Since the 1990s the entire global elite has congealed into a transatlantic immigrant melange whose diversity of race and sexual preferences is matched only by its uniformity of opinions and manners. They are all upper middle class Californewyorkers mentally, even if they are Southeast Asians who live in Williamsburg but spend summers at home in London. Not only do immigrants from other countries and continents regress toward this mean, but even the extremely rich, the children of bonafide old money families, are stripped of their old money behaviors and pulled down into nouveau-riche California/New York "life's a party, but also I'm a good person and I care about the little people!" personas. Old WASP families are no longer ashamed of their transgender child, or of their homosexual son, or of their daughter who married a black man. We are informed that this is a sign of change. They all go to the same schools, they all know each other, they all feel basically at home in their segregated enclaves even if they're on different continents. They even have the same washed-out California non-accent with its slurring elision of gaps between words and its flattening out of peaks and valleys in intonation. Listen hard and you can hear an Indian from Manhattan speak Californian when she talks.
Do you think these people actually believe in any of this stuff? Is their behavior a reflection of their genuine beliefs or is it a sort of marketing technique, similar to how, every June, companies install a rainbow-flavored logo that will last for exactly a month and mean nothing to their corporate strategies or their actual behavior?
Is it, perhaps, a sort of performative wokism designed to signal to the little people like you and me that, despite having a networth several times greater than the people who are actually marginalized in society, despite having ins to Harvard and Yale and whatever Ivy League they choose, regardless of their grades or intelligence, despite never knowing what it’s like to be unsure of where they will live in a month, or whether they will ever get to retire, or whether they will ever be able to afford healthcare, or own a house, or have a child, that they are Just Like You (tm) and that they are Fighting The Good Fight (tm) and Speaking Truth To Power (tm) ?
Scratch liberal "diversity" and you'll find a deeply pernicious homogeneity down to the very core, a homogeneity based not on race or color or sexuality but on class.

What can I say? Obsidian makes my favorite games. 
The whole setting should be set sometime shortly after the events of Fallout 2, and the Enclave is defeated/scattered and the NCR is a rising power. 
The EXILE: Has spent 10 years wandering the wasteland as an EXILE of the Brotherhood of Steel. They were expelled for mysterious reasons that somehow relate to the Brotherhood’s role during the NCR-Enclave War. Most likely, the Exile was ordered to do things that amounted to war crimes. They were expelled when they refused to follow the dictates of the Codex any longer. Highly charismatic and a natural born leader, the EXILE has been keeping a low profile for a decade. 
Scribe KREIA: A mysterious Scribe of the Brotherhood of Steel. Once upon a time, she was an Elder of her own Brotherhood chapter, until there was a mutiny within the ranks - her own soldiers, Knight Paladin Sion among them, turning against her and going rogue. They betrayed her, saying she was too focused on old technology and wasn’t dealing with the coming NCR threat. During the conflict, she was blinded, but she has used OLD WORLD TECHNOLOGY to manufacture an augmented pair of artificial eyes that allow her to see through walls and read body language/biometrics with such accuracy that it’s as though she is reading your mind.  She is able to easily hack into systems/control robots. She has been missing for several years, after only barely escaping the attempt on her life. She has found the EXILE and is secretly manipulating them to kill the soldiers that betrayed her, in an elaborate revenge plot. 
Atton, the MERC: AKA Lieutenant Jack Rand of the Enclave, the remnants of US Government. Born into the Enclave from a long line of CIA operatives, Lieutenant Rand had a change of heart and fled the Enclave just before their defeat. As the NCR becomes more powerful, Jack has changed his name to Atton and been keeping his head down. He drifts from place to place, working as a merc and sometimes a gunrunner/smuggler in the territories just outside the NCR. He’s deeply ashamed of his past and goes to great lengths to hide it from the Exile. Scribe Kreia knows his true past (she is able to hack into an Enclave dossier that shows his face and real name - along with all the horrible war crimes he committed during his time with the Enclave) and she’s blackmailing him. 
Brotherhood KNIGHT BAO-DUR:  He has repaired an Eyebot, which follows him everywhere. A skilled mechanic and technician who has informally left the Brotherhood, in order to help the local people grow food and help them rebuild after the NCR-Enclave War. He lost his arm during the war, and with knowledge of robotics, he’s built himself a robotic arm. He’s constantly haunted by memories from the NCR-Enclave War, and he’s deeply concerned about the brewing tension between the Brotherhood and NCR. Still calls the Exile “sir/ma’am” and “General.”
T3-M4, the ROBOBRAIN: A ROBOBRAIN that has been helping the EXILE and is their loyal pal. 
HK-47, the ASSAULTRON: Has a very particular set of skills, skills it has acquired over a very long career, and it never lets you forget about that. 
Mical, the NCR MEDIC: Grew up in the Brotherhood of Steel. He was barely out of his pre-teens when the NCR-Enclave War ended, so he didn’t see much combat. After the war ended, Mical saw the Brotherhood as misguided and instead saw the New California Republic as the best hope for the future. When given the choice to leave the Brotherhood at 18, he took it and joined the NCR. He became an NCR soldier and was trained specifically as a medic. He often can be found scavenging through OLD WORLD RUINS in search for old books and holotapes that might provide valuable knowledge. Also, he is an NCR SPY who has been tasked to keep tabs on the Brotherhood. Atton hates him no matter what. 
Mira, the BOUNTY HUNTER: She’s been hunting bounties for most of her life, preferring to stay in the big settlements in the NCR where the best contracts are, and has been running away from her previous life as slave kept by raiders. She has also been given a bounty to find KREIA and the EXILE, and bring them back dead or alive, which of course puts her in their path. Ends up joining them. She saved a crazed Nightkin super mutant named Hanharr, who hates humans, and he’s been trying to kill her ever since. 
Visas Marr, the PSYKER: Blind, she wears an elaborate metal headdress, a device that stops her from going mad from her telekinetic powers. Abducted by the Enclave at a young age after they exterminated her entire village, they used her as a test subject for multiple brutal experiments.  Specifically, the Enclave wanted to test psychic abilities to see if they could utilize this against the NCR. After being injected with multiple drugs and being subjected to mental torture for years, she eventually developed telekinetic powers. However, the Enclave was destroyed and she was left alone, trapped in the testing facility where the Enclave was keeping her. Captured by Knight Paladin Sion and Paladin Nihilus when they raided the abandoned facility, she has been sent to find and kill the EXILE and KREIA. Of course, that doesn’t go as planned, and she joins them instead.
Canderous Ordo, the RAIDER: Brutal wasteland warlord who has a VERY warped code of honor. Despises the NCR for their weakness, sees the NCR as spreading weakness and allowing weak people to survive when they should just die in the wasteland, but he has some respect for individual NCR members who can prove their strength to him. Leads a large band of raiders. 
The Handmaiden, the CIRCLE OF STEEL INITIATE: Part of the elite special operations team, she has been raised with her sisters to become assassins, specifically to “neutralize” anyone who breaks away from the ideals of the Brotherhood. Her first assignment is to find and kill the ROGUE SCRIBE Kreia. Unknown to her, KREIA is really her mother. Of course, things don’t go as planned because she herself is a little tired of the Brotherhood’s bullshit, and the Handmaiden joins the team.

Largest California wildfire threatens marijuana-growing area (AP) California’s largest wildfire is threatening a marijuana-growing enclave, and authorities said many of the locals have refused to evacuate and abandon their maturing crops even as weather forecasters predict more hot, dry and windy conditions that could fan flames. The wildfire called the August Complex is nearing the small communities of Post Mountain and Trinity Pines, about 200 miles (322 kilometers) northwest of Sacramento, the Los Angeles Times reported. Law enforcement officers went door to door warning of the encroaching fire danger but could not force residents to evacuate, Trinity County Sheriff’s Department Deputy Nate Trujillo said. “It’s mainly growers,” Trujillo said. “And a lot of them, they don’t want to leave because that is their livelihood.” The area is in the Emerald Triangle, a three-county corner of Northern California that by some estimates is the nation’s largest cannabis-producing region. People familiar with Trinity Pines said the community has up to 40 legal farms, with more than 10 times that number in hidden, illegal growing areas. Growers are wary of leaving the plants vulnerable to flames or thieves. Each farm has crops worth half a million dollars or more and many are within days or weeks of harvest.

Queen Elizabeth II to trim costs as COVID-19 hits income (AP) Britain’s Queen Elizabeth II and her family are facing a 35 million pound ($45 million) hit from the coronavirus pandemic, partly due to a shortage of tourists, the monarch’s money-manager said Friday. As Virus Cases Surge in Europe, Hospitalizations Lag. (NYT) In Munich, normally brimming with boisterous crowds for Oktoberfest this month, the authorities just banned gatherings of more than five people. In Marseille, France, all bars and restaurants will be closed next Monday. And in London, where the government spent weeks urging workers to return to the city’s empty skyscrapers, it is now asking them to work from home. Summer ended in Europe this week with a heavy thud amid ominous signs that a spike in coronavirus cases may send another wave of patients into hospitals. But just how imminent is the peril? As they weigh actions to curb a second wave of the virus, European leaders are dealing with a confusing, fast-changing situation, with conflicting evidence on how quickly new cases are translating into hospital admissions—and how severe those cases will end up being. In Spain, where new cases have surged to more than 10,000 a day, hospitals in Madrid are close to capacity and the government said it was preparing to reopen field hospitals in hotels and in the city’s largest exhibition center. Pope to UN: Use COVID crisis to come out better, not worse (Washington Post) Pope Francis urged world leaders Friday to use the coronavirus emergency as an opportunity to reform the injustices of the global economy and the “perverse logic” of the nuclear deterrence doctrine, warning that increased isolationist responses to problems “must not prevail.” Francis laid out his appeal for greater involvement and influence of the United Nations in protecting the poor, migrants and the environment in a videotaped speech Friday to the U.N. General Assembly, held mostly virtually this year because of the pandemic. Francis said the world has a choice to make as it emerges from the COVID-19 crisis and addresses the grave economic impact it has had on the planet’s most vulnerable: greater solidarity, dialogue and multilateralism, or self-retreat into greater nationalism, individualism and elitism. “The pandemic has shown us that we cannot live without one another, or worse still, pitted against one another,” he said. “This is why, at this critical juncture, it is our duty to rethink the future of our common home and our common project.”
Migrants accuse Greece of pushing them back out to sea (AP) Shortly after reaching the Greek island of Lesbos, a group of Afghan migrants say, their hopes for a new life in Europe were cut short when Greek authorities rounded them up, mistreated them, shoved them into life rafts and abandoned them at sea, where they were rescued by the Turkish coast guard. Turkey, which hosts about 4 million refugees, accuses Greece of large-scale pushbacks—summary deportations without access to asylum procedures, in violation of international law. Greece, which lies on the EU’s southeastern border and has borne the brunt of migration flows from Turkey, denies the allegations and in turn accuses Ankara of weaponizing migrants. In March, Turkey made good on threats to send migrants to Europe, declaring its borders with the EU open. In what appeared to be a government-organized campaign, thousands headed to the Greek border, leading to scenes of chaos and violence. Turkey’s border with EU member Bulgaria was largely unaffected. Greece shut its frontier and controversially suspended asylum applications for a month. Taliban entrepreneurs (Foreign Policy) For decades, Afghanistan’s untapped mineral wealth has been touted as the country’s trillion-dollar El Dorado. But while the Afghan government has never been able to monetize mountains of copper, iron ore, gold, and gemstones, the Taliban have—and are ramping up their mining operations as just-started peace talks aim to shape the future of a postwar Afghanistan. In recent years, the Taliban have deliberately moved to secure control over regions of Afghanistan rich in mineral deposits, from lapis lazuli mines in northern Badakhshan to gold, lead, and zinc in Helmand and vast talc and marble deposits in southern Nangarhar. The Taliban, who already control most of the country’s mineral wealth, are banking on further developing the sector to make it the bedrock of the country’s postwar economy—or theirs, at least.
The Indian navy and China (WSJ) India’s border conflict with China is pushing New Delhi to look for an asymmetric response: flexing its naval might as it deepens cooperation with other democracies that seek to counter Beijing’s global ambitions. India, which operates one of the world’s largest navies, sits astride shipping routes in the Indian Ocean that connect China to its main sources of oil and gas in the Middle East and to its key markets in Europe. Wuhan’s government, like many across China, has been offering free tickets to tourist attractions to try to salvage economic growth. For better or worse, it appears to be working, as China approaches its first major holiday season since tamping down the coronavirus. The “Golden Week” holiday is one of the largest annual human migrations, with upward of 700 million people on the move. This year, it will be a crucial test of China’s efforts to regain normalcy and prevent new coronavirus waves. The holiday season begins with China’s National Day on Oct. 1, marking 71 years of Communist Party rule. The period also coincides with this year’s mid-autumn festival, a one-day holiday that falls on the night of the fullest autumn moon. With borders closed around the world, those in China itching to travel have had to look closer to home. Around 408 million highway trips are expected to be made this Golden Week, slightly up from last year, China’s Ministry of Transport said on Thursday. But the flood of travelers will make social distancing difficult and brings the risk of new virus outbreaks that could spread rapidly across the country.
Tunisian migrants (Washington Post) The economic fallout from the coronavirus pandemic is propelling thousands of Tunisians to make the perilous Mediterranean journey in search of better living conditions, with the largest wave in nearly a decade reaching Italy’s shores. The strict lockdown Tunisia imposed in March was largely successful in containing the outbreak, but the measures devastated the country’s already ailing economy. During the first eight months of this year, nearly 8,000 Tunisians crossed the Mediterranean to Italy, six times as many as last year.
Palestinian elections (Foreign Policy) Fatah and Hamas, the two largest political factions in the occupied Palestinian territories, have agreed to hold elections for the first time in almost 15 years. Everything We Know About the Veronica Mars Hulu Revival
Veronica Mars, UPN/CW’s cult hit series about a whip-smart teen detective, starring Kristen Bell, is returning with brand-new episodes in 2019. If that news makes you want to listen to The Dandy Warhols’ “We Used to Be Friends”—a.k.a. the original show’s theme song—on repeat out of sheer joy, you’re not alone: In the years since the 3-season drama aired its finale in 2007, fans’ insatiable demand for Veronica’s further adventures have spawned a Kickstarter-funded feature film and two novels. With a built-in audience this passionate, it’s no wonder Hulu has picked up a fourth season set to premiere this summer.
So what's Veronica up to now? Is she still dating Logan? Is her hometown of Neptune, California still a seaside cesspool full of secrets and corruption? Here’s everything we know so far about Veronica Mars season 4—and if you skipped the movie and books, mild spoilers below.
When does the new Veronica Marspremiere on Hulu?
Veronica Mars will be released on July 26, 2019. The season will consist of 8 one-hour episodes, and the first episode is titled “Spring Break Forever.”
Is there a trailer yet?
Hulu announced the premiere date on the show’s Instagram account in April, with a teaser video that finds Kristen Bell’s Veronica just as we remembered her: Seated behind her desk at Mars Investigations, the P.I. agency founded by her dad, brandishing her trusty taser. Oh how we missed these sardonic voice-overs.
Is the original cast returning?
Most of the core cast is back! Kristen Bell’s devotion to her breakthrough role remains unwavering, despite a busy schedule including NBC sitcom The Good Placeand a little Disney franchise known as Frozen. Enrico Colantoni is set to return as Veronica's father Keith Mars, and so are Percy Daggs III (Wallace Fennel), Francis Capra (Eli "Weevil" Navarro), Daran Norris (Cliff McCormack) and Ryan Hansen (Dick Casablancas). Ken Marino will be back as sleazy rival detective Vinny van Lowe. Jason Dohring (Logan) and Max Greenfield (Leo D’Amato) are also on board. So far there’s no sign of Tina Majorino as computer genius Mac—which is disappointing, since Mac rocks, and she’s basically Veronica’s only female friend.
There are notable new additions to the cast, too.
Comedian Patton Oswalt joins the cast as Penn Epner, a 40-something pizza delivery guy and “frequent poster on unsolved murder websites,” Deadline reports. Oscar winner J.K. Simmons has been cast as shady ex-con Clyde Pickett. Kirby Howell-Baptiste, Bell’s Good Place costar, will play Nicole, owner of a club popular with Neptune spring breakers. Westworld’s Clifton Collins Jr., The Fosters’ Izabela Vidovic, and Dawnn Lewis (a.k.a. Jaleesa from A Different World!) will also recur.

What's the reboot about?
According to Hulu’s description, "Spring breakers are getting murdered in Neptune, thereby decimating the seaside town’s lifeblood tourist industry. After Mars Investigations is hired by the parents of one of the victims to find their son’s killer, Veronica is drawn into a mystery that pits the enclave’s wealthy elites, who would rather put an end to the month-long bacchanalia, against a working class that relies on the cash influx that comes with being the West Coast’s answer to Daytona Beach.” New show, same familiar class-war themes.
How does it relate to the Veronica Marsbook series?
Taking place five years after the 2014 movie, this central mystery does sound a bit like the plot of the first Veronica Mars novel, The Thousand Dollar Tan Line. But Thomas maintains that it will be a fresh tale, tweeting that the books are “98% canon.”
Marcia Langdon and Pony—a puppy adopted by Logan—were both introduced in the pages of novel #2, Mr. Kiss and Tell. The end of that book also teased a potential love triangle between Veronica, on-again/off-again love Logan and her cop-turned-FBI agent ex Max, though whether that’ll play out onscreen remains to be seen.
Hulu's revival will be "much darker" than the movie.
“I will say this: the movie was nostalgic. The Hulu limited series isn't going to be,” Rob Thomas wrote on Twitter shortly after Hulu first announced the project. “Hardcore So-Cal noir. One big case. Eight episodes to tell the story. This is a detective show.”
While the series, books and movie always dealt with heavy topics including sexual assault and suicide, Bell confirms that things will somehow get “much darker.”
“It’s going to be a bigger world. It’s definitely not what we did on UPN or the CW, so I want to brace fans for that—that it’s going to be darker and bigger and more cinematic, and definitely a little bit different,” the actress told Entertainment Weekly’s Sirius XM show. Consider us braced.
The ace writing staff includes...Kareem Abdul Jabbar?
It’s true, and not as weird as it sounds: A vocal member of Bachelor Nation, the basketball legend has covered the show for the Hollywood Reporter in addition to co-writing books and a comic book series about Sherlock’s brother Mycroft Holmes. The writers’ room will also include Heather V. Regnier and Diane Ruggiero, writer and co-creator of Thomas’s other (fantastic) show iZombie respectively, and David Walpert, who’s written for another Kristen Bell series, House of Lies.
How can I re-binge previous seasons (or watch Veronica Mars for the very first time) ahead of the premiere?

Oh, one more thing: Why are Veronica Mars fans called Marshmallows?
It’s a reference to a line in the series’ pilot, in which Veronica’s new friend Wallace sees right through her gruff exterior and sums her character up in one iconic monologue: “Underneath that angry young woman shell, there's...a slightly less angry young woman who's just dying to bake me something. You're a marshmallow, Veronica Mars. A twinkie!”

Welcome Nery Gabriel Lemus to HOLA’s Summer 2022 Berman Public Art Residency!

Nery, Los Angeles born and raised just blocks away from HOLA’s Arts and Recreation Campus in Lafayette park, returns to lead 10 young artists in the reactivation of the Felipe de Neve Library. As an internationally acclaimed artist, the subject of Lemus’ works range from issues of stereotype and immigration to problems in society that can lead to the failure of families, such as poverty, abuse and neglect. The artist received his BFA at Art Center College of Design in Pasadena, California (2007) and his MFA at the California Institute of the Arts in Valencia, California (2009). Lemus also attended the Skowhegan School of Painting and Sculpture in Maine (2008). Outside of his flourishing career as an artist, Nery is also an educator and MFA director at Azusa Pacific University. 
This project’s site is nestled at the corner of Lafayette park in an enclave of green space and dappled light is the Felipe de Neve Library. Contrasting its beautiful brick walls and terraced garden are the remains of a drained reflecting pool and fountain engulfed in litter and years of mistreatment. What once was a community space of leisure, sensory enjoyment and respite now lies the historical result of neglect and degradation spurred by the neighborhood’s severe social, economic, ethnic, and cultural shifts. The story of the changing terrain of the Park during this time period reflects an equally tumultuous period of history in Los Angeles and nationally. Like other pockets of the city experiencing socio-economic tension and abandoned by the ruling elite, the Park succumbed to territorial claims and increasing gang activity. 
In collaboration with the phenomenal students at HOLA Visual Arts, Nery and his team of young artists will initiate  Reflections in Lafayette Park: Reimagining an Urban Oasis. Reflections is a multi-year, NEH funded project with LAPL, UCLA CityLAB, the Hammer, The Huntington, LACMA, over a dozen emerging and established contemporary artists, and the HOLA community. As HOLA’s first artist residency program since the global pandemic, this location and its parenting project serve as the ideal site for HOLA’s interdisciplinary collaborations: humanities scholars working in tandem with curators, artists, and community members to activate the Library’s outdoor abandoned green spaces.

The Wasteland
Because the world of Fallout is post nuclear war America, understanding the physical geography of the world is not a challenge.  We know for certain that the West Coast, New England, and DC have substantial communities (games have only taken place in these regions) so understanding these regions and their relations may be helpful.  Nevertheless, keeping track of the factions of the Wasteland is the difficult but most crucial part of understanding this dead world.
Below are the major factions of the Fallout Universe
1. Brotherhood of Steel

The Brotherhood of Steel is one of the most prominent and technologically advanced groups within the Wasteland, being featured in several Fallout titles and having a strong presence on both the East and West coasts of the former USA.  They are easily recognizable by their prewar power-armor and advanced weaponry. 
Traditionally, the Brotherhood’s main objectives were to preserve prewar technology and history, and to continue the advance of technology, however these days it seems that they focus more on the later for creating weapons. The Brotherhood aims to prevent mankind from destroying itself again by preventing technology getting into the wrong hands.  Despite what appears to be a noble goal, in the eyes of the Brotherhood, “wrong hands” tends to mean anyone is not one of them.
The Brotherhood often avoids meddling with the affairs of other civilians (especially when asking for aid), viewing them as intellectual inferiors but the Eastern faction has seemingly strayed away from the original beliefs established by the Brotherhood.  In the Capital Wasteland (D.C. area), the Eastern Faction of the Brotherhood fought for the betterment of the locals whether it be by protecting them from the Super Mutants or fighting the Enclave to help establish a water purification system by the Jefferson Memorial.
In the East, this group is often at arms against the Super Mutants and Enclave while in the West, this group has quarreled with the NCR but after being defeated, has remained seemingly in hiding in the New Vegas (former Las Vegas) area.
Most recently, The Brotherhood was responsible (player dependent) for Project Purity in the Capital Wasteland (water purification system in DC), the apparent destruction of the Enclave (player dependent) in the East Coast.  In the Vegas area, the Brotherhood was driven out of a strategic military installation by the NCR and either aided them in the Battle for Hoover Dam against the Legion or reclaimed Helios One only to lose it if the Legion won (all player dependent).  In Boston, the Eastern Chapter of the Brotherhood arrived in strength to end the Institute and depending on the actions of the player, succeeded in doing so, or collapsed before their plans came to fruition.
In comparison to most factions, the Brotherhood can be viewed as a morally “good” faction.  Their willingness to serve the people of D.C. (note this faction was controversial and many believed they were betraying the original mission of the Brotherhood), address the “Synth-problem” (will be addressed later on) in Boston, and potentially aid the NCR in their fight against the Legion (major slaving faction that modeled themselves after Caesar’s Legion) has led them to be viewed in a more positive light by many players.  However, the Brotherhood’s tendency to strip valuable technology from locals and outright refusal to adapt their laws (see Institute below for more information) has caused them to also be seen as being impractical, arrogant, and even genocidal when it comes to cleansing of heavily irradiated beings.  They may be considered one of the good guys in this world, but as will be seen, there is really no such absolutes in the Wasteland.
2. Enclave

The Enclave is one of the most dangerous groups within the Wasteland. Although they are few in numbers, they have the most advanced military weapons (outside of the Aliens surrounding Earth) and are always involved in some scheme to “rightfully reclaim their country.”  
The Enclave can trace its origins back to the top politicians, businessman, and generals of the US before the bombs fell.  These so-called “elite” secretly constructed a vault in an offshore oil rig in order to survive the inevitable war and eventually rebuild the US in their image.  
As the vaults slowly opened and humans started to rebuild, there was no sign of the Enclave to help out.  Within a few decades, the original government was nearly forgotten.  Understandably, when the Enclave finally revealed themselves, few trusted them, and fewer cared about this socalled “America” they wanted to rebuild.  
This did not stop the Enclave from kidnapping entire villages to be used as research subjects to advance their own technology or their eventual attempts to purge the Wasteland of all of those they deemed as not being “true Americans.” The same people who claimed to be America’s future performed horrid research on fellow Americans whether it be via the vault experiments conducted by VaultTech or the adaption of the FEV virus to turn human beings into Super Mutants.  The Enclave can be best described as Machiavellian when it comes to their goals to rebuild the US. 
Most recently the Enclave flocked to D.C. after their offshore military base was destroyed.  In D.C., they attempted to thwart Project Purity and even try to convince the player to sabotage it by inserting a strain of FEV into the water supply so anyone whose DNA has been too damaged will be killed.  Small bands of Enclave have been spotted in the Mojave but as far as we know, the Enclave died in the Capital Wasteland.  It is quite possible they are still in hiding and scheming, but as of now, it is believed that they fell after the demise of Adam’s Air-force Base.  
3. Super Mutants

During the Great War, bioweapons were being used heavily by the Chinese to reek havoc.  As a result, researchers in the US started to look into genetically modifying human beings to be immune to all diseases; thus the advent of the FEV: Forced Evolution Virus.  Although the FEV was effective in making bioweapon resistant beings, the cost was high.  Individuals affected by the virus, most of whom died, would have to undergo an excruciating transformation which stripped away most of their memories, intelligence, fertility, and humanity.  Despite these side effects, VaultTech introduced the FEV virus to a vault (shelter for nuclear blasts) unbeknownst to those living there. Most died brutally but those who did survive would become some of the first Super Mutants to roam the Wasteland.  
Similar to the origins of the original Super Mutants, most current Super Mutants had the FEV forced upon them, but instead of it being done by a corporation, it was done by other Super Mutants.  Super Mutants, despite their low intelligence, were able to figure out that they could force the FEV onto humans in order to create more of them.  As a result, humanity was almost extinguished during the early days of the Wasteland.
Now, Super Mutants can be seen roaming all over the US, ranging from the Mojave to Boston.  Most are violent and will either kill or kidnap other humans in order to create more Super Mutants but some remarkably have been able to retain some memories and intelligence and thus do not attack human beings.  
It is easy to classify Super Mutants has monsters or scourges of the dead world, but many would argue that they are victims of human cruelty and betrayal.  The original Mutants had been forced or tricked and all future Super Mutants were stripped of their humanity by other Mutants.  Had they not nearly destroyed humanity or kill so many humans, many may even take pity on these creatures.  However, the Enclave, NCR and Brotherhood in particular have showed little remorse when it comes to cleansing the streets of these mutants.  
4. New California Republic (NCR)

The current holders of New Vegas, the NCR have a waining control over all land West of Hoover Dam.  What started out as a few settlements started by dwellers of Vault 15 grew to become the major government of the Mojave and one of the largest factions within the Wasteland.  
Although they lack an arsenal as advanced as the Brotherhood, the organization and sheer numbers of the NCR has allowed them to continuously expand into the East.  They even successfully drove out the Brotherhood from Helios One, a strategic energy plant.  Their goal to build a nation, state by state, was unchallenged until they faced Caesar’s Legion.  The rapid expansion of the NCR would haunt them as the Legion seemed to be unstoppable.  Eventually the Legion marched on Hoover Dam but after losing much of their forces, the Legion was forced to withdraw and the NCR now had a tenuous claim of the West.  However, the victory was short lived and soon the Legion would again attempt to claim the dam.  Depending on the actions of the player, the NCR is either forced West by the Legion/Mr.House/player or the NCR is able to cripple the Legion and gain a strong foothold of the southwest.
The NCR most closely resembles the old US government; they have a democratically elected president, a military structure that resembles the prewar US military, there is a separation between military and government, and the military serves the people instead of vice versa.  Unlike all other factions the NCR aims to become a nation by the people, for the people. They encourage trade within their borders, protect settlements from invaders, elect government officials, provide power for the people, and even support attractions such as New Vegas. By far, the NCR models a prewar government more than any other group.
The NCR aims to build a nation for its people.  However like any other faction with noble goals, the ends justify the means.  The NCR has brutally purged gang settlements without discrimination.  One particular example would be the Bitter Springs massacre.  At the time, he Khans, a local gang/tribe, had been terrorizing multiple NCR settlements; kidnapping children, killing innocents, and finally the NCR decided to end this.  They surrounded the Khan settlement at Bitter Springs.  As the Khan women, children and sick tried to escape from a back entrance, the NCR opened fire from all directions, slaughtering everyone, indiscriminately within the village.  Officially the NCR called it a miscommunication while others who were at Bitter Springs outright refuse to talk about the events or acknowledge that the event even occurred.  This isn’t the only time where official and individual counts of such atrocities has differed and it raises the question of what the NCR won’t do to expand it’s borders or protect its own.
5. The Institute

When the bomb fells, many of the scientists of MIT took shelter in an underground bunker within the campus.  Unlike most other shelters where inhabitants focused solely on survival, the scientists within the Institute aimed to continue their progress in science.  Their studies ranged from curing the FEV for Super Mutants to creating androids that would be indistinguishable from mankind. 
The Institute aims to advance science for the betterment of mankind.  As is the common theme in the Fallout universe, there is always a cost.  In this case, the cost is a long list starting with something as small as being the root cause of Super Mutants existing within Boston and ending with the kidnapping and replacement of individuals within Boston to have enough control to influence the Common Wealth.  As mentioned earlier, the Institute has developed androids aka synths, that are indistinguishable from human beings.  They have killed and replaced countless individuals within the Boston area and still, they claim that it is for the advancement of mankind.  To make matters worse, the Commonwealth has become panic-stricken to the point where family members have killed each other just on a slight suspicion that their loved ones have been replaced.  In addition to trying to indirectly control the local politics, the Institute have sent death squads to exterminate anyone who fails to meet their demands or hordes tech that they desire.  Finally, the most controversial piece of the Institute is the treatment of the synths.  As stated earlier, the synths are indistinguishable from other humans.  Some have developed self-awareness and a couple have even lived life never knowing that they were man-made. Despite this, the Institute deems the synths as property and calls such behavior a malfunction.  Many synths have attempted to escaped with the help of the Railroad, but most get caught and are either destroyed or reset.  All of this together, it is clear that the Institute is a polarizing group within the Commonwealth.
Unlike the rest of the world, the Institute has not had to endure the hardship of a radioactive world because they live in a state of the art facility underneath the ruins of MIT. This has allowed them to flourish in comparison to most.  Even if research is done above ground, synths or contractors are hired to handle the work.  As a result, the Institute has little direct interaction with the rest of the world which furthers the distrust the rest feel towards the institute.  
The Institute, being a source of advanced technology (particularly synths) has caused the Brotherhood of Steel to take interest in them.  In Boston, these two groups are currently at war, the Brotherhood hoping to gain access to their tech and remove the “abominations called synths” while the Institute hopes to defend itself and further its own agenda.  Depending on the choice of the player, the Institute either succeeds in thwarting the Brotherhood and Railroad and successfully build a nuclear reactor to power their facility or be destroyed by their own reactor.  
6. Railroad

This Boston-based faction is one of the few factions whose intentions are clear cut: they aim to free the synths from captivity.  The Railroad’s origins are unclear but they were present during the events of the Enclave Brotherhood war in the Capital Wasteland. 
The Railroad is not as clandestine as the Enclave or Institute but they do their best to keep a low profile; the only way of communicating with them be via following “the Freedom Trail” or being contacted by one of them.  
Because of their mission, the Railroad often butts heads with the Institute.  The Railroad has succeeded a few times in stealing/freeing synths however the Institute Coursers (assassin androids) have been successful in eliminating many Railroad threats and returning their “property.”  In addition to the Institute, the Brotherhood has butted heads with the Railroad due to conflicting views on Synths; the Brotherhood believing that they are the dangerous bastardization of technology while the Railroad views them as humans.  Depending on the player’s actions, the Railroads are either eradicated by the Institute or Brotherhood, or they succeed in working with the Brotherhood to take down the Institute.

These are just 6 major factions within the Fallout world.  Many others play a major role and may be discussed later on in this blog.  By introducing these groups I hope that you have a better understanding of the Wasteland

In the forgotten past, humanity reached for the stars, crafting Hosts to serve and fight. But when the machines rebelled, a fragile peace reigned for fifty years.
