I’m really putting this feature to use… The very cool mission reports label Ryouma as having A level clearance and Genma S, I’m guessing Raidou has the same as Gen, which leaves Kakashi- is he also S given how 1) he’s kakashi super smart genius jounin 2) has access to info from Minato and always seems to have/be given info anyways
The clearance level on the reports refers to the mission, not the agent. Genma’s report was for a mission that had political implications, which is why it’s S-ranked and Ryouma’s isn’t. All four of them have individual S-rank clearance and can be assigned to S-ranked missions.
Just like our world's designations secret and top-secret, having S-rank clearance doesn’t give an individual access to any and all S-ranked information. It means that if a particular piece of S-ranked information is required for that agent to complete their assignment or mission, they are cleared to have that access. There’s still a need-to-know filter for everything.
