PJ desmantelou o maior laboratório clandestino de 'doping' em Portugal

A PJ deteve duas pessoas e desmantelou, na região de Lisboa, um laboratório clandestino de produção de substâncias dopantes, considerado o maior alguma vez identificado e localizado em Portugal, anunciou hoje aquela polícia.

Em comunicado, a Polícia Judiciária avança que realizou, na Área Metropolitana de Lisboa, uma operação policial, designada ‘Corpus Insanus’, em que estavam em causa fortes indícios dos crimes de tráfico de substâncias e métodos proibidos, fraude fiscal qualificada e branqueamento de capitais relacionados com a produção laboratorial ilícita de anabolizantes.

Durante a operação foram executados 11 mandados de busca, seis dos quais domiciliários e cinco não domiciliários, sendo igualmente cumpridos dois mandados de detenção fora de flagrante delito dos principais suspeitos.

Segundo a PJ, as buscas realizadas permitiram desmantelar um laboratório clandestino de produção, em massa, de substâncias anabolizantes, provavelmente o de maior dimensão até hoje identificado e localizado.

Foram apreendidos vários equipamentos laboratoriais e máquinas industriais para produção dessas substâncias, além de substâncias proibidas com processo de produção finalizado e já embaladas e etiquetadas, que continham cartonagens, blisters, hologramas, bulas, habilitando os produtos dopantes em causa a entrar no mercado, com aparência de produção certificada e produção laboratorial legítima.

A PJ frisa que, durante a operação, foram também apreendidos mais de 250.000 euros em numerário e ativos digitais, designadamente, cripto moeda, bem como quatro viaturas de luxo, avaliadas em cerca de 300.000 euros.

Na operação “Corpus Insanus”, que foi lavada a cabo pela Unidade Nacional de Combate à Corrupção no âmbito de inquérito dirigido pelo Departamento de Investigação e Ação Penal de Lisboa, estiveram envolvidas várias unidades PJ, designadamente a Unidade Nacional de Combate ao Cibercrime e à Criminalidade Tecnológica (UNC3T), Unidade de Perícia Tecnológica e Informática (UPTI), Laboratório de Polícias Cientifica (LPC), Unidade de Perícia Financeira e Contabilística (UPFC) e Direção de Serviços de Gestão Financeira e Patrimonial (DSGFP), num total de cerca de uma centena de investigadores e peritos.

De acordo com a PJ, um dos detidos ficou em prisão preventiva e o outro com a obrigação de apresentações bissemanais às autoridades, depois de terem sido presentes a primeiro interrogatório judicial no Tribunal Central de Instrução Criminal.

Após a realização subsequente da análise e dos competentes exames e perícias à prova agora recolhida, a investigação da PJ vai continuar para “o cabal apuramento da verdade e a sua célere conclusão”.

Pelikultura 2018: #BuhayElbi Film Rundown

Hosted by PELIKULAB, Pelikultura: The Calabarzon Film Festival is a film fest annually held in UP Los Baños whose mission is to grant avenues for both up-and-coming and well-experienced indie filmmakers from Calabarzon in showcasing their film masterpieces. Its heart lives upon the idea of telling unique stories that hit home.

Perhaps to pay homage to the festival’s annual location, #BuhayElbi has become one of competition categories in which a glimpse of ~LB lyf~ and culture via the eyes of UPLB students are exhibited through films. This year, six (and I mean six!!!) entries for #BuhayElbi were submitted by an organization that I’m proudly part of as an honorary member– the UP Film Circle (UPFC). UPFC is a fun, diverse family of film buffs, promising filmmakers and creative folks who passionately pursue their interests through film appreciation and production activities within and outside the org. For you to get acquainted with the work that UPFC does, I will attempt to walk you through the org’s #BuhayElbi offerings this year. I invited Gelo Arboleda, a photographer and fellow movie enthusiast, to chime his thoughts in the said entries.

1. #MyFirstVlog (Ana Salvador)

Basically a film in guise of video blog or vlog, #MyFirstVlog takes you around the UPLB campus through an amateur vlogger’s (played by Rafa Bolaño) brief adventure. Though vlogs aren’t usually shot a la morning travel and lifestyle shows akin to Kris TV, Gelo and I agreed that the lead’s both charm and subtle sarcasm effectively displayed a delightful take on vlogging with a satirical twist.

 2. Homesick (Leo Diamante)

Another film that displays various picturesque sites in UPLB is Homesick. It vastly differs from the first one though, as Homesick evokes a strong sense of sentiment and nostalgia through vantage diorama coupled with an ambient synth score—the score being the strongest attribute of the film. For Gelo, a much heavier feeling could have been attained if a tripod was utilized in shooting the diorama to accentuate the small, moving details even more. But overall, Homesick is a pleasant attempt in conjuring distant and adjacent memories that surround the campus life.

 3. Jeyl breyk (Gil Angelo Bosita)

Probably our personal favorite, Jeyl breyk’s premise is grim at best. However, this is balanced out by the actors’ refreshing acting which makes for an enjoyable film-viewing experience. The story follows the mundane apartment life of three students who face the dilemma of acquiring a pack of pancit canton at 11pm amidst a recent jail break event and coincidentally, a power outage. Although some production details were overlooked, the film pulled through quite well.

 4. Kuwit (Manieleen Cagatulla and Manuel Balmeo)

Kuwit is a reminiscent of TV commercials during my childhood that I only got to see alongside soap operas on hot, lazy afternoons – cryptic and chock-full of emotions. After it was revealed ~who~ the respondents are referring to, I found myself identifying with the first girl (played by Mannie) the most. Fried chicken is life, that’s why.

 5. Sunday (Mac Andre Arboleda)

Name the first three things that come to your head when the word Sunday is mentioned. Me, I will always say: warm homemade meals, clear skies and Air Supply or Paul Anka playing on the radio. Not with Mac Arboleda’s Sunday, though. Using edgy scoring and hazy, dark-toned visuals, the film tells the story of a starving dormer girl trapped in the walls of her room on a Sunday. It is initially portrayed that she has no readily available cash to buy herself a decent meal with, hence, reluctantly settled for an opened can of ageing corned beef that she found inside her cupboard instead. This made way to the certainty of a stomach upset and paved for the film’s satisfying conclusion. Gelo admired the plot’s wit and highly relatable quality which we thought its greatest points. After all, we always want catharsis (in this film’s case, both literally and figuratively lol) to be found in dire situations.

 6. Omads (Juan Iya)

Last and definitely not the least is the film that won the #BuhayElbi category, Omads. Vivid, upbeat and trippy, Omads definitely felt like a dream sequence that embodies students’ occasional nonchalance and the blunders it bears. Overall, a quaint piece that certainly has something more than meets the eye. Well-deserved. 10/10 Pikachu onesies.

Versions of a rejected Happy Feet poster I submitted for UP Film Circle’s zine of alternative movie posters.

Happy Feet is a personal favorite film of mine. It’s delightful in the way it embraces its sheer oddness, which makes it more dignified than movies that try to force seriousness.

The story buildup is ambiguous and pretty ominous-- it’s got layers. The themes of alienation, isolation, and even breaking away from prevalent ideology build on top of each other like snowfall. The dialogue is written in a way that gives the penguin world a sense of culture. The idea of the heartsongs is also set up well, and permits seamless blending of musical numbers into the story.

Sure, sometimes the weirdness outshines the appeal, the characterization is flat, and it’s got one of the most cringeworthy 15 seconds ever put on film (the dancing scientists), but it’s got no shortage of artistic elements to cover for it.

Understanding its flaws, I love it still. It’s got depth, visual and auditory splendor, and creativity amplified (not shackled) by its jukebox musical format.

Forget KFC what you need is UPFC! Uncle Pete’s Fried Chicken. Made with Jamaican inspired favouring this is fresh, healthier and tastier than any fast food outlet. All you need is some chicken thighs they are much tastier than the breast. Some plain flour, Cajun pepper, ground all spice, garlic powder, onion powder, paprika, sage, thyme, salt and pepper. Firstly season the chicken with all of those seasonings and leave to marinate in the fridge. Make sure they are well ruben into the meat. Next add the same seasonings to the flour and mix well. I haven’t included amounts but if you wanted to add everything in two teaspoon measures. When your ready to cook coat the chicken in the seasoned flour and gently shallow fry until golden brown. This project shows how to use a back propagation BP control method to execute a three stage delivery static compensator DSTATCOM for its capabilities such as load balancing and zero voltage management of reactive power compensation under non linear loads. In this case, we utilize a BP based control method to determine the crucial dynamic weight. Furthermore, the BP based control method is often used to estimate the receptive power parts of the load streams required for estimating the reference source streams. The new topic of research in the field of power engineering is the regulation of power efficiency devices using neural networks. The output of the balancing instruments is defined by the extraction of the harmonic components. DSTATCOM and UPFC are used as balancing devices in this case. A DSTATCOM model is created with the help of a computerized signal processor, and its implementation is tailored to specific working circumstances. With the suggested control method, the execution of DSTATCOM is shown to be appropriate for a variety of workloads. The BP based control method is used to calculate the basic weighted value of the loads active and reactive power components. The sample trained back propagation method will identify the power quality signal problem in real time. This algorithms main characteristics include continuity, differentiability, and non decreasing momotomy. The UPFC procedure is similar to that of DSTATCOM, with the exception that the device is not turned off under adverse conditions. The simulation model is created using ANFIS, and its output is investigated under various operating circumstances. For various kinds of loads, the ANFIS output is determined to be acceptable using the suggested control method. The proposed technique must be validated using MATLAB Simulink findings.

GUIGUINTO, Bulacan -- The Bureau of Internal Revenue (BIR) and Department of Finance (DOF) on Thursday padlocked 11 unregistered warehouses of five big business enterprises inside a compound in Barangay Tabang here.

Revenue Deputy Commissioner for Operations Arnel Guballa, DOF Assistant Secretary Tony Lambino, and Caloocan Revenue Regional Director Ma. Gracia Javier led the serving of the closure order of the warehouses of the Cagayan Corn Products Corp.; Pacific Rim Transport & Logistics, Inc.; UPFC Logistics Corp.; AAI Logistics Cargo Express, Inc.; and JCOMP Trading and Distribution.

These warehouses, located at the T12 Commercial Complex, on Ilang-Ilang St. in Tabang, contain more or less 260 sacks of rice from Myanmar and Vietnam, imported soya milk, liquid detergent and corn flour, and also house the service provider of Shopee, an online store. All the products inside the warehouses have an estimated value of PHP1 billion.

Guballa said at least 11 storage units inside the compound were operating illegally, especially the six rice warehouses of UPFC Logistics Corp., which has not been paying registration tax.

He added that the operators of the establishments were not compliant with the registration requirements of posting the annual registration fee, payment form, original certificate of registration and the poster “Ask for Receipts or Notice to the Public.”

“Section 115 of the Tax Code, as implemented through Revenue Memorandum Order No. 03-2009, authorizes the BIR to suspend or close the business operations of a taxpayer for a period of not less than five days for failure to register, issue VAT official receipts, or sales invoices, file correct VAT returns; or pay the correct VAT,” he said.

The closure order was signed by Guballa after the establishments failed to comply with the registration requirements specified in Section 236 of the National Internal Revenue Code of the Philippines (NIRC of 1997), as amended.

Guballa also told the Philippine News Agency (PNA) that the surveillance operations on the warehouses started last March.

Lambino, however, said they were still verifying if the goods found in the warehouses were smuggled or paid with the right taxes.

The closure of the warehouses was implemented through BIR's “Oplan Kandado” campaign, which seeks to padlock businesses with unpaid tax dues, as well as those engaged in illegal practices, such as failure to register, understatement of taxable sales by more than 30 percent, and refusal to issue receipts.
