They are humans, yes, astronauts who were sent up in cryo as a satellite of the earth. They got knocked out of orbit by the entire event that was the end of splat 3 story mode. they woke up to the sound of the calamari 3mix and that helped them to steer their ship safely into the ocean. Eventually they washed up at the coast of the splatlands, and now kind of exist as funky urban cryptids, studying the inhabitants of the modern splatoon world and trying not to get caught by the government or anything

MAKO

Mako is Nishida’s favorite older sister on account of the fact that she practically raised him. Since having 247 kids leaves a lot of room for neglect, a lot of the older kids ended up having to grow up really fast and raise their younger siblings to make up for their parents not being there.
