DEVELOPING STORY: Manila Central Post Office explosion halts new ID Applications for both UMID and Postal IDs
MANILA, NATIONAL CAPITAL REGION -- A car battery explosion at the Manila Central Post Office (MCPO) was led to a temporary or indefinite suspension of new ID applications for two widely used identification cards in the Philippines - the Unified Multi-Purpose ID (UMID) and the Philippine Postal ID. The late incident occurred on Sunday (May 21st, 2023 -- Manila local time) causing significant damage to the post office building and disrupting its operations. Several reports by the Bureau of Fire Protection (BFP) indicate that a faulty battery caused the explosion.
In a text message obtained to OneNETnews, the officials of Social Security System (SSS) and Philippine Postal Corporation (PHLPost) releases a disclosed statement: "We would like to inform the public that the new ID applications for both UMID and Postal IDs are temporarily unavailable at the Manila Central Post Office (MCPO) following the car battery explosion incident", the said statement read.
SSS and Government Service Insurance System (GSIS) manage the UMID card, which provides beneficiaries with access to various government services. The program was introduced in 2010, a decade before the CoViD-19 pandemic years to streamline services. National media reports say that the government agencies like the Department of Health (DOH), the Department of Social Welfare and Development (DSWD) and the Philippine Health Insurance Corporation (PhilHealth-IC) accepts UMID cards.
The Postal ID however, is a convenient alternative to a primary ID that is both convenient and affordable. It is accepted by the Philippine government and private institutions for various purposes such as proof of identity as E-Wallets and banking, transaction verification and eligibility for discounts on certain products and services. Applicants who were planning to obtain neither the UMID, Postal ID or both are advised to temporarily seek alternative options while repairs and investigations are ongoing at the affected national post office. Residents can explore other government-issued identification cards such as the Driver's License, Passport or the Voter's ID to fulfill their identification requirements.
Officials from PHLPost have yet to announce an estimated date for when new ID applications for UMID and Postal IDs will resume sooner at the MCPO. It is recommended that individuals to stay updated through official announcements from the aforesaid government mailing company regarding the availability of the services affected by the incident. Post office facilities should prioritize safety measures to prevent such incidents from occurring again. BFP investigators are currently investigating the cause of the explosion and addressing any potential negligence or lapses in safety protocols.

Here in Dumaguete alone, new ID applications of UMID confirms that the contract was expired indefinitely with no potential date of resumption on SSS. While the PHLPost branch office in Santa Catalina Street completely goes out of order, leaving no applicants were applied and to pay a one-time fee either the Regular or Rush applicants.
As authorities work towards restoring normal operations in 2024 or later and ensuring the safety of postal facilities, the public is urged to remain patient and cooperative with the necessary adjustments implemented during this temporary or indefinite suspension of ID application services for both UMID and Postal IDs.

Week 13
In week 13, we had a presentation about developing an assessment tool group project. Our presentation gives an overview of our chosen organization -the Philippines Department of Social Welfare and Development (DSWD). We introduced the role and history that DSWD contributes to social services, including social protection, disaster response, and community support. We identified significant gaps in IT infrastructure covering different criteria for in-house IT developers, insufficient funding, and inadequate communication systems. Additionally, we developed an evaluation tool using various criteria to assess the suitability of emerging technologies like cloud computing, blockchain, and the Internet of Things (IoT). After providing three evaluation tools, cloud computing will be the most beneficial solution, which improve the best solution for disaster recovery, scalability, and cost efficiency. Our recommendations highlight how this technology can enhance DSWD's operational effectiveness and support its mission to deliver robust social services.

On Wednesday, 1,905 beneficiaries from various towns in Agusan del Norte each received PHP3,000 in cash aid through the DSWD's AKAP initiative. This marks the second round of payouts since the program's launch on May 18, targeting the municipalities of Kitcharao, Jabonga, Santiago, Tubay, Magallanes, Remedios T. I realized the information was true when I was included in the list and interviewed,” he said.   Celia’s Relief: Celia, a 24-year-old working mother from Santiago, expressed her gratitude for the assistance. “The crisis has also affected my family. The AKAP assistance I receive will sustain my family's needs, especially my three children,” she mentioned.   Government Support and Implementation The distribution of the AKAP funds was facilitated by Agusan del Norte 2nd District Rep. Davao Regional Flood: Romualdez Allocates P150M for Victims

The National Risk Reduction and Management Council stated that there are currently floods in approximately 66 locations in Davao del Norte, and landslides have occurred in 44 areas in Davao de Oro, as per the Davao City Information Office.
In response to the devastating Davao Regional floods wreaking havoc in the Davao region, Speaker Martin Romualdez has endorsed a financial aid package of up to P150 million to support victims in their recovery from the detrimental impact of heavy rainfall.
The aid comprises 21,000 food packs drawn from the Speaker's personal calamity funds, supplemented by an additional 30,000 food packs provided by the Department of Social Welfare and Development (DSWD).
The financial aid, distributed through the DSWD's Assistance to Individuals in Crisis Situations program, is allocated to various Davao lawmakers and local government executives.
Breakdowns include P20 million each for Davao de Oro Reps. Maricar Zamora and Ruwel Gonzaga, Davao Oriental Reps. Cheeno Almario and Nelson Dayanghirang, Davao del Norte Rep. Aldu Dujali, PBA Party-list Rep. Migz Nograles, Davao del Norte Vice Gov. Oyo Uy, and Davao de Oro Vice Governor Tyron Uy.
Additionally, 21,000 food packs have been dispatched to Davao del Norte, Davao Oriental, and Davao de Oro for affected families. The Office of Civil Defense-Davao reported 455 families evacuated and severely affected as the region faced widespread Davao regional floods, damaged bridges, and triggered landslides due to continuous heavy rains.

On Thursday, a resident inspected the vehicles carried away by the floods that impacted Samantha Homes Subdivision in Barangay Bago Gallera, Davao City, on Wednesday night.
Specific incidents were noted in Maragusan, Davao de Oro, where three people died in a landslide, prompting ongoing search and rescue efforts for Davao regional flood. In Caraga, Davao Oriental, two men buried in the soil due to landslides are subjects of ongoing search and rescue operations.

Ito ang dahilan kung bakit nagpoprotesta sila sa mga may-ari ng sakahan dahil nahihirapan sila sa kanilang kabuhayan.
Maraming pamilya sa Pilipinas ay nagugutom at nagdurusa sa iba’t ibang problema dahil sa pagkukulang nila. Ayon sa tatlong survey na isinagawa ng Department of Social Welfare and Development (DSWD), may mga 5.6 milyong pamilya ang nasa kahirapan noong 2022 at higit sa 1 milyong pamilya ang nahihirapan dahil wala silang kuryente. Ito ay mas marami sa 5.2 milyong pamilya na natukoy na mahirap sa Listahanan 2 survey noong 2015. Ang kabuuang pagtaas ng kahirapan sa nakalipas na ilang taon ayon kay Andrew Ambubuyog noong Press Conference noong Nobyembre 23 ay dahil sa pagkawala ng trabaho sa panahon ng pandemya.

(2nd & FINAL UPDATE) DUMAGUETE, NEGROS ORIENTAL -- Almost close to a thousand Dumagueteño residents have all participated the financial cash assistance, which to be turned in altogether with needed legal documents in their barangays, and government IDs whether if you're a regular Stevedore(s), Senior Citizens (SC), or Persons with Disability (PWD) individuals as later prioritized at the 'Lamberto Lajato Macias Sports and Cultural Complex' (LLMSCC) last Friday morning (September 6th, 2024 at 8am -- Dumaguete local time).
It quietly resumed the cash assistance programme, needed by the desperate waiting local communities for much-needed support, after almost 2 months of delays from mid-July 2024, resulting severely limited government budget in taxpayer pesos.
The Department of Social Welfare and Development - Region 7 (DSWD-R7) distributed the cash aid to be paid out locally through the 'Ayuda sa Kapos ang Kita Program' (AKAP), which exclusively targets low to no income or minimum-wage earners. Officials from the Local Government Units (LGUs) in this said city to be paying out from the disbursement desk, shortly following after the interview to look for a job that suits your needs via online remote work or physically in-person, and is more likely to get you hired.
Intially launched in the late-mid May 2024, AKAP is a social protection program of DSWD that provides cash aid to individuals and families belonging to minimum-wage earners who may have regular income but not enough for their daily subsistence. The local government in Dumaguete has made a clear commitment to supporting vulnerable members within their community through this program mentioned above. The financial hardship faced by many local residents has been eased by the resumption of disbursement, which faced some delays at the treasury office.
Because of public service for the whole Dumagueteños as both independent sources and text messages told OneNETnews, the local government of Dumaguete City pays you directly from the taxpayer government authorities to the eligibly qualified Stevedores, SCs and PWDs, all were receiving at PHP3,000 each (or approximately U$D54 per head).
This will, not only address instant financial needs, but will also create ways for beneficiaries to get employed, thus securing their economic stability in the longer term. Over time, it is likely that Stevedores, PWDs and other qualified persons; will continue to have their lives positively affected by the programme in general, adding to the general well-being of the entire community during these extremely challenging times in life.
Besides, cash aid, and partially for those of them for Senior Citizens & PWDs combined… The Civil Service Commission (CSC) of the Philippines is set to mark its 124th anniversary, with a month-long celebration themed "Transforming Public Service in the Next Decade: Honing Agile and Future-Ready Servant-Heroes". The anniversary highlights the importance of a sustainable and future-ready civil service through various events, including a nationwide government job fair, medical missions and a leadership symposium.
The anniversary celebration recently launched on Thursday (August 1st, 2024) thru Monday (September 30th, 2024), stated from a press conference at the Philippine Information Agency (PIA) in 'Visayas Avenue, Quezon City, Manila'. The CSC's anniversary celebration is part of the Philippine Civil Service Anniversary (PCSA), which is observed annually in every September of the month, as declared by Presidential Proclamation #1050.
Major activities will engage public servants, offer community services, and acknowledge the contributions to the civil service. CSC ensures that all government agencies are active participants, thereby making this event an inclusive activity supporting senior citizens as well as persons with disabilities. Our project aims to develop a comprehensive assessment tool for the Philippines Department of Social Welfare and Development (DSWD). The primary focus is to identify and address the significant IT gaps within the organization, particularly in the Disaster Vulnerability Assessment and Profiling Project (DVAPP). Our analysis identified several key areas needing improvement, including in-house IT developers, insufficient business continuity plans, inadequate IT infrastructure and funding, ineffective communication systems, and security vulnerabilities. By targeting these gaps, our project seeks to enhance the DSWD's IT capabilities, ensuring more efficient and reliable service delivery, especially in disaster preparedness and response. Additionally, we use different analyzing tools, including SWOT analysis and Cynefin Framework, to improve their operational efficiency and service quality.
