CS Kagwe roots for social protection to mitigate economic challenges arising from covid restrictions.
The Cabinet Secretary for Health Senator Mutahi Kagwe has underscored the role of social protection programmes’ to ease economic challenges associated with the Covid 19 pandemic.
Speaking when he delivered the Guest of Honour speech at the twenty-third African Economic Research Consortium (AERC) Virtual Senior Policy Seminar, Kagwe noted that well thought out social protection programmes will act as safeguards for the economically vulnerable.
Social protection initiatives, he said, support positive health outcomes by mitigating economic shocks, such as income losses resulting from the measures governments have imposed to contain the spread of COVID-19.
The seminar, which features delegates from across the continent, including Central Bank Governors, Finance and Economic Affairs Ministers among other stakeholders, is this year being hosted under the theme: “The Global COVID-19 Health Pandemic and Its Implications for the African Economies”.
In his address, Kagwe noted that, with new infections on the rise, it is a race against time for governments to re-look at some policy interventions necessary to provide appropriate coping and recovery mechanisms to respond to the crisis.
“Social protection is an effective way to protect immediate human needs and to cushion economic reversals by protecting productive assets,” he said. He added that “If governments have channels in place that they can use to put income into people’s hands when they lose their livelihoods, they can forestall losses that might set economic recovery back years.”
Learning from the Kenyan example, Kagwe advised Economic Policy stakeholders to consider adopting social protection measures such as the Kazi Mtaani initiative.
“The objective is to avoid panic sales of productive assets, ensure households keep a roof over their heads, help small businesses to pay wages of furloughed staff, and to provide public works employment while the informal sector is paralyzed,” he said.
Other speakers at the seminar included AERC Executive Director  Professor Njuguna Ndung’u, and Dr Arqebe Oqubay, Senior Minister and Advisor to the Prime Minister of Ethiopia, who delivered the keynote speech.
At the seminar, Equity Bank (Kenya)  Board Chairman Amb. Erastus Mwencha, who is also the former Vice-Chair of the African Union, served as the Chair of a Special Session honouring the first AERC Executive Director and former Governor of the Tanzania Central Bank, Prof. Bennu Ndulu, who passed on last month (February).
The current Covid-19 pandemic is damaging business ecosystems, affecting livelihoods, and threatening to overturn sub-Saharan Africa’s development progress and growth projections.
The pandemic has brought to the fore economic challenges and exposed many institutions’ frailty across the continent. Yet, as the virus was late in arriving on the continent, we saw governments across Africa taking decisive actions to keep citizens safe and implementing global best practices and policies. While there are apparent capacity and execution shortfalls, there have also been several prosperous areas of practice.

India ranks 76th out of 82 economies. The areas of improvement for India include social protection (76th) and fair wage distribution (79th).
India has been ranked very low at 76th place out of 82 countries on a new Social Mobility Index compiled by the World Economic Forum, while Denmark has topped the charts.
The report, released ahead of the 50th Annual Meeting of the WEF, also lists India among the five countries that stand to gain the most from a better social mobility score that seeks to measure parameters necessary for creating societies where every person has the same opportunity to fulfil his potential in life irrespective of socioeconomic background.
Increasing social mobility, a key driver of income inequality, by 10% would benefit social cohesion and boost the world’s economies by nearly 5% by 2030, the WEF said.
But, few economies have the right conditions to foster social mobility.
Measuring countries across five key dimensions distributed over 10 pillars — health; education (access, quality and equity); technology; work (opportunities, wages, conditions); and protections and institutions (social protection and inclusive institutions) — shows that fair wages, social protection and lifelong learning are the biggest drags on social mobility globally.
In the case of India, it ranks 76th out of 82 economies. It ranks 41st in lifelong learning and 53rd in working conditions.
The Areas of improvement for India include social protection (76th) and fair wage distribution (79th).
The inaugural Social Mobility Report showed that across the Global Social Mobility Index, only a handful of nations across the 82 countries covered have put in place the right conditions to foster social mobility.
The top five are all Scandinavian, while the five economies with the most to gain from boosting social mobility are China, the United States, India, Japan and Germany.
“Creating societies where every person has the same opportunity to fulfil their potential in life irrespective of socioeconomic background would not only bring huge societal benefits in the form of reduced inequalities and healthier, more fulfilled lives, it would also boost economic growth by hundreds of billions of dollars a year,” the WEF said.

Together with our Investors, Institutions, Stakeholders, and Corporations we had time to assess and get a good handle on the cumulative effects of our Modern Selfcare and Consumer Health and Development Value creation Framework strengthened by my more than 20 years of Healthy Structural Performance, Operational Resilience, and Efficacy and the work we have been involved in. Our work and Structural Framework have provided the missing legitimacy and credibility that were required for the scale and scope of what Stakeholders, Investors, CEOs, Corporations, and Policymakers envisaged for their Investment, Elicitation, and Outcomes. Additionally, it has revamped the outdated Modern Selfcare and Consumer Health and Development Frameworks that were counterproductive for the uptake of Modern Selfcare at scale, as well as for the Ownership and Preservation of Health, Development, and Triumphant Living culture.
It is time to move on from Grand Moves. Through our efficient Modern Selfcare and Consumer Health and Development actions, integration into the global Economic and Financial ecosystems has reached its implementation phase. There is a strong sense of mission among our Investors, Stakeholders, Corporations, and Legislators today. We have won numerous legislative victories across numerous frontiers, opening doors to Healthy Resilience, Healthy Longevity, Triumphant Living as a culture, and the shift to rewarding outcomes over input. We have also enabled several high-profile Consumer Health spinoffs pegged to our Modern Selfcare and Consumer Health and Development currency (more to come). Our success to date supports that confidence. The Global Structure Network Limited is an opportunity to maximise the impact of the Private Sector Modern Selfcare and Consumer Health and Development including Value-Based approached actions, and to increase collaborative actions for the Ownership and Preservation of Health, Development, and Triumphant Living as a Culture.

Our Investors, Policymakers, CEOs, and Corporations must continue to show the world through direct investment in our commercial agenda and collaborations that the Global Structure Network Limited, strengthened by my more than 20 years of Healthy Structural Performance, Operational Resilience, and Efficacy is a monumental achievement that offers differentiated outcomes for many challenges across multiple frontiers, including Consumers and Households Modern Selfcare and Consumer Health and Development investments.
The Global Structure Network Limited and our Modern Selfcare and Consumer Health and Development landscapes are not only an investment destination, but it is also a long-term profit generator. A place for Value Creating Activities, for Value-Based Investors and Investments with an eye to not losing this generation and future generations because we are fully aware that social decline and poverty are fertile grounds for parties with radical viewpoints. I would stress that this really matters — for the economy, for the global Modern Selfcare and Consumer and Household markets in towns and cities all over the world. We, including our Investors, CEOs, Corporations, Stakeholders, and Policymakers, have woken up from autopilot to take the initiative. We don’t intend to place our monumental Modern Selfcare and Consumer Health and Development achievements and successes, including our prosperity, at stake. The detractors of Consumers and Households Ownership and Preservation of Health, Development, and Triumphant Living as a Culture ambitions were the great beneficiaries of the journey of my Healthy Structural Performance, Operational Resilience, and Efficacy leading up to our 20 year anniversary, our incorporation point, achieving limited economic metrics for unproductive purposes without securing key Modern Selfcare and Consumer Health and Development metrics. Today, this same group of people will also face a heightened version and new global challenges from the Efficacy Profile of that journey and its Purpose —to support Consumers and Households in their Ownership and Preservation of Health, Development, and Triumphant Living as a Culture ambitions in towns and cities all over the world. We are counting on you Consumers and Households to be focused, vigilant and sensible.

Who else can protect my rights?
Welcome back!!
Last time we looked at the ways in which one’s rights can be breached and what we can do in such cases. This week, we will take a look at other individuals and organizations that can help to protect our rights.

Firstly, respecting the rights of others begins with each of us. We all want to be free to make our own decisions about what we say and do, but of course the limit to our freedom is when our actions or words start to cause harm to others.
Secondly, it is the duty of law enforcement to ensure the safety of the citizens they are sworn to protect. Law enforcement are the most visible and largest contingent of guardians of civil and human rights, and effective leaders recognize the ethical and legal imperatives to which they and their officers must adhere to ensure that civil rights of all individuals in their communities are protected.
However, it’s not just up to individuals and law enforcers to work out what is right and wrong or how to deliver on the promise of our rights – our governments are instrumental in respecting and ensuring our rights are not infringed upon. 
States have the legal obligation to protect and promote our rights, including the right to security, and ensure that people can realize their rights without discrimination. The overall responsibility of the State includes ensuring the due provision of benefits according to clear and transparent eligibility criteria and entitlements, and the proper administration of the institutions and services. Where benefits and services are not provided directly by public institutions, the effective enforcement of the legislative frameworks is particularly important for the provision of such benefits and services.
In addition to the state, their are several organizations that make it their mission to protect our individual rights. Some of these include:

3. JSL (Jamaica Aids Support for Life)
4. Jamaican’s for Justice
