FOLLOW-UP REPORT: Environmental Advocacy and Toxic Watchdog Group 'BAN Toxics' supports nationwide Firecracker Ban with the DILG, ensuring safer and healthier Year-End Celebrations
Tumblr media
QUEZON, MANILA -- Prominent environmental advocacy and toxic watchdog group 'BAN Toxics' has expressed its support for the Department of Interior and Local Government's (DILG) call for a nationwide ban on firecrackers throughout late-2023 and beyond, extending into late-December 2024 or subsequent years, encompassing not only the entirety of the Philippines but also the regions of Central Visayas and Dumaguete City in Negros Oriental. The group has launched a nationwide campaign last early mid-December 2023 called "Iwas Paputok, Iwas Disgrasya at Iwas Polusyon" (Avoid Fireworks, Accidents and Pollution) to promote a safer and healthier holiday season for all.
Tumblr media
Highlighting the inherent risks to public health and the environment associated with the use of firecrackers during festive periods, BAN Toxics references and research indicate that there are toxic chemicals present in these celebratory devices, which could cause respiratory issues, skin irritations, and other health issues. Moreover, the environmental impact of these festive explosives cannot be seriously ignored, which can later contribute to air and water pollution.
Thus, on Wednesday (December 20th, 2023), BAN Toxics is effectively urged its local government units (LGUs) to enact ordinances prohibiting the sale and use of firecrackers within their respective jurisdictions.

The success of similar bans in areas like Davao City in the same name of the region, which has had a firecracker ban in place since mid-October in 2002.
The DILG has also expressed its support for a nationwide ban on firecrackers in some aforementioned regions. DILG Secretary named Benjamin "Benhur" de Castro Abalos Jr., former mayor of Mandaluyong in Metro Manila, also urges LGUs to take proactive measures to prevent firecracker-related injuries during the holiday season: "We support a shift to a safer holiday season in the country. We need to remember 'safety first' for our children and the community from the health and environmental pollutants from firecrackers", Toxics Campaigner of BAN Toxics named Thony Dizon said.
The call for a comprehensive ban on firecrackers comes at a time when the Philippines, including Negros Oriental for example, is still in the throes of the post-Coronavirus Disease-19 (CoViD-19) pandemic. The DILG has pointed out that people should still enjoy a safe and healthy holiday season, and has called on the public to be aware of it to yourself.
The said nationwide campaign "Iwas Paputok, Iwas Disgrasya at Iwas Polusyon", launched by BAN Toxics, receives widespread acclaim from the public and local officials alike.
Tumblr media
This initiative aims to promote a toxic-free and waste-free Christmas and New Year celebration while encouraging alternative ways to enjoy the holiday seasons and new year's eve such as "Torotot" or horn-shaped trumpets.
"To ensure a safer celebration for the coming year, BAN Toxics urge the local government officials to enact an ordinance banning the sale and use of firecrackers to safeguard and protect human health, especially that of children and the environment", the toxic watchdog group added.
BAN Toxics encourages to the public to support the campaign by refraining from using firecrackers and other such illegal pyrotechnic devices, in celebrating the coming holiday season and New Year's Eve by the early first week of 2024. It has also urged local officials to strictly enforce now-existing ordinances, as well as to create new ones prohibiting the sale and use of firecrackers all across the Philippine archipelago.
As the holiday season approaches next week on Monday (December 25th, 2023), BAN Toxics and the DILG call upon each and every individual to contribute to a safer and healthier celebration. Through refraining from the use of firecrackers and adhering to health and safety guidelines, collective efforts can mitigate firecracker-related injuries and curb the potential spread of CoViD-19.

PAGCOR Denies Responsibility for Bamban Mayor Alice Guo Suspension
PAGCOR Denies Responsibility for Bamban Mayor Alice Guo Suspension Amid Allegations of Illegal POGO Operations
In a recent development, the Philippine Amusement and Gaming Corporation (PAGCOR) has firmly denied any responsibility for the suspension of the mayor of Bamban, following accusations from the attorneys of Alice Guo. The suspension, potentially lasting six months, is contingent upon the findings of Guo’s involvement in unlawful Philippine Offshore Gaming Operator (POGO) activities.
Alice Guo’s legal team has argued that the charges brought against her by the Department of Interior and Local Government (DILG) are a direct result of PAGCOR’s actions. However, PAGCOR has countered these claims, clarifying that their sole mandate is to issue licenses in compliance with regulatory standards. The organization stressed that they hold no authority over building inspections or the issuance of local permits.
The controversy intensified after a March raid on Zun Yuan Technology Inc., which was suspected of engaging in human trafficking and fraudulent schemes. PAGCOR confirmed that Zun Yuan Technology Inc. held a valid provisional license, granted in October 2023. Furthermore, PAGCOR had deployed representatives to oversee the company’s operations within the designated Baofu Land Development compound.
Amid the ongoing investigation, the employment of 49 Bamban police officers has been terminated, adding another layer of complexity to the situation.
The unfolding events continue to capture significant attention, with all eyes on the forthcoming investigation results that will determine the fate of Alice Guo and the implicated officials.

Farm-to-market-road kaagapay sa tagumpay ng magsasaka
Tumblr media
SAN ILDEFONSO, BULACAN: Farm-to-market-road.

The police said that after their inventory with the Philippine Drug Enforcement Agency (PDEA) the actual weight of their seized drugs on April 15 was 1,424.253 kilos, and not 1.8 tons. This means that the estimated value should be P9.8 billion, and not P13.3 billion, as earlier reported.
Department of the Interior and Local Government (DILG) Secretary Benhur Abalos, who oversees the PNP, was quick to explain and held a press conference to clear the air. Abalos said the initial value was only based on their estimation.
One can argue that the mistake can simply be attributed to human error; an honest mistake. But the PNP manual is clear: for warrantless seizures of drugs such as in buy busts, the integrity of the seized items must be preserved.
Marcos was mighty proud of the Monday drug operation. In fact, Marcos himself went to Batangas to inspect the confiscated shabu. The operation came in handy for him to highlight his “different approach” against illegal drugs.
(This is the biggest shipment of shabu that we’ve seized, but not one person died. No one died, no one was shot, no one was hurt. All we did was to operate carefully, because that should be the approach.) [Marcos said.]
Human rights group iDEFEND pointed out the government’s continuing war on drugs policy. So far, Marcos has yet to repeal or retract former Rodrigo Duterte’s memorandum that operationalized Oplan Tokhang, where police officers were told they can “neutralize” resisting suspects.
“This should be the norm, not the exception. Ph (Philippine) drug war continues to kill with impunity. Without repealing national policy on Tokhang, without prosecution of EJKs (extrajudicial killings), it remains lethal to Filipinos,” the group said.
There have been 621 drug-related killings under the Marcos administration, as of April 15, based on the monitoring of Dahas Project. The initiative is led by the University of the Philippines’ Third World Studies center and aims to monitor and record drug-related killings in the country.
