Despite what he might claim, Stef Coburn (an entitled bigot who repeatedly attacks the show for being woke) does not own the rights or licence to An Unearthly Child or any episode of Doctor Who. The rights and licence all reside with the BBC. At most he inherited his father's right to residuals, which many involved in the production get, including the estate of C. E. Webber, who is the credited co-writer of the first episode. Coburn is likely just blocking any new streaming deal for those episodes by refusing to accept what is being offered by the BBC.

The BBC still own the episodes, but can't stream them now without the risk of being open to a lawsuit. Not sure how this effects repeats on TV or dvd sales as they'll have separate agreements. Stef Coburn basically playing financial chicken with the BBC, but they're not likely to budge on this since they have over 800 other episodes of Doctor Who they can stream instead. Only really loser here is Coburn since he's just cutting himself off from a decent source of income for doing nothing while fans still have many other ways to watch those episodes.
