito nel 1996, con l’obiettivo di promuovere l’effettiva partecipazione dei cittadini stranieri residenti a Grottammare alla  vita sociale e amministrativa del Comune,  per il  reciproco arricchimento e il superamento di ogni possibile diffidenza o pregiudizio nei rapporti sociali e interpersonali.

La sua funzione più importante è quella di collegamento tra l’amministrazione comunale e gli stranieri residenti. Per ricordare queste finalità, nei giorni scorsi la Sala consiliare ha ospitato un incontro al quale sono stati invitati tutti gli aventi diritto

Una volta stabilita la nuova composizione, l’assemblea della Consulta eleggerà a sua volta il Gruppo di Coordinamento e il Portavoce. Quest’ultimo,  ha funzioni di rappresentanza e partecipa,  senza diritto di voto, ma con facoltà di intervento sui punti all’ordine del giorno, alle sedute del Consiglio comunale.

Attualmente, tra gli stranieri residenti a Grottammare (1074 persone al 31.12.2017), quelli che potranno esprimere un voto per la Consulta sono 842. La disponibilità a candidarsi va presentata in municipio entro il 20 novembre. Più informazioni possono essere richieste all’URP (piano terra, palazzo municipale) o al numero 0735.739223.

GROTTAMMARE – E’ partito l’iter per il rinnovo della Consulta degli stranieri. Con una recente deliberazione la giunta comunale ha stabilito che le elezioni si terranno il giorno 2 dicembre. La Consulta degli stranieri è un organismo previsto dall’articolo 24 dello Statuto comunale.

È stata istituita nel 1996 con l’obiettivo di promuovere l’effettiva partecipazione dei cittadini stranieri residenti a Grottammare alla  vita sociale e amministrativa del Comune,  per il  reciproco arricchimento e il superamento di ogni possibile diffidenza o pregiudizio nei rapporti sociali e interpersonali. La Consulta degli Stranieri si costituisce mediante elezioni a cui possono prendere parte gli stranieri residenti maggiorenni. L’ultimo rinnovo risale al 2013, quando il consiglio comunale deliberò l’allungamento della carica da 2 a 5 anni, in coincidenza cioè con il rinnovo

Una volta rinnovata la composizione, l’assemblea della Consulta elegge il Gruppo di Coordinamento e il Portavoce. Restano confermati, dunque, gli obiettivi che portarono all’istituzione della Consulta, più di venti anni fa: la volontà di esprimere democraticamente il punto di vista dei cittadini stranieri sulle questioni sociali, economiche e amministrative, e quella di favorire l’evoluzione delle normative locale, nazionale ed europee nella direzioni di una maggiore reciprocità nell’attribuzione di diritti e opportunità, attraverso il coinvolgimento degli organi istituzionali competenti.

“Il giorno delle elezioni della consulta – dichiara il sindaco Enrico Piergallini – dovrà essere vissuto come un giorno di festa della città. Eleggendo nuovamente questo organismo, Grottammare conferma la sua vocazione per un’idea del mondo più accogliente, che si rinforza attraverso il contributo delle diversità, che crede soprattutto nella partecipazione politica di tutti i cittadini, indipendentemente dai territori di appartenenza. Ho negli occhi le migliaia di persone che stanno marciando dal Sud America agli Stati Uniti in cerca di una vita migliore. Se il mondo non affronterà responsabilmente le esigenze di chi migra sarà costretto al collasso”.
