Okay, let's talk about this beautiful character. The official novel described the White Wolf as a male, Simon Wells (the director of the original Balto) described the White Wolf as a male and as a symbolic character. Let's look at how this character looked in early versions.
This is how it looks in the script. Pretty simple design.
This design clearly was based on the script's version. Still looks masculine.
Here you also can see awesome storyboards by Harald Siepermann, and there already those epic moments we can see in the final film, but there also were interesting moments. How the White Wolf gently comforts Balto, how there's symbolic moment — in the beginning the White Wolf howls in the blizzard among tiny sunrises (or light of lantern) before interaction with despaired Balto, while in the end of this scene Balto embraces his wolf ancestory and howls in the same pose after the White Wolf disapperas in the wind, but among calm snowstorm and under the sun. Yep, more hints that the White Wolf wasn't real, but a metaphor of Balto's wolf half, his true self.
And another design by Harald Siepermann. The White Wolf looks pretty old and severe for sure.
And probably exactly this design became the base for this one in storyboards.
So, yes, the White Wolf from the original Balto was always a male. And a metaphor.
P.s. By the way, you can notice that in both the movie, the script and in the novel Balto feels and shows fear and shame during his first meet with the White Wolf. So, this one fact immediately debunks the idea of the White Wolf being Balto's parent. Balto doesn't know this wolf. Not to mention, how the White Wolf is absolutely silent, and that Simon Wells himself joked in interview "If it was really his dad, why didn't the old man help him drag the antitoxin up the cliff?".
The script also confirms the White Wolf being a male.
