Need Help for a Story

I have two names that I can’t think of. These are background conversational elements but I would really like to use the correct names if possible.  

For the first one: 

I’m thinking of a principle or theory or axiom which states that a computer can only simulate (emulate?) a less powerful computer (at least at speed).  I understand that’s probably common sense, but if I had more information about the origin/field of that idea it would help me flesh out this area of the story. So the idea is that if thing A can be completely modeled by thing B, thing B must be more powerful/complex than thing A.  Like you can make your 2018 compy pretend to be a Nintendo, but not vice versa.

Does that make sense?

When I look this up, all I find are AI articles and Turing Machine wikipedia entries, which seem related, but I can’t find quite what I need.

For the second one:

There’s a special name in gaming, for a specific type of luck.  When people are going for high scores in arcade games, skill is important, but so is luck.  A lucky series of choices can catapult a player to a score much higher than that player’s skill level.  I remember reading about this while reading an article about the Donkey Kong Jr. high score competition, but I can’t remember the term and I can’t find the article.

Does anyone know what best describes the situation where you may feel part of a what you think is an important friendship which should mean as much but always reminded its always the second friendship of the other person, yet the person still tries to make out it isnt? as in like the outcast friendship?
