I couldn't be bothered to fix Flevoland's fringe

Which province is most likely to get into trouble (not Daan though, we know he does. Often)?

Netherlands: “Well, if it’s to get into trouble on purpose, that would be Harm (North Holland). However, if you include those who are no longer here, then it’s obviously Ruben (Holland). I mean, the amount of pranks he’s pulled is ridiculous. He drew erect penises on the coats of arms’ lions once!“

Netherlands: “But if you mean to get into trouble without meaning to, then it is Hannes (Noord-Brabant). The kid doesn’t have enough awareness of his surroundings, and it’s combined with his insane amount of energy.”

Utrecht: “Mhhh, so many! God, I fall too easily! But right now, this big important city in the west is on the top of my list.”
