Okay new story concept:

The society is advanced in biotechnology. To discourage people from giving themselves a million upgrades at home, the government has chosen a few dozen upgrades to certain levels as "powers" (air bending but its only for 5m³ of air and you cannot bend the air inside someone, super strenght but only +250 kilograms to your base and only for lifting things, etc). Everyone is allowed to get ONE, and they cannot change it for 5 years. The chip the government installs after someone wants a power also alerts the government if they try to have more than one or try to go beyond its boundaries by their own means.

The mc is a guy, who out of curiosity, doesn't have an ability procedure and instead gives himself powers at home with *no limits.* he keeps adding something new, and is baffled by how easy it actually is. At first he just goes to see how far he can go and doesnt even use the powers much, but he vaguely slips up a few times and since the government is already suspicious of him because he never got a power chip installed, they send people after him. During his escape is when he starts having to use more of his powers and screw up beyond repair because how do you even cover up that much evidence. Then i guess he stumbles upon a small society of people who are all upgrading themselves and are planning a coup on the government, but he disagrees with them too and goes his own way but later they find him and bring him back because they realized he is right so they make another plan together, blah blah
