A server is just a computer that sends files that are requested. All the complicated bits go into setting up rules and authorizations for that. But the simplest server to set up is just a network share. It can be done on all OSes. A shared network resource *may* be accessible regardless of the OS used to request it, but that's not guaranteed. There is software that takes a device, configures the sharing over the network, and provides additional conveniences like more advanced search, better streaming algorithms integration with external services, ect.
Plex: https://www.plex.tv/ - This is probably the most well known. It has a free tier but it removes the most useful portions of the software. It has a lot of proponents, some pretty good features, and documentation. I'm not personally a fan, but that shouldn't stop you if you like the sound of what they offer, just expect to pay for it.
Kodi: https://kodi.tv/ - I would bet this is just as well known as plex, but maybe slightly less so. This started out as media software for the original XBox and just expanded from there. It's fully featured and includes DLNA support (a protocol that will let some media consumption devices see the library automatically, but isn't as standard as it once was). This software has a lot of developer support and that includes a bunch of convenience features like scraping meta data and ect. However, its long development has created some oddness about configuration and meta tags. To use Kodi's most convenient features, you may need to focus on setting up the meta tags for your media, adjust naming conventions, and restructure your folders to match the requirements. Depending on your device, you may not be able to adjust these after the auto-scanning is complete (though this is likely more an issue with specific kodi clients rather than the software itself)
Jellyfin: https://jellyfin.org/ - I don't actually know much about it, but I do know it's supposed to be almost as feature complete as plex, but free and open source. Full disclosure, I saw they had a Roku app and installed it, but it refused to play because I disabled media transcoding. It does appear to work fine once that's re-enabled, but it's frustrating because I have ensured that all of my videos are in a format that can be natively decoded by my devices. I specifically do not want to have transcoding required.
Usage: The big benefit these bring over the network share is the automation. If given the correct hardware, they will transcode (re-encode on the fly) videos for delivery to clients, and will scan and pull all sorts of media meta-data. Transcoding is very useful because it increases client support by ensuring all users can consume the media on your server, but it's also one of the more expensive things your media server can do. It will increase the hardware demands on your server (and the power consumption).
Build it yourself [Madness]
This is what I chose. It's working out pretty well, leveraging miniDLNA to allow me to use media on devices like my Roku tv, but the only solution for anything that bothers me is for me to go do it myself. So eventually I'll have to write a Roku app.
Mutual asked a question the other day and I've been meaning to expand on it, but if you want a media server you don't have to go whole hog right from the jump.
Ripping a few movies and throwing them on a network share you can play with the VLC app is still pretty convenient, and much faster to set up than getting a full server set up on your network. That's how I started years and years ago. That's how my roommate and I used to watch Star Trek and Batman the Animated Series.
We did go a little extra and find a computer with a Wake on Lan capable motherboard so we could turn the server off while we were out of the apartment and turn it on from our phones. But that's less important with modern electronics that can better limit their idle power draw.
