Concept

A city where the only motor vehicles allowed on the road are go-karts

When you enter the city, you park your car in a parking garage and are given a standard go-kart. Over time, you can buy a new go-kart, and your old one gets brought back to the city gates for the next arrival. The roads are smaller, and everyone is driving a kart in their style. Roads are safer because everyone has go-karts, and they're too small and too slow to be a danger. People hit each other for fun.

It might not need conditions even remotely close to ours. In some caves, there are species that survive without any oxygen at all, so it may not really be a necessity.

Would a planet housing alien life have to have the exact same conditions as ours? Obviously they would have to be in a similar position to the sun. But would they need the same amount of oxygen as us? Fish survive in water afterall.
