PROLOGUE

(a/n: Hey everybody! First time writing here, so please 🙏 excuse my poor looking posts and grammatical errors /let me know if u see any!!/ English is not my first language so pls take that into account O.O tyy ❤️)

Imagine that in addition to your logical thinking, communicational skills and physical performance, Blue Lock also tests your mental health, because if you excel in these 4 areas, you might be worthy to become a manager of one of their players. However, competing with 199 other girls who are going through the same ordeal, let's admit, doesn't really calm your nerves. But how did you even end up in Blue Lock in the first place?

—————— Saturday morning, sitting in the corner of a nearby coffee shop, with your books open, laptop fully charged, your phone on silent mode with of course, a cup of caffeine on the side, you are ready to conquer those history notes.

You had already started to memorize everything the previous week, so today was really about practicing, and revising. After cracking your back, and sipping some coffee, you began reading the first few lines on your laptop, occasionally peeking at the highlighted parts of your book in case you got stuck.

Time passed quickly, and when you looked at the clock on your phone screen, it turned out that you had been repeating ridiculously difficult names, dates, places and events which were described in an awful lot of detail for exactly 1 hour and 32 minutes. Seeing that, you decided to take a well-deserved break, which actually just consisted of texting, and watching funny cat videos.

Closing your laptop and books, you gave yourself half an hour to rest, so that time wouldn't double leading to you procrastinating and forgetting everything you'd just revised. Reaching for your phone and turning off the silent mode, you started reading the few messages that had come in during your study session. Most of them were sent from your best friend, briefly stating that she had fallen asleep and will probably have stay up all night to cramp whatever material she can get into her head, hoping that she somehow manages to pass on Monday.

Told ya to set an alarm >:( Well, you should have accepted my offer to study together HAHAHA good luck btw :D

You wrote in response, feeling kinda sorry for her before going straight to your emails after seeing a notification, where you found a recently received message with a strange title.

“BLUE LOCK INVITATION”

What the hell is Blue Lock? And why did you get an invitation? Your initial thought was that it’s a scam, and were trying to delete the email if your stupid finger hadn’t slipped, making it press and open the email. Great, now your eyes were glued to the screen, trying to read whatever was on the message.

“Dear L/N Y/N!

We are honored to invite you to the Blue Lock Manager Training Program, where you will be granted the chance to work with one of our future star football players. We hope you will consider the offer because this is a once-in-a-lifetime opportunity. If you are interested, please come to the following address and time.

Any further questions will be answered on-site!

Blue Lock Assistant and Health Manager,

Anri Teieri”

Um, what the fuck. Yeah, doesn’t sound sketchy at aaall…as you read the letter over and over again, trying to make sense of it, not understanding how they even knew about your existence in the first place and more importantly…how did they get your email address? Although that wasn’t the point, it piqued your interest. You had so many questions yet you could only get answers on the spot.

“Smart tactic.”-you said, before browsing the internet to find something about this Blue Lock project. About 20 minutes later though, you leaned back into your chair and sighed in defeat as there was not a single thing about Blue Lock at all. The only thing you had was this quite fancy looking email.

Finishing the rest of your coffee, you began to think about the offer and whether or not to go. Your current job wasn’t good neither was the payment, which is why you recently had to take on a second job. But from what you read about the program, if you were to actually work with a soon to be star football player, the pay would probably be high. Plus, how hard can it be to manage a person, right?

After thoroughly thinking about the offer, you decided to give it a chance. Finishing the rest of your work, you came home and talked to your parents somehow persuading them to agree. Later that day you also informed your best friend as well. The weekend passed as you successfully finished your history exam on Monday and then you headed straight to the so-called Blue Lock building, the very next day. ——————

That's how you ended up in your current situation. On your first day there, they led you to a big hall with a bunch of people. To be specific, young girls around your age. Looking around for a bit, you realized that there were a lot of girls indeed, but no boys in sight. Finding it a bit strange, but shrugging it off, you turned around to face a huge stage, where moments later a pink-haired woman appeared, whose name you assumed and now know is Anri, introduced herself and greeted you from a big podium with a mic in her hand.

Finishing the brief intro she then continued with a very thorough and detailed speech, revealing that if you agreed to the conditions of the program, you would technically be locked up in the building for the next 3 months and would participate in intensive training, where you potentially could be eliminated for poor results.

“There goes my money…”-you thought, since you never really cared about football in your life nor did you know anything about it. Which in retrospect, you should have done or researched a bit before coming here since you applied to be a football player's manager after all.

“Well, it doesn't matter now anyway.”-you told yourself for some comfort. After Anri had finished her monologue, she instructed everyone that:

“If you agree and ready to take on the challenge then please go through this door!”-pointing with her microphone at a huge dark blue door that was slowly opening.

Hesitating a bit, you thought about all the possible things that could go wrong, but after a not-so-long train of thoughts you managed to convince yourself. Also that little push by a girl running towards the doors sealed the deal for you as you slowly started to walk towards the unknown.

“I mean, what can I lose, right? My sanity is gone already and even if I get eliminated, I'm just going to go back to my normal life again”-you whispered, and with a small grin you officially entered Blue Lock.

To your surprise, the facility was quite clean and not to mention huge since most likely somewhere on the other side of the building, boys were kicking balls and running laps. Following the others, you arrived in what you assumed was a large waiting room with multiple TV screens on the walls. After managing to squish yourself through the crowd, a sudden voice spoke from the speakers and an egg-headed guy with a strangely perfect bowl cut appeared on the screens, introducing himself.

“Hello, diamond grinders! My name is Jinpachi Ego, the coach of the players in Blue Lock, and the overall boss of the facility. I guess you already know why you’re here so I won’t bother with that anymore. First, let’s start with a quick count, which is...currently 200 people.”-he said as you looked around with wide eyes. The fact is, there were indeed many people besides you, but you didn't think such a large amount of them would participate.

'Pfft, no worries…'-you encouraged yourself, realizing that you’d probably get kicked out on the second day, if not today. You looked up to the screens again, and bowl cut continued.

“Out of these 200 people, the best performers will be given the best athletes to work with. But! You have to know what you’re doing. From now on, every minute of your time will be spent, from morning to night according to a routine and the underperformers will be eliminated. Understand?”

You nodded unconsciously, following those around you. This was serious and there was no turning back now. Even so looking at that man’s gaze as he spoke somehow made you shiver a little.

'What have I gotten myself into?'-the question suddenly popped into your head, making you doubt for a moment, if you being here was truly a good decision, but Ego's voice immediately made you get back on track.

“Great. Let’s start with a quick summary then. First, you will be divided into 20 teams, 10 people each. This division was based on your current abilities, but they can change over time while you’re here. Each week, the levels to pass are going rise and be harder, and those who can't pass will automatically fail and get eliminated."-he said leaning back into his chair.-"Next, is the routine which the assistant will tell you about in detail later. The goal here in Blue Lock besides creating football players, is to produce ideal managers who have the perfect skills and attitude to fit with them, and to maintain their level, helping them until the end of their careers.”-he suddenly raised his index finger and the screens showed what looked like an animation of whatever he was about to say.-"This includes, one: Strategic and logical thinking, two: A healthy and fit body and three: The highest levels of media and communication! If you perform well in these three main areas, then a job and the experience of a lifetime are guaranteed! Don't disappoint me! Now lock off and goodbye for now!”

With that, the egg-headed man finished his speech, disappearing from the screens and Anri, with a microphone in her hand, started to divide everyone up, while handing out papers with our new weekly routine printed on it. Seems like you have been assigned to group number 10. That's not bad, but were your abilities really worth as much to be a team 10 member? So far you have only (tried) to manage your own life and your current football knowledge was equal to zero. But there was no time left for further thoughts, because after receiving the uniform you had to immediately start on the first task according to your assigned routine for the day.

—————— Okay. This was harder than you thought. Wiping off the sweat from your forehead, you started running your seventh lap around the damn track again.

"I’m gonna pass out.”-you muttered under your breath, as your newly made friend, you’d just met a few days ago appeared next to you.

“Same, I'm too tired to be running around in the morning!”-she replied, and after a few seconds the sound of a whistle was heard, signaling the end of the first part of the warm-up. Well, today was going to be long again.

Your new routine consisted of starting your mornings at exactly 7 am with physical exercises and then, you had a quick breakfast. After that you had to start on some brain work tasks for the day, followed by communication class and lunch. A 15 minute break later, media and IT started and before finishing the day with a small workout again, were language lessons waiting for you. Yes. You also had to learn languages.

Unfortunately not just one, not two or three, but four fucking languages in which you had to reach a basic level. At least the variety was good, since now you knew how to say hello in French, German, Italian and Spanish. (multilingual queen slay) And then based on those you could decide which one you wanted to work on more and reach at least an intermediate level. If that was not enough, the knowledge of English was also mandatory, but at an advanced level. Also for every other day there were talks, activities and tasks about basic football for those with the lack of knowledge to at least have a grasp on the topic. So there you were, in full uniform everyday for the last two months, suffering through training.

It almost hurts to admit, but on some days you started to miss your simple, slightly boring school life. Thinking back to your friends and parents who you hadn't talked with in a while, to those boring classes and your warm bed. Training was hard since other than having to excel at the 3 fields, worrying that you could get eliminated at any moment, if you lacked behind was stressing you out even more than you already were. On top of that, seeing that some of the girls were kicked out of the building was saddening, yet it worked like a charm to make you work even harder to survive till the end.

Sure, it’s not like it wasn’t good here since you arrived. Luckily, you quickly adapted to the new environment, getting used to the shared bathrooms, roommates, the extreme routines and plans you had to follow and the surprisingly good canteen food. But the lack of 'fresh air'of the bustling Tokyo, the crowded places, the subways and the fact you could sleep in on the weekends certainly made a void in your heart. The mountains were a beautiful view, but you started to get bored of them after a while.

That's how you usually spent the rest of your days with. Time also flew a lot quicker with your new friends who you suffered with together until they finally announced the end of the program, ordering everyone to gather in the waiting room. Everybody arrived on time and just a few minutes later bowl cut finally appeared on the screens again. —————— “Yo, diamond grinders! Congrats on surviving till now. Looking at your data and statuses, I'm pretty much satisfied with everyone. Well, it doesn't matter now, since the results are already decided.”-Ego said in a voice that lacked emotions yet again. Still the boredom and lack of sleep were evident on his face, noticing his eye bags and the empty cups of ramen in the background that he didn't even bother to clean up. He coughed a little before continuing.-“After analyzing every single one of you on each field, I have decided on which player to assign you, based on these factors and scores. Let's start now, shall we?"-he asked and a little icon of the first girl who was about to be assigned, appeared on the TV screens, showing her name and the team she belonged to.-"First of all, congratulations to Aiko Hashimoto…”-he said a girl's name that felt unfamiliar to you, and then went on with, what you assumed was the player's jersey number and the name of who she would be managing from now on. Meanwhile on the big screens the footballer's little icon made an appearance as well next to Aiko's.

Ego soon continued with announcing the girls by their rank and time seemed to slow down the moment he started speaking again. After a while, at least 20 minutes have passed, yet your name was nowhere to be heard. Even your closest friend was now assigned to some boy, while you were still waiting for your turn. 'Did you do that well? Maybe they just forgot to kick you out.'-you assumed after another 5 minutes passed. Listening to Ego as he was still announcing names, you glanced around at the remaining girls who seemed confident while standing, not hearing their names yet. They seemed certain that they were getting one of the top players you thought, while you, yourself were still unsure who you would end up with. Before any more thoughts could occupy your mind, the sound of a familiar name hit your ears.

“Next up is L/N Y/N.”-you heard from the speakers and finally your little icon also turned up on the screens. Oh my gosh, it’s you! Wait who was before you again? What numbered player are we even at now?!

Blinking twice, you looked up to the main screen, staring at the miniature doddle of you, while Ego was about to say the lucky guy's name you were going to work with. A sudden rush of excitement and worry began to overwhelm you, anxiously waiting to hear the fruit of your 3 months of suffering. Sure, you did do well in all areas required and even gained some knowledge about football in general, but was it enough? Every girl here did their best, trying equally hard, afraid of missing the opportunity of a lifetime and getting kicked out of the facility.

You gulped ready to hear whatever and whoever was waiting for you on the other side of Blue Lock. Ego’s voice rang through the waiting room as he said the following:

“Congratulations L/N Y/N! Based on your results, you've earned your place in Blue Lock as the manager of player number…”

3. What fandoms do you write for? I have 31 tagged fandoms though one story (Don't Cross the Streams) has 6 fandoms in one drabble of which 4 I haven't posted anything else yet for those fandoms. Most are for Yu-Gi-Oh Duel Monsters, Marvel (MCU and comic), Doctor Who/Torchwood, House MD, and Samurai 7.

4. What are your top five fics by kudos? The Kiss (House MD) 199, A Question of Memory (YGO) 138, The Waiting Game (YGO) 125, The Coffee God (Torchwood/MIB) 100, Exit...Stage Right? (MCU) 98.

5. Do you respond to comments? I've been bad about that but trying to get back to that this year- if I notice the notification email.

6. What is the fic you wrote with the angstiest ending? Don't really do angsty endings- guess the closest would be "Returning Hero" (Marvel 616) or "Remembrance Day" (Samurai 7) I guess.

7. What’s the fic you wrote with the happiest ending? Um, guess I'll go with "Someone, Somewhere" (YGO) since that's an alternate ending fic where Atem doesn't pass into the afterlife.

8. Do you get hate on fics? No.

9. Do you write smut? If so, what kind? Yeah though it's pretty basic; I've tried to write PWPs (plot what plot) and end up with plot with smut.

10. Do you write crossovers? What’s the craziest one you’ve written? Yep. Probably "Don't Cross the Streams".

11. Have you ever had a fic stolen? Don't think so.

12. Have you ever had a fic translated? Yep! "Coffee God" into Russian.

13. Have you ever co-written a fic before? Not directly- have used RP related material ("A Stitch in Time" (Marvel)) with permission and needed help with a few scenes from the creator of the character I was borrowing.

15. What’s a WIP you want to finish but doubt you ever will? I haven't given up on any unfinished fics that have been posted.

16. What are your writing strengths? Mixing fandoms I suppose.

17. What are your writing weaknesses? Using all 5 senses in my writing- at least that's what I want to work on.

18. Thoughts on writing dialogue in another language in fic? I have done it- once fic has a bit of Gaelic but I was trying to learn it and just indulged on that one- I'll be rewriting that scene to eliminate that when I get back to it.

It's a hard balance to use it in dialogue but sometimes your viewpoint character will hear something they don't understand, and you can either point out it's something in another language or put a phrase in the language that your POV character doesn't know. I do drop words in for Mikel Fury since it's one way to show that though Mikel is Nick Fury's son, he is not American. It's usually only a word or two since I'm using the Dalmatic language (Marvel has Carpasia- the country Mikel's mother was from- set in the Dalmatia region of Croatia) that has been extinct since 1898 and can't find much in English on how the language worked.

19. First fandom you wrote for? ever? I guess technically Ranger Rick though I think it was for a contest. Star Wars would be the official start of my fanfic writing in '77- quickly followed by Battlestar Galactica ('78) and Doctor Who ('79).

20. Favourite fic you’ve written? I have a soft spot for "A Question of Memory" since that was the first fic that I felt I actually understood what I was doing and had a proper beginning, middle, and end there.

Okay so out loud I said "Oh my God, Dream having a half and half apple/soul is actually crazy!" Then I Realized.

(OP if you see this, no you don't, I just had a major ramble itch I needed to take care of because of this post, sorry for the notification your post is kinda the context here 😭)

How would that work really? Because they didn't have souls when they were made, that doesn't constitute their guardianship, they were just beings of positive and negative energy, Dream could never truly fill that gap and both polars couldn't exist within the same vessel without destroying it (Inside Or Out), it'd be total unrest, not even Nim was made of said energies

Dream could make do but really how easy do you think it'll be for someone like him to regulate negativity?

Then I Remembered!

I have my own outcome of what happens when one or both of the twins die, I literally just now remembered and I'd like to share!!!

Since you can't really stop emotions from existing except for some special cases (Most of which are pelvic holes but it's okay I love them 🫶)

WHAT IF. WHEN THEY DIE, THE APPLES RETURN THROUGH SOME MAGIC MAGIC BLAH BLAH BLAH, SPARKLES EVERYWHERE SHI-

I have a concept doodle of this some paper but I lost it, but essentially since Nightmare is what? 199 Dark apples I believe?

The tree grows back but there's a little swirly dent or something, where dream's side would go if he were to ever die, but Dream has a single apple and that's what constitutes the size difference, OR it'd grow back and figure itself out as the multiverse rebalances over time and they become 100 and 99 again (Assuming Dream is still alive and keeps his apple)

Like twisted trees, each swirl branching off but make it more fantasy-like!

(Or since the apples became their souls, when they died there's an apple missing so it's back at 99:99, whether or not Dream dies or not, because y'know, later in this ramble I talk about them becoming the tree spirit/s so maybe through the essence of the dead apple soul or something they do that)

I also should mention in my head Nightmare didn't corrupt the whole tree at once (Because realistically how would that be fixed? Both of them touch and stop touching an apple on their sides??? Is it not supposed to be fixed? Is it how well they can control their emotions that constitutes how strong their touch is since NM was filled with jealousy at the time of the incident? Didn't Dream being apples into the village to help people or is that something the fandom came up with? So many questions guys-), but the one apple he touched and the villagers thought he was up to something and boom, the incident

So potentially Dream could easily fix the tree's balance, which I assume would make it so much easier to balance the multiverse after since the apples represent the energy in the multiverse

But since I don't like giving shortcuts and I think it should be restored naturally over time, I'm scrapping my personal head cannon for their touch affecting one apple for this ramble

Oh, also this means that the dead sibling could be the tree spirit (i.e.: When Nim was about to die she became the Tree Spirit), no, screw Corrupted (Unless you don't separate them as two different people since I think the OP said NM still had a little bit of care for our lil' Dream, which canonically isn't possible SO not dead but hurt and changed Nightmare for the win 💪), actual Nightmare being in the tree and only Dream being able to sense, maybe if NM reveals himself, see him too, when he's not blinded or held back by all the hatred/negativity that's now safely held within the apples, maybe, just maybe Dream could have his brother back, kind of?

And Dream might even be able to restore population to the village, or not since it's kinda risky considering there's a tree that needs to be watched/protected again, maybe Dream and/or Nightmare's spirit make a new guardian of negativity to watch over the tree, but I doubt they could bring Nightmare back since once Nim became the spirit she never returned in the six years the twins were protecting her/the tree

I imagine if Dream repopulated the nearby village, he'd keep his brother's story alive, maybe have a memorial built, because he's just like that, Dream is the one who knows first hand what happened, and how everything felt, he'd be the best one to create those legends and teach those lessons so the incident that had forsaken his childhood never happened again, he's too thoughtful to ever make that mistake again, and I feel at some point he'd stop blaming himself and realize his childhood wasn't. Good. Not as good as he thought it was before the incident. He was essentially a tool to his people and again, he'll never let that happen ever again.

honestly, both outcomes where either of the twins die are really interesting to me, yet NM dying and Dream inherenting all his stuff sounds better, somewhat. I mean, imagine Dream starts to heal and grow and the years pass by and he starts to fit into the true immortal role, perhaps even by his maturity starting to act like Nightmare in certain scenarios?

Fr fr same here, really love exploring these possibilities

And that’s exactly what I’m saying, and listen this may be a bit morbid to say, but I wholeheartedly believe that Dream can never truly start his healing journey (and eventually actually heal) until Nightmare’s dead

Cause in a sense, Nightmare is a walking living reminder of both the twins’ trauma and what became of them, and Dream can never truly rest until he stops worrying about the negativity and positivity imbalance that Nightmare’s causing, and once Nightmare’s gone, the balance of emotions is back on its track, and there’s definitely no bigger threat that can mess with that balance afterwards, and by extension, finally giving Dream the actual time to rest/relax, even if a little, considering Dream would definitely feel a bit anxious about the idea of “relaxing” (Dream will forever be a workaholic in my heart, plus his duty as a positivity guardian as well as the fact he’s incapable to stop being a people pleaser will forever haunt him)

But i can absolutely see him finally truly understand and view life in a more healthy manner, find his relationship with life in a way that’s actually meaningful to him, aside worrying about his duty as a guardian, I can see him actually and genuinely feeling what it is like to actually live and not just survive

And by god Anon you’re a fucking genius cause I can absolutely see Dream retaining some of Nightmare’s habits/quirks over time without truly realizing it, only for someone to else to point it out, and for Dream to find it heartwarming yet heartbreaking at the same time

The thing is, Dream becomes both the positivity and negativity guardian once Nightmare’s gone, and I can’t stop thinking about the spiritual implications of that, cause wouldn’t it technically mean Dream would feel his brother’s spirit throughout the negativity of the multiverse? Can Nightmare’s own negativity/positivity get extinguished really? When his memory and impact on positivity and negativity can never be truly changed? When Nightmare used to be a guardian himself? When Dream now has the other black apple half within himself?

Acte 2 de l’école inclusive : un PAS de côté imposé par le Conseil constitutionnel

« Sont contraires à la Constitution les articles 31, 108, 109, 190, 193, 197, 198, 199, 208, 215, 233, 239 et 242 de la loi de finances pour 2024. » Ainsi en a décidé le Conseil constitutionnel le 28 décembre. Parmi ces treize articles invalidés, figure le 233 qui instituait le PAS, ou « pôle d’appui à la scolarité ». Ce PAS était considéré comme la pièce maîtresse de « l’acte 2 de l’école inclusive » voulu par le président de la République. Nous l’avions évoqué dans l’Expresso du 20 novembre alors qu’il était apparu dans le projet de loi de finances, initialement sous le numéro d’article 53. Déjà, nous envisagions la censure de cet article par le Conseil constitutionnel. Ce qui s’est logiquement réalisé. Rappelons brièvement de quoi il est question et quelles perspectives se présentent maintenant.

Une décision jupitérienne

Lors de la Conférence nationale du handicap du 23 avril 2023, le président de la République avait décidé d’engager une réforme systémique de l’école inclusive. Il s’agissait de réformer une nouvelle fois le réseau des établissements scolaires en vue d’améliorer la prise en considération des élèves en situation de handicap. Après la réforme de 2019 qui avait institué la répartition de tous les établissements scolaires publics et privés, de la maternelle au lycée, dans les PIAL (pôles inclusifs d’accompagnement localisés), l’acte 2 de l’école inclusive devait leur substituer les PAS (pôles d’appui à la scolarité). Au-delà de la poésie administrative des acronymes dont raffolent les acteurs politiques formés à l’ENA, ce changement devait être substantiel.

En effet, issu de la loi de juillet 2019 dite « pour une école de la confiance », le PIAL n’a visiblement pas répondu aux attentes du gouvernement qui espérait qu’il stopperait l’inflation permanente des notifications d’accompagnement des élèves en situation de handicap décidées par les CDAPH, inflation qui malgré une augmentation continue des postes d’AESH à chaque rentrée scolaire aboutit inexorablement au constat d’un manque d’aide humaine et de scolarisation inclusive pour les élèves handicapés. Au final, on constate que le PIAL n’est qu’un simple échelon local plus ou moins agile de gestion des AESH dans une atmosphère de tension permanente entre des acteurs mécontents : parents angoissés en attente d’AESH toujours en nombre insuffisant, AESH mal formés et mal rémunérés (temps partiel imposé), enseignants toujours aussi désemparés face aux élèves loin des apprentissages proposés ou présentant des comportements très perturbateurs, personnels de direction et d’inspection stressés en permanence pour résoudre la quadrature du cercle avec les moyens disponibles.

L’idée de reprendre cette affaire s’est donc imposée lors de la conférence nationale du handicap. Puisque le PIAL ne parvenait pas à incarner une école « pleinement » inclusive, on allait lui substituer un nouvel outil administratif avec un pouvoir renforcé sur la gestion quantitative des accompagnements, et cela par-dessus les CDAPH. Le PAS devait ainsi apporter une réponse de « premier niveau » aux besoins des élèves handicapés avant même la décision de la CDAPH, et cela afin de raccourcir les délais opérationnels et de mieux gérer cette question sur le terrain en responsabilisant l’école.

De l’étincelle naît l’incendie

Mais concrètement, l’objet et la surface de ce PAS sont apparus de manière subite lors de la publication du « projet de loi de finances 2024 », en novembre 2023. Jusque-là, il restait encore flou. C’est donc dans le cadre d’un article de ce texte (article 53, à l’époque) que l’on découvrit l’ampleur du projet gouvernemental. Et là, l’étincelle de la découverte se transforma rapidement en incendie avec une levée de boucliers tous azimuts (associations, syndicats, parlementaires). Car, entre le principe de la réponse de premier niveau initialement présenté et les modalités finalement arrêtées par le gouvernement, avaient été introduits un certain nombre d’éléments surprenants. Ainsi, le PAS serait investi du pouvoir de déterminer la quantité horaire d’aide humaine attribuée à chaque élève, la CDAPH n’ayant alors que le seul pouvoir de décider si une aide humaine est ou non nécessaire pour l’élève. En cas de contestation par les parents des décisions du PAS, une nouvelle commission départementale devait être instituée et dotée du pouvoir de trancher le litige. Le texte décidait la prise en charge par le PAS de la totalité des élèves présentant des besoins éducatifs particuliers sans distinctions, ce qui représente un effectif bien supérieur à celui des élèves handicapés, cela sans moyens supplémentaires clairement identifiés au-delà d’un poste d’enseignant dit « compétent » dans ce domaine. Enfin, il attribuait implicitement au PAS des compétences ressortissant de facto à celles de la CDAPH instituée par la loi handicap de février 2005, et même la possibilité de mobiliser directement les services et établissements médico-sociaux.

D’aucuns – et notamment dans le concert des associations consacrées au handicap – y ont vu une remise en cause inacceptable du principe d’indépendance décisionnelle de la CDAPH dans le but de faire des économies sur le dos des élèves handicapés. D’autres, du côté des syndicats de l’enseignement, y ont vu une attribution de charges considérable sans efficacité pour les élèves, parce que sans les moyens supplémentaires adéquats pour que l’école devienne véritablement inclusive. Enfin, le portage de cette véritable révolution systémique de l’organisation scolaire par un projet de loi de finances – adoptée en outre par le truchement de l’article 49 alinéa 3 de la Constitution et de son vote bloqué – est apparu à beaucoup comme un abus démocratique injustifiable. C’est ce qui a conduit d’ailleurs à envisager dès novembre la possible censure par le Conseil constitutionnel de cet article constituant ce que l’on appelle un « cavalier législatif » inconstitutionnel.

Un cavalier qui surgit hors de la nuit court vers l’aventure au galop*

De ce côté, l’affaire est donc réglée. Pour le Conseil constitutionnel, « Les dispositions contestées ne concernent ni les ressources, ni les charges, ni la trésorerie, ni les emprunts, ni la dette, ni les garanties de l’État, ni la comptabilité publique. Elles n’ont pas trait à l’assiette, au taux et aux modalités de recouvrement des impositions de toutes natures affectées à des personnes morales autres que l’État. Elles n’ont pas pour objet de répartir des dotations aux collectivités territoriales ou d’approuver des conventions financières. Elles ne sont pas relatives au régime de la responsabilité pécuniaire des agents des services publics ou à l’information et au contrôle du Parlement sur la gestion des finances publiques. Elles ne portent pas sur le transfert de données fiscales, lorsque celui-ci permet de limiter les charges ou d’accroître les ressources de l’État. Dès lors, elles ne trouvent pas leur place dans une loi de finances. Par conséquent, sans que le Conseil constitutionnel ne préjuge de la conformité du contenu de ces dispositions aux autres exigences constitutionnelles, il y a lieu de constater que, adoptées selon une procédure contraire à la Constitution, elles lui sont donc contraires. »

Interrogé par Le Monde, le ministère de l’Éducation nationale a répondu ceci : « Rapprocher le médico-social et l’école, apporter des réponses plus rapides à des familles et des élèves qui aujourd’hui attendent de longs mois sont autant d’impératifs sur lesquels le ministère avancera dans les prochains mois, quel qu’en soit le vecteur ». De son côté, le cabinet d’avocats ACCENS, spécialisé dans le domaine social, observe que « la neutralisation de certains cavaliers législatifs n’a pas empêché l’Administration de prendre certains textes réglementaires d’application totalement dépourvus de base légale, comme par exemple à propos de l’évaluation des établissements et services sociaux et médico-sociaux (ESSMS) ».

On sait qu’avant même l’adoption de la loi de finances, le ministère avait donné des instructions aux recteurs pour préfigurer les PAS dès la rentrée scolaire de 2024, avec des indicateurs précis (cf. notre article du 20 novembre). Certaines directions académiques ont déjà pris des mesures pour configurer des PAS. La déclaration du ministère au quotidien Le Monde indique que pour lui, rien n’est caduc. Il peut encore agir par circulaire (vecteur d’une simple instruction hiérarchique ministérielle) ou même par décret (texte d’application d’une loi) en s’appuyant sur les articles législatifs du Code de l’éducation encadrant les expérimentations. Après tout, le PIAL avait été expérimenté un an avant son institution par la loi.

Il n’en demeure pas moins plusieurs faits tangibles difficilement relégables aux oubliettes. En premier lieu, le PIAL est bel et bien une institution créée par la loi de 2019, avec sa définition et son champ de compétences. Seule une autre loi peut l’annuler, et non un décret ou encore moins une circulaire. D’autre part, la MDPH et sa CDAPH ont été créées par la loi de 2005 avec des compétences clairement définies. Ainsi, l’article L146-9 du Code de l’action sociale et des familles dispose que la CDAPH « prend, sur la base de l’évaluation réalisée par l’équipe pluridisciplinaire […] des souhaits exprimés par la personne concernée dans son projet de vie, ou par son représentant légal s’il s’agit d’un mineur, […] les décisions relatives à l’ensemble des droits de cette personne, notamment en matière d’attribution de prestations et d’orientation […] ». On voit mal comment un simple texte réglementaire pourrait atténuer la compétence de la CDAPH de décider de l’ensemble des droits en matière d’attribution de prestation, comme celle de l’aide humaine à l’école. Les acrobaties juridiques sont un art que certains pensent maîtriser sans limites. Mais c’est toujours au risque d’une chute spectaculaire quand les ayants droit se rebiffent devant la justice administrative.

Un contexte politique et social en tension

Enfin, en ce début 2024, il est établi que la situation sociale est particulièrement sensible dans le milieu scolaire. Le nouveau ministre Attal conduit depuis cet automne le projet présidentiel de s’attaquer à l’école par une série de réformes se réclamant d’un « choc des savoirs », formule politicienne qui fait malheureusement plus appel aux relents populistes qu’aux connaissances établies par la recherche universitaire en matière d’apprentissages scolaires. La perspective d’un Acte 2 de l’école inclusive n’a fait que rajouter de l’huile sur le feu qui couve. La confédération FO, avec sa branche sociale d’une part (FNAS) et sa branche enseignement d’autre part (FNEC-FP), s’est placée vent debout contre ce qu’elle considère comme une « inclusion systématique et forcée » au détriment des personnels et des enfants. Elle appelle à une grève dès le 25 janvier avec manifestation à Paris. La FNEC-FP-FO rejoint aussi la FSU, Sud-Solidaires et la CGT éduc’action dans un mouvement unitaire de grève pour le 1er février sur le thème « Salaires, postes, conditions de travail, réformes : éducation en danger » qui comprend un volet sur l’école inclusive : « Sur la question de l’inclusion, tous les voyants sont au rouge et les personnels enseignants et AESH sont à un point de rupture […] ». Ils revendiquent entre autres « L’abandon des mesures prises dans le cadre de l’acte 2 de l’École inclusive (statut d’emploi d’ARE fusionnant les AESH et les AED, mise en place des pôles d’appui à la scolarité permettant à l’Éducation nationale de mettre la main sur les notifications MDPH) et l’ouverture de discussions avec les organisations syndicales sur la base des revendications des personnels. »

On peut s’indigner du mot d’ordre de FO qui stigmatise le principe inclusif (un membre du Conseil national consultatif des personnes handicapées a, par exemple, qualifié publiquement FO « d’ignoble »). On peut aussi décider d’ignorer superbement les « mauvais syndicats » en les rejetant dans le nouvel abîme de « l’ultra gauche » pour ne considérer que les « bons syndicats » qui seuls relèveraient de « l’arc républicain ». Il n’en demeure pas moins que des enquêtes sérieuses ont montré à quel point la question de l’école inclusive est devenue une source de difficulté importante pour les enseignants (cf. notre article dans l’Expresso du 17 novembre 2023 analysant les enquêtes de l’IFOP et de l’ASL). Là encore un fait tangible s’impose : on ne peut pas faire l’école inclusive sans les personnels de l’école ou contre eux, comme il est illusoire de la faire sans un partenariat construit méthodiquement avec les professionnels des autres secteurs concernés (qui ne se limitent d’ailleurs pas au seul secteur médical et médico-social).

Mais alors…

Quelles perspectives sont-elles envisageables ? Le gouvernement peut toujours s’abstenir d’un travail législatif consistant et passer en force. Quelques-uns y verront du courage et s’en flatteront (comme ils l’ont fait pour la réforme des retraites). Toutefois, les dégâts pour la démocratie se rajouteraient aux précédents dont on sait les effets sur la montée du populisme d’extrême droite. Mais comme dit l’histoire de l’homme qui tombe du gratte-ciel : « jusqu’ici, tout va bien ».

Une autre voie est possible : constater les limites d’une gouvernance de la politique éducative inclusive sans débat démocratique, et accepter de s’engager dans un travail de co-construction mobilisant, en amont du travail législatif normal, les corps intermédiaires concernés que sont les associations et syndicats des secteurs impliqués par l’école inclusive. De plus, si l’école inclusive inquiète les enseignants et les professionnels du secteur médico-social, les enquêtes montrent que son principe recueille chez eux une adhésion majoritaire. Ce qu’ils dénoncent, ce sont les décisions « tombées du ciel » et inefficaces sur le terrain, avec une transformation importante du travail à moyens constants sans véritable formation adaptée pour affronter les changements.

Un pas de côté

Croire que l’école inclusive se limitait à la seule présence d’AESH mal formés et mal payés tout en déstabilisant le secteur médico-social a été une erreur stratégique bien française. Ce qui apparaît dans les revendications des personnels, c’est qu’ils ont perçus et compris que la question de l’école inclusive est une question systémique sérieuse qui interroge l’accessibilisation pédagogique, les finalités et les moyens de l’école au-delà du seul champ du handicap et de la seule compensation individuelle par le médico-social. Qui dit chantier systémique, dit nécessité de se donner le temps long indispensable pour le mener à bien collectivement. Toute autre voie est chimérique. Jupiter peut-il le percevoir ? Faire un pas de côté permet souvent d’y voir mieux.

There's a simple answer for that!

Bc on Wattpad I can see the reads on each chapter and everyone gets a notif when I post (if they have it in their library)

Which means within a day i will have at least 1k-1.5k reads and 100+ votes on a chapter.

On here, interaction dwindled a lot over time.

Also the book is currently over 140 chapters on wattpad. It takes a lot of time to convert it to tumblr. And its not worth it when I dont really see any interaction from readers 🤷‍♀️ so instead I have stories on here that are my "tumblr fics" like Trucker Ari, Teacher Ari, Andy, Curtis, Mace etc

Wattpad is for books so they need a significant amount of chapters and words where my Tumblr fics dont fit in, so i decided to separate it. Its the same for Electric, bc that one is 199 chapters ❤️

Another theory.

Loki is using people to fill the Asgard and Thor shaped void.

He's talking about Asgard all the time in the second episode, even though he didn't even mention it that much on the first one. He talks about that phrase, his magic, the candies, he uses Ragnarok to explain his theory. And on the third one he's talking about Frigga, uses his magic all the time and even sings in Asgardian what's probably a folk song about returning home.

And he does that with people as well. First with Mobius and then with Sylvie, he's trying to replace Thor. That's why, on that scene where he's walking and talking to Mobius, it's a remake of a Dark World scene, where he did the same with Thor and why his interactions with Sylvie are so sibling like.

And when no-one is available to play the Thor part, Loki plays it himself. When drunk, he's singing, he's being the centre of attention, he even breaks that glass while yelling "another".

In conclusion, I believe a lot of his actions, and especially the way he interacts with certain people, is driven by some deep rooted homesickness and the knowledge that he cannot and will never return home to his family.
