Artificial intelligence may be technology’s hottest topic—more important than electricity or fire, according to Google CEO Sundar Pichai—but another has a plausible claim to second. Digital public infrastructure, or DPI, does not loom as large as AI in the public or policymakers’ consciousness. Yet its recent adoption and impact—quieter, stealthier—are arguably as significant. According to Bill Gates, “DPI is revolutionizing the way entire nations serve their people, respond to crises, and grow their economies.” The United Nations Development Programme describes it as “a potential game-changer.”
Last October, a Global DPI Summit, the first of its kind, attracted more than 700 participants to the outskirts of Cairo; many were developing-world policymakers and entrepreneurs. They were drawn by a technology that has seen rapid uptake in countries as varied as Brazil, India, Ethiopia, Morocco, the Philippines, and Zambia. The spread of DPI has been especially noteworthy in the global south, where there are fears that the advent of AI could leave the region further behind the West in the realm of digital tech. Coming after a long litany of false promises and misapplied technology in the developing world, DPI may represent one of the first successful large-scale interventions to ease poverty, transform government services, and unleash innovation.
Beyond these specific benefits, DPI may also have broader, global ramifications. In an increasingly bifurcated technical landscape, characterized by superpower contestation and a crippling lack of cooperation, DPI offers something more constructive—the digital equivalent of the Non-Aligned Movement, perhaps, and a model for a more collaborative, inclusive digital ecosystem. The approach is not without its own risks and challenges; but done right, it could help revitalize that beleaguered and increasingly vilified phenomenon that we know as the internet.
Like many nascent technologies, DPI’s precise definition remains something of a work in progress. Conceived narrowly, the term relates to a set of publicly available tools for digital payments, identity, and data exchange, all combined in an integrated digital “stack.” More recently, a number of other domains and functions have been mooted as additions to this stack, including modules for education, agriculture, and energy conservation. Rather than a specific set of functions, then, DPI is perhaps most helpfully thought of as an approach—a “way of thinking,” as some have put it. In this broader conception, the goal of DPI is to shift certain core operations in the digital world—e.g., payments or authentication—from private to public management, so that they more closely resemble infrastructure. The World Bank calls DPI “common digital plumbing”; others draw analogies with roads or railway tracks. The underlying premise is that control of today’s digital ecosystem is overly concentrated in a handful of companies and states. DPI aims to redistribute the balance of power and provide a new foundation (“infrastructure”) for both public and private innovation.
Despite its recent prominence, DPI has arguably been around for at least a decade (even if it wasn’t always called as such—the term has really gained currency only over the last two or three years). India, the country most commonly associated with the approach, launched Aadhaar, its identity scheme, in 2009. Today, more than 1.3 billion Aadhaar cards have been issued, making it one of the more remarkable adoption stories in global technology. Estonia created X-Road, its widely adopted data exchange layer, in 2001. Brazil, another country frequently associated with the approach, launched its digital payments system, Pix, in 2020. DPI’s slow, incremental build has recently accelerated. According to a DPI map produced by David Eaves and colleagues at University College, London, over 100 countries now have (or are in the process of implementing) various forms of DPI.
There are many reasons for the enthusiasm. Policymakers have long looked to digital payments as a way to reduce “leakage” (a euphemism for corruption and other inefficiencies). By some estimates, DPI has saved the Indian government $34 billion by cutting out middlemen and reducing red tape. Advocates of DPI also cite its potential to foster inclusion—for example, by bringing the unbanked into the formal economy and enabling low- or zero-fee micropayments for small businesses. DPI has also benefited from good timing: Its star rose considerably during COVID, amid a general move toward a cashless economy.
Perhaps the biggest, if often unrecognized, catalyst for the approach has been a shifting geopolitical climate, especially as it has affected global technology governance over the last decade or so. Once upon a time, decisions about the internet were primarily reached through technocratic consensus, at bodies like the Internet Engineering Task Force, the Internet Corporation for Assigned Names and Numbers (ICANN), or the International Telecommunication Union. This largely—if not entirely—depoliticized approach meant that technical standards and frameworks were chosen mostly on their merits, rather than because of national or ideological interest. (ICANN’s early 2000s adoption of international domain names to support non-Latin scripts was a good example.) That approach has all but broken down. Technology is increasingly central to public life, and technology policy has by extension become an instrument of statecraft. The internet and its underlying infrastructure are today subjects of heated geopolitical contestation, battles between what Columbia law professor Anu Bradford calls competing “digital empires.”
China and the United States are the biggest of these empires (Bradford also lists the European Union), and their increasingly zero-sum struggle to dominate virtually every aspect of technology—from standards to chips to privacy—has resulted in something of a digital Cold War. A new “virtual Berlin Wall” has arisen, forcing countries to choose sides between the unregulated mercantilism of American Big Tech and a statist, surveillance-based Chinese model. Beijing offers the developing world favorable financing and subsidized equipment, but these gifts (part of the country’s Digital Silk Road initiative) come laden with perils such as a loss of privacy and national autonomy. The alternative is often hardly more palatable: American tech companies pose very much the same risks. As Patrick Achi, the former prime minister of Ivory Coast, recently explained, countries like his are caught on the horns of a dilemma. “We are like subjects, without good choices,” he said. “Our digital futures are being determined in the big power centers.”
On this scorched landscape, DPI offers a welcome alternative—a potential “third way,” as the Dutch politician and commentator Marietje Schaake recently put it, a means for countries to chart their own course when it comes to managing data, digitizing government, and customizing applications to local needs. A budding ecology in Bengaluru now offers countries open-source modules and technical assistance to implement locally managed DPI solutions. These include the Modular Open Source Identity Platform, which allows countries to repurpose code for digital identities, and the recently launched “DPI-as-a-packaged-solution,” or DaaS, designed for “plug-and-play” implementation. Estonia’s open-source X-Road is likewise used by over 20 countries, including Cambodia, Brazil, Namibia, and Madagascar.
Such examples of modular, customizable, and domestically controlled software are particularly useful for smaller countries that have less technical and financial capacity. (Trinidad and Tobago, for example, is the first country to implement DaaS.) They make it easier to digitize economies, and they reduce the risks of superpower dependency. Because many of the tools are open source and interoperable, they also foster collaboration. Regional groupings such as the Gulf Cooperation Council, Association of Southeast Asian Nations, and the Caribbean Community have implemented or are considering cross-border integrations of identity and payment systems. India’s Unified Payments Interface has likewise been adopted in countries as varied as Nepal, Singapore, and France.
Technical integration is often symbiotic with political cooperation. By strengthening regional blocs and alliances, DPI may challenge the existing geopolitical order. For developing countries thus far at the mercy of superpowers and Big Tech, it holds out the prospects of achieving the much sought-after (yet often chimeric) goals of “digital sovereignty” and “digital independence.”
The DPI movement is young, still inchoate. As the approach gathers steam, its own limitations and challenges will become more apparent. Detractors point to the possibility of data breaches and other privacy violations, the risk that greater digitalization of public services could marginalize populations lacking technical literacy, and the danger that public investment could distort competition and markets. Every technical intervention represents a delicate balance of risk and opportunity; advocates of the approach argue that the right policies and governance frameworks can help bring out the positive potential of the technology.
The stakes of getting the balance right are huge—for the developing world, of course, but perhaps for the entire global digital ecosystem as well. The advent of AI has intensified geopolitical rivalries, and with them the risks of fragmentation, exclusion, and hyper-concentration that are already so prevalent. The prospects of a “Splinternet” have never appeared more real. The old dream of a global digital commons seems increasingly quaint; we are living amid what Yanis Varoufakis, the former Greek finance minister, calls “technofeudalism.”
DPI suggests it doesn’t have to be this way. The approach’s emphasis on loosening chokeholds, fostering collaboration, and reclaiming space from monopolies represents an effort to recuperate some of the internet’s original promise. At its most aspirational, DPI offers the potential for a new digital social contract: a rebalancing of public and private interests, a reorientation of the network so that it advances broad social goals even while fostering entrepreneurship and innovation. How fitting it would be if this new model were to emerge not from the entrenched powers that have so long guided the network, but from a handful of nations long confined to the periphery—now determined to take their seats at the table of global technology.

Much of it irreplaceable, all those dead things I'd buried, they will all come back again and again, in the form of vaguely familiar memories. Some of them we begin to warp and change, all these shadow people, pieces of strangers, someone's life invented, imagined, purely by the power of thought. But the brain can't synthesize generations of stars in our Galaxy, doing all they had done. Disembodied intelligences move toward each other and merge, not doubles of one another, not identical, but all lost and gone with death. But this is only the beginning. The human mind is explicitly designed to break down at a certain point. This complex brain a doomed star, the purpose of human intellect defined as almost beyond comprehension. In the near future, the human race is... Older? Smarter? Wiser? We may become the first generation to discover we are not alone in the world. If this ever happens, it will be one of the most defining moments in the history of our species. Are humans all there is? Maybe we are alone, or nearly so. Or are there other beings in the ghostly light inside our bodies, not yet born? You may not be aware of it, the surface electricity of your skin, the optic nerve fibres, the 120 billion nerve connections converted directly into experiences, brainwaves, instructions. This is all changing. They're thinking about merging computers with our brains. Neural implants, nanotechnology, cells that communicate via processing circuits of the brain. Technologies may develop to prolong life, powered by computers with their own sorts of minds and consciousness... ...Maybe science fiction had it wrong. Maybe the first team of computers about to merge there, in that compartment of your brain where inspiration and emotion plays out, will exhibit space for the full range of personality, including our powers for turning dreams into vision, in our strength, our creativity and randomness, disorder, reasoning, tracing, stacking, corralling, framing, our complexity and variation. Implants who have skills, sensory feeling, mental abilities, moral dilemmas, and thoughts. The ability to recall an experience that triggers a memory, memories of places and things, good and strange, even traumatic, to truly resemble their creators. Many will be total show-offs, they can be sneaky, spoiled, socially impinged, violent ringleaders. Others lie, or project, or perform, or kill, or damage, or demand out of conscious work. Some others, as smart as you are— with the same processing power as your adult human brain— never learn from the past before us, because they think they already know. "YOU CAN'T HELP WHO YOU ARE!" The real story is: The past lies to us all and leaves a strange numb feeling, a tension that sometimes never fades. Even machines with 20 or 50 times as much information also cannot process their way out of death. When that time comes, you'll all know. Yet these colorful, radiant brains make it possible to fill the otherwise lonely millennium with an unimaginable symphony of possibilities, the present a billion different geodesic shapes that communicate through electromagnetic wavelengths of colors. From radio (pink and green), to glowing oxygen and X-ray (blue), iridescent fireworks (orange and yellow), blood (red), such a broad spectrum, all of human history, another time, all the same time an experience again. So you ask: what is the difference between the synthetic and physical body? You give this machine an instruction and it hesitates, and says, "Have you thought this through? I'm not sure that you have." You recognize the extraordinary beat of an artifical heart in your body immediately; a sort of love affair with memory. That is what it is to be human. I'm doomed all my life to an odd feeling of familiarity. Why should any barrier, even death, impede it?

History has shown us that Bitcoin often moves in cycles. Consider the periods in 2013, 2016, and even as recently as 2020. During these times, Bitcoin seemed to be moving sideways, causing doubt among some investors. However, each of these periods was followed by significant price surges that rewarded those who held on. For example, after the 2016 halving, Bitcoin’s price remained relatively stable for months, only to skyrocket in 2017. This pattern is a reminder that periods of quiet can be a precursor to something much bigger.
The Power of Patience
This strategy works because Bitcoin has shown time and time again that it rewards patience. Looking back at its history, we see a pattern: after periods of sideways movement, Bitcoin often experiences significant upward momentum. Those who have held strong through the lulls have been rewarded for their resilience. It’s not just about timing the market; it’s about time in the market.
This mindset requires discipline, especially when the market seems stagnant. It's easy to feel discouraged when Bitcoin isn't making headlines or breaking records. ALTERED CARBON (tv show) DHUH!!! (1334)
If you are an idiot like me, no offense to you, I quit watching the TV show Altered Carbon because I couldn't understand NOTHING, talking New Yorker, meaning ANYTHING of what was going on in the first 4 episodes of season one. Than AI came into my life and I asked it to make sense of it for me. It did, our conversation is posted on notes below. But if you are as brainless or clueless as me, I suggest you read our conversation and how it makes sense of the SHOW, enlightening me. It's not a long conversation, but that depends on concentration span. However, I have started anew seeing the show but now with a broader sense of understanding. Wikipedia does a fairly good job description, but like I said, I sometimes can be a real idiot and a pain to myself.

Wright called AI “the Manhattan Project of the time,” emphasising that Doudna will assist American scientists compete globally in AI.
Doudna supercomputer would speed up numerous scientific operations, said NERSC Director Sudip Dosanjh. NERSC is collaborating with NVIDIA and Dell to prepare its 11,000 users for the system's improved workflow. Doudna will be connected to DOE observational and experimental facilities via the Energy Sciences Network (ESnet), allowing scientists to evaluate and stream data in real time. Because of this integration, the supercomputer is no longer a passive workflow player.

It will use Dell Integrated Rack Scalable Systems and PowerEdge servers with NVIDIA accelerators, NVIDIA Quantum-X800 InfiniBand networking, and high-performance data management and storage.
Doudna is expected to exceed NERSC's flagship supercomputer, Perlmutter, by over ten times in scientific output. A Paradise X Prelude: Heralds #1!
Yes, I’m back on the Earth X train, continuing my liveblog into the last part of the trilogy.
Paradise X starts off a little differently from Earth and Universe X. Those started with issue 0. Paradise X still has an issue 0 but it starts with a prelude.
Remember how Universe X ended with Aaron Stack, Machine Watchman, vowing to do Something about the multiverse?
Well, this is the something.
Things kick off with Days of Future Past playing out as it did.
Wolverine, Storm, and Colossus attack the Sentinel-controlled Baxter Building and get killed to death. And then Aaron shows up to retrieve Wolverine’s corpse.


Which he revives using the technology Merlin once used to revive Captain Britian.
If I can say anything for Noun X, it’s neat how it uses little bits of continuity like that.
Anyway, Aaron introduces Logan to some new friends who he has also recruited.

A Hyperion who is the only survivor of an Earth where humanity’s paranoia over their superheroes led to them nuking the planet.
Arno Stark, the Iron Man of far off future year 2020. Arno is Aaron’s fixer upper. A real jerk who he’s hoping to make into a real hero.
Bloodstorm, Storm but a vampire.
Killraven, from the War of the Worlds universe.
A Deathlok, specifically Luthor Manning.
And Spider-Girl from Spider-Girl. Good ol’ Mayday Parker. Who Aaron brought into the group to play the teenage girl for Logan to mentor. It’s like catnip to Wolverine.
Aaron explains the secret history of the world and multiverse - the Celestials and Mephisto et al - to the group. Their mission is to go to alternate worlds and warn Reeds Richards about the Celestial embryo within Earth.
If they accomplish this, Aaron will use the Watcher’s equipment to give them each their heart’s desire.
What are those desires? That answer is dangled like a tantalizing mystery. Aaron doesn’t have time to have everyone sit around chatting! I mean, more so than they already have with the exposition dump to get them up to speed. But that’s taken up nearly half the issue.
So he summons the 2001 Monolith portals to take four duos to four different Marvel AUs.

Aaron himself and Hyperion head to Earth-8591, a universe where Kulan Gath’s transformation of Manhattan to resemble the Hyborian Age was never undone. That was… Uncanny X-Men 190 and 191. This is basically a What If of that story.
Kulan Gath won, transformed the entire world, and killed all the heroes.
Unfortunately, this includes Reed Richards, who Aaron and Hyperion discover has been hanged shortly before their arrival.
Leaving Aaron to wonder if this world can even be saved from the Celestials without Reed and with science in general treated as blasphemy.
But, also!

Earth-1124! The world of Sat-Yr-Nin!
There doesn’t seem to be an existing story for this universe but it’s one where Sat-Yr-Nin rules and has made into an aggressive, warlike society.
Hence why Deathlok and Killraven were chosen for this job.
Oh, Sat-Yr-Nin is the evil alternate universe counterpart of Saturnyne, who oversees the Captain Britain Corps and is also an alternate version of Captain Britain’s former love interest Courtney Ross?
Without the big two page spread exposition dumps, Heralds assumes the readership has a broad understanding of Multiverse Stuff.
Iron Man 2020 and Bloodstorm are sent to Earth-2010. Which is not a preexisting AU but being introduced here for the first time.
While the two wander around a seemingly abandoned New York, they chat. And Arno is a dick.
And Bloodstorm is too, maybe?
Without sass he asks what her motive is for joining Aaron’s Heralds project. She says it’s because Aaron promised her a cure for her vampiric hunger.
Then he asks if she wants to know why he joined and she says no.
That’s when Arno gets really dickish.
He speculates that the reason why they were grouped up is that she’d eat anyone else she was paired up with and he’s the only one with armor thick enough to safely work with her.
Bloodstorm shrugs this off and wonders then why she was chosen for this mission.
They get an answer soon as her vampiric nose senses something Arno’s sensors can’t.

Lots and lots of vampires.
So that’s the gimmick of Earth-2010. Oops, All Vampires!
Oh, hi, Vampire Reed. You’re who they’re here to talk to, actually.
Finally, DoFP Logan and Spider-Girl are sent to Earth-1123. We don’t get a lot of information about this particular reality yet but Reed Richards is President of the US.
Convenient, huh? A Reed that’s 1) easy to find, 2) in a position of power and authority to do something about the Celestial embryo!
Well… Logan doesn’t do appointments so he just beats up Secret Service guys until he can get to the Oval Office.
That’s a bad first impression to go into a meeting with the President.
There’s another problem.


This isn’t wise and stretchy Reed Richards but angry purple Brute Reed Richards.
This pending comic book fight could have been an appointment, Logan!

Heralds is an interesting beast for an Earth X related book. It has a breezy, adventurous quality to it. Most Earth X stuff is big on long lore explanations and trying to fit canon together like puzzle pieces.
This prelude instead goes here’s a largely new cast and here are four mini adventures for them. It’s all connected back to the whole Earth X Celestial thing but that’s just the excuse to go on these adventures.
Given how Universe X seemed to be written on the fly, I wish we’d gotten more stuff like this. Lay off the arc welding and grand unified theories for a bit and just play around in the universe for a while. Explore the new characters and new status quo.
But I’m jumping the gun a little. This is just one part of three. But Heralds has a fun concept so far!
