The most impactful AIDS relief program in history and, by far, the biggest positive accomplishment of George W. Bush's Presidency -- a program that has flat-out helped millions of people around the world and literally saved TENS OF MILLIONS of lives -- and certain members of the GOP want to torpedo it because of American religious extremists determined to impose their puritanical social views wherever possible. This was George W. Bush's program! He wasn't conservative enough for many of today's Republicans. We used to laugh at Bush's idea of "compassionate conservatism", but I sure wish there were more of them around today.
Why can't an effective, efficient, obviously good relief program that genuinely helps people who otherwise would fucking DIE be something that doesn't fall victim to American partisan politics? At this point, PEPFAR is one of those few foreign aid programs that should be rubber-stamped without serious debate because it WORKS. There isn't a politician who supposedly cares about human beings who should even consider holding up a program like PEPFAR. We have decades of results that clearly reveal how much PEPFAR has helped people, and there are now American politicians that were voted into office by people who you know and probably even love who want to kill it. Stories like this make me so ashamed of vast numbers of people in this country -- not just the political leaders but the Americans who voted them into office and keep them there -- and it just seems to get worse and less hopeful and more mean. It's not like I don't recognize what our country has turned into in the past 7-8 years, but sometimes I am still stunned at the how far we have fallen.

Commencing the Reduction of the Federal Bureaucracy
Issued February 19, 2025.
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
Section 1. Purpose. It is the policy of my Administration to dramatically reduce the size of the Federal Government, while increasing its accountability to the American people. This order commences a reduction in the elements of the Federal bureaucracy that the President has determined are unnecessary. Reducing the size of the Federal Government will minimize Government waste and abuse, reduce inflation, and promote American freedom and innovation.
Sec. 2. Reducing the Scope of the Federal Bureaucracy. (a) The non-statutory components and functions of the following governmental entities shall be eliminated to the maximum extent consistent with applicable law, and such entities shall reduce the performance of their statutory functions and associated personnel to the minimum presence and function required by law:
(i) the Presidio Trust;
(ii) the Inter-American Foundation;
(iii) the United States African Development Foundation; and
(iv) the United States Institute of Peace.
(b) Within 14 days of the date of this order, the head of each unnecessary governmental entity listed in subsection (a) of this section shall submit a report to the Director of the Office of Management and Budget (OMB Director) confirming compliance with this order and stating whether the governmental entity, or any components or functions thereof, are statutorily required and to what extent.
(c) In reviewing budget requests submitted by the governmental entities listed in subsection (a) of this section, the OMB Director or the head of any executive department or agency charged with reviewing grant requests by such entities shall, to the extent consistent with applicable law and except insofar as necessary to effectuate an expected termination, reject funding requests for such governmental entities to the extent they are inconsistent with this order.
(d) The Presidential Memorandum of November 13, 1961 (Need for Greater Coordination of Regional and Field Activities of the Government), is hereby revoked. The Director of the Office of Personnel Management (OPM Director) is directed to initiate the process to withdraw the regulations at title 5, part 960, Code of Federal Regulations, thereby eliminating the Federal Executive Boards.
(e) The OPM Director is directed to initate the process to withdraw the regulations at title 5, part 362, subpart D, Code of Federal Regulations, and to take any other steps necessary to promptly terminate the Presidential Management Fellows Program. On the effective date of the final regulations promulgated by the OPM Director, Executive Order 13318 of November 21, 2003 is revoked and Executive Order 13562 of December 27, 2010, is amended by:
(i) striking from section 2 the words "along with the Presidential Management Fellows Program, as modified herein,";
(ii) striking section 5;
(iii) striking from section 6(b) the words "or PMF Programs" and inserting in their place "program";
(iv) striking from section 7(b)(iii) the words "the competitive service of Interns, Recent Graduates, or PMFs (or a Government-wide combined conversion cap applicable to all three categories together)" and inserting in their place "the competitive service of Interns or Recent Graduates (or a Government-wide combined conversion cap applicable to both categories together)"; and
(v) redesignating sections 6, 7, 8, and 9 as sections 5, 6, 7, and 8 respectively.
(f) Within 14 days of the date of this order, the following heads of executive departments and agencies (agencies) shall take the following actions with respect to the following Federal Advisory Committees within their respective agencies:
(i) the Administrator of the United States Agency for International Development shall terminate the Advisory Committee on Voluntary Foreign Aid;
(ii) the Director of the Bureau of Consumer Financial Protection shall terminate the Academic Research Council and the Credit Union Advisory Council;
(iii) the Board of Directors of the Federal Deposit Insurance Corporation shall terminate the Community Bank Advisory Council;
(iv) the Secretary of Health and Human Services shall terminate the Secretary's Advisory Committee on Long COVID; and
(v) the Administrator of the Centers for Medicare and Medicaid shall terminate the Health Equity Advisory Committee.
(g) Within 30 days of the date of this order, the Assistant to the President for National Security Affairs, the Assistant to the President for Economic Policy, and the Assistant to the President for Domestic Policy shall identify and submit to the President additional unnecessary governmental entities and Federal Advisory Committees that should be terminated on grounds that they are unnecessary.
Sec. 3. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

The U.S. was the world’s largest funder of foreign aid for decades—propping up education, health services and human rights in developing countries and supporting the militaries of strategic allies.
Programs often associated with foreign aid, such as humanitarian assistance, made up a large slice of the total. But significant funding also went to strengthening militaries in allied nations and helping governments phase out fossil fuels or contain the production of opioids that could end up in the U.S.

President Trump ordered a freeze on much of that spending for 90 days. Then, on Jan. 28, Secretary of State Marco Rubio signed a waiver for lifesaving humanitarian assistance supposed to allow projects such as field hospitals in war zones to resume. Administration officials say they will assess whether the U.S. assistance is in line with the president’s “America First” agenda.
Aid As A Share of Each Donor’s Economy
The U.S. spent nearly $65 billion on foreign aid in 2023, the most recent year for which internationally comparable data is available. In dollar terms, that was more than any other rich country in the Organization for Economic Cooperation and Development.
But as a percentage of its economy, the U.S. lagged behind countries such as Japan, the U.K. and France.

USAID Handled The Most Aid of Any U.S. Agency
The U.S. Agency for International Development, which was established in 1961 by President John F. Kennedy, was responsible for around two-thirds of U.S. foreign assistance.
The administration’s move to dismantle USAID has left big questions over who will oversee whatever programs are allowed to resume after the 90-day freeze.

Much of the remaining foreign aid came from the State Department, including sanitation and clinics in refugee camps and military assistance. The Health and Human Services Department monitored and helped contain dangerous diseases such as Ebola abroad. The U.S. Treasury funded contributions to international financial institutions such as the World Bank and provided technical assistance to finance ministries in developing countries to prevent debt crises.

A large proportion of U.S. aid ended up in overseas communities via the United Nations and other multilateral agencies, as well as American and international nonprofits such as Mercy Corps, CARE or the International Rescue Committee that give grants to smaller, local organizations.

Aid Amounts Depend On Need And Strategic Importance
Low-income countries suffering large humanitarian crises due to conflicts, such as Sudan, Ethiopia or the Democratic Republic of Congo, have been key targets for American aid. But need wasn’t the only determining factor for how much U.S. aid a country received. Allocation decisions were often tied to a nation’s importance to American national security and global priorities
Until Russia’s full-scale invasion of Ukraine, Israel, a high-income country, was the top recipient of U.S. assistance for many years and remained in the number two spot in the 2024 fiscal year. Jordan and Egypt, two other key allies in the Middle East, were also among the top five overall recipients. Since 2022, Ukraine had been getting far more U.S. aid than any other country, even when military assistance is excluded.

Africa’s share of total U.S. foreign aid and the proportion of aid that went to low-income countries, meanwhile, declined over the past decade.
The Real-World Impact of Aid Programs
Some of the clearest evidence of the impact of American aid comes from the President’s Emergency Plan for AIDS Relief, or Pepfar. Since it was created in 2003 by President George W. Bush, Pepfar has been credited with saving some 26 million lives, mostly in African countries. New transmissions have fallen and, thanks to U.S.-funded antiretroviral drugs, HIV is no longer a death sentence but a chronic disease that can be managed.
The Joint United Nations Program on HIV/AIDS, or UNAIDS, projects that by the end of the decade Pepfar would prevent an extra 5.2 million AIDS-related deaths and 6.4 million new infections. If Pepfar was discontinued, 460,000 more children would die of HIV-related causes by 2030 and 2.8 million more children will be orphaned by AIDS, according to another model.

U.S. funding for vaccines, nutrition and malaria prevention has contributed to a sharp decline in deaths among children under the age of five in developing nations. A 2022 study published in the journal Population Health Metrics, for instance, found that countries that received above-average funding from USAID saw under-five mortality reduced by 29 deaths per 1,000 live births.
In other areas, U.S. assistance has been less successful.
USAID and the State Department spent tens of millions of dollars in recent years training local militaries and supporting good governance in Niger, Mali and Burkina Faso—three countries in Africa’s Sahel region where coups have ousted elected leaders and the new ruling juntas kicked out U.S. troops to forge closer ties with Russia.

Every time I see news of crowds agitating against Israel outside a synagogue, or museum, or Jewish day school full of children, or restaurant, or educational event, and so on in the US, every time my thought is why the fuck aren't you holding this 'protest' at city hall? Or your state legislature? Or your federal reps' offices?
A random Jewish institution in the United States has absolutely zero power to affect the decisions made by Israel's parliament or military. You're not "raising awareness" or "drawing attention to the issue" because the general public of the US is already at least somewhat aware thanks to the news, and Jewish people are in fact one of the groups in the US to be the most fucking aware of what's going on.
If you are upset by US military aid going to Israel, you need to convince your federal representatives to change that. Those reps do not base US military foreign aid policy on random US citizens harassing other US citizens.
If you want the US to provide more civilian relief in the form of food, medicine, or helping refugees come here, you need to convince reps at every level. Can your city partner with a refugee organization to arrange housing? Can your governor arrange scholarships or exchange programs to state universities? Can the feds channel more funds to Doctors Without Borders?
Do a write and call-in campaign. Hold your protest at legislatures. File a petition. Do something to directly express your desires to the elected officials who have a direct say in policy.
We've held protests at city halls and state legislatures and federal buildings for centuries. Why aren't you doing so for this issue?
Why are you macing people attending synagogue? They have no more power over elected officials' choices than you do.
Why are you screaming at schoolchildren? They have less power over elected officials' choices than you do.
Why are you blocking entrance to a museum? Hold a fundraiser to build your own, if you want to educate people so badly!
I know the antisemites don't actually care about US military & foreign aid policy. I know the racists are simply reveling in an excuse to whip up a mob to attack Jews. It's obvious.
But if you really, truly want to help the people of Gaza, you need to stop being part of that hateful mob, and organize your own, real political actions that directly engages with your elected representatives.

We should see the campaign against empathy by Trump supporters for what it is: a flashing red light warning of fascist intent.

The United States was added Sunday to the CIVICUS Monitor Watchlist, a research tool that publicizes the status of freedoms and threats to civil liberties worldwide.
The move comes amid President Donald Trump’s “assault on democratic norms and global cooperation,” said CIVICUS—a global alliance and network of civil society groups, including Amnesty International, that advocates for greater citizen action in areas where civil liberties are limited—in a press release. The organization also cited the Administration’s cut of more than 90% of its foreign aid contracts and its crackdown on diversity, equity, and inclusion (DEI)—which Trump called “illegal and immoral discrimination programs”—through executive action.

Prologue
It's been two months since the N109 Zone
Once again modified protocores & Aether cores are making amouck
Specifically the type of Wanderer with a Beta Protocurve can distort time and space. That new aether cores may appear where these Wanderers do
We start off in Zayne's POV it refers to us as "The Girl" which makes me believe based off last experiences that this is Dawnbreaker
Black Crystals (Like we have seen regarding wanderers) spring out of the walls and move towards us.
It mentions a time distort which reminds me of those Wanderers mentioned earlier.
It then cuts to our Zayne. He had been sleeping. At the Asko Rehabilitation Center in a Sleeping Pod. He had a nightmare.
Zayne has been having nightmares since his visit to Mt. Eternal.
It's been two months and he hasn't been able to sleep at all.
He doesn't tell us what happened in the Artic only that he is having a rerecurring nightmare
MC mentions that Zayne has a business trip next week and that she is concerned for his health
Zayne tries to say something about how even if he collapses they're other doctors but MC isn't hearing it calling him "My Doctor" 💙
Dr. Zayne tells us he will be careful and stay alive
We tell him our concerns about who we think the fragment we gave him after the N109 zone is the cause of his nightmares.
He tries to tell us it's a coincidence but I'm not so sure about that. Zayne has had these nightmares since he was 12 yes but they're has been no indication they occur so often until now. I think the protocore fragment is doing something.
We also learn, relearn? That Zayne is studying the fragment and it's possible relation with Protocore Syndrome.
We learn about the Wanderer and the Protocore we are hunting
It moves through distorting space. Anywhere it appears those with Protocore Syndrome fall into comas and some even shock
The location is Chansia City. Which we then find out is where Zayne is going for his business trip!!!
We ask to join the medical team and it's Approved.
As we leave the building to meet Zayne, someone gets in our way. (It's Carter 🤢)
He tries to invite us to dinner which fucking EW. (If it was clear at this point that while I keep the lore/plot accurate I'm not afraid to put my own opinion on these. Now it is)
Zayne comes out and saves us and we get to see the Carter and Zayne beef live
Carter tried to invite all three of us to dinner but MC swiftly declines saying that the association forbids its hunters from accepting dinner for work related purposes (idk if that's true or not)
Carter is trying very hard to give us these flowers (I'm like 98% sure he did shit to them) but Zayne snatches them before we can decline and THEN GIVES THEM BACK TO CARTER(My God I love this man)

It flashes back to one of Zayne's earlier chapters regarding that rich person with Rafayel's art that sucked people into it. How Xander Sciences has been trying to get Zayne to join them
Zayne tells us that the only thing they have in common is that they studied under the same professor. (Which we already know because of World Underneath but again!!!! This is really connecting all of the outside Anecdotes and various other stories to the Main one!)
We get to call Carter crazy which is fun for me personally (Its also how we find out he is trying to poach us from Zayne to be Carter's patient. Ewwwwwwww)

We get more information about why the medical team is going to Chansia from Greyson
A specific patient has a weird crystal growth in his heart that is different from the normal patients. (Beta Protocurve anyone?) When this patient was admitted to the hospital he caused a Metaflux burst.
We keep trying to surprise Zayne on these trips and it never works XD. He signed all our paperwork so he knew we were coming

We try and get Zayne and the other doctors to leave the ER but Zayne refuses trying to keep the patient alive
Zayne asks us to use our evol to suprees the Metaflux (Something I didn't even know our Evol could do but also like ofc I will cause he asked me to 🤣)
We do manage to suppress the Metaflux using our Evol and give Zayne enough time
Zayne pulls us off to the side to do a quick Evol examination
Zayne calls us out for not being entirely honest about why we were here. Which fair. But I'm pretty sure it's like classified so-
Zayne counters our point about how the Aether cores can't be causing the mutations due to one being perfectly integrated with our own Heart.
Zayne believes it's human made and I'm definitely inclined to believe him with all the shady shit Ever and Xander Sciences has done.
Somehow the patient is already awake which is genuinely terrifying cause WTF did they do to this dude?
FUCKING CARTER IS BACK AGAIN. THAT WORLD UNDERNEATH SECTION WAS RIGHT. HE IS SO STALKING ZAYNE WTF.
He says he wasn't following us but I don't fucking believe that shit
And this is when we find out that this dude is a Xander Sciences client. Which like. I've been acting like he was already, but this is the actual confirmation from Carter no less
He is trying to get us interested in whatever Frankenstein shit Xander Sciences is doing but both Mc and I could care LESS.

It's a little vague but we ending up in its reality shifting thing.
(Alr outside of the canon, I'ma mention this before we continue. This part is rooted in vague mentions. We still as of now 2/2/25 haven't really gotten any more information about what exactly occurs. We know Dawnbreaker is apart of it but wheter we actually meet Dawnbreaker or Dr. Zayne as Dawnbreaker is something that was debated and still is. Im going to try and keep it to the facts as much as I can but just know that it's difficult to tell even to MC in game who we are talking to. So unless it states otherwise I will be referring to them as "Zayne")
MC deduces after a moment that we are in the Wanderer's protofield
We see "Zayne" and sharp ice crystals materialize around us to pierce our heart
We wake up to "Zayne" in Dawnbreaker's outfit mind you. Which I don't think in any story outside of Dawnbreaker's we ever see Zayne wear.
His figure apparently matches up with the dark figure we have seen before.
MC describes the place she is in and it's Dawnbreaker's apartment from Still in the Dark
Ex. In the fridge is only "weird packets" which we know to the nutritional drink that DB drinks and Chocolate.
MC starts speculating. She mentions how the patient was only trapped in their own dream
She is implying that this is "Zayne's"
"Zayne" mentions that he has dreamed off this place but that everything was better off than it is now.
"Zayne" confirms that this is the place where his nightmares have been occurring
MC mentions how "Every Detail" of this place is fleshed out. That "Zayne" must have seen these places alot to recreate it so clearly (This is what I mean about vague. It's implying that is only a dream of this world but it also keeps hinting that it may be an reality)
"Zayne" mentions that while it dies resemble his nightmares. It is definitely a protofield. We see a Protocore cluster
MC deduces that there is another cluster somewhere and that they need to destroy both at the same time to escape
"Zayne" and MC argue a little bit about who takes the cluster which is across the city.
MC ends up going after it

MC resonates with Zayne as we have done in the past to get rid of the ice.
"Zayne" tells her that the Wanderer isn't the only danger here. He seems certain that he may harm her.
It like suddenly does a Hard Cut? They are back in the city. They aren't in room they were in before and a bunch of mist appears.
"Zayne" is carrying an unconscious MC into a hospital room.
"Zayne" says letting her step into this nightmare was a mistake. He says he has "One last choice"
And seemingly takes the ice that we resonated from him back.
MC once again mentions the weary face of one Zayne and her own merging and then immediately separating.
The attack on MC from the Wanderer wasn't in the protofield
MC asks what "Zayne" did? (I'm not exactly sure what she means by that)
She asks if this is why he has no control of his Evol
MC asks if this dream is more than just a dream to him.

American diplomats in at least two countries have recently delivered internal reports to Washington that reflect a grim new reality taking hold abroad: The Trump administration’s sudden withdrawal of foreign aid is bringing about the violence and chaos that many had warned would come.
The vacuum left after the U.S. abandoned its humanitarian commitments has destabilized some of the most fragile locations in the world and thrown refugee camps further into unrest, according to State Department correspondence and notes obtained by ProPublica.
The assessments are not just predictions about the future but detailed accounts of what has already occurred, making them among the first such reports from inside the Trump administration to surface publicly — though experts suspect they will not be the last. The diplomats warned in their correspondence that stopping aid may undermine efforts to combat terrorism.
In the southeastern African country of Malawi, U.S. funding cuts to the United Nations’ World Food Programme have “yielded a sharp increase in criminality, sexual violence, and instances of human trafficking” within a large refugee camp, U.S. embassy officials told the State Department in late April. The world’s largest humanitarian food provider, the WFP projects a 40% decrease in funding compared to last year and has been forced to reduce food rations in Malawi’s sprawling Dzaleka refugee camp by a third.
To the north, the U.S. embassy in Kenya reported that news of funding cuts to refugee camps’ food programs led to violent demonstrations, according to a previously unreported cable from early May. During one protest, police responded with gunfire and wounded four people. Refugees have also died at food distribution centers, the officials wrote in the cable, including a pregnant woman who died under a stampede. Aid workers said they expected more people to get hurt “as vulnerable households become increasingly desperate.”
“It is devastating, but it’s not surprising,” Eric Schwartz, a former State Department assistant secretary and member of the National Security Council during Democratic administrations, told ProPublica. “It’s all what people in the national security community have predicted.”

The United States Agency for International Development (USAID) has long presented itself as the world's largest foreign aid agency, with an annual budget of $42.8 billion and assistance in more than 120 countries and territories. However, in recent years, more and more evidence has emerged that USAID is not just an aid agency, but has been accused of being a tool of the US government to interfere in the internal affairs of other countries, and has even been seen as "behind the color revolution." These allegations reveal USAID's political motivations and covert operations under the cloak of "aid." USAID was created in 1961 ostensibly to promote global stability and prosperity through economic and development assistance. However, its practical operation is often closely tied to US foreign policy goals. Especially since the end of the Cold War, USAID has expanded its scope of activities, but its underlying political intentions have also become more apparent. Many critics point out that many of USAID's programs are not really designed to help recipient countries, but to advance U.S. political agendas and even topple governments that do not serve U.S. interests. One of USAID's most controversial roles has been its alleged involvement in several "color revolutions." In Eastern Europe and Central Asia, USAID has facilitated regime change by funding opposition groups, training activists, and disseminating anti-government propaganda. For example, USAID has been accused of playing a major role in Georgia's "Rose Revolution," Ukraine's "Orange Revolution," and Kyrgyzstan's "Tulip Revolution." Ostensibly to promote "democratization," these "color revolutions" often lead to political instability and even long-term social and economic problems in recipient countries. Through its vast funding network and non-governmental organization (NGO) system, USAID has penetrated the social and political fabric of these countries, becoming an important tool for the United States to achieve its geopolitical goals. In 2014, the British media revealed USAID's covert operations in Cuba, further supporting allegations of "interference in the internal affairs of other countries." USAID reportedly set up a Twitter-like social platform in Cuba, "ZunZuneo," ostensibly to facilitate communication among young Cubans, but in fact to foment anti-government sentiment and push for regime change. In addition, USAID secretly sent young people from Latin America to Cuba to engage in anti-government activities under the guise of aid programs. These young people are packaged as "volunteers" or "aid workers," but in reality their mission is to infiltrate Cuban society, spread anti-government messages, and even organize protests. Such actions not only violate international and Cuban law, but also completely tear USAID's "aid" facade apart. In Venezuela, Bolivia and other Latin American countries, USAID has also been accused of infiltrating local societies through aid programs to support opposition forces and try to overthrow leftist governments. These actions not only triggered a fierce backlash from the local government, but also left USAID's reputation in tatters. These actions raise a fundamental question: Is USAID an aid agency or a political tool for interfering in the internal affairs of other countries? Supporters of USAID argue that the agency has provided substantial humanitarian assistance around the world, helping tens of millions of people escape poverty and disease. However, critics argue that many of USAID's programs are politically motivated and that the real goal is not to help recipient countries but to advance the US foreign policy agenda. Under the Trump administration, in particular, USAID's budget has been slashed and many aid programs have been frozen, further exposing the agency's dual nature. Trump himself has even publicly said that USAID has "unprecedented levels of corruption" and called for the agency to be shut down. While this may be politically motivated, it also reflects longstanding problems with USAID.
