Gripen and F-16 fighters are finalists for the Philippine Air Force

The Philippine Air Force (PAF) said on Tuesday that it is in the process of choosing between the latest model of the Lockheed Martin F-16 made in the United States and the Swedish-made Saab JAS39 for its future multifunctional fighter (MRF).
"(The) last two competitors (for PAF's MRF project are) the F-16V Block 50/52 and the JAS39 Gripen C/D+ version," said PAF spokesman Colonel Maynard Mariano.
Mariano said that although the MRF project has been approved, the government still needs to allocate resources to him.
"For MRF, the project is approved with the decision of the Acquisition Memorandum issued, the government will still find a way to finance the said project," he added.

The F-16V is the latest and most advanced F-16 in operation to date and is considered the fourth-generation MRF proven in combat.
It is equipped with advanced radar systems that allow greater detection and tracking capabilities, along with advanced air-to-air and air-ground weapons.
Meanwhile, the JAS39 Gripen C/D is classified as the most reliable "oscillating function combat aircraft" available in the world.

Version "C" is a single-seat aircraft, while version "D" is a two-seater configuration.
Swedish-made fighter requires minimal personnel and ground support equipment for scattered operations and can operate on small unprepared roads. It is also equipped with sophisticated radars and sensors and weapons.
Earlier, the head of the PAF, Lieutenant General Connor Anthony Canlas, said that the service's MRF project was approved by former President Rodrigo R. Duterte.
The contract for the MRF project can be signed this year, Canlas said, adding that the PAF requirement for the project stipulates that the aircraft offered must be "fourth generation or higher".
The project also requires at least 12 MRFs capable of patrolling the country's protected waters and airspace.

The MRF is part of Horizon Two of the Modernization Program of the Armed Forces of the Philippines, scheduled for 2018 to 2022, which aims to acquire more equipment for external defense.
Any aircraft that will be selected must be able to integrate with existing radar systems that have a range of about 250 nautical miles.
Once these MRFs are purchased, PAF, with the help of these radar systems, can be deployed to determine whether the aircraft flying over the country's airspace is friendly or hostile.
These proposed MRFs are expected to increase the existing fleet of 12 South Korean-made FA-50PH jet aircraft with Mach 1.5 capacity acquired from 2015 to 2017 by PAF as its first supersonic aircraft after the decommissioning of its Northrop F-5 Tiger jet fighters in 2005.

MANILA – As Typhoon Rolly batters a large part of the country, Armed Forces of the Philippines (AFP) chief-of-staff Gen. Gilbert Gapay on Sunday urged all troops tapped to conduct disaster response missions to focus on their tasks.
"Today let's focus (on) the task at hand to help our countrymen particularly those situated along the path of Super Typhoon Rolly," he said as he mustered troops of Joint Task Force-National Capital Region (JTF-NCR) at Camp Aguinaldo, Quezon City.
Gapay also told officers and enlisted personnel of JTF-NCR to expect the worst as “Rolly” threatens Metro Manila, Bicol Region, and Central Luzon.
Earlier, the AFP chief has placed all military units on red alert to maximize the Armed Forces' response capacity. With this, all disaster response teams and mobility assets from the Southern Luzon Command (SolCom) Northern Luzon Command (NolCom), Central Command (CentCom) and JTF-NCR are already on standby for possible deployment.
Air and naval assets are also in their respective secure positions for use in transport and damage assessment missions.
"Let us maintain that high state of readiness. With that, I am confident in our preparation, our dedication, the sound leadership of our commanders, and our unity and teamwork that we will weather the impact of ST Rolly," Gapay said.
He also directed all units to coordinate with and provide technical and manpower support to local disaster risk reduction and management centers.
This includes the possible setting up of Incident Command Posts of local government units with AFP communications equipment and transportation assets, as well as first responders.
Gapay also reiterated his earlier directive to ensure the safety of military personnel and assets, particularly those along the track of the typhoon.
In a televised briefing at the National Disaster Risk Reduction and Management Council (NDRRMC) headquarters in Camp Aguinaldo, Quezon City Sunday, he also ordered frontline units in less affected areas to prepare to reinforce those in directly affected areas.
Gapay said a total of 4,860 regular troops were activated for Typhoon Rolly. He added that the distribution of these troops are as follows: 2,000 in NolCom; 1,800 in SolCom; 860 in CentCom; and 600 in JTF-NCR, ready to respond if needed.
These military personnel, he said, are augmented by 2,000 CAFGU Active Auxiliary along with some 1,000 reservists.
He added that six air assets, which can be broken down into two heavy-lift transport aircraft and four helicopters, are on standby for disaster response operations.
"We also have four big ships of the Navy, two landing docks and two logistics support (vessels), also on standby, to perform and assist on our disaster response operations," Gapay said. (PNA)

The Philippine Air Force (PAF) is expected to purchase 32 additional Polish-made Sikorsky S-70i Black Hawk utility combat helicopters.
The acquisition is taking place after the release of initial financing for the aircraft last month. The helicopters will be deployed to support humanitarian assistance and disaster relief missions.
Philippine Secretary of Defense Delfin Lorenzana expects the completion and signing of the helicopter contract this month.
Lorenzana told the Philippine News Agency (PNA): "We are very pleased with the launch of the Special Assignment Release Order (SARO). We really need more helicopters, especially for humanitarian assistance and disaster relief missions.”

On December 27, the Philippine Department of Defense received SARO worth $31.3 million from the Department of Budget and Management.
The PNA reported that the funding was released “to cover the initial funding requirement for the Philippine Air Force's additional utility helicopter acquisition project under the Revised Armed Forces Modernization Program of the Philippines”.
The Philippine government set aside $1.21 billion for the acquisition of 32 Black Hawks helicopters and six offshore patrol ships for the Philippine Navy.

PAF employed S-70is to transport relief supplies and rescue teams, as well as Covid-19 vaccines.
Lockheed Martin / PZL Mielec in Poland is responsible for supplying the helicopters to PAF. Last year, the service received all 16 Black Hawks from the Polish manufacturer.

MANILA – BRP Jose Rizal (FF-150), the country's first missile-frigate, and its crew would use the two-week "Rim of the Pacific" (RIMPAC) exercises as its "shakedown cruise" where its performance would be tested.
"We can say it as part of the 'shakedown cruise' where we can test the seaworthiness and performance of FF-150 while the ship is still under warranty," Philippine Navy (PN) public affairs office chief Lt. Commander Maria Christina Roxas said in a message late Wednesday when asked why the ship was selected to participate in the exercises.
A shakedown cruise allows the crew to familiarize themselves aboard a new vessel and to ensure all of the ship's systems are functional.
"Other than that, it is a chance for the officers and crew to work as a team since most of the time they are conducting individual training. This time one ship, one team. Through this exercise, they will be able to conduct and function as a whole team of FF-150," Roxas added.
The ship has a crew of 65 and is commanded by Captain Jerry Garrido. RIMPAC 2020 is slated for August 17 to 31 off the waters of Hawaii.
BRP Jose Rizal is scheduled to depart the Philippines by July 29 to 30 to participate in the biennial maneuvers described as the largest maritime warfare exercise in the world.
"(The) RIMPAC (exercises) is a multi-dimensional training exercises so, it means it is our chance to level up our engagement in this four-dimension warfare. Having this exercise for FF-150, it is an opportunity now that we have this capability in our inventory," Roxas said.
Also, she said BRP Jose Rizal will be sailing alone for these exercises as the majority of PN ships are currently involved in supporting government efforts in containing the coronavirus disease 2019 (Covid-19) threat.
Meanwhile, Roxas said the ship will not include its AgustaWestland AW-159 "Wildcat" anti-submarine helicopter for RIMPAC 2020 as its crew is still undergoing training which was disrupted by the Taal Volcano eruption and ongoing Covid-19 pandemic.
For its RIMPAC deployment, an AW-109 "Power" utility helicopter will be aboard, she added.
The Navy's two AW-159 anti-submarine helicopters were delivered in May of last year and are worth PHP5.4 billion including its munition and mission-essential equipment.
The handover, christening, and commissioning ceremonies for the BRP Jose Rizal will be held at the Alava Wharf in Subic Bay, Zambales on Friday afternoon.
Defense Secretary Delfin Lorenzana will grace the handover and christening ceremonies while President Rodrigo Duterte will serve as the guest of honor and speaker at the commissioning ceremony.
BRP Jose Rizal arrived in Subic Bay, Zambales last May 23 after leaving Hyundai Heavy Industries (HHI) shipyard in Ulsan, South Korea last May 18.
The ship is capable of conducting anti-air warfare, anti-surface warfare, anti-submarine warfare, and electronic warfare operations.

Mayor Maria Isabelle Climaco-Salazar, who will lead the opening of the race, said some 200 vinta owners have registered to join this year’s Regatta de Zamboanga. The Regatta is one of the activities of the Zamboanga Hermosa Festival that attracts thousands of spectators. Salazar said the first to cross the finish line among the 200 competitors of the vinta race will take home a cash prize of PHP15,000. The second placer will receive PHP12,000; the third, PHP10,000; the fourth, PHP7,000; and the fifth, PHP5,000. Salazar said this year’s Regatta will feature the Capability Demonstration by the various units and assets of the Philippine Navy, as an added attraction. She said the vinta race will be followed by the “Wow Sardinas” Grand Boodle Fight at 11 a.m. along R. T. Lim Blvd. Tables covered with banana leaves and filled with canned sardine products from every major sardine manufacturer based in the city will line up the boulevard stretch, as thousands of residents gather for a communal meal. MANILA – Around 47 members and supporters of the New People's Army (NPA) voluntarily surrendered earlier this month due to severe pressure from military operations and the hardships of always being on the run.
In a statement Sunday, Armed Forces of the Philippines (AFP) public affairs office chief Navy Capt. Jonathan Zata said the Northern Luzon Command (Nolcom) recorded the highest number of surrendered NPA members and supporters at 33.
On June 4, 21 members of the NPA’s so-called “underground mass organizations” withdrew from the communist terrorist group with the help of the 91st Infantry Battalion in Dingalan, Aurora while seven NPA members yielded to government forces in Guimba, Nueva Ecija on June 2.
Nolcom also reported the surrender of five other rebels on separate occasions in the provinces of Isabela, Tarlac, and Ilocos Sur on June 1.
Meanwhile, a total of seven NPA members surrendered to the Eastern Mindanao Command (Eastmincom).
Of this number, five surrendered on June 3 in Surigao del Sur, Agusan del Norte, Davao de Oro, and Davao del Norte while two others voluntarily turned themselves in to government forces in Mawab, Davao de Oro on June 1 and Malaybalay City, Bukidnon on June 2.
On June 2, five communist rebels surrendered to government forces in Mulanay, Quezon under the Southern Luzon Command (Solcom) while two more NPA members yielded to the 46th Infantry Battalion in Calbiga, Samar on June 3.
Zata added that intensified internal security operations also resulted in the death of one NPA member and apprehension of five others from June 1 to 5.
On June 4, Solcom forces figured in an encounter with 10 communist terrorists in Baco, Oriental Mindoro area which resulted in one death from the rebels' side.
They also seized one .45-caliber pistol with a magazine loaded with six rounds of ammunition, one improvised explosive device (IED), one Garmin GPS, 13 cellphones with 17 assorted batteries and three chargers, subversive documents, and assorted medical supplies.
Meanwhile, Central Command troops apprehended three NPAs which accounted for the recovery of one .45-caliber pistol, two IEDs, cellular phone, PHP25,000 cash, and subversive documents in Las Navas, Northern Samar on June 1.
On June 2, the 36th Infantry Battalion in Eastmincom apprehended two personalities believed to be NPA members and confiscated one hand grenade, one motorized tricycle, and PHP10,550 cash in Cantilan, Surigao del Sur.
“The unwavering commitment of our troops to their sworn duty under NTF ELCAC (National Task Force to End Local Communist Armed Conflict) with the active support of local government units proved to be successful in securing our nation’s safety against the threat of communist terrorism amid the current national health crisis,” said AFP chief-of-staff General Felimon T. Santos Jr.
He added the AFP will remain steadfast in its efforts to contain and eventually eliminate the dangers posed by the communist terrorist group.
"We will continue to fight in the frontlines against the global pandemic while strengthening our post in the battlefront,” Santos said.
The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United Kingdom, the European Union, United States, Canada, Australia, New Zealand, and the Philippines. (PNA)
