With the UAE emerging as a global business hub, the role of inbound call centers has become increasingly vital. These centers serve as the frontline for customer interactions, playing a pivotal role in shaping brand perception and fostering customer loyalty. Let's delve into the landscape of inbound call centers in the UAE and explore how they contribute to elevating customer experience.

Rising Demand for Customer-Centric Solutions
The UAE's dynamic business environment has spurred the demand for customer-centric solutions. Inbound call centers have responded to this need by offering tailored services that cater to diverse industries, including telecommunications, banking, retail, and hospitality. These centers act as strategic partners, aligning their services with the unique requirements and objectives of each client.

One of the key drivers behind the effectiveness of inbound call centers in the UAE is the integration of advanced technologies. From interactive voice response (IVR) systems to artificial intelligence (AI) chatbots, these centers leverage cutting-edge tools to streamline processes and enhance efficiency. By automating routine inquiries and tasks, agents can focus on delivering personalized assistance, thereby optimizing the customer experience.
Multilingual Support
The UAE's multicultural landscape necessitates multilingual support to cater to diverse customer demographics. Inbound call centers in the region boast proficient teams fluent in various languages, including Arabic, English, Urdu, Hindi, and Tagalog, among others. This linguistic diversity enables businesses to effectively communicate with their customer base, irrespective of their cultural or linguistic backgrounds, fostering stronger connections and rapport.
Emphasis on Quality Assurance
Maintaining service quality is paramount for inbound call centers in the UAE. To ensure consistency and excellence in customer interactions, these centers implement robust quality assurance measures. From regular training sessions to performance evaluations, agents are equipped with the skills and knowledge required to deliver exceptional service. Additionally, real-time monitoring and feedback mechanisms enable continuous improvement, allowing call centers to adapt to evolving customer needs and preferences.
Data-Driven Insights
Inbound call centers harness the power of data analytics to gain valuable insights into customer behavior and preferences. By analyzing call patterns, customer feedback, and interaction histories, these centers can identify emerging trends and anticipate customer needs. This data-driven approach enables businesses to tailor their offerings and marketing strategies accordingly, driving customer satisfaction and retention.
24/7 Availability
In today's always-on world, round-the-clock availability is non-negotiable for businesses seeking to provide exceptional customer service. Inbound call centers in the UAE understand this imperative and offer 24/7 support to ensure uninterrupted assistance for customers across different time zones. Whether it's resolving inquiries, processing orders, or addressing technical issues, customers can rely on prompt and reliable support whenever they need it.
Adapting to Remote Work
The COVID-19 pandemic has accelerated the adoption of remote work practices across industries, including the call center sector. In response to travel restrictions and social distancing measures, inbound call centers in the UAE swiftly transitioned to remote operations, leveraging cloud-based technologies and secure communication channels. This flexibility not only ensured business continuity but also underscored the resilience and adaptability of the industry in the face of adversity.
Conclusion
Inbound call centers play a pivotal role in shaping the customer experience landscape in the UAE. Through advanced technology integration, multilingual support, emphasis on quality assurance, data-driven insights, and round-the-clock availability, these centers empower businesses to deliver personalized, efficient, and seamless customer service. As the UAE continues to evolve as a global business hub, the role of inbound call centers will remain instrumental in driving customer satisfaction, loyalty, and business success.

RPA and AI: What's the difference, and which is best for our organization? - Pinnacle
Robotic Process Automation [RPA] and Artificial Intelligence [AI] are two technologies that have revolutionized how companies automate their processes and tasks. While both technologies are used to automate business processes, their approaches and capabilities differ. In this blog, we will focus on the differences between RPA and AI and how to choose the right technology for each type of business. Robotic Process Automation (RPA) focuses on automating repetitive, rule-based tasks that do not require high intelligence. For example, RPA can automate data entry processes, information recording, report generation, order creation and tracking, and stock control. RPA technology is based on a series of predefined algorithms. [email protected]

Why Business Should Have Cloud Based Call Center In The UAE
Are you looking for a solution to satisfy your customer? Well over the past few years, the way of communication with customers has changed. The organizations have shifted to cloud based communication rather than the old traditional one. It is a comprehensive suite of various communication tools and applications that can be easily accessed with the help of the internet from any location. The system does not require any local setup. Users can manage call centers including their inbound and their outbound calls both very securely from anywhere. They do not have to operate the calls from a particular location which is the biggest advantage.
Apart from the flexibility there are many more reasons to have a cloud based call center solution for your business, come let’s know them.
Tumblr media
1. It has a number of features that will ease your official activities such as call routing, IVR, call recording, call queue, encrypted calling, live monitoring, call barging and  a lot more. You cannot deny that all these are immensely essential and will increase productivity. When you have all these features it will be easy for you to deliver excellent customer service. Your clients will no doubt receive the best experience using the cloud solution.
2. Cloud solutions are basically very easy to set up and use immediately. There is no use of cables and it offers service 24/7 to all the agents having access to the system to provide customer service. It allows agents to contact multiple customers one at a time without any complications. You can well imagine how effective the system is.
3. When on demand there is a need of adding more agents, it can be simply done. The cloud solutions allow scalability for organizations at the time of requirement. Unlimited agents can be added to fulfill the demands.
In call centers for communication wired and wireless headphones are also used and they are extremely pivotal. Other than anything else you can use the headset of Microsoft teams as they are considered to be the best among all. Wired headphones won’t give you the flexibility but the wireless will. Now it is your choice which you want to pick though both are used by the employees of call centers. However for both the services you should reach out to the most reliable Microsoft partner in the UAE.
Hopefully you have realized the importance of cloud based call centers and the use of MS headphones. Purchase the service and the product from the reputed service provider.

Ruben Dias x Black Reader - The Bodyguard Part 1/8
Yeah, this is going to be good 🤭🤭 So good!
Tumblr media
Summary - Reader is a popstars in trouble and Ruben is her new bodyguard, here to protect and help her find out who wants to hurt her. But what happens when the relationship between Reader and Ruben simply gets too personal?
Enjoy!
"A bodyguard? For what?"
"Y/N, a person has threatened your life."
"So? People do that online every day. Haters gonna hate."
You fell back against the cuchens of your fifthy thousand euro couch. Sure, it was expensive, but it came straight from the set of Pulp Fiction, a collectors item, worth every penny. Pulp Fiction was your absolute favorite movie of all time.
"I get that you don't want someone following you around all day, especially now with the tour of your knew album, but please consider your own safety first." You're sister had been managing you ever since the beginning of your singing career, of course her natural instict was to worry about you.
"Fine you sighed. So when is this guy coming?"
"Well, we had him fly in from his latest job in the UAE."
"The what know?"
"The UAE, like Dubai? Aapparently even the riches shieks in the middle east wants this guy as their bodyguard. He's an ex navy seal from what I've heard."
"Girl." You chuckled. "I received one threatening phone call from a man who calls himself the Dickonataor 3000. What makes you think I need a navy seal to protect me from that? You should have gotten one of the pumped up dudes from the fitness center I go to to set this guy straight. How much is this bodyguard guy even costing us?"
"Well, he said your only up for trial and that discussions won't happen until the end of that trial period."
"A trial?" You sat up. "You mean to tell me that this guy is only coming around for a trial. To what? See if my life is really worth guarding?"
"Somthing like that, yes. I don't know all the details. Taylor was the one who set everything up."
"Taylor? What does he know about hiring bodyguards?"
"Well he has a decade of experience when it comes to driving spoiled popstars like yourself."
"I'm not spoiled, you're spoiled."
You're sister smiled. "We're both spoiled."
"Mom would be very proud, too bad she rarely flies out to see us?"
"She will be here for your album release party, she promised."
"Yeah, yeah, promises promises, they mean nothing to me."
Your sister stood with her hands behind her back,  watching you. You hated the way she dressed nowadays, in pantsuits, like a damn politician.
"Are you ready to go back to rehearsals?" She asked. You had only gone back to your apartment for a quick break. You had been dancing all day.
"I haven't eaten anything yet." You said.
"We'll pick somthing up on the go, come." She offered you her hand. Just like she when you were kids, wanting to hold your hand on your way to school.
Rehearsals went well, however your feet were killing you by the time you got home. Taylor dropped you off at the apartment whilst your sister still had some business to take care of. You were glad to be alone for a change, having been surrounded by people telling you what to do all day.
"Maria?"
You peaked your head through to the kitchen to see if your personal chef was there. You'd ask her to cook a nice meal, perhaps one of her country's delicacies. You loved Brazilian food.
"Maria?"
She was nowhere to be found. You went to look for her in her office.
"Mari—"
"She's not here."
You froze as a big shadow swept behind you, followed by the dark voice of a man.
"Who are you?" You turned around and gasped. The man stood tall, dressed in a blacksuit and tie. His hair was slicked back, like a business man trying to appear more professional than he was.
"I'm here to kill you." He stated, just like that, with his hands tied before him.
"Um...okay. Taylor!!" You shouted.
"We're twelve stories up sweetheart, he won't hear you."
You frowned, applled by the man and his commanding, yet not threatening demeanor.
"What do you want, I don't keep any money here."
"Yeah, I realized that. However I hacked into your computer in your office."
"Y...you what?"
"It's not very smart of you not to encrypt any of your emails. I've received everything I need about your recent payments, credit card details, enough to forge your identity to make you go bankrupt in a few days time."
Your chest heaved up with your heavy breathing. Who was this guy, an intruder? Why was he so calm? Was he one of those serial killers to have sex with your corps before cutting it to pieces and eat it. Not on your watch, you thought and quickly ran back downstairs.
"Mariaaaaa!" You shouted.
"Like I said, I sent her home."
The man was right at your heals, following you wherever you went.
"What...why?" You said, slightly out of breath and your feet were still sore, so you didn't feel like running.
"Your apartment should be cleared out of staff by 6.pm it's easier to keep track of who goes in and out of the apartment if all your staff have a time stamp on them."
"How did you even get into the building?" You asked. "Did the doorman let you in?"
The man looked at you with tinted eyes, they were intimidating, yet kind. "The doorman has a shift change that occurs with a thirty minute window before the next guy shows up. I simply bid my time, observing your building all day, waiting for the right moment to simply walk into the building and take the elevator up to your floor."
"W.. what do you want?" You were trembling with fear now, ready to scream if the man dared try anything. However he seemed to keep his distance between you, yet it seemed like he was still invading your space.
"Like I said, I'm here to kill you. Or more so simulate how a killer would make the attempt to approach you in your home. From what I've gathered today you're an easy victim Y/N."
"How did you....wait are you...you're him aren't you? The bodyguard?"
The man stood with his hands behind his straight back, neither confirming or denying your statement.
You shook your head, a hint of a smile on your lips. "What a starnge way to introduce yourself and aren't you too young to be a bodyguard. I was expecting some G.I Joe looking mother fuc...."
"I think I'll do guarding a 60 kg girl who doesn't lock her front door when she leaves her home."
"But I know everyone who lives in this building and we have a doorman."
"You'll lock your doors from now on." He said, end of.
You were slightly taken back, mostly by the way he was dominating you, but also by the way you let him dominant you.
"It's my apartment,  I can do whatever I want." You said, a bit unconvincing.
"Not on my watch."
You snorted. "Right."
"Did I say something funny?"
"Yeah, a lot of things actually."
"I'm sorry to have frightened you with my unannounced entry Miss..."
"Y/N, is fine. " You said, crossing your arms over your chest.
"It's just standard protocol for me to ensure that whoever I'm working for is secure beyond my protection so that when it's necessary for me to give my life to them, I'll know it was for the right reason and not some sloppy mistake like an unlocked door or the fact that you let unwanted personal linger past suitable hours."
You're eyes were narrowed as you stared at the man, trying to make sense of it all. You stared at him until the point of realizing that he was actually kind of cute.
"Oh shit, there you are."
The strange introduction came to an end with your sister stumbling through the door.
"Taylor told me that he picked you up from the airport hours ago. I see you've already met my sister." She stepped forward shaking the man's hand.
"Yes we have just made ourselves acquainted, setting some ground rules for this arrangement."
Your sister looked at you, slightly impressed. You on the other hand was not having it at all.
"Y/N, why the long face?" Your sister said. "Meet Ruben Dias, you're new bodyguard."

Another Wednesday/Wenclair idea because I hate myself- The 5th Ostrace
My brain keeps spewing ideas but refuses to let me write a story lol. The idea is that there is a new Ostrace (using my BNHA au term) category to be generalized.
And that being aliens.
It kinda make sense: nonhumans that can't exactly accustom to norm society, so they will fit into Ostrace society (there're many reason why, especially one big reason).
The idea that multiple alien states contacted humanity before the main series so that the characters could be used to them. The alien states, other than what our countries do for diplomacy like cultural centers and participating in local events, also do student exchange program, including sending some to Nevermore.
(I already have this idea other with other franchises, using my original alien races in doing so, like Harry Potter (got this fic idea since 2013) and The Prom.)
Being nonhumans (some don't even look remotely as one), it will be difficult for the exchange students to fit in. However, another reason why they will be categorized as the 5th Ostrace- well, other than some being vastly different in appearance (one of the race, Rín [not actually the race name] is just a rubber forehead human with only pointy ears) is due them being considered mono-sex races (a homosexual species if you will).
Unlike humans and vast majority of animals being gonochorism, the alien races are mono-sex (think Asari from Mass Effect, which what inspired me [either positive or negative]), though ironically the majority will be classified as semi-monosex. Because of that, depending on the species and culture, gender is not as rigid compared to humans, especially Western cultures.
I don't really know else to write ther next one (I feel like I need to finish what my last paragraph left out lol) but I want to talk about the three alien races, or more like the three countries. There're three alien countries (two states having multiple different races) that come in contact. I don't actually have proper names for them (except the United Planetary Democracy, but that because they never bother with a singular name like the UAE), I do have their type of governmen. The three are: the United Kingdom (not actually accurate since kingdom is gender-neutral in the language, also ghere is a good reasonwhy it's called that), the UPD, and the Empire (in their defense, it's not the proper terminology [think Japan, though that isn't good either], so they wasn't as prepared for the backlash lol).
Okay, enough of that, time to talk about three alien races/countries:
So, first up is the Rín (singular is Rin), who makes up the UK. The UK is one of the states that made up of multiple races, and that because they all originated from the same planet. Rín isn't even a proper race but actually a genus (think Homo like humans). There's some races that aren't even in the same taxonomic family or class, and you piss off a lot of other people off for it. One of the races who made up like 70-80% are - I calling them Idorín for now (I never properly name almost any this, but I did categorize this mentally). Idorín are the most human-like with only superficial details being pointy ears, more colorful anime-like hairs, and having light-blue blood. Internally, their anatomy is a bit more avian (they're still viviparity). This is due to having airsac along lungs, a bit more lighter bones (through more richer with carbon). The average height is 6'3.5, though this depends on the... subsex(lol)? They're also semi-monosex, one being Ovumsere (they give birth; make up 60%), and Polisere (they... provide gametes?; make up 35%)(there are true mono-sex, though very rare; 5%). Anatomically, they're not very different other than heights (only three inches: Ovumsere av. 6'3 and Polisere av. 6'6), voice (only a bit), and genitals (lol). They're very culture diverse, average lifespan of 160 years (now 350 thanks to gene therapy). Also, there're humans in the UK before even contacting Earth (though their population doesn't even make a percentage).
The second race are So'lenas (ironically the name only name I actually come up a decade before), and another ironic twist runs the UPD. The country that has a very vague name is actually the only one that has one species (lol, lmao even). They're human-like, though not like Idorín. They kind of filled up the Blue-Skinned Soace Babe tropes, though not that much (their nose is actually sensory organ like a whale melon, they actually breathe either through their mouth or a blowhole atop their back). Their skin range either teal, light to dark blue, and purple. Their skin is a bit reptilian, though softer, and resemble more like that over your knuckles. They have freckle-like bioluminescence called 'his'kiri (meaning "star-kiss", another named for So'lena is His'lena, "Star-Person"), crest and tendril-like atop their head, semi-aquatic being (though depends on their culture of how they utilize it) which allows them to hold their breath 10-45 minutes (they look very voluptuous because of this), and give live birth (they do have breasts). They have a paddle-line tail that them swim more effectively and digitigrade legs. They're true mono-sex beings, with an average height of 6'4 and a lifespan of 300 years. Because of this, they have very loose gender roles, viewing it more like how queer women view butch and femme identity. Do of the planet (actually a satellite) they hail from (being very hot and humid), many of their culture clothing have lose clothes and transparent garments; it will be common to see their breasts (some fashion are even similar to ancient Minoan)(it also helps they've petite breasts and is not as sexualized compared to many human cultures).
The third race are Rahros ('hr' pronounce like Spanish J but with more vibration, also the full name is Ahnta'Sarnu'Rahros), and they're the majority of the Empire. Their government is a semi-constitution theocratic monarchy. The Empire and UK have a huge rivalry, almost Cold War political environment (think England-France rivalry). The race is the least human (being bipedal with a slight hunchback and 4 limbs their only resemblance), being archosauroform, though resembling more to crocodilians than to avians Most of their body are either in scute or soft scales. Though they have an upper and lower mouth, they have a pair of mandible that helps them push large food down their mouth. Their tongue is more like butterflys' (proboscis), and they can't move their mouth sideways (many of their cuisine are bite sides). They have tendrils- sometimes referred as dread or braid- growing from their head that resemble hair, shaping either smooth circle or overlapping scale oval, ranging half-an-inch to 1½ inches in thickness, and being made of keratin- it can be trimmed without hurting them (think like horse hoof trimming). They have three digit fingers and two opposing thumb in each hand. Their legs are digitigrade so they prefer to wear sandals and a small, vestigal tail. Their body shape is athletic and lean. The average height is 6'7.5, with ovumsere 6'6, while polisere are 6'9. (I have an idea Rahros character who's 8'4, 500 pound beef cake. Their dorm is in the 1st because they accidentally collapsed through the second floor. Somehow, they got their ass kick by Wednesday, fought and lost to the Hyde, and enjoys fighting Enid werewolf form). Their ovumsere/polisere ratio is similar to Idorín, though they give birth through oviparity: 45 days for the embryonic development and 8 months for incubation. Their scute colors range from light (similar to blond) to dark brown, bluish black (similar to alligators), and light sky blue. Their average lifespan is 146 years, though to 320 after gene therapy.
(Congratulations to the local lesbian, especially to Yoko and Divina.)
(Rín mocked polisere Rahros for having similar genitals to males, and Rahros fucking hate it.)
(One thing I trying to do is make their culture [each species has hundreds of different cultures and ethnicity] seem as different than our own, especially due to their sex and gender. One thing is that they having communal bathing and multiple relative family units living in the same housing [some Idorín/Rín culture/planet/satellite has segregated sex but this is due of excluding males from public space]).
I don't really have a plot, not compare to the Harry Potter one, however I do have some ideas.
My idea is the two children of my two OC have (ironicall, i based them on Wednesdayand Enid) are a couple, one being an Idorin (ovumsere) and anorher a So'lena. Even though both characters can't get either the other one pregnant (this isn't star trek/star wars), they use genetic engineering, so each child will have one percent of the other parent's genes. The two children are some of the main protagonists in the fic- the other are Wednesday and Enid - following their staying at Nevermore. Some conflict I think of is the Idorin OC having an identity crisis- she basically a clone of their mother and trying to explore who they are (and being short, only 5'8). The So'lena child doesn't have this problem since an average So'lena gain 95% from their mother. However, the So'lena OC too has one, of be it having an ethnic/species identity crisis- they rarely interacted with their own species that wasn't their own So'lena mother (they both lived their Idorin mother maternal family, the housing having around 100 people in it [it helps the family are a noble dynasty]).
Another idea is about how all three (or multiple) species are, either though physically and biologically different from one another and to humans, still share some common traits. One is how all 4 love to gossip and talk shit behind their back. I want Wednesday, who was excited about meeting them, disappointed how asinine, unambitious, and unimaginable they're, being so similar to humans. The Idorin OC will point out how idiotic and problematic she sounded, especially if she had said that to another Idorin.
Probably another idea is Nevermore nonalien characters exploring the aliens culture. One idea is Yoko trying to learn So'lena lingua franca, helps that I based the language on Japanese and Hawaiian (syllabary characters, no third person pronouns, a mixed of particle and grammatical case, subject-object-verb sentence, etc). Divina enjoying swimming with So'lena due of having aquatic body-type, though they will complain about the cold (their thermoregulation is meant to dissipate heat as quickly as possible). Enid will enjoy listening to one of the Rin races (having a more feline appearance) song genre, sounding similar to K-pop and J-pop (genre name in English will be Songstress Motet), though she will be shock just how dark and gruesome some of the lyrics are (think Yoru ni Kakeru).
I don't have much else to add, but this is a good amount, I think.

*ISRAEL REALTIME* - "Connecting the World to Israel in Realtime"
🔹No rockets from Gaza yesterday.
▪️Wall Street Journal: Israel informed the US of its intention to establish a buffer zone one kilometer deep in the Gaza Strip.
▪️Shiite militias of Iraq (Iran supported and weapon supplied) state they have shut down Israel’s Haifa and Ashdod ports via suicide drone attack.  “The Islamic resistance in Iraq began the second phase of the naval blockade of the Zionist entity, which includes: a naval blockade in the Mediterranean Sea and the shutdown of its seaports. The siege on it will continue until the blockade of Gaza is lifted and the massacres in the Gaza Strip stop.”  This is called believing your own propaganda and assuming that your enemy failing to report on it is enemy lies.
▪️Flood alert:  Normal Negev and Dead Sea sites for seasonal rain flow are flooding or expected to flood and must be avoided.  Hiking and nature trips should be suspended.  The National Center for Flood Prediction: a flow has been detected down Nahal Ergot, it is expected to reach Highway 90 soon.
▪️The compound and neighborhood where 21 soldiers fell was destroyed yesterday afternoon.
🔶 GAZA-HAMAS Front
▪️Heavy fighting continues in Khan Yunis, including airstrikes on enemy terror squads.
▪️Enemy action reports: Violent bombardment in various parts of the Gaza Strip now. Israeli aircraft bombed a group of people (fighters - but we report they were children) on the shore of the sea near Rafah, south of the Gaza Strip.  Heavy concentration of IDF forces southwest of Gaza City.  IDF tanks firing at buildings next to Nasser Hospital in Khan Yunis, south Gaza.
▪️Gaza Now reports that somehow, nobody knows why (sarcasm), the HUNDREDS of trucks of food aid entering Gaza and sent to north Gaza keep not arriving or arriving mostly empty.  Where is the aid going?
🔶 RED SEA-Houthis Front
▪️The Pentagon:  Since the 11th of this month, we have destroyed 25 missile launch facilities and more than 20 missiles, drones and radars in Yemen.
▪️Due to the Houthi attacks in the Red Sea, the German shipping company Hapag Lloyd announced the launch of an overland corridor from the shores of the Persian Gulf in the UAE and Saudi Arabia to the Red Sea - bypasses the "Houthi problem" and also significantly shortens shipping time - truck shipping the containers across Saudi Arabia and loading them on ships in the northern Red Sea closer to the Suez Canal.
🔶 REGIONAL War
▪️Iraq:  A wave of American attacks in southwestern Iraq and on the way to Qaim (against Iranian backed Shiite militias that have been attacking US bases).  The area under attack is Jarp al-Nasr, an area that was taken over by the Iranian Revolutionary Guards (yes, Iran operating in Iraq).  Iraqi Hezbollah battalions were also attacked.  American planes carried out 5 airstrikes.
🔶 JUDEA-SAMARIA Front
▪️The village of Urif: our forces blew up the house of the terrorist who carried out the deadly shooting attack near the settlement of Eli on June 20 of last year.

Three months ago, Hamas launched an unprecedented attack on Israel, which swiftly responded with an operation to eradicate the militant group. So far, around 1,200 Israelis and an estimated more than 23,000 Palestinians have died, with many more injured. Amid calls for a cease-fire, many observers are speculating what a “day after” might look like in the Gaza Strip.
Whether or not Hamas can be destroyed is a matter of considerable debate. Regardless, Israel and the United States—its most important ally—have insisted that the group can have no role in Gaza’s future administration. Instead, both have proposed the establishment of a multinational force that would include a role for Arab states—including those in the Persian Gulf. This means that Gaza could become a hot spot for geopolitical rivalries between Qatar, Saudi Arabia, and the United Arab Emirates.
Qatar is at the center of this conflict. Its capital, Doha, has hosted and financially bolstered Hamas’s political wing since 2012, when it relocated from Damascus—providing Gaza with much-needed humanitarian assistance. Qatar’s support for Hamas is part of a broader geopolitical strategy to back Islamist groups, particularly those associated with the Muslim Brotherhood, along with allies Iran and Turkey. This counterbalances Qatar’s regional rivals, Saudi Arabia and the UAE.
The small Gulf sheikhdom fashions itself something of a regional diplomat—and views diplomacy as a way to protect itself in a turbulent neighborhood. Since its traumatic 2017-to-2021 blockade, this has proved effective: Qatar moderated high-stakes talks like those between the United States and Taliban in 2020. It also secured the release of U.S. prisoners held in Iran in 2023.
The United States had previously requested that Qatar open a line of communication with Hamas in 2006 after the group’s legislative victory in the Palestinian territories, which preceded its 2007 takeover of Gaza and the Israeli blockade that followed. Since then, Doha—which does not have official relations with Israel—has actively mediated between Hamas and Israel on at least three occasions: in 2015, 2018, and 2021.
This time, Qatar is hoping to secure the release of remaining hostages held by Hamas—most of them Israeli—in exchange for a cease-fire or a humanitarian pause. From Nov. 24 to Dec. 1, 2023, ongoing talks resulted in the release of 110 hostages from Gaza and 240 Palestinian prisoners from Israel.
Qatar may go on to support nonmilitant members of the Muslim Brotherhood in Gaza after the war. (These could include members of Hamas’s political—rather than military—wing.) Doing so would satisfy U.S. and Israeli calls for Gaza to be rid of Hamas while also helping Doha to maintain its alliances with Turkey and, to a lesser extent, Iran—countering the influence of the UAE and Saudi Arabia.
Saudi Arabia has long competed with Iran for Islamic and regional leadership. Ever since the late Saudi King Abdullah launched what he called the Arab Peace Initiative in 2002, Riyadh has also supported the Arab-Israeli peace process. While Tehran—and Doha—financially and militarily back Hamas, Riyadh supports the Palestinian Authority (PA) and might wish to install the PA—which partially governs the West Bank—in postwar Gaza.
However, this could be difficult to implement. While U.S. President Joe Biden has expressed support for a post-Hamas Gaza under what he calls “a revitalized Palestinian Authority,” Israel remains opposed to any PA rule in the territory. What’s more, the PA, which many view as a proxy of Israeli occupation, is reviled by Palestinians—while Hamas’s popularity has soared. For PA rule in Gaza to be possible, Riyadh and Washington would need to do the difficult task of identifying a leader who is both accepted by Israel but also popular enough among Palestinians to dampen Hamas’s—and Iran’s—pull.
One potential candidate is former PA Prime Minister Salam Fayyad. Fayyad, a pragmatic leader, received support from the United States and Saudi Arabia during his tenure from 2007 to 2013. He also held talks with Hamas in 2021 in an unsuccessful attempt to form a national Palestinian unity government. In the past, Fayyad has suggested including Hamas under the umbrella of the Palestine Liberation Organization. While Fayyad has not commented publicly about the possibility of leading Gaza now, Saudi media reported in early January that his name has been mentioned by international diplomats in private discussions on the matter.
Before Oct. 7, Israel and Saudi Arabia had seemed to be moving toward normalization. The Biden administration had tentatively agreed to ambitious requests from Crown Prince Mohammed bin Salman, including a NATO-style security pact, access to advanced weaponry, and a civilian nuclear program. The crown prince told U.S. Secretary of State Antony Blinken last week that normalization was still in the cards after the war ends—provided that there is also a road map to Palestinian statehood.
Saudi leverage in normalization talks might unsettle the UAE. Though the two countries are ostensibly allies—especially opposite Qatar and the Muslim Brotherhood—they have stepped up their geopolitical competition in recent years in their respective quests to become the preeminent Gulf power. Both states have vied for regional dominance in the wars in Yemen and Sudan. The Arab-Israeli peace process in general—and discussions over Gaza’s future—could escalate this rivalry further.
Abu Dhabi seeks to wield a moderating influence on the war while safeguarding its own regional interests. In addition to condemning Israel’s attacks on Gazan hospitals, the UAE has been proactive in getting aid into the enclave, particularly at the United Nations. That is in part because the UAE, which balances relations between major powers such as Russia and the United States, has expansionist ambitions. In addition to Yemen and Sudan, Abu Dhabi also backs proxies in conflicts in the Horn of Africa and Libya.
The UAE’s 2020 normalization of relations with Israel was another such strategic move. Yet the country remains cautious of potential shifts in regional power dynamics, and particularly the prospect of Saudi-Israeli normalization. Emirati détente was, in part, an attempt to become the preeminent Arab power that can effect change on Palestine, wrestling that mantle away from Saudi Arabia. If Riyadh normalizes with Israel, it will be able to reclaim the Palestinian file.
Abu Dhabi may be considering Mohammed Dahlan to manage Gaza within the framework of Biden’s “revitalized” PA. Dahlan, a prominent former leader of the PA’s leading Fatah party and a native of Gaza, was once its security chief. However, Dahlan is now despised in Gaza because he spent years battling Hamas. In the eyes of many Gazans, he is no better than an Israeli occupier.
Dahlan has lived in exile in Abu Dhabi since 2011 after allegations of involvement in financial corruption and the assassination of Yasser Arafat, the leader of the Palestinian Liberation Organization. He is thought to have influenced and mediated Israeli-UAE normalization. Although the former Fatah leader has publicly rejected playing a role in a post-Hamas Gaza, Dahlan has also hinted that he is open to leading Palestinian politics in the future. This would bring strategic dividends for the UAE.
Dahlan maintains a strong relationship with Egypt, one of the two neighboring countries with official ties to Israel. The other is Jordan. Both must be included in any international diplomatic discussion over Gaza’s future—and could find themselves pulled into Gulf rivalries.
Jordan, which borders the West Bank and occupied the territory from 1948 to 1967, is home to a large Palestinian refugee population. Amman’s 1994 peace treaty with Israel recognizes the Hashemite monarchy’s custodianship of Islamic and Christian holy sites in Jerusalem—providing the country with an image of regional prestige, leadership, and religious significance. And in 1979, Egypt, the former occupier of Gaza, became the first Arab country to normalize ties with Israel. Ever since, it has aimed to balance its strategic relationship with Israel with popular support for the Palestinians and the need to maintain stability along its borders.
With most Gazans barred from Israel, Egypt’s Rafah border crossing is their main exit route. The border area also harbors Hamas’s smuggling tunnels. During this war, Cairo has helped control the Rafah crossing and shared intelligence with Israel, while President Abdel Fattah al-Sisi has attempted to position himself as a mediator by hosting an international summit. Jordan has similarly convened U.S. and Arab leaders.
But both countries suffer from vulnerabilities that could be exploited by Gulf powers eager to play a leading role in post-Hamas Gaza. They are much poorer than their Gulf counterparts, and their respective economies are in dire states—fueling popular anger even in repressive political environments.
Amman has received relief aid from Gulf Cooperation Council (GCC) nations since 2018 and has become especially dependent on support from the group due to COVID-19 pandemic-induced pressures. Egypt was struggling economically before the pandemic and the Russia-Ukraine war, but these crises—and their impact on food and fuel prices—have only made things worse. Sisi is under more scrutiny than ever.
In Egypt, Qatar could wield leverage by urging the government to ease pressure on the Muslim Brotherhood, which won Egypt’s first—and only—democratic election in 2012 and was subsequently labeled a terrorist organization after Sisi’s military took over in a 2013 coup. Riyadh and Abu Dhabi could exert sway Egypt to impact the wars in Sudan, Libya, and in Yemen.
Influence over Jordan would grant Gulf countries access to—and possible control over—the West Bank and East Jerusalem. National Defense University’s Michael Sharnoff argued in Foreign Policy in 2021 that Saudi Arabia wished to displace Jordan as the custodian of Jerusalem’s holy sites. Saudi Arabia’s demand to get this distinction would strengthen Riyadh’s hand in normalization talks with Israel and boost Riyadh’s image of being at the forefront of Islamic and Arab leadership—adding the Al-Aqsa Mosque (Islam’s third-holiest site) to the kingdom’s custodianship of Mecca and Medina (the first two).
Expanded Gulf influence over Jordan and Egypt could prove detrimental to Palestinians’ already fragile existence—and to the increasingly unrealistic two-state solution—by opening up new schisms in Palestinian society. It would also create a quagmire for the governments in Amman and Cairo. Being affiliated with a GCC state that helps displace Hamas in Gaza could bring much needed financial aid at the risk of alienating constituencies that are increasingly supportive of the militant group.
Intra-Gulf competition in Gaza has already begun. Among other actions, Qatar hosted three-way negotiations with the United States, Hamas, and Israel to allow for temporary pauses in fighting and provisions of humanitarian aid. Saudi Arabia was quick to bring forward its own initiatives, hosting a summit of major regional actors and Muslim-majority countries, such as Iran and Turkey, and announcing Chinese-brokered talks for ending the war. An Israeli start-up signed an agreement with the UAE to set up a land bridge to transfer goods from Dubai through Saudi Arabia and Jordan to Israel’s ports following a slate of Houthi attacks on Israeli cargo in the Red Sea.
Israel, the United States, and many Arab leaders are united in wanting to see Hamas’s demise. But in getting rid of one problem, others may arise. The Israel-Hamas war could intensify the growing rivalry among Gulf states—and one source of escalating regional tension may give way to another.
