"LONG SESSION OF THE CITY COUNCIL," Kingston Daily Standard. February 18, 1913. Page 2. --- Little Business Discussed Besides Paving. ---- Agreement Between City and Buffalo Smelting Company For Lease of Land Ratified. ---- At the meeting of the City Council last night little business was transacted aside from the consideration of the report of the Board of Works in regard to paving Princess street. The Council did not adjourn until near 11.30, but of the whole three hours and a half that the session lasted over an hour and a half was taken up with discussion on this matter.

In addition to the regular reports submitted the Industries Committee submitted an agreement between the city and the Buffalo and Ontario Smelting Company for the lease and purchase of the three and a half acres of ground adjoining the smelter site. According to this agreement the city is to lease the property to the Smelting Company at a rent of $200, a year for two years, the Company at the expiration of that time to have the option of purchasing for $3,000. In the agreement it is stipulated that the Company must use the property for manufacturing purposes.

Ald. Bennett asked what the property cost the city. He was told that the whole parcel of land was purchased for $9,000. Part of this was sold to the North American Smelter Company for $3,000, While the city was losing $3,000, on the deal it was felt that it was worth this to the city to have two such industries located here.

Ald. Bennett then moved that River street be opened up from Orchard street in order that the city may have an outlet on the water front at this point. This motion was carried.

There was very little of importance in the reports of committees. The Civic Finance Committee recommended only the payment of accounts. while the Board of Works recommended the adoption of the work done by the Board last year. The Fire and Light report was passed in totem. the only change recommended was by Ald. Kent, who moved that the clauses in regard to the holding of bazaars and like events in the City Buildings be prohibited while stoves are used for heating, and that all future locations for moving picture shows be restricted to corners of streets, so as to allow exists on two streets, was defeated.

The report of the Utilities Committee was passed without charge. Ald. Stroud asked what was being done with the communication regarding the need of lights in Cataraqui ward, and was informed by the chairman. Dr. Ross that the matter of lighting this section of the city was being given careful consideration and that the question would be taken up as soon as the annual report from the department was received.

Ald. Bennett questioned the clause regarding the reduction of the cost of water to the General Hospital, Hotel Dieu and House of Providence He asked if anything were being done with a view to reducing the water rates of the Orphan's Home and House of Industry. He was informed that all charitable institutions were being considered in a general report which would be submitted shortly.

"Destruction By Youthful Saboteurs," Windsor Star. May 1, 1943. Page 3. ---- $1,000 Damage Monthly Done Windsor Street Lighting Fixtures by Gangs ---- Young saboteurs, roaming the streets in gangs, are causing property destruction which costs the City of Windsor $1,000 a month for street lighting fixtures alone, Gordon H. Puller, chairman of the Windsor Utilities Commission, declared today.

REQUESTS CO-OPERATION Mr. Puller appealed to the public for co-operation in checking this wanton destruction. Apart from the cost to the taxpayers, Mr. Fuller pointed out, the situation involves the loss of valuable materials and time which might be devoted to the war effort. The police should be notified where this destruction is observed, the utilities chairman advised.

Youngsters responsible for most of the damage probably do not realize how costly replacements are, Mr. Paller observed, pointing out that some lighting units cost up to $18.10 to replace. A display has been installed in the Hydro windows, on Chatham street east, to acquaint the public with the costliness of such property damage.

"Every citizen in the city." Mr. Fuller said, "has heard repeated ap- peals to save various materials which can be converted into war essentials.

"We have had requests for aluminum, other metals, paper, burlap, grease, glass and rags.

ORGANIZED CAMPAIGN "There seems to be an element of absurdity in such appeals then juveniles in this city are carrying on a campaign of organized, city-wide destruction of critical war martial in the senseless breakage of greet lighting fixtures. It isn't the wet of any one gang, nor is it restrict to any area. Their technique is rather well known. A group will gather in one section, traverse one or more streets and leave a wake of destruction as they pass. Sticks, stone and BB guns are effectively used. Some of the broken lamps are 22 feet above the ground and many missiles would require to be hurled before success crowns their juvenile efforts. The glass in these fixtures is extremely heavy and correspondingly expensive.

"The investigations of the police department, from whom the tallest co-operation is received, indicate that boys in their early teens are responsible for the present situation. When the members of a gang all throw stone at one light standard, it is not easy to place the actual responsibility on any one of them.

"This is a costly business, coming to almost $1,000 per month at the present time. This can be reduced or eliminated only with the complete co-operation of our citizens. It pay dividends, as the taxpayer is called upon to meet this particular item in his tax demand. It is not your Hydro bill. It is part of street lighting costs, and as such, is billed direly to the city. You can very readily think of many things which the city could do with $12,000. This is the picture insofar as it affects the municipality.

EFFECT ON WAR EFFORT "There is the still broader effect upon our war effort. These Iighting fixtures must be brought in for repairs, with a resultant use of gasoline and tires. There are many man-hours of labor unnecessarily used which could be utilized in assuring continuous service to wartime industry. To restore the standards to service requires the use of critical war materials, difficult to obtain at the present time. In the meantime the areas affected are deprived of street lighting and the resultant protection which it provides against other types of crime.

"If you are in the neighborhood of the Hydro office on Chatham street, have a look in the window. It tells the story better than mere words could do. This wilful waste of materials and of your money can be stopped only with your co-operation. Call 4-3472 or the police department if you see street lighting equipment being destroyed. The police, or Hydro patrol cars can reach any designated point in a few minutes. Its purpose is two-fold; it saves property and it may effectively stop many boys from emulating example set for them by some youth with whom the juvenile court is already familiar."
