New Zealand calls on Papua rebels to release pilot kidnapped a year ago

New Zealand has called for the immediate release of pilot Phillip Mehrtens who was taken captive by fighters in Indonesia’s troubled Papua province a year ago.

Mehrtens, who was flying a single-propeller plane for Indonesia’s Susi Air, was snatched from his aircraft on February 7 last year by a group of fighters from the West Papua National Liberation Army (TPN-PB) who said he would only be released if Papua was given its independence.

The group, led by regional commander Elias Kogoya, later released images and videos showing Mehrtens surrounded by rebels – some armed with guns and others with bows and arrows – in remote forested areas.

New Zealand Foreign Minister Winston Peters said the New Zealander had been providing “vital air links and supplies to remote communities” at the time he was kidnapped.

“We strongly urge those holding Phillip to release him immediately and without harm. His continued detention serves the interests of no one,” Peters said in a statement to mark a year since the pilot was taken.

The incident in the remote highlands region of Nduga, one of the most restive areas of the province, drew renewed attention to one of the world’s least-known and longest-running conflicts.

Papua, whose people are ethnically Melanesian, occupies the western half of the island of New Guinea – just 200km (124 miles) north of Australia – and shares a land border with Papua New Guinea (PNG).

A low-level battle for independence has been under way since Indonesia took control of the resource-rich former Dutch colony after a controversial referendum in 1969.

Peters said New Zealand had been working with Indonesian authorities and others towards securing Phillip’s release.

“Let me be absolutely clear,” he said. “There can never be any justification for hostage taking.”

Peters’s statement came after the TPN-PB, the armed wing of the Free Papua Movement (OPM), said they had asked Kogoya to release Mehrtens, although they gave no timeframe for when that might happen.

“We plan to proceed with the release based on humanity,” TPN-PB spokesperson Sebby Sambom was quoted as saying by the Associated Press news agency.

“We believed that most Australians and New Zealanders support Papua’s independence,” he added. “We don’t want to be blamed by international community if the pilot dies while he is being held hostage by our fighters.”

Peters said Mehrtens had been able to contact some friends and family before Christmas and had assured them that he was well.

New Zealand was “exploring all avenues” to bring the pilot home, he added.

Indonesia deployed police and soldiers into the highland district in an attempt to rescue Mehrtens shortly after he was taken captive and there have been a number of clashes since.

Outsiders, including foreign journalists, international organisations and diplomats require special permission from Jakarta to visit the region, which is the location of one of the world’s largest gold and copper deposits.

There has been a surge in violence in Papua since 2018 when rebels killed 24 Indonesian men who were building a major new road to connect the coast with the highlands.

United Nations human rights experts have expressed concern about the deteriorating situation.

How many of you know that Neruda, the Chilean port has ever lived in Batavia (now Jakarta), Indonesia and met his first wife Maria Hagenaar there? Here is a bit story of Neruda, Hagenaar and Federico Garcia Lorca which some of you prolly have known: Hagenaar (later known as Maruca Reyes) was married to the Chilean diplomat named Ricardo Neftali Reyes (famous as Pablo Neruda) in Batavia (now Jakarta) in December 1930. They only know how to communicate in English. It didn't take long until this couple return to Chili before moving out to Buenos Aires, Argentina where Neruda was assigned and where they met a young Spanish poet - Federico García Lorca. Hagenaar was very much close to Lorca. When Neruda and Hagenaar's first child, Maria Malva Reyes was born premature and later was diagnosed with a certain disease, their marriage was in trouble - worsened with Neruda's lifestyle as a don juan and his infidelity. Through the times of trouble, it was Lorca who gave some comforts to Hagenaar. Lorca was assassinated in 1936 during the civil war in Spain. Neruda who happened to be assigned in Spain brought Hagenaar and Malva to Barcelona and they crossed the border to France by train. They never knew that Lorca once wrote a poem about Malva Marina. The poem itself was later found fifty years after the death of Malva. So heart-wrenching because Neruda, the father has written so many beautiful poems inspired by his lovers and their love-making but has never ever written any poems about the daughter himself. The poem came from Lorca, an outsider and a friend from the family. Even in Ode to Federico García Lorca, Neruda only mentioned Maruca's name in a glance. The love story between Hagenaar and Neruda is so ironic and heart-breaking. What can I say? It always takes a courage to love yet it always needs someone who is brave enough to stay in love. Of my classes, English was the only one I looked forward to, yet I was disturbed by how many of my classmates disliked Thoreau, railed against him even, as if he (who claimed never to have learned anything of value from an old person) was an enemy and not a friend. His scorn of commerce—invigorating to me —nettled a lot of the more vocal kids in Honors English. “Yeah, right,” shouted an obnoxious boy whose hair was gelled and combed stiff like a Dragon Ball Z character—“some kind of world it would be if everybody just dropped out and moped around in the woods—” “Me, me, me,” whined a voice in the back. “It’s antisocial,” a loudmouth girl interjected eagerly over the laughter that followed this—shifting in her seat, turning back to the teacher (a limp, long-boned woman named Mrs. Spear, who always wore brown sandals and earthtone colors, and looked as if she was suffering from major depression). “Thoreau is always just sitting around on his can telling us how good he has it —” “—Because,” said the Dragon Ball Z boy—his voice rising gleefully, “if everybody dropped out, like he’s saying to do? What kind of community would we have, if it was just people like him? We wouldn’t have hospitals and stuff. We wouldn’t have roads.” “Twat,” mumbled a welcome voice—just loud enough for everybody around to hear. I turned to see who had said this: the burnout-looking boy across the aisle, slouched and drumming his desk with his fingers. When he saw me looking at him, he raised a surprisingly lively eyebrow, as if to say: can you believe these fucking idiots? “Did someone have something to say back there?” said Mrs. Spear. “Like Thoreau gave a toss about roads,” said the burnout boy. His accent took me by surprise: foreign, I couldn’t place it. “Thoreau was the first environmentalist,” said Mrs. Spear. “He was also the first vegetarian,” said a girl in back. “Figures,” said someone else. “Mr. Crunchy-chewy.” “You’re all totally missing my point,” the Dragon Ball Z boy said excitedly. “Somebody has to build roads and not just sit in the woods looking at ants and mosquitoes all day. It’s called civilization.” My neighbor let out a sharp, contemptuous bark of a laugh. He was pale and thin, not very clean, with lank dark hair falling in his eyes and the unwholesome wanness of a runaway, callused hands and black-circled nails chewed to the nub—not like the shiny-haired, ski-tanned skate rats from my school on the Upper West Side, punks whose dads were CEOs and Park Avenue surgeons, but a kid who might conceivably be sitting on a sidewalk somewhere with a stray dog on a rope. “Well, to address some of these questions? I’d like for everybody to turn back to page fifteen,” Mrs. Spear said. “Where Thoreau is talking about his experiment in living.” “Experiment how?” said Dragon Ball Z. “Why is living in the woods like he does any different from a caveman?” The dark-haired boy scowled and sank deeper in his seat. He reminded me of the homeless-looking kids who stood around passing cigarettes back and forth on St. Mark’s Place, comparing scars, begging for change—same torn-up clothes and scrawny white arms; same black leather bracelets tangled at the wrists. Their multi-layered complexity was a sign I couldn’t read, though the general import was clear enough: different tribe, forget about it, I’m way too cool for you, don’t even try to talk to me. Such was my mistaken first impression of the only friend I made when I was in Vegas, and—as it turned out—one of the great friends of my life. His name was Boris. Somehow we found ourselves standing together in the crowd that was waiting for the bus after school that day.

“Hah. Harry Potter,” he said, as he looked me over. “Fuck you,” I said listlessly. It was not the first time, in Vegas, I’d heard the Harry Potter comment. My New York clothes—khakis, white oxford shirts, the tortoiseshell glasses which I unfortunately needed to see—made me look like a freak at a school where most people dressed in tank tops and flip flops. “Where’s your broomstick?” “Left it at Hogwarts,” I said. “What about you? Where's your board?” “Eh?” he said, leaning in to me and cupping his hand behind his ear with an old-mannish, deaf-looking gesture. He was half a head taller than me; along with jungle boots and bizarre old fatigues with the knees busted out, he was wearing a ratted-up black T-shirt with a snowboarding logo, Never Summer in white gothic letters. “Your shirt,” I said, with a curt nod. “Not much boarding in the desert.” “Nyah,” said Boris, pushing the stringy dark hair out of his eyes. “I don’t know how to snowboard. I just hate the sun.” We ended up together on the bus, in the seat closest to the door—clearly an unpopular place to sit, judging from the urgent way other kids muscled and pushed to the rear, but I hadn’t grown up riding a school bus and apparently neither had he, as he too seemed to think it only natural to fling himself down in the first empty seat up front. For a while we didn’t say much, but it was a long ride and eventually we got talking. It turned out that he lived in Canyon Shadows too—but farther out, the end that was getting reclaimed by the desert, where a lot of the houses weren’t finished and sand stood in the streets. “How long have you been here?” I asked him. It was the question all the kids asked each other at my new school, like we were doing jail time. “Dunno. Two months maybe?” Though he spoke English fluently enough, with a strong Australian accent, there was also a dark, slurry undercurrent of something else: a whiff of Count Dracula, or maybe it was KGB agent. “Where are you from?” “New York,” I said—and was gratified at his silent double-take, his lowered eyebrows that said: very cool. “What about you?” He pulled a face. “Well, let’s see,” he said, slumping back in his seat and counting off the countries on his fingers. “I’ve lived in Russia, Scotland which was maybe cool but I don’t remember it, Australia, Poland, New Zealand, Texas for two months, Alaska, New Guinea, Canada, Saudi Arabia, Sweden, Ukraine—” “Jesus Christ.” He shrugged. “Mostly Australia, Russia, and Ukraine, though. Those three places.” “Do you speak Russian?” He made a gesture that I took to mean more or less. “Ukrainian too, and Polish. Though I’ve forgotten a lot. The other day, I tried to remember what was the word for ‘dragonfly’ and couldn’t.” “Say something.” He obliged, something spitty and guttural. “What does that mean?” He chortled. “It means ‘Fuck you up the ass.’ ” “Yeah? In Russian?” He laughed, exposing grayish and very un-American teeth. “Ukrainian.” “I thought they spoke Russian in the Ukraine.” “Well, yes. Depends what part of Ukraine. They’re not so different languages, the two. Well—” click of the tongue, eye roll—“not so very much. Numbers are different, days of the week, some vocabulary. My name is spelled different in Ukrainian but in North America it’s easier to use Russian spelling and be Boris, not B-o-r-y-s. In the West everybody knows Boris Yeltsin…” he ticked his head to one side—“Boris Becker—” “Boris Badenov—” “Eh?” he said sharply, turning as if I’d insulted him. “Bullwinkle? Boris and Natasha?” “Oh, yes. Prince Boris! War and Peace. I’m named like him. Although the surname of Prince Boris is Drubetskóy, not what you said.”

“So what’s your first language? Ukrainian?” He shrugged. “Polish maybe,” he said, falling back in his seat, slinging his dark hair to one side with a flip of his head. His eyes were hard and humorous, very black. “My mother was Polish, from Rzeszów near the Ukrainian border. Russian, Ukrainian—Ukraine as you know was satellite of USSR, so I speak both. Maybe not Russian quite so much—it’s best for swearing and cursing. With Slavic languages—Russian, Ukrainian, Polish, even Czech—if you know one, you sort of get drift in all. But for me, English is easiest now. Used to be the other way around.” “What do you think about America?” “Everyone always smiles so big! Well—most people. Maybe not so much you. I think it looks stupid.” He was, like me, an only child. His father (born in Siberia, a Ukrainian national from Novoagansk) was in mining and exploration. “Big important job—he travels the world.” Boris’s mother—his father’s second wife—was dead. “Mine too,” I said. He shrugged. “She’s been dead for donkey’s years,” he said. “She was an alkie. She was drunk one night and she fell out a window and died.” “Wow,” I said, a bit stunned by how lightly he’d tossed this off. “Yah, it sucks,” he said carelessly, looking out the window. “So what nationality are you?” I said, after a brief silence. “Eh—?” “Well, if your mother’s Polish, and your dad’s Ukrainian, and you were born in Australia, that would make you—” “Indonesian,” he said, with a sinister smile. He had dark, devilish, very expressive eyebrows that moved around a lot when he spoke. “How’s that?” “Well, my passport says Ukraine. And I have part citizenship in Poland too. But Indonesia is the place I want to get back to,” said Boris, tossing the hair out of his eyes. “Well—PNG.” “What?” “Papua, New Guinea. It’s my favorite place I’ve lived.” “New Guinea? I thought they had headhunters. “Not any more. Or not so many. This bracelet is from there,” he said, pointing to one of the many black leather strands on his wrist. “My friend Bami made it for me. He was our cook.” “What’s it like?” “Not so bad,” he said, glancing at me sideways in his brooding, self-amused way. “I had a parrot. And a pet goose. And, was learning to surf. But then, six months ago, my dad hauled me with him to this shaddy town in Alaska. Seward Peninsula, just below Arctic Circle? And then, middle of May —we flew to Fairbanks on a prop plane, and then we came here.” “Wow,” I said. “Dead boring up there,” said Boris. “Heaps of dead fish, and bad Internet connection. I should have run away—I wish I had,” he said bitterly. “And done what?” “Stayed in New Guinea. Lived on the beach. Thank God anyway we weren’t there all winter. Few years ago, we were up north in Canada, in Alberta, this one-street town off the Pouce Coupe River? Dark the whole time, October to March, and fuck-all to do except read and listen to CBC radio. Had to drive fifty klicks to do our washing. Still—” he laughed —“loads better than Ukraine. Miami Beach, compared.” “What does your dad do again?” “Drink, mainly,” said Boris sourly. “He should meet my dad, then.” Again the sudden, explosive laugh—almost like he was spitting over you. “Yes. Brilliant. And whores?” “Wouldn’t be surprised,” I said, after a small, startled pause. Though not too much my dad did shocked me, I had never quite envisioned him hanging out in the Live Girls and Gentlemen’s Club joints we sometimes passed on the highway. The bus was emptying out; we were only a few streets from my house. “Hey, this is my stop up here,” I said. “Want to come home with me and watch television?” said Boris. “Well—” “Oh, come on. No one’s there. And I’ve got S.O.S. Iceberg on DVD.”

Demonstrators took to the streets of Manokwari, the capital of West Papua province, bringing the city of some 130,000 to a standstill as its civic building was nearly reduced to ashes.

Some protesters set fire to shops and vehicles, knocked down street signs, and threw rocks at government buildings, according to an AFP reporter at the scene, who estimated several thousand demonstrators were present.

The riots marked the latest flashpoint in a region hit by a decades-old insurgency against Indonesian rule and allegations that its security forces committed widespread rights abuses against its ethnic Melanesian population.

Papua shares a border with independent Papua New Guinea (PNG), just north of Australia.

A former Dutch colony, it declared itself independent in the early Sixties, but neighbouring Indonesia took control of the resource-rich region following a UN-sponsored independence referendum that was widely viewed as a sham.

More than ten years ago, in Nadi, Fiji, during a UN conference, I was approached by the Minister of Education of Papua New Guinea (PNG). He was deeply shaken, troubled, his eyes full of tears: “Please help our children,” he kept repeating: “Indonesian army, TNI, is kidnapping our little girls in the villages, raping them, and then… in the most sadistic way cutting off their nipples and clitorises. And if they speak, entire villages get burned down in retribution. Many already have been. Some children managed to escape; to cross the border, from West Papua to PNG. Now they are staying in our refugee camps, but our country is poor; we are hardly coping. Please come to Papua, and we will take you to the border region… please tell the story to the world…” What followed, I described in detail in my book, Oceania. In brief, I managed to scramble some money for my trip from Samoa back to PNG, I found the Minister of Education, but he refused to take me to the camps. I contacted his subordinates as well as local journalists, and was told the same thing: “Nothing has changed; nothing improved; but the Minister was bribed and intimidated by the omnipresent Indonesian embassy.” * Now even the mainstream media in Java, including the generally pro-regime English-language daily The Jakarta Post, has had to react to the terrible events which are taking place on the occupied territory of West Papua. On August 19, 2019, Evi Mariani, wrote: “Papuans are said to have endured racial discrimination from the majority Javanese. A political activist from Papua, Filep Karma, wrote in 2014 in his book, Seakan Kitorang Setengah Binatang: Rasialisme Indonesia di Tanah Papua (As If We Are Half Animal: Indonesia’s Racism in Papua Land), that he experienced racism when he studied in a state university in Surakarta, Central Java. He often heard his friends calling Papuans “monkeys”, he said in the book. My Romo kept asking me what I would be when I was a kid. I told him that I wanted to live and work in the eastern part of Indonesia. I haven't given any thoughts about it any longer since then. I traveled , lived in so many different countries but well, 25 years later: here I am - in the farthest (eastern) part of Indonesia - close to the border to PNG! I can always mention how great and kind the universe to me. It works in such mysterious ways. I do not know whether those words I've spoken have become such a mantra, and a silent prayers or simply it's just a matter of coincidence. What I know is that the universe always have such ways to manifest those prayers. Reading Menjadi (Becoming - Eng) by Afutami is like dragging myself to the past. It allows me some spaces to retrace the pieces that I have left back then and reconnect them with the present meh! It gives me some spaces to unveil who I am, what I need and how to achieve things I've been dreaming of. I also like the allegories used in this book. The allegories used is so simple and understandable - at least to me who have no interest in such motivational books (simply because 1st: I am always sceptical when it comes to these kinds of thingies; 2nd. Seeing health ‘opportunities’ in post-pandemic Papua New Guinea: a UN Resident Coordinator blog – UN News

UN Resident Coordinator Gianluca Rampolla believes that the public health communications and system strengthening, undertaken during the outbreak of the virus in PNG, will help to put the “local health system on a better platform to combat future pandemics.”

Ahead of World Immunization Week which begins on 24 April, he explains why.

“On Friday, I received my first dose of the COVID-19 vaccine. It is incredible to think that in a little over a year since the WHO declared COVID-19 a pandemic, a vaccine has been developed and is being administered here in Papua New Guinea (PNG).

Of course, I am in Port Moresby and am receiving my vaccine at a private hospital. Ensuring vaccines are available to communities around the country will be the true test.

Reaching remote communities

I have been fortunate during my time in PNG to be able to travel to some of the planet’s most unique and vulnerable landscapes. When I travel, I am constantly reminded of just how remote some communities in PNG truly are.

North Fly is an area in PNG’s Western Province, bordering Indonesia. The area was one of the first to report cases of COVID and now has one of the highest counts of COVID-19 cases in the country.

It is also home to some of the most difficult-to-reach communities in the region and hosts asylum seekers. Some riverside communities are entirely inaccessible during the dry season.

At the start of the pandemic, I visited Rumginae Hospital, a referral hospital about an hour’s drive from the region’s major town of Kiunga, to speak with Dr Kevin Pondikou – the hospital’s only doctor – and his staff. Dr Kevin showed us the storerooms which were running low on personal protective equipment (PPE). A new diagnostic machine was sitting in a box because travel restrictions meant the technician had not been able to travel to install it.

A few weeks after this visit, colleagues from UNFPA returned to Rumginae. A young woman came in suffering from shock. She had delivered a baby three weeks earlier in her village without a midwife or any medical support. Bleeding heavily, she and her mother walked for close to one day to reach the aid post at Mougolou, from where she was airlifted to Kiunga and then brought to Rumginae where she received a blood transfusion.

Healthcare providers like the team at Rumginae were stretching their resources to treat patients even before a surge in cases in February 2021. Preventing severe complications from COVID is vital to keeping this hospital open.

Vaccine Equity

We have received 132,000 vaccines through the COVAX Facility. Despite the incredible achievement in bringing a vaccine to so many developing countries within such a short time, this shipment arrived too late for the 91 people, including one of our colleagues, who had died from COVID-19 in PNG up until mid-April. The first delivery of COVID-19 vaccines from the COVAX Facility arrives in Papua New Guinea.

Additionally, that shipment contained less than half of the 288,000 vaccines that PNG was originally assigned. We need to push for better distribution of vaccines to the most vulnerable.

And that doesn’t end with a photo op at Port Moresby’s Jacksons Airport. It ends when every person in this half island nation of 7.4 million has been given the choice to get the vaccine.

Focusing on opportunities

Reaching communities like Rumginae is of course a major challenge, but an achievable one. In 2018, WHO and UNICEF vaccinated 3.1 million children against polio within only a few months of an outbreak being announced.

The challenge we have on our hands with COVID is that the virus and the vaccine are new, leading to significant skepticism and vaccine hesitancy. As more young people are connected to the internet, vaccine conspiracy spreads like wildfire. Rumors reach these communities before we can.

However, to focus on the scale of this challenge ignores the opportunities. The public health information we share now – on how a virus is spread and on how vaccines work – sets us and the local health system on a better platform to combat future pandemics.

We are building a vocabulary that will help us tackle existing challenges like TB and HIV/AIDS.

Passing the test

Funding to the COVID response has enabled IOM and UNICEF to build water facilities in North Fly, and to support the districts most vulnerable.

We have also demonstrated, at the regional and global level, that PNG has friends all over the world who are ready and willing step up to support. Development partners and the private sector have donated tonnes of PPE, testing kits and lab consumables, medical devices and personnel, and vaccines.

This pandemic is testing our capacity for cooperation and I believe it is a test we will pass”.

“This is very frightening, to know that you don’t have any medical facilities open, or very limited, and you cannot easily access them because of the restriction,” says Reva, 48, PNG assistant country director of program support for humanitarian non-profit CARE International. “I’m breathless, I can’t explain how difficult it is.”

Low testing rates also mean PNG’s case load is likely much higher — something authorities acknowledge. Meanwhile, rampant misinformation in the country means some people are still not taking the threat seriously.

Onlookers warn the crisis could worsen next week as people in the predominantly Christian nation travel home for Easter — and are calling on neighboring Australia and New Zealand to do more to help.

“Papua New Guinea’s health crisis has now reached the level we feared it would a year ago with a surge in cases,” Amnesty International’s Pacific researcher Kate Schuetze said earlier this month. “A combination of an ailing health system and inadequate living conditions has created a perfect storm for Covid-19 to thrive in the country’s overcrowded informal settlements.”

Papua New Guinea’s outbreak

For almost a year, PNG seemed to handle the outbreak well.

The country confirmed its first case on March 20 last year — an man who had traveled from Spain. Within two days, the Prime Minister declared a state of emergency, stopping all incoming and domestic flights, and limiting travel between provinces.

Onlookers and the government were concerned an outbreak in PNG would be disastrous.

“Our country does not have a health system that is capable of defending our people in this time of emergency with the threat of the coronavirus entering and spreading in our country,” Prime Minister Marape said in Parliament on April 2. At the time, he said PNG had 500 doctors, fewer than 4,000 nurses, under 3,000 community health workers and only 5,000 hospital bed spaces. “Our existing health capacity is insufficient to fight this battle,” he added.

PNG has one of the lowest ratios of doctors per 1,000 people in the world. According to 2018 World Bank figures, the country had 0.07 physicians per 1,000 people — well below the 2017 average among small Pacific Islands (0.5), the 2017 world average (1.6), or the 2017 level in the United States (2.6).

For a while, PNG’s measures appeared to work. It took until February this year for the country to reach 1,000 cases. But Covid-19 was likely circulating under the radar, says Justine McMahon, PNG country director for CARE.

“It’s been here for months,” McMahon said. She added that up until a month ago, people were quite ambivalent about the Covid-19 pandemic, but “there’s a growing sense of trepidation everywhere.”

It’s unclear what sparked the outbreak. The country shares a land border with Indonesia, which has reported almost 1.5 million coronavirus cases, according to Johns Hopkins University data. The border between the two countries is closed, although officials said earlier in the pandemic that some people were defying the closure, according to Radio New Zealand.

The outbreak may have also been exacerbated by funeral gatherings held earlier this month to honor PNG’s first Prime Minister Michael Somare, who died age 85 in late February after being diagnosed with advanced pancreatic cancer. Thousands gathered at a state funeral in Port Morseby, but few mourners wore masks at the service, Australia’s ABC reported. Crowds also gathered along the street as a hearse carried his coffin, and a number of mourning events were held for representatives from the country’s provinces.

“I’m pretty concerned. The number of people who came together for the period of mourning, if it goes like any other country, it’s just going to spread like anything,” McMahon said.

What’s the situation now?

One year ago, PNG responded aggressively to the threat of Covid. But now cases have surged, restrictions are weak or not enforced, according to McMahon and Reva.

Authorities announced restrictions on travel between provinces and mandatory mask wearing. They also said they would ban mass gatherings, close schools, and may order burials in a “designated mass grave,” according to a Reuters report.

But Reva, who lives in Goroka in PNG’s Eastern Highlands province, estimated Thursday that only “about 20%” of people he sees are wearing masks.

Reva also worries for his family, who live in the capital, Port Moresby, which is in the National Capital District where about 47% of the country’s cases have been reported, according to government figures. Reva said family members told him mask wearing and social distancing measures aren’t in place, and six people had died over the past week in their urban village of 30,000. So many deaths in a week is unusual for his village, Reva added — but because of limited testing, it’s unclear whether the six died from Covid-19.

“I am worried for them,” he says of his family. “The national directives have been handed down but the law enforcement is not in place.”

According to the World Health Organization’s health situation report for the first week of March, in some facilities around the country more than 30% of coronavirus test results in PNG were positive. At Rita Flynn hospital, one of two major hospitals in the capital, almost 40% of tests are coming back postive, Médecins Sans Frontières (MSF) said in a statement Friday.

High test positivity rates tend to indicate not all cases are being detected — WHO has previously advised governments to avoid reopening until test positivity rates reach 5% or lower. But some places in PNG have no testing capabilities at all — McMahon says there is no testing available in Goroka.

Ghulam Nabi, interim head of mission for MSF in PNG, said a “substantial number” of the country’s healthcare workers had tested positive, meaning they have to isolate and can’t go to work. That has consequently restricted health care services, Nabi said.

“This is a huge setback, because the country does not have enough health staff to begin with,” said MSF medical manager Farah Hossain, adding that of 86 staff running MSF’s tuberculosis program in the country, 30 had tested positive for Covid-19.

Some hospitals around the country have closed — they may accept maternity or critical emergency cases, but otherwise people are being turned away, McMahon said.

Battle against misinformation

All this is being exacerbated by the spread of misinformation.

On Thursday, leader of the opposition, Belden Norman Namah, demanded the government follow other countries in suspending the rollout of AstraZeneca’s Covid-19 vaccine, and downplayed the threat of the pandemic.

Namah said in a statement the government was “exposing citizens to potential serious harm and offering them up as laboratory rats or guinea pigs for further testing of the virus.”

McMahon and Reva say these sentiments are common. Reva says he has heard people say they are afraid of dying if they take the vaccine, and others believe their Christian faith will be enough to protect them from the coronavirus.

McMahon says when she was in Port Moresby three weeks ago, some taxi drivers she spoke to were dismissive. “Because they didn’t see it here, they said ‘no, it doesn’t come here,'” she said. “A lot of people think as well, ‘God will protect us.'”

Prime Minister Marape on Friday appealed to “rumormongers” to stop.

“I did not manufacture Covid-19 in a lab somewhere, I did not import Covid-19 into this country,” he said. “Just like viruses that transfer from person to person, from human to human, Covid-19 has arrived in our country despite us doing our best to keep our borders safe.”

Unfolding crisis

In a place like PNG, where the CIA says about 85% of the population lives off subsistence farming, lockdowns can be challenging. Many rely on going to busy markets to sell their produce. Marape noted that “fine balance” on Friday, saying the government was trying not to stifle economic activities.

Even so, Reva wants to see a lockdown: “Everywhere, anywhere we go, we don’t feel safe anymore.”

MSF’s Hossain says more can be done. Testing needs to be escalated, health advice promoted and the country needs more vaccines, she said.

And that’s where other countries come in.

PNG’s largest donor, Australia, has provided 8,000 AstraZeneca vaccine doses, which Marape said would be rolled out from next week. Earlier this month, the New Zealand Defence Force donated 4,400 kilograms (9,700 pounds) of PPE. China — a major investor in PNG — has offered a batch of vaccines, according to a Xinhua state-run media report.

PNG is also part of the United Nations COVAX scheme, which aims to give equal vaccine access to all countries.

But PNG is yet to accept China’s offer. In February, acting foreign minister Rainbo Paita told Australia’s ABC the decision to introduce the vaccine was subject to formal discussions.

Amnesty International’s Schuetze says Australia and New Zealand’s pledges of assistance are “woefully inadequate” and PNG’s experience speaks to the “deeply unequal global rollout.” She wants to see New Zealand and Australia “urgently step up” and provide help to PNG.

Throughout the pandemic, both countries have been concerned about the virus spreading in the Pacific. For the most part, Pacific Island countries have avoided a major outbreak — some, including Kiribati, Tonga and Tuvalu, are yet to report a single case.

Australia plays a big role in supporting Pacific countries, and an outbreak there would impact it too. Australian Prime Minister Scott Morrison said earlier this month helping Papua New Guinea wasn’t just to support “our Pacific family” but also about “keeping our nation and people safe.”

Only a small strait separates the tip of the Australian state of Queensland from PNG, and Morrison noted the outbreak carried a risk to his country through incoming travelers. A new strain from PNG makes up 60% of active cases in the Australian state, CNN affiliate Nine News reported Friday.

McMahon sees other challenges in the future — the difficulty of a vaccine rollout in the country, the possibility people won’t return for the second dose, and the issue of vaccine hesitancy. The crisis is also taking focus and resources away from other major health issues, such as the fight against tuberculosis.

“It’s out of the box now,” said McMahon. “The only thing they can do is have widespread vaccination of the population.”

To Hossain, it’s an unfolding humanitarian crisis.

“(It’s) a fragile health system, and then the medical staff are getting positive, and then you have case numbers piling. So this is like one on top of another. So unless we try to contain it, unless we support the treatment and the testing, it can become a catastrophe.”
