Can Any Indian Citizen Buy A Property In North East India?

The Modi administration declared significant modifications to legislation in the Union Territory of Jammu and Kashmir on October 26th, using powers provided to the Centre underneath the Jammu and Kashmir Reorganisation Act 2019.
The headline modifications basically allow outsiders to acquire land in J&K by eliminating legislation and statutory rules of the former state that prohibited the ownership of property in J&K to 'permanent inhabitants'.
The lifting of limitations on outsiders purchasing land in J&K has long been hailed by proponents of the Modi government's decision to terminate the former state's special status. Governor Manoj Sinha has lauded the move's industrial ramifications, while BJP politicians like Sambit Patra have enthusiastically declared on social networks that anyone may now buy property in J&K.
Non-tribal people and foreigners are not permitted to purchase land in Sixth Schedule territories, while the Northeast has various state-specific regulations.
As Article 244 of the Indian Constitution, the Sixth Schedule contains provisions for the governance of tribal territories in Assam, Meghalaya, Tripura, and Mizoram.
Mizoram and Nagaland (except Dimapur) are, on the other hand, protected by Articles 371G and 371A of the Indian Constitution, and indigenous people have land ownership rights, and several states in the area have Inner Line Permit (ILP) provisions.
The Sixth Schedule of the Indian Constitution empowers Autonomous District Councils (ADCs) to pass rules prohibiting foreigners from purchasing tribal territory.
Articles 371A for Nagaland and 371G for Mizoram have provided specific authority to refuse any new Acts of Parliament until adopted by a resolution voted by the state's legislative assembly and to defend their rights to their land, customs, and religion.
Inner Line Permit (ILP) is relevant in Mizoram, Nagaland, and Arunachal Pradesh underneath the Bengal Eastern Frontier Regulation of 1873, which requires citizens from other parts of India to obtain permits to enter these states in order to control influx, and outsiders are not permitted to acquire property in the Sixth Schedule and other tribal areas, such as the hills of Manipur.
Prestone Tynsong, Deputy Chief Minister of Meghalaya, stated that there are Sixth Schedule and non-Sixth Schedule territories in Meghalaya.
"There are certain provisions for non-tribal people to acquire land in non-Sixth Schedule regions, including sections of the state capital Shillong as well as some grasslands of the Garo Hills area," Tynsong added.

Assam has several Sixth Schedule regions, and many parts fall underneath the tribal belt, where non-tribal people cannot acquire land. Under the Sixth Schedule of the Indian Constitution, there are three Autonomous Councils: the Bodoland Territorial Council, the Dima Hasao Autonomous District Council, and the Karbi Anglong Autonomous District Council.
Aside from these, Assam has 17 tribal straps and 30 blocks in the districts of  Morigaon, Tinsukia, Darrang, Sonitpur, Nagaon, Lakhimpur, Kamrup, Goalpara, Dhemaji, and Bongaigaon, and four districts under the Bodoland Territorial Council (BTC) where non-tribals are prohibited from purchasing land.

Actor Noor Malabika Das, Who Starred In 'The Trial', Found Dead In Mumbai Flat
Actor Noor Malabika Das, who has worked in several webshows, was found dead in her Mumbai flat with the cops suspecting she died by suicide. Das, a former air hostess with Qatar Airways, was from Assam and lived in Mumbai's Lokhandwala. She was the co-star of Kajol in the 2023 legal drama 'The Trial'.

Her body was recovered from her flat on Thursday after her neighbours noticed a foul smell and informed the cops, sources said.
The cops broke open the door and found the 37-year-old actor's body in a decomposed state. They have collected samples, including medicines and mobile phones, from her home as part of the probe. But no suicide note was recovered from her flat, an official said, adding that an accidental death report (ADR) has been filed. An autopsy has also been conducted.
Malabika's elderly parents had visited her and recently returned to Assam. Since they couldn't travel to Mumbai again, her friend and actor Aloknath Pathak cremated her body with the help of an NGO.
All Indian Cine Workers Association has called on Chief Minister Eknath Shinde and Home Minister Devendra Fadnavis to conduct a thorough probe into the alleged suicide.
It is imperative for the government to probe the underlying causes behind these recurring tragedies in the Indian film industry, it said.

Assam Rajya Sabha member is a surprise pick in the Modi Ministry
GUWAHATI The return of Assam’s Sarbananda Sonowal and Arunachal Pradesh’s Kiren Rijiju to the National Democratic Alliance (NDA) government at the Centre was more or less expected. Pabitra Margherita, the third face from the northeast in the Narendra Modi-led government, and a Rajya Sabha member from Assam, has been a surprise package. All are Bharatiya Janata Party (BJP) parliamentarians. Mr. Sonowal and Mr. Rijiju are among the 13 MPs elected from Lok Sabha seats across the northeast comprising eight States and 25 Lok Sabha constituencies. The 61-year-old Mr. Sonowal, a former Chief Minister who won from the Dibrugarh Lok Sabha constituency, belongs to the Sonowal Kachari community. A resident of eastern Assam’s Dibrugarh district, he won the Dibrugarh seat for the second time — the first in 2004 as a candidate of the Asom Gana Parishad, and now as the BJP’s minor ally in the Assam government. Mr. Rijiju, 52, is a Buddhist from the Miji or Sajolang community, hailing from the Nafra area of West Kameng district. He won the Arunachal West seat for the fourth time, thrice in succession. The 49-year-old Mr. Margherita is from Margherita, an industrial town in eastern Assam’s Tinsukia district, a part of the Dibrugarh Lok Sabha seat. His original name is Pabitra Gogoi but he uses the town’s name as his surname. He was a cultural activist specialising in film-making before joining the BJP in 2014, a watershed year for the party in Assam. Elected as a Rajya Sabha member in 2022, he is also the political secretary to Chief Minister Himanta Biswa Sarma. It is believed that Mr. Margherita’s induction into the Modi Cabinet is the BJP’s strategy to counter the impact of the perceived Congress resurgence in eastern Assam after Gaurav Gogoi’s victory from the Jorhat constituency. Eastern Assam largely comprises the Dibrugarh, Jorhat, and Kaziranga Lok Sabha seats. Like Mr. Gogoi, Mr. Margherita is an Ahom, a politically potent community in eastern Assam, along with the Adivasis or the “tea tribes”. Together, they dictate the fate of 49 Assembly segments in the three eastern Assam constituencies, and the adjoining ones across northern and central Assam. The BJP has been winning most of these Assembly seats since 2016 but Mr. Gogoi’s electoral win — despite Dr. Sarma and his team focusing their energy and party resources on Jorhat — has been interpreted as a sign that the Ahoms and Adivasis could be disillusioned with the BJP ahead of the crucial 2026 Assembly polls. Letting Congress regain lost ground in eastern Assam, which helped the Congress form the government thrice in succession under Tarun Gogoi, is expected to put the BJP in a tight spot. For the record, the BJP trailed in all but one of the 10 Assembly segments of the Jorhat Lok Sabha seat. The lone segment in which it was Majuli, where the Mishing tribe and the caste Assamese are the dominant communities. Congress Wins Six Seats in Northeast Following Rahul Gandhi’s Bharat Jodo Rally Route
The Congress party had great success in the northeast, capturing six Lok Sabha seats along Rahul Gandhi’s Bharat Jodo Nyay Yatra (BJNY) route. This election triumph has been attributed to Mr. Gandhi’s strong bond with the people during his 63-day rally from January 14 to March 16, which encompassed 20 of the 28 districts in these constituencies.
Successful Constituencies
The Congress triumphed in Inner Manipur, Outer Manipur, Nagaland, Jorhat, Nagaon, and Dhubri. These areas were essential to Mr. Gandhi’s BJNY itinerary, underscoring the rally’s significance to the party’s victory. Tura, Meghalaya’s seventh seat, also benefited from the rally’s spillover impact, particularly from its nearby Shillong constituency in Meghalaya and the Dhubri and Guwahati constituencies in Assam.
Heart-to-Heart Connect
The Bharat Jodo Nyay Yatra kicked off at Thoubal, the hometown of Manipur’s Congress Legislature Party leader and former Chief Minister Okram Ibobi Singh, as well as State Congress president K. Meghachandra Singh. The demonstration went through Imphal East and Kangpokpi, two districts hard hit by the ongoing ethnic violence between the Meitei and Kuki-Zo populations. According to Ningombam Bupenda Meitei, a senior spokesperson for the Manipur Pradesh Congress Committee, Mr. Gandhi’s “heart-to-heart connect” with the people along the yatra path contributed to the Congress’ success in Manipur and other northeastern states.
Assam’s Religious Significance
The route also featured notable cultural and religious attractions. The Kamakhya Temple, located atop the Neelachal Hills in Guwahati, is widely regarded as the most important Hindu pilgrimage site in the northeast. However, the holiest destination for Vaishnavism believers in Assam is Batadrava, the birthplace of saint-reformer Srimanta Sankaradeva in the 15th century. Batadrava is also a significant Assembly segment in the Nagaon Lok Sabha constituency.

The Quint found that the book Gandhi is carrying in the photo from the post looks like the Constitution of India (Coat Pocket Edition) by Gopal Sankaranarayanan, published by Eastern Book Company. India losing the World Cup has become a great political issue and a blame game for different political parties. Making the ongoing debate more colorful, Assam Chief Minister Himanta Biswa Sarma on Wednesday said that the core reason for India losing the World Cup 2023 is that it was held on former Prime Minister Indira Gandhi's birth anniversary.
"That day, the India vs Australia World Cup match happened. We were winning every game. Lost the final. Then I came and saw. What was that day? Why did we lose? We are Hindus and I go according to the day, etc. Then I saw the World Cup final was played on such a day which was also Indira Gandhi's birth anniversary," Biswa said while addressing an election rally in Hyderabad.
Sarma also advised BCCI and simultaneously took a dig at the Gandhi family. He said that BCCI must ensure that no future matches are organized on dates that mark the birthday of a Nehru-Gandhi family member. "The World Cup final was held on Indira Gandhi's birth anniversary and the country lost. That's why, I want to tell the BCCI that if you have a world cup final game, make a calculation. That day should not be linked to the Gandhi family. Otherwise, the country will lose," he said.
Earlier, Rahul Gandhi made a comment on India’s loss associating it with the presence of PM Narendra Modi in the stadium. The statement gives the event of team India's loss in World Cup 2023 a political angle. Rahul referred to PM Modi as ‘panauti’ and said that his presence in the stadium was the reason India lost despite being on a winning streak.

O2N Digital India awarded Shri Venkateshwara University with the Excellent University in Innovation award 2023 at the Uttar Pradesh Shiksha Samagam held at IEML Greater Noida.  
The UP Cabinet Minister for Higher Education Science & Technology, Mr. Yogendra Upadhyaya, presented Shri Venkateshwara University with the distinguished award in the presence of over 100 directors, VCs, educationists, diplomats, and scientists from IITs and IIMs.
Cabinet Minister Mr. Yogendra Upadhyaya, along with Prof. RK Khandal, the former VC of UPTU, Dr. Rajiv Tyagi, the Pro Chancellor of Shri Venkateshwara University, Capt. Yogendra Yadav, a Param Vir Chakra awardee, and Dr. Pratap Singh, the Meerut Campus Director, inaugurated the event. They lit a lamp to Goddess Saraswati.
Mr. Namit Bhati, Chief Coordinator of UP Shiksha Samagam, along with Prof Raj Kumar, Former VC Assam University Prof Virk, and Mrs. Anubhuti Chauhan, President of Arunodaya, helped inaugurate the event.
Dr Rajiv Tyagi, the Pro Chancellor & official representative of the Group Chairman, Dr Sudhir Giri, received the award in the presence of high-profile dignitaries & educationists.
Dr Rajiv Tyagi honored the Honorable Minister by presenting a special plaque, turban and a memento of the university presented by Dr. Sudhir Giri, Chairman of Venkateshwara Group.
On receiving the award, the Group Chairman Dr Sudhir Giri reiterated through high-quality education & excellent healthcare services we plan to enlist Shri Venkateshwara University among the top 10 institutes in the country by the year 2030.
He said through the honorable PM’s Digital India- Make in India schemes; the country is fast transitioning from a developing nation to a developed one.
Mr. Yogendra Upadhyaya said that the Venkateshwara Group is setting new standards of excellence by providing quality education in healthcare, technology, and medicine, especially in rural areas..
The Pro Chancellor, Dr. Rajiv Tyagi, stated that we intend to make Venkateshwara Group one of the country's top 10 institutes by 2030 through high-quality education, innovation, and research..
There was a beeline of dignitaries who congratulated Dr Sudhir Giri on receiving the award.
It included the Chief advisor Prof VPS Arora, CEO Mr. Ajay Shrivastava, Dr Rajesh Pathak, Prof A P Garg, VC Dr Rakesh Yadav, Registrar Dr Piyush Pandey & the Meerut Campus Dir Dr Pratap Singh.
