Friends and neighbors,
It’s been a busy week on Capitol Hill and across Maryland. From rallies to floor speeches to telephone town halls, I’ve been working with my colleagues, union members, and Marylanders to push back against the Trump/Musk Administration.
Just yesterday we saw this Administration continue to purge federal civil servants. This callous and cruel witch hunt isn't about making government more efficient. It's about enacting this President's retribution on civil servants and the people they serve – the American people. It's a disgraceful series of actions meant to upend American lives, cut American jobs, and destroy the American spirit that calls so many of us to serve in this way.
As you probably also know, a federal judge in Boston lifted the pause on the “Fork in the Road” deferred resignation program for federal employees. The Trump Administration quickly declared victory, but I would like to be clear on what occurred here. The suit was decided on the grounds that the unions filing the suit could not prove they would be harmed by the President and Elon Musk’s actions. It did not get to the actual legal question of whether or not it was lawful to put civil servants in a situation where they were forced to make that decision.
I will continue to monitor the mounting legal cases against this Administration in their clear disregard for the rule of law and the Constitution that binds our nation together.
We also have a responsibility right now to leverage the court of public opinion. This Administration needs to understand the dire impacts its reckless actions will have on the American people.
When you attack civil servants, you are attacking the people they serve – the American people. It is paramount that Republican representatives hear from the people being impacted by these cuts in funding and personnel.
These are trying times, no doubt. But the spirit of Maryland has always been one of resilience. Together, we will not only push back, but push forward.
Let’s take a look at the past week:
17,000 People Joined Our Telephone Town Hall
Senator Chris Van Hollen and I hosted a telephone town hall with featured speaker, Rob Shriver, the former Office of Personnel Management (OPM) Acting Director who is leading the effort at Democracy Forward to protect our civil servants.
17,000 of you tuned in. We heard questions from Marylanders across the state on everything from the threats Elon Musk poses to our personal data to the way this Administration is targeting Maryland jobs.
A Vietnam war veteran was concerned about his retirement benefits; another woman was let go from her job and didn’t know what to do next. We heard from seniors on Medicare who are worried about Republicans rolling back the Inflation Reduction Act, which allows Medicare to negotiate directly with pharmaceutical companies and capped the cost of lifesaving medications for seniors – they were concerned they will no longer be able to afford their medication.
My office door is always open. Please continue to reach out and share your stories. It is testimony we can use as we push back using every legislative tool at our disposal. Pushing Back Against The Trump/Musk Administration
I opened this letter highlighting the importance of the court of public opinion. Here’s some of what we accomplished this week:
On Monday, I joined Senator Chris Van Hollen, Representatives Kweisi Mfume, Johnny Olszewski, and Sarah Elfreth, AFGE National Vice President Jason Anderson and dozens of concerned Marylanders for a rally outside the Social Security Administration Headquarters in Woodlawn.
Thousands of Marylanders have been coming to work at the Social Security building in Woodlawn for over 60 years now. They are doing the essential work of processing and issuing Social Security checks to nearly 72 million Americans. It is work they have done under Democratic Presidents. And it is work they have done under Republican Presidents.
And now, 60 years later, the people who work in this building are being callously and shamefully targeted in the President’s witch hunt for federal workers.
In his hunt for vengeance, the President has decided that no target is too small, no family too vulnerable, no American out of bounds.
What’s more is that it is becoming increasingly clear (not that there ever was any doubt) that Elon Musk has no interest whatsoever in making the government more efficient. He’s cutting jobs. He’s cutting funding for cancer research. And he’s busy accessing Americans’ private data.
It’s shameful.
On Tuesday, I joined AFGE President Everette Kelley, and hundreds of union workers – from AFGE, SEIU, AFSCME, ATU, APWU and more – for a rally outside the U.S. Capitol, to continue making the point that an attack on the federal workers in Maryland is a direct attack on the American people they serve.
The exhausted mother, who calls the 9-8-8 lifeline for support on the darkest of days…
The single dad who has to call out of work because his daughter’s Head Start classroom closed its doors…
The family business that didn’t get their disaster relief check to rebuild after the flood waters receded…
The grandmother stretching her fixed income to feed a nourishing meal to her grandkids, turned away at the checkout line when her SNAP EBT card declines…
The woman seeking refuge from an abusive partner, just to be turned away from the local family violence shelter…
The first generation college student that loses their Pell grant and Federal Work Study, and can’t afford to stay in school…
The veteran whose appointment at the VA gets cancelled, delaying his screening and treatment from his battlefield exposure.
These are the Americans our civil servants have spent their lives serving. And I’m going to do everything in my power to make sure they can keep doing that essential service.
Holding the Floor to Delay Robert F. Kennedy Jr. Confirmation
This week, I worked with my colleagues to hold the Senate Floor up over the nomination of Robert F. Kennedy Jr. to serve as the Secretary of Health and Human Services.
I had the opportunity to question Mr. Kennedy. His answers were deeply concerning.
This is not a man seeking scientific consensus but rather a man obsessed with conspiracy.
This is not a man who has studied medicine or scientific research at NIH (he will support the Trump cuts) but rather a man who has dedicated his life to promoting anti-vaccine propaganda.
This is not a man who has any business leading the Department of Health and Human Services.
I spoke forcefully against his nomination on the Floor.
And this week in a hearing, I asked Dr. Verdin, the President/CEO of the Buck Institute for Research on Aging, about the importance of NIH funding. Dr Verdin was unequivocal: the NIH is the crown jewel of all biomedical research organizations in the world.
Robert F. Kennedy Jr. was confirmed yesterday. But this fight is not over. I will continue to use the bully pulpit to push back against this dangerous quackery he continues to peddle.
Conclusion
Amidst all the chaos this week, all caused by the Trump Administration, we learned that costs are going up.
In fact, inflation is speeding up.
Instead of putting forth nominees like Robert F. Kennedy Jr. or trying to gut the federal workforce, this President needs to be focused on getting our costs down.
My office is open to any leader — regardless of Party — who wants to focus on lowering costs for hardworking Marylanders.
When this Administration is ready to stop this witch hunt for Maryland workers, when they are ready to stop toeing the line for this President, when they are ready to stop causing harm to Americans by gutting federal programs, I will be here ready to have a serious conversation about making lives better.
Until then, I will continue to oppose this Administration on the Senate Floor, in communities across Maryland — and everywhere in the court of public opinion.
And I know I am not in this fight alone. Between our telephone town hall and rallies, I have seen so many of you organizing, pushing back, and standing up for Maryland values.
Each and every day it is a profound privilege to do this work on behalf of the people of our great state.

Atom Calis:
Species: Blue-fronted dancer damselfly.
Age: adult (the oldest of the group)
Likes: being alone, fixing things, old tools, computers, repairing a hivenode and seeing it remain functional for longer than literally two hours (a rare occurrence).
Personality: crass. Kind of a smartass. Likes to play little tricks on people. Constantly tinkering with something. Very anti-naut. Vaguely socialist, though they'd probably argue with that fact.
Additional details:
Works as a freelance FNC* maintenance technician. Though they're technically self employed, they've been contracted by Mycohex so many times that they're practically an employee (without the health benefits, of course).
Backstory:
Atom doesn't remember much of their childhood, on account of they spent it as an unintelligent water-bound nymph in an artificial lake. Once they reached maturity, however, they were claimed as offspring by their father, an original Odonaut, and relocated to the first circle of Cibarium to live with him.**
Atom and their father had a complicated relationship (to put it mildly), so as soon as they had a job that paid well enough, they moved into a crumbling apartment in the third circle.
After the attempted rebellion, Atom's father was arrested for “treasonous activity” and was sentenced to life in prison. He remains there to this day.
*There is technically only one advanced computer in Cibarium, and it works by passing a weak electric current through an advanced network of living mycelium and synthetic cables which functions like a giant brain. The network has been built into the structure of the city itself, and "personal computers" are generally just interfaces involving monitors and other equipment that have been plugged directly into it. These interfaces are called hivenodes.
This Fungal Network Computer (or FNC, as it is commonly called) is the exclusive property of a company known as Mycohex, which is owned by Drone Mellifera (a member of the Senary. More on them later).
**This is a common parenting method for dragonflies and damselflies in the world of Cibarium. The difference in environment makes it difficult to raise nymph children until they've reached maturity, so parents will often release their offspring into artificial “spawn pools” and return to claim them once they've grown up.
