Nature, culture and colonial power were inextricably implicated in the production of scientific knowledge and of colonial society. [...] The establishment the Public Works Department in 1854 provided fresh impetus for the deployment of science and technology in grappling with problems precipitated by colonial rule. The irrigation projects were expanded to include the railways (1849), the telegraph (1852), and the postal system (1850). Together, they represented the largest state-sponsored enterprise undertaken anywhere at that time. Lord Dalhousie, under whose tenure these projects were inaugurated, declared the railways, the telegraph and the postal system as the ‘three great engines of social improvement’.

India’s Lok Sabha Election (1440) The world’s largest democratic elections begin in India today as nearly 1 billion voters head to the polls. Over the next six weeks, voters will determine the composition of the 543-member Lok Sabha, the lower house of India’s parliament responsible for nominating a prime minister. Prime Minister Narendra Modi and his Hindu-nationalist Bharatiya Janata Party are seeking a third consecutive term against a coalition of parties called the Indian National Developmental Inclusive Alliance. A simple majority of 272 seats is needed to rule for the five-year term—BJP won 303 seats last election. Economic concerns, particularly inflation and unemployment, are chief issues among voters. Nearly half of China's major cities are sinking, researchers say (Reuters) Nearly half of China's major cities are suffering "moderate to severe" levels of subsidence, putting millions of people at risk of flooding especially as sea levels rise, according to a study of nationwide satellite data released on Friday. The authors of the paper, published by the journal Science, found 45% of China's urban land was sinking faster than 3 millimetres per year, with 16% at more than 10 mm per year, driven not only by declining water tables but also the sheer weight of the built environment. With China's urban population already in excess of 900 million people, "even a small portion of subsiding land in China could therefore translate into a substantial threat to urban life," said the team of researchers led by Ao Zurui of the South China Normal University. Subsidence already costs China more than 7.5 billion yuan ($1.04 billion) in annual losses, and within the next century, nearly a quarter of coastal land could actually be lower than sea levels, putting hundreds of millions of people at an even greater risk of inundation.
Iranians both nervous and relieved after narrow Israeli strike (Washington Post) An uneasy calm settled over Iran on Friday as residents took stock of Israel’s pre-dawn strike in the central province of Isfahan. The attack, which was narrow in scope, appeared aimed at de-escalating tensions, analysts and officials said, after a massive Iranian missile and drone attack against Israel last week. But Iranians in Isfahan, which hosts sensitive military and nuclear facilities, said the strike was a reminder of how close the country has come to an all-out war, after years in which Israel and Iran fought mainly in the shadows. Soldiers who lost limbs in Gaza fighting are finding healing on Israel’s amputee soccer team (AP) When Ben Binyamin was left for dead, his right leg blown off during the Hamas attack on the Tribe of Nova music festival, the Israeli professional soccer player thought he would never again play the game he loved. “When I woke up,” the 29-year-old said, “I felt I was going to spend the rest of my life in a wheelchair.” Then Binyamin learned about a chance to be “normal” again: Israel’s national amputee soccer team. “It’s the best thing in my life,” said 1st Sgt. Omer Glikstal of the team’s twice-weekly practices at a stadium in the Tel Aviv suburb of Ramat Gan. “It’s a very different game than I used to play, but in the end, it’s the same,” he said. Israel blames Gaza starvation on U.N. (CBS News) Under pressure from the U.S. and other allies to flood the Gaza Strip with humanitarian aid, Israel insists it’s doing everything it can, and it blames the United Nations for the starvation of thousands of Palestinians in the war-torn enclave. In a Wednesday morning social media post, the Israeli government said it had “scaled up our capabilities” and it included a video clip showing hundreds of white containers that it said were loaded with aid and waiting for collection inside Gaza. The United Nations says it’s not just about getting food into Gaza, but distributing it once it reaches the territory. U.N. aid agencies say those operations have been severely hindered by the almost total destruction of Gaza’s civilian infrastructure. Many roads have been blown up, along with health, water, sanitation and food production facilities. Humanitarian workers do what they can. The demand to fill bowl after bowl at emergency food distribution points is never ending. Still, a third of children under the age of two in Gaza are currently acutely malnourished, according to the U.N. children’s charity UNICE.
Drought Pushes Millions Into ‘Acute Hunger’ in Southern Africa (NYT) An estimated 20 million people in southern Africa are facing what the United Nations calls “acute hunger” as one of the worst droughts in more than four decades shrivels crops, decimates livestock and, after years of rising food prices brought on by pandemic and war, spikes the price of corn, the region’s staple crop. Malawi, Zambia and Zimbabwe have all declared national emergencies. It is a bitter foretaste of what a warming climate is projected to bring to a region that’s likely to be acutely affected by climate change, though scientists said on Thursday that the current drought is more driven by the natural weather cycle known as El Niño than by global warming. Its effects are all the more punishing because in the past few years the region had been hit by cyclones, unusually heavy rains and a widening outbreak of cholera.
A Little Bit of Dirt Is Good for You (NYT) Scientists have long known that a little dirt can be good for you. Research has suggested that people who grow up on farms, for instance, have lower rates of Crohn’s disease, asthma and allergies, likely because of their exposure to a diverse array of microbes. In the 1970s, scientists even found a soil-dwelling bacterium, called Mycobacterium vaccae, that has an anti-inflammatory effect on our brains, possibly both lowering stress and improving our immune response to it. When we’re touching soil or even just out in nature, “we’re breathing in a tremendous amount of microbial diversity,” said Christopher A. Lowry, a professor of integrative physiology at the University of Colorado Boulder. A recent Finnish experiment found that children attending urban day cares where a native “forest floor” had been planted had both a stronger immune system and a healthier microbiome than those attending day cares with gravel yards—and continued to have beneficial gut and skin bacteria two years later. It’s not just good for kids; adults can also benefit from exposure to soil-dwelling microbes, Dr. Lowry said. So this spring, make a little time to go outside and get grimy.

Should the reservation system be removed from India? The reservation system was implemented in India after the partition of 1947 to provide affirmative action for SC, ST, and OBC people, and to ensure adequate representation in government jobs and educational institutions. 
However, till today the reservation system is hosting a bitter debate between politicians, social activists, and students. The reservation system should be removed from India. It is a kind of reservation. Everyone has his own point of view about reservations. 
As per research conducted by schools in Mumbai most people think that it is helpful and useful for the poor people in India. But I think otherwise. It is not useful for the poor people and it also gives rise to some problems. So, it should be removed from India.
The reservation system was implemented in India by the British empire to uplift the lower classes in India. The system has been a great success and probably has lifted millions out of poverty. 
Another survey done by schools in Pune Today, it is time to remove the reservation system from India. In this article, I will explain my argument for its removal. The reservation system has many consequences and both positive and negative.
 It is proven to be beneficial for the weaker section of the society but also has many cons, which if considered will deteriorate the social system as a whole.    
The reservation system has been a part of our lives since independence and despite that, most of the populations still can't get their education or jobs as per their caste.
 In 2016, the government of India issued a draft bill proposing to remove Section 15(1) and (2), which allow for discrimination on the basis of caste and permit the exclusion of some citizens from public goods and services such as schools, hospitals, and public transport.
Reservation is a controversial topic in India. The origin of the reservation in India can be traced back to the historical discrimination meted out to particular castes or tribes for centuries. The first attempt at the reservation was made by the Britishers with an act called the Communal G.O in 1882 which was for the backward classes like Sudras, Harijans, and Tribals. 
It was later repealed in 1902 and reintroduced again in 1909 as a Communal award (Lingayat). Then, the reservation was introduced by the Indian National Congress (INC) in 1935 mainly for backward classes like scheduled caste and scheduled tribe in government jobs, education, etc.
 Later, the reservation was stopped during the period of British rule but continued after the independence of India through constitutional provision.
Now, reservation has become one of the significant topics to debate in both parliament and public places. Many political parties also built their election manifesto based on this issue only to come into power. 
This issue is also used as a political tool to win elections as well as to gain votes by giving false promises.
In a bold move, the Modi government announced last week that it would do away with the reservation system in India. The decision has been welcomed by large sections of society, but there are still some people who think that reservations should be kept.
I'm one of those people. Reservation has done so much for the country, and it should not be removed until a more robust alternative is found to help backward sections of society.
First of all, we should look at how far we've come in the 30 years since the reservation was first introduced. Back then, most Dalits were illiterate and oppressed by upper-caste Hindus. 
Today, they have made such great strides in education and employment that they occupy significant positions in several companies and institutions across the country. This is clearly due to the reservation policy.
The reason why I feel reservation should not be abolished is that it will affect these communities adversely. If you take away their quota, they will be unable to compete with richer students from big cities who have had access to better education since childhood. 
The only way to ensure equality is to provide them with the same benefits as rich students get — and that's exactly what reservation does.
For example, if a college has a 60% reservation for SC/ST students, then it means that about 20% of the seats are set aside for students who have a poor academic record and have to work extra hard because of their poor family background. 
But when you reserve 60% of the seats, you are actually saying that 60% of the seats are reserved only for those students who can’t make it otherwise!
What happens is – that these reserved seats go vacant if nobody applies for them. In that case, they are rolled over to the general category and hence reduce the total number of seats available in the general category!
 So even though there was no need to reserve those seats, they have been reserved and now there are fewer seats in the general category! This is how reservation policy is implemented in practice!

Machilipatnam, or Masulipatnam, which once flourished as a cosmopolitan town during the British Raj, was full of activity. Later, it was thrown into a dead dock due to multiple reasons. The port city, which once had a glorious past, is now affected due to the present state of affairs. How did the Machilipatnam port become uncompetitive compared to the other port cities like Visakhapatnam? Let’s dive into it.

There were colourful boats lined up at the canal in an ideal way, and there were no preparations undertaken to sail into the sea due to the off-season. All those associated with the fishing and allied activities were left with no work at the port. Even if the season begins, the fishers of this region are at a disadvantage of sluggish activities that take place over here. Before getting into the details, let’s try to know the historical background of this town.
Historical Background:
This coastal town is mentioned in ancient and medieval era books on how the settlement in this place flourished. It was mentioned in some of the Buddhist texts, showing that settlements existed during ancient times. This town finds its place in “Periplus of the Erythraean Sea” and “Travel in India.” The latter mentions that the “people of many nationalities with different languages existed here and was more like a cosmopolitan city.” This town also flourished during the Qutb Shahi era during the 14th and 15th centuries. Indeed, it was one of the first places the East India Company set up a factory in the early 17th century. However, the fall of this coastal town was frequented by cyclones, and soon people migrated to nearby places like Vijayawada. Following this, the British shifted its factory to Madras.
Present Scenario:
The biggest hurdle that the fishers face in this port area is the problem of sand dunes. Due to this, the boats are getting damaged after hitting the dunes as the canal is narrow. Most of the time, dredging and desiltation is not done due to a lack of any responsibility measures. Once the boat gets damaged, the repair activities do not occur due to a lack of money. Unfortunately, they do not have an insurance policy on watercraft to be compensated.
There were numerous surveys made earlier by the government officials to know the existing problem and find a solution. But the present state of affairs reflects how the action has been taken at the ground level. Thanks to politicians who made numerous promises before every general election. Unsurprisingly, many of them failed to meet their commitments after getting elected.
The once-proud port lost its charm due to such ignorance, which eventually affected the trade activities, and therefore most of the boats that reach the shore are used for fishing activities. Due to this, some of them migrated to other nearby places like Vijayawada in search of their livelihood. Some stayed back and are willing to continue living for the rest of their lives and perish over there rather than moving to other nearby places. However, these fishermen ensure that their children get proper education and make a shift in their profession as there are no employment opportunities in this portfolio for them to sustain.
Nonetheless, they are equally worried about the increase in oil prices and the low marketing cost of the fish when compared to other port areas. Also, the local fishers face massive competition from the people coming from Kakinada, Nizampatnam, Visakhapatnam, and Madras. The local fishers are unhappy about not having regulations on anglers coming from other states like Tamil Nadu and Kerala. Even if the complaints are filed with the police, there won’t be any serious action taken due to political unwillingness to interfere in this issue.
Conclusion:
The only hope for them is the development of a harbour that could help them be more than a fisherman. Even though the nature of developmental activities that began right now is quite sluggish, they still hope that the harbour’s development work will soon be a reality. They believe that harbour would bring all the facilities like fish drying platforms, dormitories, commercial complex, marine police station, etc., which would eventually create employment opportunities and arrest the scenario of migration to other places in search of better opportunities. They wish to see that the harbour should be developed with state-of-art technology and ambience, eventually increasing trade activities and creating employment opportunities for generations.

India grew by 6.1% in the three months ended March compared to a year earlier. India's booming economy is the envy of other major markets. But beyond the hype and expectation, people who watch the country closely are flagging warning signs. The country is heading for a slowdown, analysts say, as rising inequality squeezes consumer spending among the poor - and the hundreds of millions in the middle class. The pessimism comes even after the latest growth figures blew past estimates last week, rounding off an expansion of more than 7% for the fiscal year. "Consumer fatigue appears to be setting in," said Kunal Kundu, an economist with Societe Generale SA in Bengaluru. The economy may slow "substantially," he said. Any cooling - especially one driven by inequality - would pose a challenge for Prime Minister Narendra Modi as he seeks a third term in general elections next year. It would also increase the chances the central bank, which decides on monetary policy this week, will cut interest rates earlier than expected. And it would temper hope - at least in the short term - that India will do more to propel the global economy as powerhouses such as China slow. India grew by 6.1% in the three months ended March compared to a year earlier, well beyond the 5% estimate of economists surveyed by Bloomberg, driven mainly by increases in services exports and government spending. It expanded 7.2% for the fiscal year through March, continuing a post-pandemic recovery that outstrips major peers. But Nomura Holdings Inc., HSBC Holdings Plc, Standard Chartered Plc, Goldman Sachs Group Inc. and others say growth will decelerate this fiscal year, with Nomura seeing it falling to 5.5%. The banks pointed to other factors, such as the impact of rising borrowing costs on spending, and slowing global growth affecting exports. SocGen and others say consumer demand will decline as the nation's rich get richer but others struggle with the cost of living. That's creating what's known as a K-shaped recovery in consumption, where luxury items sell well but basic goods go in the opposite direction, Kundu said. Sarmishta Sarkar, a 35-year-old manager at a multinational food and beverage company, is putting off buying a compact car that she could drive to the office instead of braving Mumbai's notoriously crammed public transport. "Saving is difficult when living costs themselves are this high," she said. "I will wait until December." Private consumption fell 3.2% in the three months ended March from the previous quarter. This may be due to reduced spending by the urban middle class, which should come as a concern for the country's growth, said Rupa Rege Nitsure, chief economist at L&T Finance, the commercial and personal finance arm of India's largest construction company. "It's not a broad-based recovery," she said, adding this means it will be difficult to sustain. Even spending by the 65% of the population living in rural areas, a bright spot in the recent data after a strong harvest, is expected to slow if an El Nino weather pattern brings drought that disrupts the monsoon season, which plays a vital role in the lives of hundreds of millions of people who depend on agriculture. Two-wheeler vehicle sales, a key gauge of rural demand, remain below their pre-Covid levels. "When you look at volume growth, it's very apparent that there has been more stress" in India's hinterland compared to urban areas, Sanjiv Mehta, the outgoing managing director and chief executive officer of Unilever's Indian arm, said in an interview in Mumbai. "It's very understandable when you have this kind of inflation." One implication of a slowdown is likely to be on interest rates. All 40 economists surveyed by Bloomberg forecast the Reserve Bank of India will keep the repurchase rate unchanged on Thursday, after it unexpectedly paused its tightening cycle in April. But Nomura economist Sonal Varma expects the central bank to start cutting rates in October and to lower them by a total of 75 basis points. Another impact, at the margins, may be on PM Modi's prospects in the 2024 polls. India needs growth of 8% to 8.5% annually to employ the 90 million new nonfarm workers that will join the workforce by 2030, a McKinsey report in 2020 said. Despite the pessimism, there are many positives about India's economy. The services sector is booming, while a manufacturing purchasing managers' index reached a 31-month high in May. Tax collections hit a record in April, inflation is easing and foreign-exchange reserves are among the largest globally. Even with the expected slowdown, India will still be the fastest-growing major economy in the world this year, according to International Monetary Fund projections. Germany is in recession, some observers expect the US to follow, and the IMF projects China will grow 5.2% in 2023. HSBC raised its India growth forecast for the current fiscal year to 5.8% this week, up from 5.5%, saying GDP growth momentum has been "steady." And even if India slows in the short term, analysts remain bullish on its long-term prospects. "India is rising in the world order," Morgan Stanley equity strategist Ridham Desai and colleagues wrote in a report on the country's markets this month. But that's all little consolation to Sanjay Kumar Mishra, a 40-year-old security guard at a gated community on the outskirts of Mumbai. He shares a 10 square-meter room with five others, but there's only three in it at any time because people work two shifts. Mishra's wages have hardly changed since the before the pandemic even as inflation surged. He earns about 12,000 rupees ($145) a month. These days, he sends less money home to his family in a village in the northern state of Uttar Pradesh. And they, in turn, spend less. "There's no point arguing on salary," he said.
